The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. As a case study on the use of coteaching in science instruction for science-gifted elementary students, this paper analyzed the characteristics of coteaching science instruction for science-gifted elementary students by plan, performance, and reflection-evaluation stages of the classes. To do this, we observed two teachers' coteaching science instruction for science-gifted elementary students during twelve classes and analyzed the taped videos, their journals, and the transcripts for in-depth interviews with them. The results indicated that the characteristics of the coteaching science instruction, in the planning stage of the classes, showed improvement in the quality of the sciencegifted education programs, the reduction of the psychological burdens of developing the programs, and some efficiency loss due to the joint preparation of the classes. The characteristics in the performance stage of the classes include the seamless progression of the classes through the division of roles, the increase of the students' opportunity to explore, the supplement of the teachers' inadequate descriptions and the overlooked contents, the increase of the interaction between teachers and students and/or the interaction among students, the reduction of the risk of accidents in experiments, and the reduction of the responsibility for teaching. Finally, the characteristics in the reflectionevaluation stage of the classes could be attributed to the diversity of the evaluation viewpoints, the increase of the learning opportunities to develop the teaching professionalism, and the increase of the fear for assessing my own classes.
There are two opinions on the legal characteristics of damages for non-pecuniary loss, a private sanctions theory and complementary function of damages for non-pecuniary loss, briefly. There is a close connection between the legal characteristics and the function of damages for non-pecuniary loss. The functions of damages for non-pecuniary loss are consist of satisfaction, prevention( sanctions) and complementation. Several cases of medical injury relief reported to Korea Comsumer Agency are categorized as follows, 1) cases of death after having an operation, 2) diagnosed with disability after a medical accident, 3) extended damages happening related to delayed diagnosis, 4) et cetera(a plastic surgery, a treatment with oriental medicine), and the damages for non-pecuniary loss in respect to each cases are examined. In the case of occurring death or disability, Korea Comsumer Agency has set up guidelines for assessment of damages for non-pecuniary loss by classifying into major and collateral violation for a duty of care. Furthermore, the damages for non-pecuniary loss in the case of all sorts of cancers, are assessed in accordance with the degree of responsibility subsequent to dividing cancer into good and poor prognosis. When it comes to a complementary function of damages for non-pecuniary loss in the actual work, it is hard to assess the damages as it is difficult to objectify non-pecuniary loss, such as emotional distress. Though compensation for damages is major legal characteristics of consolation money, preventing a damage(private sanctions) through consolation for a victim or sanctions against an assailant also has great significance. Therefore, it is necessary to approach flexibly for mutual agreement by considering specialty( concrete facts) of individual issue thoroughly. If considering this aging society that limits the possible age for work to 60 years old, it is needed to have a complementary function of consolation money in mind not to make it less meaningful for victims due to small sum of consolation money.

To prevent serious maritime accident and eliminate the cause of the potential maritime accidents, Maritime Safety Audit Scheme was formally institutionalized through amendment of Maritime Traffic Safety Act(May 27, '09). At the initial step of the enforcement of the law, it has risen the necessity of amending the present institution concerning with the range of applicable business, method of practice, detailed technical standards in the assessment articles, etc. Among them, the assessment of marine traffic congestion has been practiced as a mandatory assessment article, but it is analyzed that the assessment doesn't reflect current variation of ships' size and its speed. By analyzing the status of assessments on marine traffic congestion so far and collecting experts' opinion, this paper suggests draft amendments to improve technical standards on the assessment of marine traffic congestion.

Objectives: The objectives of this research are to examine the missions, organization, and programs of the environmental, health and safety(EHS) offices of the major research universities in the U.S.A., particularly the case of Massachusetts Institute of Technology(MIT) EHS Office, and to suggest ways to address the EHS issues of the universities and research institutes in South Korea. Methods: The top 30 research universities in the U.S.A. were selected by the total amounts of research funds they annually received. The web sites of the 30 universities were searched to identify the names of the departments that address environment, health, and/or safety related issues, the missions of those departments, the major programs of those departments, and the number of staff in those departments. Also, a case study was conducted for the Environment Health and Safety Management System and the Environment, Health and Safety Office of the MIT, using literature and web searches and a meeting with the Director of the MIT Environment, Health and Safety Office. Results: All the top 30 research universities in the U.S.A. had designated departments that dealt with EHS issues. Most of them were by the name of or similar to environmental, health and safety. The mission statements of those departments were mostly about improving the safety and health of their community members, improving the environment, and complying to EHS regulations. Most of those departments had an environmental management program, industrial hygiene program, radiation protection program, safety program, and biosafety program as their major programs. The components of the environment, health and safety management system(EHS-MS) of the MIT were examined in detail. In contrast, not many universities in South Korea had designated departments that dealt specifically with EHS issues. Also, the number of fulltime staff for EHS was only 1-2 in most of the Korean universities and their work duties included only general safety, while neglecting other health/environment related issues. Conclusions: Well organized and functioning environmental, health and safety offices were present in all of the top 30 research universities in the U.S.A., whereas similar organizations of the universities in South Korea were virtually non-existent and/or had very limited EHS activities. Therefore, in order to reduce potential risks of accidents and health problems in the Korean universities and research institutions, well established and functioning EHS-MSs and EHS offices are warranted. The case of the EHS-MS and EHS Office in the MIT demonstrate a successful case to follow.
By implementing epoch-making policies for industrial promotion, the national economy has made a remarkable development. As a result of such economic growth, industrial accidents and occupational diseases have become a serious problem in Korean society. In the presidential order for the execution of the Korean Labor Standard Law, neuritis and other diseases stemming from health impairments due to vibrations in industrial processes are designated to be dealt with as vibration diseases. In the case of vibration disease, industrial accident compensation is not effectively paid. In order to investigate the vibration hazards of rock-drill operation, the authors studied the subjective symptoms and performed physical function tests on a total of 79 persons (vibration exposed group) who used rock-drills, and 39 persons (control group) who did not use rock-drills at anthracite mines. The results of the physical function test were as follosws : 1. The right hand was more affected by white finger than the left hand. 2. Independent variables such as duration of rock-drill operation, age, drinking and smoking were indentified as statistically significant factors for the occurrence of white finger. 3. In the pain sense threshold, the group with Raynaud's phenomenon showed a statistically higher level than that of the control group. 4. The skin temperature of the group with Raynaud's phenomenon was lower than that of the control group. The recovery time of skin temperature aftr cooling was delayed compared with the value of the control group.

As a recent cyber attack has a characteristic that is intellectual, advanced, and complicated attack against precise purpose and specified object, it becomes extremely hard to recognize or respond when accidents happen. Since a scale of damage is very large, a corresponding system about this situation is urgent in national aspect. Existing data center or integration security framework of computer lab is evaluated to be a behind system when it corresponds to cyber attack. Therefore, this study suggests a better sophisticated next generation convergence security framework in order to prevent from attacks based on advanced persistent threat. Suggested next generation convergence security framework is designed to have preemptive responses possibly against APT attack consisting of five hierarchical steps in domain security layer, domain connection layer, action visibility layer, action control layer and convergence correspondence layer. In domain connection layer suggests security instruction and direction in domain of administration, physical and technical security. Domain security layer have consistency of status information among security domain. A visibility layer of Intellectual attack action consists of data gathering, comparison, decision, lifespan cycle. Action visibility layer is a layer to control visibility action. Lastly, convergence correspond layer suggests a corresponding system of before and after APT attack. An introduction of suggested next generation convergence security framework will execute a better improved security control about continuous, intellectual security threat.
Purpose : This study was to examine the secondary traumatic stress(STS) and related factors of emergency medical technicians. Methods : This study was conducted among 190 emergency medical technicians, over the age of 25, with the 1st or 2nd grade qualification, who serve at fire stations in U and P city of Korea. The collected data for this study was analyzed using SPSS 12.0. Result : The average character type of A-type personality technicians was 43.25 points and the average of B-type personality technicians was 37.82 points. It suggested that the former was higher than the latter. State anxiety did not show statistically significant difference between A-Type group and B-Type group with the score of 48.51 for A-Type and 47.91 for B-Type. Physical symptoms showed statistically significant difference between the two groups with the higher score of 28.45 for A-type group than that of 28.13 for B-Type group. The level of STS related to the volunteers' job characteristics was found to be low when the volunteers were satisfied with their job and didn't want to transfer to another division. Those on duty who had slept more than seven hours that day had the highest points. The number of points was highest when the frequency for the onset of trauma was between 20~30 times. Furthermore it was found that for most technicians, 71.05%, the period of symptoms lasted for a few weeks at most, and this was where the STS was the lowest, whereas on the other hand the highest STS occurred when the symptoms lasted for a period of up to six months. The findings showed significant correlations with a relation of r=.24 between STS and level of anxiety and r=.45 between STS and physical symptoms. However, no significant correlation was found between the level of anxiety and physical symptoms. Conclusion : The more emergency medical technicians are exposed to accidents, the more serious the STS are. Those with an A-type personality are especially prone to have higher STS. The higher the STS level is, the higher the level of physical states and anxiety is.
As the numbers of users of domestic passenger ships increased up to 14.5 millions at 2012, the numbers of ships accidents also increased as 2 times than ever. It will be very important to develop technologies related with safety design for onboard passengers and disclose the potential problems. This study performed consciousness survey on ordinary peoples' way finding who have not got any regular anti-disaster training, to develop evacuation models for evacuation feasibility studies. Followings are the results answered by 83 participants for 33 way finding questions. Respondents selected right ways more than 6~18% for 2 ways like T type, U type, Y type passages. But when there are some walkers and/or runners, respondents preferred to select the way where walkers or runners are. And more over the ratio of the ways that runners are on is comparatively higher than walkers. On 'ㅏ'type, 'ㅓ'type and 3 way type passages, even though the walkers and/or runners are affected to answerers, straight way were most preferred. And it is clear that peoples like bright passages. On the other hands, peoples responded as they like right, downward and near stairs more than left, upward and far stairs, respectively. and very few selected escalator and elevator for as evacuation stairs.
Ulsan Port is the biggest base port for liquid cargoes in Korea and is pushing in earnest for the development of the 'Ulsan New Port' and 'Northeast Asia Oil-Hub' to prepare for continuous shipment growth. However, Ulsan is in the situation which the harbour limit and anchorages are narrower than other trading ports and the occurrence probability of marine accidents is very high due to heavy marine traffic. We will find and suggest the plan to enlarge the harbour limit essentially needed to expand anchorages considering the geomorphological features of Ulsan and the volume of marine traffic in this research. For the enlargement of harbour limit needed to expand anchorages, the anchorage area needed for Ulsan New Port was calculated after the quantitative analysis of enlargement range through the mutual comparison of the area of harbour limit and anchorages with berths and the volume of marine traffic. The reasonable type of harbour limit, which is based on the survey by a group of experts, was also determined after the decision of the range of harbour limit to accommodate the relevant anchorages.
