The Effects of Spatial Factors on the Incidence of Violent Crime in Korea, 2005-2015

  • While many criminal studies have focused on the motivation of offenders and avoidance of victimization in the micro perspective, there have been a number of theoretical developments emphasizing space as a direct factor that influences the incidence of crime. The main purpose of this study is to analyze the effects of regional characteristics and violent crime incidence in Korea. Applying diverse spatial econometrics models that have less been utilized in the crime literature, this study finds an important association between spatial accessibility and crime incidence. The results suggest that the type of predominant business and the level of road accessibility affect the vulnerability of areas with respect to the incidence of violent crime. This study concludes with some important implications for urban planners and policymakers with respect to crime control and prevention.

소방대의 현장접근성 강화를 위한 설비의 개선방안 (The Way for improvement of facility to strengthen accessibility of the site for fire department)

  • Because recently(July 14, 2011) fire occurred in the engine room of a moving taxi under Namsan Tunnel 1, 51 vehicles' driver and more than 250 passengers in the road tunnel were urgently evacuated with abandoned vehicles. Vehicle fires in Namsan Tunnel that day, Sufferers struggled to escape quickly difficult to escape the two-way by abandoned vehicles on the road and to fear many casualties by using vehicle fuel and combustible interior and the driver who is ignorant of vehicle accident continuous entered in the road tunnel had accessibility the site of fire department was more difficult. In this study, It is to investigate structure and basic materials, such as fire extinguish equipment and facilities for damage prevention and to analyze the problems and to plan improvement method of fire extinguish equipment, facilities for damage prevention and transportation facilities(Large traffic signs, Breaker, etc.) on the Namsan Tunnel that in the long-term plan is prepared to strengthen for accessibility of the site of fire department in case of Vehicle's fire.

GIS를 이용한 정신의료기관의 공간적 접근성 분석 - 강원도지역을 대상으로 (Analysis on the Spatial Accessibility of Mental Health Institutions Using GIS in Gangwon-Do)

  • Purpose: This study purposed to analyze the spatial accessibility of mental health institutions in Ganwon-Do using Geographic Information System and to suggest policy implications. Methodology: Network analysis was applied to assess the spatial accessibility of mental health institutions in Gangwon-Do. To perform the network analysis, network data set was built using administrative district map, road network, address of mental health institutions in Gangwon-Do. After building network data set, Two network analysis methods, 1) Service area analysis, 2) Origin Destination cost matrix were applied. Service area analysis calculated accessive areas that were within specified time. And using Origin Destination cost matrix, travel time and road travel distance were calculated between centroids of Eup, Myeon, Dong and the nearest mental health institutions. Result: After the service area analysis, it is estimated that 19.63% of the total areas in Gangwon-Do takes more than 60 minutes to get to clinic institutions. For hospital institutions, 23.08% of the total areas takes more than 60 minutes to get there. And 59.96% of Gangwon-do takes more than 30 minutes to get to general hospitals. The result of Origin-Destination cost matrix showed that most Eup Myeon Dong in Gangwon-Do was connected to the institutions in Wonju-si, Chuncheon-si, Gangneung-si. And it showed that there were large regional variation in time and distance to reach the institutions. Implication: Results showed that there were regional variations of spatial accessibility to the mental health institutions in Gangwon-Do. To solve this problem, Several policy interventions could be applied such as mental health resources allocation plan, telemedicine, providing more closely coordinated services between mental health institutions and community mental health centers to enhance the accessibility.

강원도 지역 가임기 여성의 분만서비스 접근성 분석 (The Spatial Accessibility of Women in Childbearing Age for Delivery Services in Gangwon-do)

  • Background: This study purposed to analyze the spatial accessibility of women in childbearing age to the healthcare organizations (HCOs) providing delivery services in Gangwon-do. Methods: Network analysis was applied to assess the spatial accessibility based on the travel time and road travel distance. Travel time and travel distance were measured between the location of HCOs and the centroid of the smallest administrative areas, eup, myeon, and dong in Gangwon-do. Korean Transport Database Center provided road network GIS (Geographic Information System) Database in 2015 and it was used to build the network dataset. Two types of network analysis, service area analysis and origin-destination (OD)-cost matrix analysis, applied to the created network dataset. Service area analysis defined all-accessible areas that are within a specified time, and OD-cost matrix analysis measured the least-cost paths from the HCOs to the centroids. The visualization of the number of the HCOs and the number of women in childbearing age on the Ganwon-do map and network analysis were performed with ArcGIS ver. 10.0 (ESRI, Redlands, CA, USA). Results: Twenty HCOs were providing delivery services in Gangwon-do in 2016. Over 50% of the women in childbearing age were aged more than 35 years. Service area analysis found that 89.56% of Gangwon-do area took less than 60 minutes to reach any types of HCOs. For tertiary hospitals, about 74.37% of Gangwon-do area took more than 60 minutes. Except Wonju-si and Hoengseong-gun, other regions took more than 60 minutes to reach the tertiary hospital. Especially, Goseong-gun, Donghae-si, Samcheok-si, Sokcho-si, Yanggu-gun, Cheorwon-gun, and Taebaek-si took more than 100 minutes to the tertiary hospital. Conclusion: This study provided that the accessibility toward the tertiary hospital was limited and it may cause problems in high-risk delivery patients such as over 35 years. Health policy makers will need to handle the obstetric accessibility issues in Gangwon-do.

도로망 그래프의 우회도와 접근도 분석을 위한 GIS 응용 프로그램 개발 (Implementation of GIS-based Application Program for Circuity and Accessibility Analysis in Road Network Graph)

  • 최근 여러 전문 분야에서 GIS기반으로 구축된 다양한 공간주제정보의 활용 및 분석에 대한 수요가 증가하고 있다. 본 연구에서는 기본적인 도로 관련 레이어 정보를 이용하여 교통지리학적 분석이 가능한 GIS응용 프로그램을 구현하였다. 본 프로그램을 이용하여 행정 구역단위나 사용자가 임의로 설정한 분석 구역의 도로망으로부터 그래프 형의 망 구조에 대한 특성을 정량적으로 표현하는 우회도(circuity)와 접근도(accessibility)의 산정이 가능하다. 우회도는 분석 구역으로 설정된 구역에 존재하는 노드의 지위를 판단하기 위하여 하나의 바람직한 교통망을 기준으로 하여 실제 도로망을 구성하는 노드들이 어느 정도의 차이를 나타내는 가를 정량적으로 파악하기 위한 방법이며, 접근도는 우회도의 분석에 이용되는 같은 레이어 데이터인 그래프 망 구조에 대하여 망 구조에 포함된 모든 노드를 대상으로 하여 각각의 노드 들간의 접근의 용이성을 나타내고자 하는 개념이다. ArcView 3.2a의 개발언어인 AvenueTM를 이용하여,AVX 형식의 extension으로 구현된 프로그램 실행에 필요한 기본 데이터는 교통 데이터 모델에 기반하는 전문적인 교통 데이터베이스 정보를 필요로 하지 않고 수치지도로부터 쉽게 추출할 수 있는 도로 중심선 레이어와 행정 경계 레이어등을 이용할 수 있도록 하였다. 처리 결과로 얻어진 우회도와 접근도는 교통 분야에서 GIS 적용을 위한 공간 분석 방법으로 활용이 가능할 것으로 생각된다.

Innovative Spatial Analysis of Violent Crime Hot Spots in Korea: Implications for Urban Policy

  • Empirical applications to explain criminogenic events are abundant. While much of the research in criminal studies concentrates on understanding the motivations of offenders and preventing victimization from a micro perspective, there have been recent theoretical advancements that give priority to the role of spatial factors in directly impacting crime rates. The primary purpose of this study is to investigate the empirical inference between violent crime incidence and spatial characteristics of local areas focusing particularly on spatial accessibility conditions in the areas. Applying discrete spatial econometrics models, this study reveals a significant relationship between spatial accessibility and the formation of violent crime hot spots in South Korea. Along with other variables, it is revealed that road accessibility has a clear association with violent crime hot spots. Based on the findings, this study suggests some policy implications such as effective surveillance systems, land use restrictions, and advanced street lighting.

도로망도와 실시간 교통정보를 이용한 도로 지연계수 산정 (The Estimation of Road Delay Factor using Urban Network Map and Real-Time Traffic Information)

  • 본 연구는 도로의 실시간 교통정보를 이용하여 법정허용속도로 이동하는 시간과 실제속도로 이동하는 시간의 비율인 지연계수를 산정하였다. 연구의 대상지는 우리나라의 수도인 서울을 대상으로 하였다. 도로망의 실제 이용 속도는 대부분 최대속도보다 낮은 속도로 이용되는 것으로 조사되었으며, 이용 속도가 가장 낮은 시간은 출퇴근 시간대로 조사되었다. 조사된 출퇴근 시간대의 이용속도를 기반으로 접근성 분석을 수행한 결과 평균 37.94분이 소요되는 것으로 분석되었으며, 법정허용 속도에서는 15.70분으로 분석되어 약 2.4배 가량 과소평가되고 있는 것으로 나타났다. 이를 법정허용속도에 의한 접근성과 실제 이용속도 접근성 비율을 지연계수라 정의하고 분석을 수행한 결과 서울시의 지연계수는 2.44로 분석되었다. 행정구역별로 지연계수를 분석한 결과 한강을 중심으로 북쪽이 높고 남쪽이 상대적으로 낮은 지연계수를 보이는 것으로 분석되었다. 이를 도로밀도에 따른 통행량으로 비교한 결과 도로밀도에 따른 통행량이 증가할수록 지연계수가 감소하는 것으로 나타났다. 이는 통행량이 많다고 하여 반드시 이동시간이 증가하지 않는 것으로 볼 수 있으며, 이동시간의 증가를 유발하는 인자를 파악하기 위해서 향후에는 도로체계의 형상, 도로 폭, 신호체계 등 고도화된 정보를 기반으로 파악해야 할 것으로 보여진다.

GIS와 도로연결성을 이용한 대형할인점 상권의 공간적 범위 설정 방법 (Methodology of the Spatial Boundary Determination for Trade Area of Large-scale Discount Stores Using GIS and Road Connectivity)

  • 본 연구에서는 상권분석의 정확도와 신뢰성 향상을 위해 대형할인점을 사례로 원형의 상권 범위 설정이 아닌 GIS와 도로의 연결성을 이용하여, 접근성이 고려된 현실성 있는 상권의 공간적인 범위를 결정할 수 있는 방법을 제시하고자 한다. 선행 연구에서 빈번하게 이용되는 원형의 상권은 접근을 방해하는 장애물이 있는 경우에도 상권의 공간적인 범위에 포함되는 문제가 있었지만 본 연구에서 제안한 방법을 적용하여본 결과, 장애물이 배제된 실질적인 접근성의 고려로 보다 현실적인 상권의 공간적인 범위 설정이 가능하였다.

농촌지역의 공공시설 및 도로 상황을 반영한 도로 우회계수 산정 (Calculation of Road Circuity Factors Considering Public Facilities and Road Condition in Rural Area)

  • This study is to estimate the circuity factors which can be used to assess for public facilities accessibility and analyze traffic in the area. We set the range of the administrative districts by Si Gun Gu unit and Eup Myeon Dong unit (more subdivided unit than Si Gun Gu unit). The average circuity factor in Si Gun Gu unit is 1.364 (maximum 2.953 and minimum 1.711). The region indicated the highest value of circuity factor is wando-gun in jeollanam-do, which area consists of 4 island and is connected to the bridges. Having to use the bridges for using public facilities hinders its accessibility. In the case of Eup Myeon Dong unit, the average circuity factor is 1.353 (maximum 2.950 and minimum 1.154). The region indicated the highest value of circuity factor is buksan-myeon in chuncheon-si, Gangwon-do. This region also has to use bridges for using public facilities because there is the largest lake, called Soyangho. This circuity factor is used to analyze the location of public facilities and assess vulnerability of accessibility. And also the factor can be applied to some policies, such as rural public service planning based on spatial big data.

농촌마을내부도로의 정비수준 진단지표개발 (Development of Evaluation Indicators on Improvement Level of Rural Village Roads in Korea)

  • Since rapid industrialization of Korean society, out-of-village roads have been greatly improved, while almost all of in-village roads have not been fundamentally improved yet. Unless village roads should be improved in relatively comparison with trunk roads, it has been widely recognized that grass rooted achievement of accessibility revolution not be realized. In this regard, this study tried to develop evaluation indicators system for improvement of village roads. The evaluation indicator system on village road conditions was proposed which is sub-categorized as structural improvement of road itself, its communication serviceability and public securing level of property rights of road site. The system has 6 indicators(2 of each subcategory);good pavement ratio and over 3m wide road length ratio, ratio of household fronting under 2m wide road and connectivity of road network, ratio of registered as 'road' in land category and ratio of publicly owned road sites. In the final conclusion, village roads in rural Korea have been generally in worse condition regardless of whether prior improvement works or not, except some of recent plan-based improvement villages.
