Defining a "Safe System of Work"

  • Providing a "safe system of work" is the essence of the general duties that employers have to their employees under workplace health and safety regulations. Despite this, consistent and appropriate definition of what constitutes a safe system of work is almost non-existent. Available definitions tend to confuse a safe system of work with management practices intended to bring about a safe system, or conflate the broad system suggested in general duties clauses with procedures or work methods that are focused on particular hazards or tasks. This article develops a definition of safe systems of work which recognises the broad scope of the concept and includes psychological health and return to work processes. This definition can be used by a range of stakeholders to better communicate the scope of occupational health and safety duties and more consistently assess whether a safe system has been provided both before and after incidents occur.

  • The purpose of this study is to establish the function of a sub-system for System Alternatives Feasibility Estimation (SAFE) in R & D Project Planning Phase (RDPPL). It is the fundamental function of the RDPPL/SAFE that selected an optimal planning system alternative of all, considered at RDPPL/SAS, by logical means in view of feasibility. In this paper, improving the function of RDPPL/SAFE, mathmatical models in order to quantify methods determining and integrating the feasibility funtion in each terminal system with a multi-stage process are examined.

Study on Safe Set and Maneuverability Envelope Protection during Arresting Landing

  • According to the characteristic of carrier-based aircraft, the method of solving safe set during arresting landing is discussed in this paper based on optimal control and invariant set theory. The safe sets of carrier aircraft are evaluated in different states on the characteristic of longitudinal augmented system by using the level set method. Then, the influence on the boundary of safe set under various factors is analyzed. At last, the maneuverability envelope protection is established based on the corresponding theory, and the validity of the system is verified through simulation. The results demonstrate preliminarily that: compared with mass and thrust, the elevator is the greatest influence factor for the boundary of safe set; the dynamic trajectory of carrier-based aircraft can be located at the interior of safe set effectively with the maneuverability envelope protection.

  • 본 논문에서는 결함허용(Fault Tolerant) 시스템에 의해 발생된 2진 신호를 고장안전(Fail-Safe) 신호로 변환하는 SFS(Strongly Fail-Safe) 인터페이스를 설계하였다. SFS 특성은 자체검사(Self-Checking) 기법을 근거로 만족할 수 있었으며, 이러한 인터페이스는 개별 부품에 의한 기존의 고장안전 인터페이스 설계와는 달리 집적화 가능성을 보여 주었다. 또한 고장안전 시스템 설계에 대한 정의를 함으로써 새로운 시스템 구현 방법을 제시하였다.

  • Multi Cultivation Remote-control System(MCRS) for crpos through characteristics of multi-safe sensors was realized. It was carried out to investigate into the effect of LED Control with the physiological activity of crops(for examples, sprouts). We have also composed a Combined Automatic Control System possible for the control of temperature and humidity at the same time. The applied multi-safe sensors for measurement are blue, green, red, white, yellow leds and humidity sensors, web camera sensors under safe conditions for crops cultivation. And we producted the remote control OS using Linux and defined the characteristics of automatic control about sprouts.

U-안전도시 평가체계 개발 및 중요도분석 (Development of evaluation system and Importance analysis of U-safe city)

  • 본 연구는 U-City에서 도시안전이 실현될 수 있는 평가체계를 개발하는 것을 목적으로 한다. 평가체계는 현재 도시가 얼마나 안전한지와 앞으로 도시가 얼마나 안전해 질 수 있는지에 대한 지표를 선정하고 중요도를 분석하였다. 중요도 분석결과 현재 도시가 얼마나 안전한지에 대한 지표는 방재와 환경 분야 지표가 중요한 것으로 나타났다. 앞으로 도시를 안전하게 유지하기 위한 U-안전도시 가능성 지표는 통합적 운영관리체계를 갖추고 이를 토대로 안전한 도시를 유지할 수 있는 시스템 구축에 필요한 지표가 중요하다고 제시되었다. U-안전도시 평가체계는 향후자치단체에서 IT를 활용한 도시계획, 조성, 운영 및 관리를 위한 평가에 활용할 수 있다.

안전운전 관리시스템 개발 (Development of a Safe Driving Management System)

  • Dangerous driving is a major cause of traffic accidents in Korea. It becomes more serious for commercial vehicles due to higher fatality rates. The Safe Driving Management System (SDMS), developed in this research, is a comprehensive solution that monitors and stores driving conditions of vehicles, detects dangerous driving situations, and analyzes the results in real time. The Safe Driving Management System consists of a vehicle movement information controller, a dangerous driving detection algorithm and a vehicle movement data report and analysis program. The dangerous driving detection algorithm detects and classifies dangerous driving conditions into representative cases such as sudden acceleration, sudden braking, sudden lane change, and sudden turning. Both computer simulation and vehicle test have been conducted to develop and verify the algorithm. The Safe Driving Management System has been implemented on commercial buses to verify its reliability and objectivity. It is expected that the system can contribute to prevention of traffic accidents, systemization of safe driving management and reduction of commercial vehicle operation costs.

  • 본 논문의 안전운행 보상시스템은 안전운전을 수행한 차량운전자에게 직접적인 보상을 제공하여 안전운전의 동기를 부여하고 적극적 참여를 유도함으로써 사고의 발생을 줄여 생명과 재산의 손실을 줄이는데 목표가 있다. 기존의 디지털 운행기록계의 경우 차량의 운전상태를 기록만 하였으나, 안전운전보상시스템은 사고예방 효과를 높이기 위한 지원책으로서 안전운전을 수행한 경우 금전적 보상을 통해 위험운전을 피하고 안전운전을 하도록 유도하였다. 즉, 과속으로 인한 사고 발생 빈도가 높은 지역에서는 속도 준수, 또는 차 간 거리 유지, 지정차로 운행 등의 안전운행 지시를 수행한 경우 직접적인 보상을 제공함으로써 안전운전 동기를 부여하여 교통사고를 예방하고자 한다. 이러한 안전운행 데이터와 보상내용은 투명하고 안전하게 관리되어야 하므로 보상근거와 보상내용을 폐쇄형 블록체인 하이퍼레저 패브릭을 이용하여 구축하였다. 그러나 블록체인 시스템은 투명성과 안전성이 보장되는 반면에 낮은 데이터 처리속도가 문제가 되므로 이를 개선하고자 블록생성 가속 기능을 구현하였다. 본 연구에서는 순차적으로 블록을 생성하는 속도가 10TPS(Transaction per second) 내외의 낮은 속도를 나타내어, 블록의 생성속도를 높이기 위해 가속 기능을 적용한 결과 1,000TPS 이상의 고성능 네트워크를 구현하였다.

비연속시스템제어를 위한 Safe Petri Net에 기초로한 제어기의 구성에 관한 연구 (A study on controller design based on safe Petri Net for discrite system control)

  • This paper deals with the design technique of the controller for the discrete system control using Extended Safe Petri Net which is deduced from Petri Net as its subclass with a specific constraint and which is introduced to develop the design and analysis for the discrete systems. First, we propose a construction matrix suitable for the discrete systems that represent the marking flows which are the dynamic behavior of the discrete systems. Next, we develop a method that can design the controller for the discrete system control by analyzing the proposed construction matrix into the incidence matrix of Extended Safe Petri Net. Finally, the validity of the proposed method is shown by using the incidence matrix and matrix equation of Extended Safe Petri Net model.

  • Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. Requiring the development of systematical information sharing networking system and sharing realtime data amongst government, local authorities and related organisations under both safety management in normal times and circumstance management in disaster times, and need for the establishment of national safety strategy, which has been strengthened function such as prevention and preparation. This research provides a basic scheme and strategic tasks in order to constitute preventing scientific national disaster prevention structure at anytime and anywhere from disaster which is based on ubiquitous technology and realise the intelligent national disaster prevention system of u-safe Korea.
