ISO 45001 인증기준 제정에 따른 안전보건경영시스템 구축 활성화 연구 (A Study on the Activation of Establishment of Occupational Health and Safety Management System According to ISO 45001 Certification Standard)

  • 안전보건경영시스템은 기존 OHSAS 18001 및 KOSHA 18001로 양분화 되어 시행하고 있었으나, 2018년 3월 12일 국제표준인 ISO 45001이 제정됨에 따라 기존 OHSAS 18001은 ISO 45001로 변경되었고, 안전보건공단의 KOSHA 18001은 KOSHA-MS로 인증기준이 변경되어 새로운 인증기준으로 규격전환을 하게 되었다. 본 연구에서는 1999년도부터 국내에 도입된 안전보건경영시스템의 적용실태 분석과 ISO 45001 인증기준 및 KOSHA-MS 인증기준을 기존 시스템과의 비교·분석을 실시하여 규격전환 시 자율적인 안전보건경영시스템의 구축 활성화 방안을 제시하였다.

  • 건설 가설재 성능검정제도의 전환기에 들어서 주요 가설재들의 성능검정을 평가하고 선진국의 관련 체계와 비교하여, 안전인증제를 통해 새로운 건설공사용 가설재들의 인증제도를 제안하고자 한다. 현재의 성능검정제도는 1992년에 시작되어 2003년에 재 개정되면서, 3년마다 재 검정을 받도록 하고 있다. 그러나 제조능력을 향상시키지 못하고 업체 간 가격경쟁의 심화로 인해 대부분 같은 형태, 기능의 제품만을 양산하고 있는 실정이다. 기존 성능검정제도에서 안전인증제로의 전환은 보다 체계적인 심사방법 및 품질관리 시스템을 포함하고 있으며, 건설 환경 변화에 대응할 수 있는 다양한 요구사항에 맞춘 규격을 제시할 수 있도록 하고 있다. 안전인증제를 통한 건설공사의 가설재는 의무인증대상과 임의인증대상으로 나누어지며, 종전보다 제품의 품질과 관리 시스템을 향상시켜줄 수 있을 것으로 기대된다.

  • This study focuses on the classification of fire equipments for certification based on the risk evaluation. In general, known statistics on fire equipment-related accidents needs to be used for risk evaluation. When statistics is not available, however, expected frequency and severity of accident for individual equipment can be taken into account in evaluating the related risks. Based on the level of inherent risks, each equipment is then classified into three categories for certification. For equipments that risk evaluation is not possible, characteristics of those products such as reliability are considered for classification. Once classified, each equipment is assigned an appropriate certification module.

Trends and Issues in Safety Management of Elevators in Korea

  • This study focuses on the trends and issues of improving safety management of elevators in Korea. Frequency and severity of accidents in relation to conditional pass in periodic inspection, maintenance, market surveillance are analyzed based on the statistical data and social cost due to a variety of related fields in managing elevator safety was estimated first. The results of statistical analysis performed in this study will provide logical basis and future direction for improving the safety management system. The role of certification and supervision is particularly addressed to reduce the related accidents and the social cost. The effectiveness of such procedures can be found from the results of simple statistical analysis.

KC마크의 안전 불감과 과제 (Insensitivity Towards Safety and Tasks of KC Mark (Korea Certification Mark))

  • KC Mark is one of the country's integrated legal force to the minimum mandatory certification mark system for safety. That is absolutely needed for manufacturing and sales of goods in Korea. This thesis intended to see what is prevalent for both imports and domestic products for illegal and defect and rebuild the ecosystem as soon as possible for the healthy development through public awareness. In this theses point out the seriousness of the problem based on the various kinds of press releases, data of KCA(Korea Consumer Agency), MOTIE(Ministry of Trade, Industry and Energy) and KCA(Korea Customs Service) to the problem of certification system of KC mark and propose a solution to that issue. This study is considered to make befit the nation's place in the world and sustainable development is possible about the system of certification KC. This study expect more research on this issue in order to make enhance the confidence of KC mark.

  • Today, wearable technology products are used in a wide range of consumer, healthcare, bio-medical, and industrial applications. The market for wearable technology products is expected to increase dramatically over the next several years. In addition, concerns for safety, performance and reliability of wearable products keep increasing and will be essential for widespread acceptance in the marketplace. Wearable smart devices, which are generally in contact with the human body and skin, are exposed to the risk of the electric shock, burn, and explosion. Therefore, the standardization of wearable devices in terms of human safety and reliability should be very important. Furthermore, the development of test method and test certification of the wearable products will be one of the key technology for mass production. Such standardization and certification will help consumers to choose the safest and best quality wearable devices and allow manufacturers to prove the safety and quality of their products, thereby helping them to gain a competitive technology. This paper discusses the current status of the wearable smart devices as well as the standardization and test certification applicable to wearable technology products.

Operational Risk Assessment for Airworthiness Certification of Military Unmanned Aircraft Systems using the SORA Method

  • Unmanned Aircraft Systems (UAS) are rapidly emerging not only as a key military power, such as surveillance and reconnaissance for military purposes but also as a new air transportation means in the form of Urban Air Mobility (UAM). Currently, airworthiness certification is carried out focused on the verification of technical standards for flight safety suitability of aircraft design in accordance with the Military Aircraft Flight Safety Certification Act and does not employ the model for operational risk assessment for mission areas and airspace. In this study, in order to evaluate the risk of the mission area from the perspective of the UAS operator, a risk assessment simulation has been conducted by applying the Specific Operations Risk Assessment (SORA) model to the operating environment of the Korean military UAS. Also, the validity of the SORA model has been verified through the analysis of simulation results, and a new application plan for airworthiness certification of the military unmanned aerial system has been presented.

건설관리 패러다임 전환에 따른 건설공사 품질관리 적합성평가 시스템 구축에 대한 연구 (A Study for the Construction Conformity Assessment System According to the New Paradigm of Construction Management)

  • The scope of this study is the construction conformity assessment system according to the new paradigm of construction management To minimize the differences between domestic and international state, construction Conformity Assessment is subdivided into system certification and product certification. For the former, WASCON(Worldwide Assessment System of Construction Quality Maturity Stage) is applied. For the latter, AQUA(Advanced Quality Assessment System) was developed and adopted to model project for demonstration. Both systems are designed to enable quantified rating, integrated into PQCS(Project Quality Certification), which is an advanced project quality certification system. The construction work observing PQCS will gain quality score on its own quality certificate(Quality mark on construction itself or facilities is also available, if needed or preferred by customers). This Quality Rating System will inspire and encourage any related parties. PQCS score would let supplier/constructor recognize how much themselves are operating effectively and efficiently, offering them the opportunity of redeeming their weaknesses.

미국의 승강기 인증·검사체계의 현황과 시사점 (A Current State and an Implication of an Elevator Certification and Inspection System in U.S.A.)

  • An undeniable reason for elevator accidents is relevant to diverse defects of elevator itself including a fatal flaw in its managing system. In order to prevent and control disastrous accidents, Korean government established brand new department, Ministry of Public Safety and Security(MPSS) in 2014. For the field of elevator accidents, MPSS, hoping to take the lead, tries to reform related law and statutes. At this time, it is worthwhile to review foreign country's precedent to find out its applicable lesson. This study specially focuses on introducing U.S. legal system dealing with elevator safety area from the viewpoint of stressing the identity of local governments such as state, county, city etc. This article mainly reviews these four points: i) a current state of safety code, guide, standard for elevator in U.S.A. ii) an elevator parts certification system under ASME A.17.1, iii) an elevator inspection system in New York City, iv) an implication of an elevator certification and inspection system in U.S.A. to us.
