Quantitative Cyber Security Scoring System Based on Risk Assessment Model (위험 평가 모델 기반의 정량적 사이버 보안 평가 체계)

  • Cyber security evaluation is a series of processes that estimate the level of risk of assets and systems through asset analysis, threat analysis and vulnerability analysis and apply appropriate security measures. In order to prepare for increasing cyber attacks, systematic cyber security evaluation is required. Various indicators for measuring cyber security level such as CWSS and CVSS have been developed, but the quantitative method to apply appropriate security measures according to the risk priority through the standardized security evaluation result is insufficient. It is needed that an Scoring system taking into consideration the characteristics of the target assets, the applied environment, and the impact on the assets. In this paper, we propose a quantitative risk assessment model based on the analysis of existing cyber security scoring system and a method for quantification of assessment factors to apply to the established model. The level of qualitative attribute elements required for cyber security evaluation is expressed as a value through security requirement weight by AHP, threat influence, and vulnerability element applying probability. It is expected that the standardized cyber security evaluation system will be established by supplementing the limitations of the quantitative method of applying the statistical data through the proposed method.

Risk Factors and Early Screening Behavior for Breast Cancer in Rural Women (일 지역 여성의 유방암 위험요인과 유방암 조기검진 행위 분포)

  • Purpose: The aim of this study was to identify risk factors for breast cancer and early screening behavior in women in the community. Method: The participants were 125 women residing in W city. Data was collected using an instrument developed by the researchers. Analysis was done using descriptive statistics, and the $x^2$ test. Result: For risk based on the Gail Model, age (above 50 years) had a distribution of 24.8%, first degree family history, 4.9%, age at first full term pregnancy, 13.8%, and benign breast cancer history, 4.9%. For risk based on other common risk factors, menopause had a distribution of 20.7%, did not breast feed, 15.4%, history of HRT, 7.3%, meat preference, 35.0%, and history of smoking or drinking, 2.4% and 43.5%, respectively. There was a significant difference in BSE and mammography screening behavior ($x^2=22.5$, p<.00), but no difference in distribution of risk factors and screening behavior. Conclusion: For effective prevention of breast cancer, it is necessary to develop an instrument for risk assessment and, through assessment, select women at high risk. It is also necessary to provide education and appropriate recommendations on screening behavior.

A Basic Study on the Qualitative Risk Assessment Model for Building Construction Sites Based on Claim Payouts (건설공사 위험 정량화 모델 개발을 위한 기초 연구)

  • The losses of accidents in the construction industry was significantly increased during the past decades. Therefore, the study of risk management measures in the domestic construction has become very important, and the inherent risk factors need to derive and analyze them based on the quantified method. However, most studies on the construction risk are conducted finding on the qualitative way. This study analysis the accident records from actual construction sites as a quantities study. A correlation analysis and regression analysis are adopted to identify the risk factors and develop a model. The results of this study are expected to be evolve through the accumulated effect and verification of data in the future through continuous feedback.

A quantitative modeling approach to estimate the risks posed by the smuggled animal products contaminated with Foot-and-Mouth Disease (FMD) virus

  • A quantitative risk assessment tool was used to provide estimates of the probability that foot-and-mouth (FMD) virus-contaminated, smuggled animal products are fed to susceptible swine in Korea. Sensitivity analyses were conducted to attempt to distinguish between parameter uncertainty and variability, using different assumptions on the effect of cooking at home, the effect of the fresh meat, and the effect of heat treatment at garbage processing facility. The median risk estimate was about 20.1% with a mean value of 27.4%. In a scenario regarding all beef and pork were considered as fresh meat the estimated median risk was 3.4%. The risk was greatly dependent on the survival parameters of the FMD virus during the cooking or heat treatment at garbage processing facility. Uncertainty about the proportion of garbage that is likely contaminated with FMD had a major positive influence on the risk, whereas conversion rate representing the size of a load had a major negative effect. This model was very useful in assessing the risk explored. However, the model also requires enhancements, such as the availability of more accurate data to verify the various assumptions considered such as FMD prevalence in a specific country, proportion of garbage which is recycled as feed, proportion of food discarded as garbage. Other factors including the effect of selection of animals for slaughter, ante- and post-mortem inspection, the domestic distribution of the smuggled products, and susceptible animals other than pigs, are need to be taken into account in the future model development.

Applicability of FDS for the Fire Hazard Analysis of the Fire Zone at Nuclear Power Plants (원전 화재방호구역의 화재위험 분석을 위한 FDS 적용성)

  • The fire protection regulation for the nuclear power plants is based on the qualitative fire hazard assessment and the quantitative fire risk analysis, and the fire risk is managed by the fire protection plan with the appropriate balance among the fire prevention, fire suppression and the minimization of the fire effect. In these days, the zone model or the field model is generally used for the detail evaluation for the fire risk. At this paper, with consideration of the present trend, we evaluate whether the quantitative fire risk analysis and the assessment of fire result for fire areas at nuclear power plants can be possible by use of Fire Dynamics Simulator (FDS) that is the state-of-the-art fire modeling tool. Consequently, it is expected that the quantitative fire risk evaluation propelled by the fire modeling can be available as an applicable tool to improve the core damage frequency as well as the quantitative fire risk analysis.

  • Because the traditional network information security vulnerability risk assessment method does not set the weight, it is easy for security personnel to fail to evaluate the value of information security vulnerability risk according to the calculation value of network centrality, resulting in poor evaluation effect. Therefore, based on the network security data element feature system, this study designed a quantitative assessment method of network information security vulnerability detection risk under single transmission state. In the case of single transmission state, the multi-dimensional analysis of network information security vulnerability is carried out by using the analysis model. On this basis, the weight is set, and the intrinsic attribute value of information security vulnerability is quantified by using the qualitative method. In order to comprehensively evaluate information security vulnerability, the efficacy coefficient method is used to transform information security vulnerability associated risk, and the information security vulnerability risk value is obtained, so as to realize the quantitative evaluation of network information security vulnerability detection under single transmission state. The calculated values of network centrality of the traditional method and the proposed method are tested respectively, and the evaluation of the two methods is evaluated according to the calculated results. The experimental results show that the proposed method can be used to calculate the network centrality value in the complex information security vulnerability space network, and the output evaluation result has a high signal-to-noise ratio, and the evaluation effect is obviously better than the traditional method.

A Study on the Risk Assessment and Improvement Methods Based on Hydrogen Explosion Accidents of a Power Plant and Water Electrolysis System (발전소 및 수전해 시스템의 수소 폭발 사고 사례 기반 위험성 평가 및 개선 방안 연구)

  • This study addresses the escalating issue of worldwide hydrogen gas accidents, which has seen a significant increase in occurrences. To comprehensively evaluate the risks associated with hydrogen, a two approach was employed in this study. Firstly, a qualitative risk assessment was conducted using the bow-tie method. Secondly, a quantitative consequence analysis was carried out utilizing the areal locations of hazardous atmospheres (ALOHA) model. The study applied this method to two incidents, the hydrogen explosion accident occurred at the Muskingum River power plant in Ohio, USA, 2007 and the hydrogen storage tank explosion accident occurred at the K Technopark water electrolysis system in Korea, 2019. The results of the risk assessments revealed critical issues such as deterioration of gas pipe, human errors in incident response and the omission of important gas cleaning facility. By analyzing the cause of accidents and assessing risks quantitatively, the effective accident response plans are proposed and the effectiveness is evaluated by comparing the effective distance obtained by ALOHA simulation. Notably, the implementation of these measures led to a significant 54.5% reduction in the risk degree of potential explosions compared to the existing risk levels.

Time-dependent seismic risk analysis of high-speed railway bridges considering material durability effects

  • Based on the crucial role of high-speed railway bridges (HSRBs) in the safety of high-speed railway operations, it is an important approach to mitigate earthquake hazards by proceeding with seismic risk assessments in their whole life. Bridge seismic risk assessment, which usually evaluates the seismic performance of bridges from a probabilistic perspective, provides technical support for bridge risk management. The seismic performance of bridges is greatly affected by the degradation of material properties, therefore, material damage plays a nonnegligible role in the seismic risk assessment of the bridge. The effect of material damage is not considered in most current studies on seismic risk analysis of bridges, nevertheless. To fill the gap in this area, in this paper, a nonlinear dynamic time-history analysis has been carried out by establishing OpenSees finite element model, and a seismic vulnerability analysis is carried out based on the incremental dynamic analysis (IDA) method. On this basis, combined with the site risk analysis, the time-dependent seismic risk analysis of an offshore three-span HSRB in the whole life cycle has been conducted. The results showed that the seismic risk probabilities of both components and system of the bridge increase with the service time, and their seismic risk probabilities increase significantly in the last service period due to the degradation of the material strength, which demonstrates that the impact of durability damage should be considered when evaluating the seismic performance of bridges in the design and service period.

Ship Collision Risk Assessment and Sensitivity Analysis for Sea-crossing Bridges (해상교량에 대한 선박충돌 위험도 평가 및 민감도 분석)

  • In the design phase of sea-crossing bridge projects, ship collision problem is mostly participated in decision of substructure section and it would be performed by risk assessment and impact simulations. Ship collision risk is assessed by probability model which is similar to method II of Guide Specification and Commentary for Vessel Collision Design of Highway Bridge(AASHTO, 2009). However, several factors used in the applicable code are limited to inland waterways or have many local characteristics. Accordingly, it should be needed judgement of engineer or referred to related criteria, research finding. In this study risk assessment for In-cheon bridge and review of existing substructure's impact risk and resistance capacity are performed using the 2010's ship passage data. And then consideration regarding to presumption and applied instance of factors needed for risk assessment and related research findings are performed on the basis of AASHTO Guide's Method. As a result of study, adequate variable region of factors needed for risk assessment is defined and sensitivity analysis for appropriate region is performed. Consequently, factors that should be applied carefully or needed for direct analysis of local data are confirmed. This research could be fundamental material to risk assessment related to design for sea-crossing bridge taken into account ship collision.

Recidivism prediction of sex offender risk assessment tools: STATIC-99 and HAGSOR-Dynamic (교정시설내 성범죄자 재범위험성 평가도구의 재범 예측: STATIC-99와 HAGSOR-동적요인을 중심으로)

  • Research on sex offense has shown that sex offenders are very heterogeneous. Sex offenders are heterogeneous in their probability of risk of recidivism. Some sex offenders are known to be much higher in their tendencies to reactivate than others. The study examined the predictive and explanatory power of static and dynamic risk factors in STATIC-99 and HAGSOR-Dynamic which have been used in Korean correctional facilities since 2014. STATIC-99 and HAGSOR-Dynamic showed moderate predictive accuracy for all crimes(AUC = .737, AUC = .597, respectively, ps < .001). However, when examining sex crime alone, only STATIC-99 predicted recidivism significantly(AUC = .743, p < .001). The incremental predictive power of HAGSOR-Dynamic was confirmed; the explanatory power of Model 2 comprising both static and dynamic risk factors were significant beyond Model 1 comprising only static factors(∆χ2= 12.721, p < .001), but this tendency was only applied to the model of all crimes. These findings were discussed with implications of practicing the sex offender assessment and treatment.
