연구실 위험분석을 위한 사전유해인자 가이드 Tool 개발 연구 (A Study on Development of Pre-Hazards Risk Analysis Guide Tool)

  • The Ministry of Science, ICT and Future Planning made law for Pre-Hazard Risk Analysis in December 31, 2014 to protect researchers from continuing accidents in laboratory. Conducted before an experiment, Pre-Hazard Risk Analysis finds hazards of the experiment and rules to manage the hazards.So the Pre-Hazard Risk Analysis can support laboratory safety system by prevent accidents in laboratory. Pre-Hazards Risk Analysis is newly created system so that executors need Guidelines to perform this analysis properly. This study is to develop guide tool for Pre-Hazard Risk Analysis by analyzing other risk assessment systems; PSM, Off-site Consequence Assessment, laboratory safety system. Also, this study suggested how to establish database for Pre-Hazard Risk Assessment by analyse KRAS.

  • The purpose of this study is to develop risk assessment techniques and institutional analysis of domestic and international, the management techniques that can efficiently manage the harmful factor of the laboratory and to present the institutional measures that can be efficiently implemented. Due to a variety of adverse factors of laboratory, accidents of laboratory of various forms have occurred, but there is no risk assessment system in order to manage this effectively. So, we investigated this domestic existing risk assessment methods and the outside of the risk assessment system, and also analyzed accidents of domestic laboratory that occurred in 2014. In addition, we targeted the 24 laboratories in 21 universities to investigate the management of harmful factors of the laboratory and performed applying test for 12 domestic laboratories. Existing risk evaluation system, such as PMS, SMS, off-site impact assessment, since the industrial site is the subject, is a difficult problem to be directly applied to the laboratory of the research institute. So, we implemented management status and harmful factors survey and classified the research and development activities based on this data. Finally we developed "pre-hazards risk analysis method" to create each of the safety management measures. In addition, research activities personnel conducted voluntarily risk assessment, which is shared by institutions and government. It is presented the institutional system for safety management of laboratory. Its result, pre-hazards risk analysis method and institutionalization scheme will be able to achieve laboratory accident prevention system.

독일, 영국과 한국, 일본 등 아시아 국가 간의 위험성평가 제도 비교연구 (Comparative Study on the Institutional Framework of Risk Assessment between German, UK and Korea, Japan in Asian Countries)

  • This paper is a comparative study on risk assessment policy between Asian countries such as Japan, Korea, Singapore and EU countries, German, UK. Risk assessment is a tool adopted currently in many countries in order to reduce occupational risk in workplace because it help employers to identify their hazard arousing in their working conditions then to settle the issues. This paper compares institutional framework posed in EU and Asian countries. As a result of comparative study, EU countries have more concrete legal system for risk assessment than Asian countries. But Asian countries are now interested in risk assessment such as Japan, Korea and Singapore. The author also suggests successful ways to settle down the risk assessment policy in a country. These findings help to understand occupational health and safety policy on risk assessment in Asian countries.

복합화력발전소 내 수소연료 저장설비의 안전관리 체계 구축을 위한 Bow-tie 기법을 활용한 반정량적 위험성 평가 (Semi-quantitative Risk Assessment using Bow-tie Method for the Establishment of Safety Management System of Hydrogen Fuel Storage Facility in a Combined Cycle Power Plant)

  • Hydrogen has been selected as one of the key technologies for reducing CO2 emissions to achieve carbon neutrality by 2050. However, hydrogen safety issues should be fully guaranteed before the commercial and widespread utilization of hydrogen. Here, a bow-tie risk assessment is conducted for the hydrogen fuel supply system in a gas turbine power plant, which can be a mass consumption application of hydrogen. The bow-tie program is utilized for a qualitative risk assessment, allowing the analysis of the causes and consequences according to the stages of accidents. This study proposed an advanced bow-tie method, which includes the barrier criticality matrix and visualized maps of quantitative risk reduction. It is based on evaluating the importance of numerous barriers for the extent of their impact. In addition, it emphasizes the prioritization and concentrated management of high-importance barriers. The radar chart of a bow tie allows the visual comparison of risk levels before/after the application of barriers (safety measures). The risk reduction methods are semi-quantitatively analyzed utilizing the criticality matrix and radar chart, and risk factors from multiple aspects are derived. For establishing a secure hydrogen fuel storage system, the improvements suggested by the bow-tie risk assessment results, such as 'Ergonomic equipment design to prevent human error' and 'Emergency shutdown system,' will enhance the safety level. It attempts to contribute to the development and enhancement of an efficient safety management system by suggesting a method of calculating the importance of barriers based on the bow-tie risk assessment.

  • The occupational health and safety accidents were continuously increased during handling, usage and manufacturing the chemical materials according to increase of small and medium sized enterprises in domestic industries. These accidents mainly resulted from insufficient occupational health and safety management and deteriorative facilities and focused on corresponding operation to minimize the damage of accidents after occurrence. But, it was required that we grasped the occurrence causes of occupational health and safety risk in handling, usage and manufacturing the chemical materials and develop the adequate corresponding operation and system according to the possible occurrence of occupational health and safety risk. This study deals with the development of risk assessment model to derive the risk and important risk of occupational health and safety and then help to construct the self-controlled occupational health and safety system for small and medium sized enterprises handling the chemical materials.

Risk Assessment in the UK Health and Safety System: Theory and Practice

  • In the UK, a person or organisation that creates risk is required to manage and control that risk so that it is reduced 'So Far As Is Reasonably Practicable (SFAIRP).' How the risk is managed is to be determined by those who create the risk. They have a duty to demonstrate that they have taken action to ensure all risk is reduced SFAIRP and must have documentary evidence, for example a risk assessment or safety case, to prove that they manage the risks their activities create. The UK Health and Safety Executive (HSE) does not tell organisations how to manage the risks they create but does inspect the quality of risk identification and management. This paper gives a brief overview of where responsibility for occupational health and safety lies in the UK, and how risk should be managed through risk assessment. The focus of the paper is three recent major UK incidents, all involving fatalities, and all of which were wholly avoidable if risks had been properly assessed and managed. The paper concludes with an analysis of the common failings of risk assessments and key actions for improvement.

도시가스 고압배관의 정량적 위험평가 절차에 관한 연구 (A Study on the Procedure of Quantitative Risk Assessment for High Pressure Natural Gas Pipeline)

  • 최근 들어 도시가스사업자들이 안전관리의 수준을 더욱 향상시키기 위하여 정량적 평가(Quantitative assessment)에 기초한 위험 관리(risk management)를 많이 고려하고 있는 상황이다. 이 논문은 천연가스 배관의 정량적 위험평가의 절차에 초점을 맞췄으며, 이를 위하여 European Gas Pipeline Incident Data Group과 BG Transco의 자료를 사용한 사고발생빈도의 계산방법, 화재에 의한 사고피해영향 분석방법, 개인적 위험(Individual Risk)과 사회적 위험(Societal Risk)의 계산 방법을 체계적으로 제시하였다. 또한 국내 집단 에너지공급사업용 고압배관의 시범적용을 통하여 개인적 위험과 사회적 위험 기준을 제시하였다. 제시된 정량적 위험평가 절차는 고압배관 설계, 시공 및 변경 등의 위험관리에 유용할 것으로 판단된다.

  • Constructions sites are affected by Diversity workplace, complexity of construction, Change of place, Mobility of workers and so on. In a single establishment, Prime contractors and subcontractors have to conduct their work at the same time. There are a lot of unpredictable risks when the construction is running, coordination between contractors is very important to do a risk assessment under the condition. Occupational Health Policies on Risk Assessment in Japan

  • Industrial Safety and Health Law (ISH Law) of Japan requires abnormalities identified in evaluations of worker health and working environments are reported to occupational physicians, and employers are advised of measures to ensure appropriate accommodations in working environments and work procedures. Since the 1980s, notions of a risk assessment and occupational safety and health management system were expected to further prevent industrial accidents. In 2005, ISH Law stipulated workplace risk assessment using the wording "employers shall endeavor." Following the amendment, multiple documents and guidelines for risk assessment for different work procedures were developed. They require ISH Laws to be implemented fully and workplaces to plan and execute measures to reduce risks, ranking them from those addressing potential hazards to those requiring workers to wear protective articles. A governmental survey in 2005 found the performance of risk assessment was 20.4% and common reasons for not implementing risk assessments were lack of adequate personnel or knowledge. ISH Law specifies criminal penalties for both individuals and organizations. Moreover, under the Labor Contract Law promulgated in 2007, employers are obliged to make reasonable efforts to ensure employee health for foreseeable and avoidable risks. Therefore, enterprises neglecting even the non-binding provisions of guidelines are likely to suffer significant business impact if judged to be responsible for industrial accidents or occupational disease. To promote risk assessment, we must strengthen technical, financial, and physical support from public-service organizations, encourage the dissemination of good practices to reduce risks, and consider additional employer incentives, including relaxed mandatory regulations.
