The Assessment of the Risk Index of Live-line Works on Distribution Line by the Accident Analysis (재해분석을 통한 배전선로 활선작업 공종별 위험지수 평가)

  • The live-line works are very dangerous because of direct contacts with the distribution line or neighboring contacts. So the purpose of this study is to identify the risk factor by accident occurrence form and accident case analysis, and to suggest the quantified risk index by risk occurrence frequency and risk strength analysis. And the risk index assessment is researched by accident cases analysis on work type. Accident cases of transmission distribution line are researched based on data of the Ministry of Employment and Labor in the last ten-year period (2000~2009). In results of this paper, high risk isn't always a priority of safety measures. Risk occurrence frequency and risk strength have to be considered according to detail work types, work methods and conditions of field work. And safety management measures must be planned according to risk occurrence frequency and risk strength.

  • This study analyzed the factors affecting the effectiveness of the Chemical Hazard Risk Management (CHARM). A survey was conducted on 104 learners who participated in the Risk Assessment training course at Occupational Safety and Health Training Institute. Through a self-administered questionnaire, the effect of personal characteristics, corporate characteristics, and safety and health level of the company on the effectiveness of chemical risk assessment was investigated. As a result of statistical analysis, the safety and health level of the company had a positive (+) effect on the effectiveness of Chemical Hazard Risk Management(CHARM), but personal characteristics and corporate characteristics had no relation to it. This study can be used as basic data for further research related to chemical risk assessment in workplaces.

  • The International Maritime Organization (IMO) issued 2017 Guidelines on maritime cyber risk management. In accordance with IMO's maritime cyber risk management guidelines, each flag State is required to comply with the Safety Management System (SMS) of the International Safety Management Code (ISM) that the cyber risks should be integrated and managed before the first annual audit following January 1, 2021. In this paper, to identify cyber security management targets and risk factors in the maritime sector and to conduct vulnerability analysis, we catagorized the cyber security sector in management, technical and physical sector in maritime sector based on the industry guidelines and international standards proposed by IMO. In addition, the Risk Matrix was used to conduct a qualitative risk assessment according to risk factors by cyber security sector.

Why do Workers Generate Biased Risk Perceptions? An Analysis of Anchoring Effects and Influential Factors in Workers' Assessment of Unsafe Behavior

  • Background: Risk perception plays a crucial role in workers' unsafe behaviors. However, little research has explored why workers generate biased risk perceptions, namely underestimating or overestimating the risks of unsafe actions. Cognitive biases in risk perception arise from uncertainties about the dangers of unsafe behaviors. As a typical heuristic strategy, the anchoring effect is critical in decision-making under uncertain conditions. Consequently, this study empirically analyzed the influence of anchoring effects on workers' risk perception. Methods: In 2022, a survey was conducted with 1,418 coal mine workers from Shanxi Province, China. The survey instruments assessed workers' risk perception of unsafe behavior, anchoring effects, need for cognition, and safety knowledge. Multivariable linear regression models were employed to analyze the associations among these variables. Results: The findings verified the proposed anchoring effects. Specifically, experimenter-provided high-risk anchors led workers to overestimate unsafe behavior risks, thus reducing their tendency to engage in such behavior. In contrast, experimenter-provided low-risk anchors and accident-injury experiences (self-generated anchors) decreased workers' risk perception, increasing their propensity to engage in unsafe behavior. Additionally, workers' safety knowledge and need for cognition significantly affected anchoring effects. Conclusion: This research enhances workplace safety studies by applying the anchoring effect from psychology to risk perception research. Suggestions for improving risk perception encompass implementing hazard warnings, fostering safety education, and providing training. Furthermore, managers should give special attention to workers with accident-injury experience and promptly correct their accident fluke mentality, thereby improving overall risk awareness.

  • Operation of KORAIL's level crossing is in charge of KORAIL. As taking over existing level crossing to KORAIL, they do not conduct risk assessments, so we do not know about any possibilities of inner risk. And present operation of safety of the level crossing is just regular checking of reaction and functions of safety equipments physically, we need to react to the changes of what's going on around of level crossing and incestigation of traffic flow and surrounding conditions more spontaneously. So, we have to prepare the strategies against accidents of level crossing cost-effectively based on regular risk assessments for sustainable safety improvements and overcome operational problems of present level crossing's safety. Here, we're going to investigate the level of safety level and present risk factors of the level crossing using risk assessments for accidents/error of the equipments to show operational strategies of level crossing based on risk assessments.

Safety Measures for Main Risk Factors in Cultivating Shiitake Mushrooms (표고버섯 원목재배 작업의 주요 위험요인과 안전대책)

  • It is important to provide the farmers with practical and effective information of safety and health for individual crop to prevent or reduce occupational injuries in agricultural sector, since work characteristics and risk factors are not the same for all crops. In this study, risk assessment was carried out for cultivating shiitake mushrooms and then safety measures, which were based on the results of the risk assessment, were summarized and presented as the information of safety and health of shittake farmers. Guidelines for safety and health of the farmers of shiitake mushrooms, which were developed based on the risk assesment and safety measures, can be used by the farmers as self-educational tools or by the agricultural facilitators as an educational material for agricultural safety. It is expected that the guidelines can be useful in preventing occupational injuries of shiitake farmers.

Study on Application of Safety Management System to K-Drone Delivery (K-드론배송에 대한 항공안전관리시스템(SMS) 적용 방안)

  • K-drone delivery system is a commercial delivery system that ensures compliance with aviation safety. It is equipped with flight routes for automated deliveries and features a drone identification device along with a real-time monitoring system for drone positions. This study proposes the application of an ICAO SMS-based safety management system as an appropriate safety management framework that non-aviation personnel drone operators can adopt. It suggests that applying an ICAO SMS-based safety management system to the K-drone delivery system, similar to Europe and the USA, is valid. To introduce ICAO SMS into the K-drone delivery system, procedures must be established for building a drone safety management system, from business registration to drone operation and training. The main components of the drone safety management system are presented, including 8 items: safety policy and authority and responsibility, risk management, safety assurance, safety promotion, drone control system, drone delivery operation manual, drone maintenance manual, and accident response, incorporating the four fundamental elements of ICAO SMS and European Light UAV operator Certificate standards. Additionally, as a core aspect of the drone safety management system, a seven-step risk assessment procedure is proposed, which includes basic risk identification, hazard identification, risk scenario development, calculation of severity and likelihood, SMS matrix risk assessment, mitigation measures, and implementation determination.

  • For preventing accident, the risk analysis about gas facilities has been more important since many gas facilities be superannuated. Especially, deriving and simulating risk is very important for preventing and corresponding accidents by means of specific analysis method in complex gas facilities. However, many studies have been not enough not yet in order to derive and simulate risk considering various situations. This paper aims to propose deriving and analyzing risk method around limited area of complex gas facilities. Our study proposes total risk analysis that is composed four methods with individual point of view. The risk analysis system based on RiskMAP immediately informs users changes of e risk in zones according to the status, work and surrounding conditions of the facility. The proposed methods in this research are implemented as software algorithm and applied to risk analysis system using RiskMAP in conjunction with IoT and GPS.

  • The risk management case is an organization's formal arrangement to ensure the safety of its work activity within risk management system. It allows an organization to demonstrate its capability in achieving its safety objectives and in meeting regulatory requirements. This paper presents how the safety assessments are described, prepared and maintained to meet the criteria specified by the upcoming safety regulations. We propose the elements of risk management system that include arrangements for the ongoing identification of hazards, assessment of risks and the implementation of necessary control measures.

  • This paper is to introduce guidelines for risk management and analysis. International tandards such as IEC 60300-3-9, IEC 61511-3, ISO 14971-1 and ISO/IEC Guide 73 are considered. This study is to discuss risk analysis of technological systems, and guidelines in the application of hazard and risk analysis for functional safety instrumented system, and risk management of medical devices, and guidelines for use in risk management standards.
