Evaluation of Urban Riverine Area Usage -Gapcheon and Yudungcheon in Daejeon City - (도시하천의 공간이용 평가 -갑천과 유등천을 중심으로-)

  • The usages of urban riverine areas for the Gapchoen and Yudungcheon in Daejoen City were evaluated by analyzing riverbed characteristics and water quality and by surveying the status of the floodplain usage including questionnaires of people visiting the rivers. Both rivers appear to be stable with insignificant bed changes as the riverbeds are dominated by gravels. Water qualities of both rivers have been improved significantly over the past decade although there are quite large seasonal fluctuations, which is common in most rivers in Korea. The results of floodplain usage analyses show that Gapcheon is dominated with static uses (>70%) such as promenades and resting facilities, while Yudungcheon by dynamic uses (>44%) such as sports facilities. Overall, both rivers require better plans for riverine area usage management considering a balance between the dynamic uses and the static uses such as natural observation places for education and habitats for birds and fish in the rivers. The questionnaire survey results indicate that overall the present status of both rivers are satisfactory and that water quality improvement is one of the key factors to enhance the value of the riverine areas. Future river restoration should be conducted by taking into account the characteristics of urban rivers in harmony with surrounding natural sceneries.

Characteristics of Agricultural Water Rights in national Rivers (국가하천의 농어수리권 특성)

  • The characteristics of agricultural water rights were examined for the national rivers in Korea. We suggest that the national rivers could according to the actual management organization of agricultural water right be categorized into national management rivers KOWACO(Korea Agrcultural & Rural Infrastructure COrporation) management river. The agricultural water right between the national and KOWACO management rivers have different characteristics for irrigation period permit procedure water charge and type of water right. The agricultural water rights are granted in the natural discharge less than reference droughty discharge for most of national management rivers and in the developed discharge for the KOWACO and KARICO management rivers. The current system of agricultural water rights is complicated inconsistent and incapable of coping with unusual drought and therefore it needs to be improved.

A Study on the Wild and Scenic Rivers System(I) -American Experience, and Suggestions for System Building in Korea- (自然景觀水系의 體系樹立을 위한 基礎硏究(I) -美國의 自然景觀水系制度 紹介 및 國內適用 事例硏究-)

  • This study is on system building and model case study to establish a new framework of "The Wild and Scenic Rivers System" and to apply this to Korean rivers. The Wild and Scenic Rivers System of the U. S. , which had become law in 1968 for establishing wild scenic and recreational river areas, was investigated. The techniques of two American case studies about the National Wild and Scenic Rivers System designation were investigated and synthesized, and study process was adjusted to Korean river system. Additionally, pilot study was carried out by the method and results were as follows : 1) In the American Wild and Scenic Rivers System, each river was evaluated based on eligibility criteria for designation, such as remarkable scenic, recreational, fish and wildlife, cultural or other ecological values. Segmented river areas were classified into three or four grades and management plans were prepared accordingly. 2) The management of rivers in Korea has emphasized on the flood control and water resources management up to the present, and now takes a growing interest in water quality. But it has been concerned very little with wild and scenic resources conservation of river corridors. It is strongly recommended to build Wild and Scenic Rivers System in Korea for rational management and conservation of the valuable natural resource. 3) Suggested evaluation criteria for the Korean Wild and Scenic Rivers System were wildness, wildlife and plants, hydrology, scenic quality, and historical and cultural resources. The river areas may be graded into four : Positive conservation area(I), Negative conservation area(II), Negative development area(III), Positive development area(IV). Management guidelines were proposed for each grade. 4) To test the applicability of the approach, one of the major tributary of the Han-River was selected for pilot study. The result showed that the evaluation and grading system worked well. Finally, it is recommended to incorporate the Wild and Scenic Rivers System into Korean national park system, and to amend the Korean National Park Act to enable this.

Application of Eco-hydraulics Principles in Rehabilitation of Urban River System

  • The urban rivers have unique hydraulic characteristics between natural rivers and artificial canals. These hydraulic characteristics determine the characteristics of urban rivers with small environmental capacity and fragile ecosystems. With the development and utilization of natural resources, the pollutants that have been produced enter the river through different channels, which seriously damages the urban river ecosystem. Therefore, how to restore contaminated water to a normal state and reproduce a natural, self-regulating ecosystem is one of the most concerned issues in recently. Eco-hydraulics is a cross-disciplinary subject of hydraulics biology and ecology. It is closely related to the protection of rivers, wetlands, and ecological self-repair. In this study, The basic principle of eco-hydraulics is concisely described and its approaches to protection and rehabilitation of river are introduced. The conception of establishing gardenesque eco-pond for urban use is suggested. The strategies including changing the hydrodynamic features of rivers, adjusting the breeds and species and constructing the gardenesque eco-pond for improving the exist ing urban rivers are proposed. It provides scientific information and guidance for the restoration of rivers and wetlands by studying the close relationship between river hydraulic characteristics, currents, and rivers and ecosystems.

  • In recent years, "ecological river restoration" taking into account the flood control, water utilization and environmental aspects of rivers is actively being investigated. However, it is hard to understand the inhabitation conditions of living organisms that live on the river with distinct characteristics have been fully reflected, and with the use of limited methods, it ends in uniformed composition of artificial rivers and a mere customary stream channel maintenance, resulting in frequently disturbed stream channel habitats As a fundamental study for investigating the habitats of living organisms that live on rivers, this study intends to examine each habitat type by dividing domestic rivers into sand rivers and gravel rivers depending on the nature of rivers and dividing sections of each river into central river sections and natural river sections. As a result, more diverse habitat types of organisms were found in the gravel rivers rather than in the sand rivers, and the habitat types of organisms in the central river sections where the river restoration project have been already conducted reached approximately 56.3 % of those that appeared in the natural river sections.

  • There are the road of the artificial government property and rivers of the natural government property in representative Public Facilities applied National Reimbursement Law. Art.5. Doctrine on Responsibility of Public Facilities. Recently damage of a people has frequently been occurring caused by the flood of rivers and the flood disaster, and a people tends to request national reimbursement regarded it not as a natural disaster but as a man-made disaster. Especially the flood repeatedly occurred by the flood of rivers and destructive of the embankment of rivers, and it is also occurring in repairing rivers. Therefore a nation have to take responsibility of compensation for damage because of defect of conservation of rivers, and pay attention to improving the facilities of conservation and at the same time expand the range of responsibility. Thus the range of this study limits the national reimbursement of conservation of rivers among National Reimbursement Law. Art.5. Compensation for Damages on Defect about an Establishment and Management of public Facilities. Within this range, the objection of this study is to seek controversial issues and solutions, which belong with national reimbursement responsibility about conservation of rivers, as every principle of law and precedent coming under natural government property about compensation for damages caused by defect of conservation of rivers is analyzed and examined.

  • The stream morphological characteristics of river basin has a close correlation with the hydrological and hydraulic characteristics of the basin. This study was conducted to suggest a river width formula for medium rivers of central area in Korea. As a result, The following conclusions are made: (1) The model for the stream-width to be applied to the medium rivers of central area in Korea is developed as suggestion model-a function of the design flood discharge-of which the formula is $B=1.532A^{0.644.}$; (2) The model for the stream-sidth to be applied to the medium rivers of central area in Korea is developed as suggestion model-a function of the watershed Area-of which the formula is $B=12.392A^{0.511}$; (3) The model for the stream-width to be applied to the medium rivers of central area in Korea is developed as suggestion model-a function of the stream length of which the formual is $B=10.509l^{0.852}$.

  • How might historians secure for the river a larger berth in the recent macro-historical turn? This question cannot find a greater niche than in the emerging critique of the existing spatial configuration of regionalism in mainland Southeastern Asia. The Brahmaputra, Irrawaddy, Salween, Mekong and Yangtze rivers spread out like a necklace around Yunnan and cut across parts of the territories that are known as South, Southeast and East Asia. Each of these rivers has a different topography and fluvial itinerary, giving rise to different political, economic and cultural trajectories. Yet these rivers together form a connected "water-world". These rivers engendered conversations between multi-agentive mobility and large-scale place-making and were at the heart of inter-Asian engagements and integration until the formal end of the European empires. Being both a subject and a sponsor of transregional crossings, the paper argues, these rivers point to the need for a new historical approach that registers the connections between parts of the Southeast Asian massif through to the expansive plain land and the vast coastal rim of the Bay of Bengal and the China Seas. A connection that could be framed through the concept of Holon.

  • The role of river in the global water cycles and the modelling the horizontal water transport by rivers in the global scale are discussed. Due to the consolidation of the various hydrological information of the planet, now it is possible to monitor and simulate the quantity of the water carried by rivers. Land surface models that were developed originally for giving the boundary condition of the atmospheric and/or climatic models can be fairly used for river runoff simulations at least monthly scale, and it is promissing the approach will be a powerful tool to investigate the future water resources management.

  • After the middle of 90's, the eco rivers maintenance enterprise was propelled about city rivers. The environmental function is more emphasized because of revising the rivers law enforced at 2008.4. Also, the field of application is being magnified. It is difficult to apply that the conceptual public work expense estimating model of the rivers which adjusts a focus at open channel rivers excepts the small-scale rivers maintenance public work. The research presents a eco rivers public work conceptual public work expense estimating model frame work. It suits the change of the rivers environmental renewal construction paradigm. It develops the conceptual public work expense estimating plan of the rivers at the planning phase using the collection and analysis of the data. As a result, riffle, spur dyke, stepping stones, fish way and etc are added. Consequently, it brings the hydrophilic function is considered seriously conceptual public work expense estimating model of the eco rivers.
