PURPOSES : This study evaluates the reliability of the patterns of changes in the road surface temperature during winter using a statistical technique. In addition, a flexible road segmentation method is developed based on the collected road surface temperature data. METHODS : To collect and analyze the data, a thermal mapping system that could be attached to a survey vehicle along with various other sensors was employed. We first selected the test route based on the date and the weather and topographical conditions, since these factors affect the patterns of changes in the road surface temperature. Each route was surveyed a total of 10 times on a round-trip basis at the same times (5 AM to 6 AM). A correlation analysis was performed to identify whether the weather conditions reported for the survey dates were consistent with the actual conditions. In addition, we developed a method for dividing the road into sections based on the consecutive changes in the road surface temperature for use in future applications. Specifically, in this method, the road surface temperature data collected using the thermal mapping system was compared continuously with the average values for the various road sections, and the road was divided into sections based on the temperature. RESULTS : The results showed that the comparison of the reported and actual weather conditions and the standard deviation in the observed road surface temperatures could produce a good indicator of the reliability of the patterns of the changes in the road surface temperature. CONCLUSIONS : This research shows how road surface temperature data can be evaluated using a statistical technique. It also confirms that roads should be segmented based on the changes in the temperature and not using a uniform segmentation method.
PURPOSES : This study proposes the road asset valuation approach using alternative depreciation methods. It has become necessary to have asset management system according to the adoption of accrual basis accounting for governmental financial reporting and the amendment of the road act. Therefore, it is very important to analyze the effect of depreciation methods on road asset value as a basic research for road asset management system. METHODS : The Ministry of Strategy and Finance (MOSF) has mainly performed road asset valuation based on Write down Replacement Cost and Straight Line depreciation method. This study suggests some appropriate asset valuation methods for road assets through case analysis using three depreciation methods: Consumption-based depreciation method, Condition-based depreciation method, and Straight Line depreciation method. A road asset valuation data of national highway route 1 (year 2014) is used to analyze the effect of three depreciation methods on the road asset value. Road assets include land and structures (pavement, bridge, and tunnel). This study mainly focuses on structures such as bridges and tunnels, because according to governmental accounting standards, land and road pavement assets do not depreciate. RESULTS : The main results of this study are as follows. Firstly, overall asset value of national highway route 1 was estimated at 6.97 trillion KRW when MOSF's method (straight-line depreciation method) is applied. Secondly, asset value was estimated at 4.85 trillion KRW on application of consumption-based depreciation method. Thirdly, asset value was estimated at 4.37 trillion KRW when condition-based depreciation method is applied. Therefore, either consumption-based or condition-based depreciation methods would be more appropriate than straight-line depreciation method if we can use the condition data of road assets including land that are available in real time. CONCLUSIONS : Since road assets such as pavements, bridges, and tunnels have various patterns of deterioration and condition monitoring period, it is necessary to consider a specific valuation method according to the condition of each road asset. Firstly, even though road pavements do not depreciate, asset valuation through condition-based depreciation method would be more appropriate when requirements for application of non-depreciation approach are not satisfied. Since bridge and tunnel facilities show various patterns of deterioration and condition monitoring period by type and condition level, consumption-based depreciation method based on deterioration model would be appropriate. Therefore, it is necessary to have a reasonable asset management system to apply condition-based depreciation method and a periodic condition investigation to manage road assets well.

An address is sub-spatial data representing a location, and identifies the place in which a resident's life is based. The Korean address system has changed from an area-based address system to the Road Name Address System in 2014 to solve the problems of the area-based address system and to accept the international address standards. Although the Road Name Address System is continually being modified and implemented it limitations. Therefore, the purpose of this study is to resolve these limitations and to analyze and redefine the Road Name Address System of Korea to implement the street-based address system. To understand the address, we define the components of the address system and analyze the Korean Road Name Address System based on each component to derive the limit. To resolve the limitations of the Road Name Address System and to implement the street-based address system, the Road Name Address System is redefined according to three aspects. Finally, we evaluate the usability of the Road Name Address System proposed in this study through address based geocoding.

A histogram-based road border line extractor is proposed for an efficient road extraction from the high-resolution satellite imagery. The road border lines are extracted from an edge strength map based on the directional histogram difference between the road and the non-road region. The straight and the curved roads are extracted hierarchically from the edge strength map of the original image and the segmented road cluster images, and the road network is constructed based on the connectivity. Unlike the conventional approaches based on the spectral similarity, the proposed road extraction method is more robust to noise because it extracts roads based on the histogram, and is able to extract both the location and the width of roads. In addition, the proposed method can extract roads with various spectral characteristics by identifying the road clusters automatically. Experimental results on IKONOS multi-spectral satellite imagery with high spatial resolution show that the proposed method can extract the straight and the curved roads as well as the accurate road border lines.

The purpose of this research is to design a road using digital photogrammatry method to generate DEM(digital elevation model) and digital ortho image based on GSIS which was applied to the road simulation. The example study area was the suburbs of Jeju city. To this study, 1/5,000 digital map and GSIS technique were used for optimum road design of the island based on Arc View software. Using this software we can Set an overlay map by combination of hill shade map, slope map, aspect map, and building buffer map. Based on this overlap map, we designed the best road line and along this line we performed three dimensional road simulation using Microstation CAD and Inroads road design programs. From the results, we found that the DEM and digital ortho image acquired from stereoairphoto using digital photogrammatry was satisfied for choosing the best roadline and the developed three dimensional road simulation technique using GSIS technique was very useful to estimate the reasonable road design before the real road construction works.
This paper addresses the use of directional textural information for connecting road segments. In urban scene, some roads are occluded by buildings, casting shadow of buildings, trees, and cars on streets. Automatic extraction of road network from remotely sensed high resolution imagery is generally hindered by them. The results of automatic road network extraction will be incomplete. To overcome this problem, several perceptual grouping algorithms are often used based on similarity, proximity, continuation, and symmetry. Roads have directions and are connected to adjacent roads with certain angles. The directional information is used to guide road fragments connection based on roads directional inertia or characteristics of road junctions. In the primitive stage, roads are extracted with textural and direction information automatically with certain length of linearity. The primitive road fragments are connected based on the directional information to improve the road network. Experimental results show some contribution of this approach for completing road network, specifically in urban area.
The importance of acquisition of road information has recently been increased with a rapid growth of spatial-related services such as urban information system and location based service. This paper proposes an automatic road extraction method using object-based approach which was issued alternative of pixel-based method recently. Firstly, the spatial objects were created by MSRS(Modified Seeded Region Growing) method, and then the key road objects were extracted by using properties of objects such as their shape feature information and adjacency. The omitted road objects were also traced considering spatial correlation between extracted road and their neighboring objects. In the end, the final road region was extracted by connecting discontinuous road sections and improving road surfaces through their geometric properties. To assess the proposed method, quantitative analysis was carried out. From the experiments, the proposed method generally showed high road detection accuracy and had a great potential for the road extraction from high resolution satellite images.
This study has its intention to investigate the water quality of non-point source which is runoff from roads. We have classified and selected twelve sites as city road, industrial road, national road and mountain road by considering their traffic volume and surroundings. Water quality was analyzed based on BOD, COD, SS, T-N and T-P and the concentrations were measured by sampling after rainfall with the interval of 10 minutes, 20 minutes, and 30 minutes. BOD was the highest in city road with 57.6 mg/L and the lowest in mountain road with 45.0 mg/L. For COD, the highest concentration in industrial road was 146.5 mg/L and the lowest was in mountain road with 98.0 mg/L. The run off concentration of SS was up to maximum 630.0 mg/L (average 280.4 mg/L) which was remarkable compared to other types of road. It showed its lowest concentration in national road with 76.0 mg/L. T-N and T-P were the highest in industrial road and the lowest in mountain road. We found out that the runoff concentration was high with large amount of traffic volume and it seemed to be high in city road and industrial road where they were largely affected by their surroundings. Relatively, national road and mountain road seemed to show low concentration as they have less traffic volume and less affected by their surroundings.

Information and communication technology (ICT) is a promising solution for mitigating road traffic congestion. ICT allows road users and vehicles to be managed based on real-time road status information. In Tanzania, traffic congestion causes losses of TZS 655 billion per year. The main objective of this study was to develop an optimal approach for integrating real-time road information (RRI) to mitigate traffic congestion. Our research survey focused on three cities that are highly affected by traffic congestion, i.e., Arusha, Mwanza, and Dar es Salaam. The results showed that ICT is not yet utilized fully to solve road traffic congestion. Thus, we established a possible approach for Tanzania based on an analysis of road traffic data provided by organizations responsible for road traffic management and road users. Furthermore, we evaluated the available road information management techniques to test their suitability for use in Tanzania. Using the floating car data technique, fuzzy logic was implemented for real-time traffic level detection and decision making. Based on this solution, we propose a RRI system architecture, which considers the effective utilization of readily available communication technology in Tanzania.
PURPOSES : The current practice in car headlight visibility performance evaluation is based on the luminous intensity and illuminance of headlight. Such practice can be inappropriate from a visibility point of view where visibility indicates abilities to perceive an object ahead on the road. This study aimed at evaluating the appropriateness of current headlight evaluation method. METHODS : This study measured the luminance of object and road surface at unlit roadways. The variables were measured by vehicle type and by headlight lamp type. Based on the measurements, the distance where drivers can perceive an object ahead was calculated and then compared against such distance obtained by conventional visibility performance evaluation. RESULTS : The evaluation method based on illuminance of headlight is not appropriate when viewed from the visibility concept that is based on object-perceivable distance. Further, the results indicated a shorter object-perceiving distance even when road surface luminance is higher, thereby suggesting that illuminance of headlight and luminance of road surface are not the representative indices of nighttime visibility. CONCLUSIONS : Considering that this study utilized limited vehicle types and that road surface (background) luminance can vary depending on the characteristics of the given road surface, it would likely go too far to argue that this study's visibility performance evaluation results can get generalized to other conditions. Regardless, there is little doubt that the current performance evaluation criterion which is based on illuminance, is unreasonable. There should be future endeavors on the current subject which will need to explore study conditions further, under which more experiments should be conducted and effective methodologies developed for evaluating automotive headlight visibility performance. Needs are recognized particularly in the development of headlight visibility performance evaluation methodology which will take into account road surface (background) luminance and luminance contrast from various perspectives as the former indicates the driver's perception of the front road alignment and the latter being indicative of object perception performance.
