Problem of compatibility, content protection, contents circulation ok. was caused between contents offerer and consumers by indiscreet right technical development about digital contents. The MPEG committee proposed MPEG-21 framework for these problem solution and for right managing in MPEG-21 inside XML(eXtensible Markup Language)'s structure REL(Right Expression Language) that is a right expression language propose. Contents protection, circulation, standard right information representation for administration that is reasonable and is the transposition enemy mutually by REL's use doing based on this MPEG-21 were available. Fast correspondence about new technology is necessary circumstance because present MPEG-21 is in study step and REL edit solution as infra technology is required. Also, development of REL document edit system is required mere because this REL document edit has difficulty in edit except expert with MPEG-21 Framework. In this paper, designed and embody about REL document mastication system that right creation and edit are available efficiently about contents easily without comprehension of MPEG-21 framework and client system that present consumption method of REL right document.

The standardization on RDD and REL has been developed by MPEG. REL is a Right Expression Language and RDD is term dictionary which develop active application of REL. However, since REL documents could be oかy edited by user understanding MPEG-21's framework, much easier editing system is required. As well, REL Consumption System to process and analyze REL documents, the RDD interoperability system to interoperate REL and RDD are needed. In this paper, REL Editing System and REL Consumption System, RDD Web Services System were designed and implemented, REL Editing System to make REL document, REL Consumption System to process and analyze edited documents, RDD Web Services System to process rights inquiry base on the Web Services.

Learning disorders are diagnosed when the individual's achievement on standardized tests in reading, mathematics, or written expression is substantially below that expected for age, schooling, and level of intelligence. Subtypes of learning disorders may be classified into two groups, language-based type learning disorders including reading and writing disorder, and nonverbal type learning disorder (NLD) such as those relating to mathematics & visuospatial skills, and those in the autism spectrum. Converging evidence indicates that reading disorder represents a disorder within the language system and more specifically within a particular subcomponent of that system, phonological processing. Recent advances in neuroimaging technology, particularly the development of fMRI, provide evidences of a neurobiological basis for reading disorder, specifically a disruption of two left hemisphere posterior brain systems, one parieto-temporal, the other occipito-temporal. The former is the reading system for beginner reading, the latter for skilled reading. Compensatory engagement of anterior systems around the inferior frontal gyrus(Broca's area) and a posterior(right occipito-temporal) system is noted in persistent poor readers in long-term follow up study. The theoretical model proposed to explain NLD's source is not right hemisphere damage, but rather the white matter model. The working hypothesis of the white matter model is that the underdevelopment of, damage to, or dysfunction of cerebral white matter(long myelinated fibers) is the source of this disorder. The role of an evidence-based effective intervention in the remediation of children with learning disorder is discussed.

This study investigated the formation of communication education which is based on the contemporary language education. Concretely I watched chronologically the proportion of culture element and behavior element, its change, and the contents of writing education. To achieve this, I took the ancient Greek language education as the main materials. The sophists are right if we think only the empirical world, because of the changeability of external world and the relativity of sense. On the other hand, Platon emphasized the ability of abstract thought which is inherent in the human inside. But today's education only emphasizes the 'expression' which came from the Platonic thought. So students fills their devastated inside with arbitrary idea in this history-forgotten social circumstance. It is very beneficial to make subject have some cultural studies and to enhance the sensation on the world through the writing of representation because these can be good to the growth of subject. It is our-not as educator but as a predecessor of human being-duty to set the catalogue of cultural studies of this age and to make students feel the fundamental harmony and the beauty of the world.

MPEG-21 is an on-progress project of the Moving Picture Expert Group (MPEG) that has been started in many independent parts such as part for standardizing the declaration of a digital item (MPEG-21 Part 2: Digital Item Declaration), right expression language (MPEG-21 Part S: Rights Expression Language), way to process the digital item (MPEG-21 Part 10: Digital Item Processing), etc. All this part is intended to form a framework to enable transparent and augmented use of multimedia resources across a wide range of networks and devices (1). In this paper, we show our research initiative to develop a web-based application that utilized many parts of MPEG-21 technology. The implemented concept uses a digital item and license providers in the server side while the MPEG-21 Conformant application is implemented as a plug-in application that will be downloaded to the user terminal when user accesses the webpage for the frist time. The result of this research shows that with some combination of MPEG-21 parts, we can develop an authorized multimedia delivery and consumption application.

When Digital Contents goes through production${\cdot}$delivery${\cdot}$consumption, MPEG(Moving Picture Expers Group)-21 IPMP(Intellectual Property Management and Protection) defines standard which have defined by FCD(Final Committee Draft) level to keep the Digital Contents in safety. And development of system which applied to latest standard to protect and manage the broadcasting contents is required. Currently, the system to protect and manage the broadcast contents consists of fourth organizations which means production server, tool server, license server, consumption server. In this paper, we made production server to parse REL(Right Expression Language) document that has right information for content from license server, and create metadata based on MPEG-21 IPMP about the content that applied to watermark. then, after it do remuxing, transmit the protected data to consumption server.

The technique of developing Digital Contents have still not be a standard, and it is cause some problems in the Digital Contents's creating, circulation and consumption, So solve the problem, MPEG suggest MPEG-21 framework. In the standard, The IPMP take charge of the Digital Contents's protection and management, and also it is the same as the rights expression language REL and the dictionary defining the word of REL. But. the study of the IPMP is later than the study of REL and RDD, such as the other study of the MPEG-21 standard. So, there is few system based REL and RDD. In this paper, in order to management and protect contents right. So facing the latest standard, we designed and implementation the Tool Server and the License Server based on REL/RDD.

Recently, As the managing techniques of consuming method and transmission for the sharply increasing multimedia contents has been developed regardless of compatibility by each company, It is a serious obstacle to the development of the organized copyright techniques because nothing can be shared by each other. The MPEG committee under ISO established MPEG-21 framework for it and proposed the REL as the words taking care of copyright and standardized them. However, there seemed to be some problems that special knowledge such as Schema defining the structures of XML and REL should be necessary. Furthermore, There can be some obscurity when the authority of REL document and one of consumer side is different. Therefore, in this paper, we laid out and realized the copyright including consuming system to copyright and prove the REL documents more conveniently and RDD integration system using Web Services technology which can get rid of the vagueness of REL.
