A Study on Effectiveness of Working Condition's Improvement After Introducing the Countermeasure for Irregular Employee (비정규직 대책 시행에 따른 조리종사원 근무조건 개선 효과 검토)

  • This study is performed for the investigation of management of personnel, wages, welfare, communication, labor, safety, treatment improvement according to assigned working places(primary, middle and high school). This study is based on the final analysis summarized on the 285 questionnaire answered by employee for school foodservice in Buchon city after distributing total 500 questionnaire. The conclusion of this analysis of study is as following. This report says the reason of this mind is caused by hard work. This investigation says they feel to be compensated with low wages on the contrary their hard working and this caused them to demoralize and increase to give up their jobs. The long tenn vacation like childcare vacation is newly established by present improvement of working condition but this improvement action is ineffective. Many of them are feeling to a fatigue and ill health and the condition of occupational disease as hard work. The present improvement of irregular employee treatment like above cases is not effective. So the rewards and payment shall be considered according to their hard work and the working condition must be improved practically for the settlement of their job without leaving.

Gas Accident Analysis and Suggestion of Countermeasure at Thawing Season (해빙기 가스사고분석 및 사고예방 대책 제시)

  • It is required that fuel gas accidents should be managed carefully along with the increase of fuel gas consumption. Factors to cause accidents were investigated through a systematic analysis of gas accidents during recent 4 years, which could be applied to prepare countermeasures to reduce gas accidents. The thawing season is found to be weak to gas accidents, showing a slightly higher rate of accident occurring than average. During this term although the number of LPG accident is similar to that of yearly average, countermeasures are required for LPG facilities since the portion of accident is large; in detail, user's carelessness, defective facility, or instrument failure are major causes. The number of city gas accident facility is larger than that of yearly average; particularly, defective facilities, third-party work, and appliance failure are major causes. As a result, countermeasures have been suggested for the accident of large portion or above yearly average.

Aerodynamic performance evaluation of different cable-stayed bridges with composite decks

  • The aerodynamic performance of long-span cable-stayed bridges is much dependent on its geometrical configuration and countermeasure strategies. In present study, the aerodynamic performance of three composite cable-stayed bridges with different tower configurations and passive aerodynamic countermeasure strategies is systematically investigated by conducting a series of wind tunnel tests in conjunction with theoretical analysis. The structural characteristics of three composite bridges were firstly introduced, and then their stationary aerodynamic performance and wind-vibration performance (i.e., flutter performance, VIV performance and buffeting responses) were analyzed, respectively. The results show that the bridge with three symmetric towers (i.e., Bridge I) has the lowest natural frequencies among the three bridges, while the bridge with two symmetric towers (i.e., Bridge II) has the highest natural frequencies. Furthermore, the Bridge II has better stationary aerodynamic performance compared to two other bridges due to its relatively large drag force and lift moment coefficients, and the improvement in stationary aerodynamic performance resulting from the application of different countermeasures is limited. In contrast, it demonstrates that the application of both downward vertical central stabilizers (UDVCS) and horizontal guide plates (HGP) could potentially significantly improve the flutter and vortex-induced vibration (VIV) performance of the bridge with two asymmetric towers (i.e., Bridge III), while the combination of vertical interquartile stabilizers (VIS) and airflow-depressing boards (ADB) has the capacity of improving the VIV performance of Bridge II.

A Study on the Re-establishment of Selection Criterion on the Frequency of Foggy Area in Highway (고속도로 안개 잦은 구간 선정 기준 재정립에 관한 연구)

  • There is a high potentiality of large traffic accident due to the dense fog when road is developed along the coast or river. The establishment of national level control system against the fog is necessary because the accident due to the creation of fog has a high fatality ratio than other weather conditions. The selection method for the frequent foggy area on highway was suggested to control the fog on the highway effectively because the establishment of the countermeasure against the fog in every range in highway is difficult practically. 44 ranges where the fog control is necessary throughout the year and the 45 ranges where the control is necessary in specific months were selected from the result of application of the weighted value on each visible distance data except the fog with beyond 250 m visible distance which does not affect on the safe driving out of the surveyedjsh fog visible distances. The preferential fog control countermeasure shall be provided to prevent the traffic accident and to reduce the severeness of the accident in case of fog creation for 89 ranges which were selected for frequent foggy area in highway.

A Study on the Present Condition and Countermeasure Plan for the Disaster Protection in Public Library of Korea (한국 공공도서관의 재난대비 실태와 대응방안 연구)

  • Recently, there have been a number of news reports on natural disasters, like earthquakes. typhoons, floods and tsunami, all over the world. Korea does not seem to be safe from such disasters or terror threats. As places with high numbers of visitors. libraries need to take preventive measures to be prepared for such disasters and threats. This paper analyzes the current status of emergency measures adopted by 75 public libraries in Seoul. Daejeon and Jeonbuk in Korea. For each library surveyed. the causes of and ways to recover from disasters were reviewed and detailed analyses were carried out in low areas: Implementation of preventive measures disaster management and equipment, status of human resources and assignment of people to disaster recovery, safety courses offered to library users and training methods. In addition, each area was analyzed in regard to possible solutions and ideas for improvement, as well as suggestions to upgrade disaster recovery systems in the future.

  • As a part of school safety network construction project, a system of school marshal in Seoul-si and a project of academy safety guard in other regions are on the way of improvement. But, the crimes in and around the school, occurring frequently, are not solved easily, as this study points out. The effective improvement way of school safety network construction project is as followings. First, to enforce assistant-class school safety teacher system in order to nurture and educate experts in school safety, as a systematic support for strengthening occupational professionalism. Second, to enforce school safety network construction projects for construct circumstances through legal fix of school safety CPTED to make students free from crimes. This study looks into the real status and problem of school safety networks, and suggests system of school safety teacher and a legal enactment of CPTED, as systematic and a planed school safety countermeasure, not temporary.

An Analysis of Human Error Mode and Type in the Railway Accidents and Incidents (철도 사고 및 장애의 인적오류 유형 분석)

  • Human error is one of the major contributors to the railway accidents or incidents. In order to develop an effective countermeasure to remove or reduce human errors, a systematic analysis should be preferentially performed to identify their causes, characteristics, and types of human error induced in accidents or incidents. This paper introduces a case study for human error analysis of the railway accidents and incidents. For the case study, more than 1,000 domestic railway accidents or incidents that happened during the year of 2004 have been investigated and a detailed error analysis was performed on the selected 90 cases, which were obviously caused by human error. This paper presents a classification structure for human error analysis, and summarizes the analysis results such as causes of the events, error modes and types, related worker, and task type.

  • In 2014 Flex-PLIfor the pedestrian protection will be applied to NCAP test. The most significant feature of Flex-PLI is constructed with segmental bone cores for the femur and tibia regions. So it can be more reproducible by representing pedestrian injuries such as knee ligament and tibia injury during the pedestrian crash against vehicle. In this paper, Analyzed the characteristics of Flex-PLI through the structural analysis and the test results by using Flex-PLI for our compact vehicles. Finally countermeasures into compact vehicle were proposed to fulfill the injury criteria of Flex-PLI.

A Study on the Distributions of Heavy Metal Concentration in a Soil near Abandoned Mine (폐광산 주변 토양의 중금속 농도 분포에 관한 연구)

  • This study was investigated the distributions of heavy metal concentration in a soil near abandoned mine in Chung thong Nam Do. The abandoned mines were Gubong gold mine and Sinsung coal mine. The results were as follows : 1) The concentration of As and Pb in Gubong mine were 309.2mg/kg and 1163.5mg/kg, that is exceeded the countermeasure criteria. Cadmium concentration was 14.70mg/kg, that is exceeded anxiety criteria. But all items in Sinsung coal mine was detected below criteria. 2) The heavy metals contamination of riverbed soil by gold mine showed higher than coal mine. 3) The heavy metals contamination in the vicinal paddy and dry field soil area was higher than other mine. Arsenic concentration was 29.29mg/kg, that is exceeded the anxiety criteria as 10.22mg/kg.

  • Maritime terrorism at sea is the form of violent interference with shipping. Its global reach and negative impact on sea transportation, safety of navigation and marine environment, as well as the threat it poses to human lives and property, call for effective countermeasures at the international and national level at the same time. First, this paper gives a factual assessment of the phenomenon of maritime terrorism as well as a legal analysis of the international provisions to suppress such forms of violence at sea which is different from piracy. And also this paper attempts to address and identify issues relevant to the existing international regulations such as SUA Convention as the main source of international regulations applicable to acts of terrorism at sea, ISPS Code, PSI, etc. Finally this paper suggests the national countermeasures against maritime terrorism in light of above mentioned the definition, causes, types of maritime terrorism and concerning international regulations.
