APPLYING ENTERPRISE GIS TO DISASTER MANAGEMENT AT KANGWON PROVINCE

  • The purpose of this paper is to describe the Disaster Management System Development of Enterprise GIS at the Kangwon Province in Korea. This project is included into 'the Kangwon Enterprise GIS 21 plan'. The Division of Disaster Management is in the middle of the 2-year project of the Disaster Management System development, appropriate for business performed at the Departments of Forestry, Culture, Environment, Tourism, etc. At the 1st phase of CIS implementation, for more than half a year we focused on the necessity of management of disasters. In the planning process, we needed long-term information on the whole area of Kangwon. In the assessment and response processes, we needed real-time data from Korean Meteorological Administration and other agencies. All the above information was carefully studied and referred to. ESRI's new GIS technologies solve the natural hazard/disaster problems. For example, hazardous materials routing often needs to be found the least expensive path through a roadway network. In the circumstances given, we can choose the departure point and destination of the vehicle, which carries the materials. It's also possible to minimize overall risk and costs of disaster problems by making a plan of people and possessions evacuation from the disaster area in short time limits. We can meet all the above goals using the latest ESRI's technologies.

  • Recently, discussions about the guarantee of smart ecological environment have been started in S. Korea. These discussions are becoming more and more popular in the aspect of ubiquitous administrative spatial informatization in utilization using big data as a new paradigm due to the rapid change of information and communication technology, such as the start of smart society and the ubiquitous era. In addition, there is a growing interest in discussing environmental and disaster preservation in terms of ubiquitous smart city construction in smart society. In thisstudy, by applying 'scenario planning' as a foresight method, we have developed a desirable future vision for ubiquitous administrative spatial informatization in terms of preservation of disaster of Kori nuclear power plant like earthquake. In order to establish a high level of city disaster prevention level in S. Korea in 2030 when the big data and big data System will be further intensified in the future, it is necessary to develop advanced ICT city disaster prevention system with big data administrative spatial informatization in terms ofsmart ecological city construction.

Scheduling Method of Real-Time Mobile Transaction Manager considering Value of Transactions and Validity of Real-Time Data (트랜잭션의 중요도와 데이터의 유효성을 고려한 실시간 이동 트랜잭션 관리자의 스케줄링 기법)

  • In this paper, we present a scheduling method for real-time mobile transaction manager in mobile computing environment. The proposed method checks whether a transaction is executable or not. It is able to by considering not only the deadline of real-time data in mobile hosts. And then, it schedules the real-time mobile transactions by making optimal execution window based on the priority queue, while considering transaction value and deadline. Disconnection with mobile hosts is monitored in selecting the transaction for execution. Using the proposed method reduces the number of restarting times after transaction aborts which is caused by the violation of the validity constraints of real-time data. And in has merits of maximizing the sum of values of real-time mobile transactions which meet the deadline. The performance evaluation demonstrates that the number of committed real-time transactions within the deadline is improved by 20%. This method can be used in real-time mobile transaction manager is such environments as cellular communications, emergency medicine information system and so on.

Post-annealing Effect of Giant Magnetoresistance-Spin Valve Device for Sensor (센서용 거대자기저항 스핀밸브소자의 열처리 효과)

  • In order to detect of the magnetic property in the cell unit, we studied the GMR-SV (giant magnetoresistance-spin valves) biosensor, which was depended on the micro patterned features according to two easy directions of longitudinal and transversal axes. Here, the multi layer structure was glass/NiO/NiFe/CoFe/Cu/CoFe/NiFe. The uniaxial anisotropy direction was applied to the patterned biosensor during the deposition and vacuum post-annealing at $200^{\circ}C$ under the magnitude of 300 Oe, respectively. Considering the magnetic shape anisotropy effect, the size of micro patterned biosensor was a $2{\times}5{\mu}m^2$ after the photo lithography process. By our experimental results, we confirmed that the best condition of GMR-SV biosensor should be the same direction of the axis sensing current and the easy axis of pinned NiO/NiFe/CoFe triple layer oriented to the width direction of device, and the direction of the easy axis of free CoFe/NiFe bilayer was according to the longitudinal direction of device.

A study on the reliability enhancement of Ultrasonic water treatment system to boiler (보일러 초음파 수처리장치의 신뢰성향상에 관한 연구)

  • This study was carried out to diminish the formation of scale in boilers which is one of the defect elements when they are operating. The defect relating to scale can cause a fatal impact on the explosion of boilers due to the overheating of their tubes, or it can affect the flow of water inside boilers with its bad circulation and result in a disparity of water inside the equipment. Heat transfer in the scale is low comparing to the boiler material, so it can lead to energy losses and has also impact on the global warming. In 2005, the Korean government introduced a system which requires boiler users to install the equipment which can prevent or eliminate the formation of scale to improve the management of water quality in boilers. The study on the techniques for preventing or eliminating the formation of scale started in 1821 and since then subsequently there have been lots of similar studies. The first one was about the scale reduction using potato starch. Since an ultrasonic scale preventer developed by a scientist from a Russian acoustic institute was introduced in1993, a variety of equipment of this kind have been disseminated in Korea. There has been a need to demonstrate the condition for the best performances of such equipment. Boilers are mostly composed of the main body and 288 the tube with a circular curved surface. I carried out a demonstration study on a circular tube which affects the scale defect the most among the boiler components. As a result of it, I found out the fact that the ultrasonic wave needs to reach a certain level of sound pressure and frequency to affect the formation of scale.

A study of distribution characteristics of unidentified particulate components in an urban area (도시환경의 총부유먼지 중 미지성분의 분포 특성에 대한 연구)

  • The quantitative composition of total suspended particulates (TSP) in the atmosphere is identified to consist mainly of ions, organic carbon (OC), element carbon (EC), and metals. In terms of environmental analysis, the rest of the TSP composition may be defined as unknown fraction (${\Sigma}X$) which is yet difficult to analyze both quantitatively and qualitatively. In this study, the major components of TSP were measured at an urban residential area (Gang Seo) in Seoul, Korea from February to December 2009. These TSP data were analyzed in various respects to explain the relationship between known and unknown constituents. During this study period, TSP was comprised mainly of unknown compounds (48.6%) followed by ions, OC, EC, and metals. The results of this study indicate that the distribution of ${\Sigma}X$ exhibits a strong similarity with ${\Sigma}Anions$, as they both increase with increasing TSP levels. However, if the concentrations of ${\Sigma}X$ and ${\Sigma}Anion$ are normalized against TSP, they exhibit a strong inverse correlation with each other due probably to larges differences in solubility. To establish a better strategy for air quality control in urban atmosphere, more efforts are needed to characterize unidentified proportion of particulate matters.

Minimum Film Boiling Temperatures for Spheres in Dilute Aqueous Polymer Solutions and Implications for the Suppression of Vapor Explosions (폴리머 수용액에서 구형체의 최소막비등온도와 증기폭발 억제 효과)

  • Pool boiling of dilute aqueous solutions of polyethylene oxide polymer has been experimentally investigated for the purpose of understanding the physical mechanisms of the suppression of vapor explosions in this polymer solution. Tn solid spheres of 22.2mm and 9.5mm-diameter ore heat-ed and quenched in the polymer solutions of various concentrations at 3$0^{\circ}C$. The results showed that minimum film boiling temperature($\Delta$ $T_{MFB}$) in this highly-subcooled liquid rapidly decreased from over $700^{\circ}C$ for pure water to about 15$0^{\circ}C$ as the polymer concentration was increased up to 300ppm for 22.2mm sphere, and it decreased to 35$0^{\circ}C$ for 9.5mm sphere. This large decrease of minimum film boiling temperature in this aqueous polymer solution may explain its ability to suppress spontaneous vapor explosions. Also, tests with applying a pressure wave showed that the vapor film behaved more stable against an external disturbance at higher polymer concentrations. These observations together with the experimental evidences of vapor explosion suppression in dilute polymer solutions suggest that the application of polymeric additives such as polyethylene oxide as low as 300ppm to reactor emergency coolant be considered to prevent or mitigate energetic fuel-coolant interactions during severe reactor accidents.s.

Applicability Estimation of Ballast Non-exchange-type Quick-hardening Track Using a Layer Separation Pouring Method (층 분리주입을 이용한 도상자갈 무교환방식 급속경화궤도의 적용성 평가)

  • Quick-hardening track (QHT) is a construction method which is used to change from old ballast track to concrete track. Sufficient time for construction is important, as the construction should be done during operational breaks at night. Most of the time is spent on exchanging the ballast layer. If it is possible to apply the ballast non-exchange type of quick-hardening track, it would be more effective to reduce the construction time and costs. In this paper, pouring materials with high permeability are suggested and a construction method involving a layer separation pouring process considering the void condition is introduced in order to develop ballast non-exchange type of QHT. The separate pouring method can secure the required strength because optimized materials are poured into the upper layer and the lower layer for each void ratio condition. To ensure this process, a rheology analysis was conducted on the design of the pouring materials according to aggregate size, the aggregate distribution, the void ratio, the void size, the tortuosity and the permeability. A polymer series was used as the pouring material of the lower layer to secure the void filling capacity and for adhesion to the fine-grained layer. In addition, magnesium-phosphate ceramic (MPC) was used as the pouring material of the upper layer to secure the void-filling capacity and for adhesion of the coarse-grained layer. As a result of a mechanics test of the materials, satisfactory performance corresponding to existing quick-hardening track was noted.

  • This paper explores desirable status of block chain electronic government in relation to the prevention of cybercrimes and corruption. After the research, we suggest four measures to establish desirable status of block chain electronic government. Eventually, transparency is ensured thanks to the core concept of block chain technology, sharing, not only allowing all of the participants to share information and but also preventing them from forging or falsifying information. Furthermore, a wide variety of participants can play a role as monitors in the horizontal structure of governance system, which also assures credibility and reliability on electronic government through trust on block chain itself. Electronic government aims at virtue of expanded electronic democracy which strengthens information democracy. Also, establishment of electronic governance, that emphasizes networking and guarantees, is a desirable image of the future of the fourth industrial revolution. Therefore, the establishment of future electronic government according to the four principles drawn from this paper can be the most suitable model.

A Big Data Based Random Motif Frequency Method for Analyzing Human Proteins (인간 단백질 분석을 위한 빅 데이타 기반 RMF 방법)

  • Due to the technical difficulties and high cost for obtaining 3-dimensional structure data, sequence-based approaches in proteins have not been widely acknowledged. A motif can be defined as any segments in protein or gene sequences. With this simplicity, motifs have been actively and widely used in various areas. However, the motif itself has not been studied comprehensively. The value of this study can be categorized in three fields in order to analyze the human proteins using artificial intelligence method: (1) Based on our best knowledge, this research is the first comprehensive motif analysis by analyzing motifs with all human proteins in Protein Data Bank (PDB) associated with the database of Enzyme Commission (EC) number and Structural Classification of Proteins (SCOP). (2) We deeply analyze the motif in three different categories: pattern, statistical, and functional analysis of clusters. (3) At the last and most importantly, we proposed random motif frequency(RMF) matric that can efficiently distinct the characteristics of proteins by identifying interface residues from non-interface residues and clustering protein functions based on big data while varying the size of random motif.
