Ship hydrodynamics in the confined waterways is challenging. When a ship is maneuvering in confined waterways, the hydrodynamic behavior may vary significantly because of the hydrodynamic interaction between the bottom of the ship hull and the seabed, or so-called shallow water effects. Thus, an accurate prediction of shallow water and bank effects is essential to minimizing the risk of the collision and the grounding of the ships. The hydrodynamic derivatives measured by the virtual captive model test provide a path to predicting the change in ship maneuverability. This paper presents a numerical simulation of captive model tests to predict the maneuverability of a ship in confined waterways. Also, straight and zig-zag simulation were conducted to predict the trajectory of a ship maneuvering in confined waterways. The results showed that the asymmetric flow around a ship induced by vicinity of banks causes pressure differences between the port and starboard sides and the trajectory of a ship maneuvering in confined waterways.

In order to lead safe driving, it is better to provide dynamic and detailed information on how the driver using the relevant road should behave as concerning movements of individual car rather than providing monotone and static information of reducing of speed to unspecified drivers. Assuming road and communication of highway where real-time collection and transfer of information on vehicles and road traffic status is possible, the purpose of this study was to provide real-time safe distance by considering road traffic condition such as road condition and driving condition, travel speed and distance between preceding/following vehicles. We intended to provide basic information about dangerous situation by defining different values of condition based column ($C_{condition}$) in accordance with the road surface condition, based on which Real-time Safety Distance Index(RSDI) is to be calculated comprehensively reflecting speed of preceding and following vehicles, distance between vehicles, vertical alignment and road surface condition on the scope of expression column ($C_n$). We intended to enable the driver to secure safety by providing the calculated Real-time Safety Distance Index (RSDI) so that the driver can intuitively sense and sufficiently cope with a dangerous situation where collision of vehicles may occur. The calculated RSDI value is comprised of 30 unit columns and will be provided to the driver being divided into risk evaluation grades of 3 predetermined steps, 'warning', 'dangerous' and 'normal'.
It is necessary to set a route to reflect the traffic flow for the safety of the traffic vessels. This ongoing analysis is needed to ensure that the vessels comply with a route. The purpose of this study is to discover the problems of the recommended route vicinity for Wando Harbor and suggest an improvement plan. We used a support vector machine based on the ship's trajectory to establish an efficient route center line. Since the vessels should navigate to the starboard side, with reference to the center line of the recommended route, the trajectories of the vessels were divided into two clusters. The support vector machine is being used in many fields such as pattern recognition, and it is effective for this binary classification. As a result of this study, about 79.5 % of the merchant eastbound ships in a 2.4 NM distance to Jangjuk Sudo did not observe the recommended route, so the risk of collision always existed. The contraflow traffic rate of the route of the eastbound ships decreased from 79.5 % to 30.9 % when the recommended route was reset about 300 meters to the north, from its present position. The support vector machine applied in this study is expected to be applicable, to effectively set the route center line because the ship trajectories can be classified into two clusters.

Under the Welfare of Disabled Persons Act, the national qualification test allows disabled and non-disabled people to appear for the same test, and the deaf do not fall under the reason for disqualification from obtaining a license for power-driven water leisure crafts; therefore, even the deaf can obtain a license. During a risk of collision at sea, ships and power-driven water leisure crafts notify the other party of dangerous signals such as maneuvering and warning signals through sound signals to prevent accidents that may occur because surrounding ships are not visible. However, a method is required to prevent marine accidents that may occur when the deaf cannot hear danger signals through sounds from nearby ships or power-driven water leisure crafts during leisure activities owing to hearing impairment. A sound reception system is a device installed on a ship where missionary work is completely deposed to display the amplification of external sounds and the direction of sound reception on the screen. Through visual display of sound signals such as dangerous signals that cannot be heard owing to hearing impairment, improvement measures were proposed to prevent marine accidents that can occur owing to the inability of the deaf to check sound signals during leisure activities.
It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

Furnishing traffic safety information can contribute to providing hazard warnings to drivers, thereby avoiding crashes. A smart road lighting platform that instantly recognizes road conditions using various sensors and provides appropriate traffic safety information has therefore been developed. This study analyzes the short-term traffic safety improvement effects of the smart road lighting's tunnel traffic safety information service using surrogate safety measures (SSM). Individual driving behavior was investigated by applying the vehicle trajectory data collected with RADAR in the Anin Avalanche 1 and 2 tunnel sections in Gangneung. Comparing accumulated speeding, speed variation, time-to-collision, and deceleration rate to avoid the crash before and after providing traffic safety information, all SSMs showed significant improvement, indicating that the tunnel traffic safety information service is beneficial in improving traffic safety. Analyzing potential crash risk in the subdivided tunnel and access road sections revealed that providing traffic safety information reduced the probability of traffic accidents in most segments. The results of this study will be valuable for analyzing the short-term quantitative effects of traffic safety information services.

Medium to large post structures installed along the roadside without proper protection can lead to serious vehicle damage and occupant injury at the impact. In North America and Europe, splitting systems such as slip base or breakaway device are used to reduce impacts. But the system has the risk of secondary accident when the splitted post falls down to the traffic or pedestrian. Sliding Post have been proposed as a way to solve this problem. By studying the crash test results of the 1.3ton and 0.9ton vehicle with 60 km/h and 80 km/h to a Rigidly Fixed Post (RFP) and Sliding Post (SP), danger of the conventional RFP and crashworthiness of the SP have been proven. While collision analysis only from the acceleration measured at the center of the vehicle assumes the motion of the post is the same as that of the vehicle, in this paper, by adding high speed film data to the analysis with vehicle acceleration could have separate the post motion from the vehicle motion. It gives better explanations on the movement of post and vehicle in each distinctive time step and provides basics to the crashworthy post design.

The railway signalling system plays an essential role in the safe and efficient train operation as serving control functions of train operation intervals and train routes. The reliability and safety of the system are very important because the failure of the railway signalling system can lead to train collision or derailment as well as train operation stop. Until now, in railway signalling system the conventional wayside signal mode has been used generally. There are, however, the risk of accidents such as human mistakes caused by that the driver identifies the signal lamp status and controls train speed with the naked eye. It is also necessary to refurbish the obsolete system. Thereby, It is being effective that the onboard signal mode has been recently introduced and applied in order to transmit the speed control information to train by using the computer and communication equipment. It is necessary to switch over the system in a way while providing passengers with an operation service to replace the obsolete signal system. In this paper, we verify the cases through trial assessment which are solved by the way of adding specific functionalities in the problems of interference among the procedure of switch-over processes and a serial of processes for system verification while a train is operated in the new system in parallel to the existing system.
The present Common Structural Rules for double hull oil tanker is not included the residual strength, which is one of the functional requirements in design part of Goal-based new ship construction standards (GBS). The GBS will be enforced after July 1, 2016. The requirement related residual strength has the goal to build safe ship even if she has the specified damages due to marine accidents including collision and grounding. In order to assess the residual strength based on risk for structural damages according to GBS, tons of nonlinear FE analysis work taking into account various types of damage will be needed. The Smith's method, a kind of simplified method for the strength analysis is very useful for this purpose. In this paper, the residual strength assessments based on ultimate strength using Smith's method were carried out. The objected ship is VLCC with stranding damage in bottom structures. Also, the results were compared with that of nonlinear FE analysis using three cargo hold model.

As city environments have recently become crowded, there are many obstacles that interfere with the walking of the visually impaired on pedestrian roads. Typical examples include ballads, parking breakers and standing signs, which usually do not get in the way, but blind people may be injured by collisions. To solve such a problem, many solutions have been proposed, but they are limited in applied in practical environments due to the several restrictions such as outside use only, inaccurate obstacle sensing and requirement of special devices. In this paper, we propose a new method to automatically detect obstacles while walking on the pedestrian roads and warn the collision risk in advance by using only sensors embedded in typical mobile phones. The proposed method supports the walking of the visually impaired by notifying the type of obstacles appearing in front of them as well as the distance remaining from the obstacles. To accomplish this goal, we utilized an object recognition technology applying the latest deep learning algorithms in order to identify the obstacles appeared in real-time videos. In addition, we also calculate the distance to the obstacles using the number of steps and the pedestrian's stride. Compared to the existing walking support technologies for the visually impaired, our proposed method ensures efficient and safe walking with only simple devices regardless of the places.
