The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.
Objectives: The new Chemical Control Act from the Korean Ministry of Environment (2014-259) simply states only in basic phrases that every worker handling the listed chemicals should wear personal protective equipment (PPE) and does not consider the different hazard characteristics of particular chemicals or work types. The purpose of this study was to produce an exposure risk matrix and assign PPE to the categories of this matrix, which would be useful for revising the act to suggest PPE to suit work types or situations. Methods: An exposure risk matrix was made using hazard ranks of chemicals and workplace exposure risks in the previous study. For the 20 categories of exposure risk matrix PPE, levels A, B, C, D as classified by OSHA/EPA were assigned. After 69 hazardous chemicals were divided into 11 groups according to their physiochemical characteristics, respirators, chemical protective clothing (CPC), gloves and footwear were suggested on the basis of the assigned PPE levels. Results: PPE table sheets for the 11 groups were made on the basis of work types or situations. Full facepiece or half-mask for level C was recommended in accordance with the exposure risk matrix. Level A was, in particular, recommended for loading or unloading work. Level A PPE should be worn in an emergency involving hydrogen fluoride because of the number of recent related accidents in Korea. Conclusion: PPE assignment according to the exposure risk matrix made by chemical hazards and work type or situation was suggested for the first time. Each type of PPE was recommended for the grouped chemicals. The research will be usefully used for the revision of the Chemical Control Act in Korea.

This research compares and analyzes evacuation time depending on the change in stair width in case of fire at Goshiwons. For this, a simulation has been conducted based on possible evacuation time according to the calculation method for the number of people admittable to a specific target for fire fighting equipped with accommodation. Currently, Gosiwon, which is classified as an accommodation facility (a total floor area of 500 m2 or more), uses blind spots prescribed by the Fire Services Act, Building Act, and Parking Act to build a high-rise building on a small area of land, and most Gosiwon is transformed into a modified accommodation. This is in line with the owner's operating profit, so it is expected to show a continuous increase. Securing the golden time of Gosiwon evacuation time is the last bastion of Gosiwon residents who belong to the economically disadvantaged in our society, and we hope this study will serve as a starting point for discussions on revising related laws and regulations to establish a social safety net As a result of the evacuation simulation analysis, the evacuation time was the least when the width of the group and the evacuation stairs were expanded to 200cm, and the evacuation time of the existing building was reduced by up to 166.3 seconds by comparing 648.4 seconds and scenario 6. This analysis can be meaningful, in that the width of the evacuation stairs revision of related laws and regulations for the safety of multiplex available premises.

This study analyzes the entrepreneurship policies of the previous Korean administrations from the perspective of the Policy Paradigm by Hall(1993). A total of 195 newspaper articles and 202 government documents were examined to identify policy paradigm shifts through an analysis of policy objectives, policy instruments, and changing quality of policy instruments by each administration. The first paradigm was built during the 5th and 6th Republic, where 'Support for Small and Medium Enterprise Establishment Act' was enacted in 1986 to promote and support start-ups in the manufacturing sector. Next is the so-called 'people's government' period where 'Act on Special Measures for the Promotion of Venture Businesses' was enacted to tackle the challenges posed during the 1997 Asian financial crisis. A new policy goal was set to promote and nurture venture companies seeking subsequent means to achieve it. The third paradigm shift took place during President Moon's administration in order to effectively respond to the issues stemming from the fourth industrial revolution and the COVID-19 pandemic. Through the overall revision of the 'Support for Small and Medium Enterprise Establishment Act', the scope of startups were expanded, new industries and technology startups were supported and promoted, and venture investment-related laws were streamlined. In addition, the Small and Medium Business Administration was promoted as the Ministry of SMEs and Startups, enabling them to take initiative in implementing startup policies. Particularly, this study focuses on examining the low survival rate of startup companies and the revitalization of private investment as rising policy issues for recent startups, and suggests the improvement direction due to startup policy paradigm shift.

The purpose of this study was to determine the present state of disabled people participating fully in sports for all, analyze its legal, organizational, and policy status, and present a future direction for parasports in pursuit of better sports welfare. For this purpose, literature review was performed, obtaining the following results concerning a parasports activation plan. First, it is necessary to increase large-scale, systematic public relations through association between the government and private organizations with the objective of increasing the number of disabled people participating fully in sports for all. Second, it is necessary to implement full revision of the Sport Promotion Act and establishment of a Parasports Promotion Act actively. Thorough preparation for legislation is most of all required to meet the realities and cope with temporal changes. Third, it is necessary to build an effective system through convergent governance of parasports and relevant ministry. It is necessary to clarify the dual concepts of 'physical activity' and 'sports for all,' present a proper direction for policies, and implement efficient policies and projects. Fourth, it is necessary to reinforce participation by diverse expert groups in the development of parasports policies. This requires convergence of such elements as philosophy, rehabilitation, education, marketing, and laws in addition to sport elements.
There is a growing voice that medical information should be shared because it can prepare for genetic diseases or cancer by analyzing and utilizing medical information in big data or artificial intelligence to develop medical technology and improve patient care. The utilization and protection of patients' personal information are the same as two sides of the same coin. Medical institutions or medical personnel should take extra caution in handling personal information with high environmental distinct characteristics and sensitivity, which is different from general information processors. In general, the patient's personal information is processed by medical personnel or medical institutions through the processes of collection, creation, and destruction. Still, the use of terms related to personal information in the Medical Service Act is jumbled, or the scope of application is unclear, so it relies on the interpretation of precedents. For the medical personnel or the founder of the medical institution, in the case of infringement of Article 24(4), it cannot be regarded that it means only medical treatment information among personal information, whether or not it should be treated the same as the personal information under Article 23, because the sensitive information of patients is recorded, saved, and stored in electronic medical records. Although the prohibition of information leakage under Article 19 of the Medical Service Act has a revision; 'secret' that was learned in business was revised to 'information', but only the name was changed, and the benefit and protection of the law is the same as the 'secret' of the criminal law, such that the patient's right to self-determination of personal information is not protected. The Privacy Law and the Local Health Act consider the benefit and protection of the law in 'information learned in business' as the right to self-determination of personal information and stipulate the same penalties for personal information infringement such as leakage, forgery, alteration, and damage. The privacy regulations of the Medical Service Act require that the terms be adjusted uniformly because the jumbled use of terms can confuse information subjects, information processors, and shows certain limitations on the protection of personal information because the contents or scope of the regulations of the Medical Service Law for special corporations and the Privacy Law may cause confusion in interpretation. The patient's personal information is sensitive and must be safely protected in its use and processing. Personal information must be processed in accordance with the protection principle of Privacy Law, and the rights such as privacy, freedom, personal rights, and the right to self-determination of personal information of patients or guardians, the information subject, must be guaranteed.
According to the current act of Decision-Marking in Life-Sustaining Medicine, the decision to withhold or discontinue life-sustaining treatment is primarily based on the wishes of a patient in the dying process. Decision-making regarding life-sustaining treatment for these patients is made by the patient, if he or she is conscious, directly expressing his/her intention for life-sustaining treatment in writing or verbally or by writing an advance medical directive and physician orders for life-sustaining treatment. It can be exercised. On the other hand, if the patient has not written an advance medical directive or physician orders for life-sustaining treatment, the patient's intention can be confirmed with a statement from the patient's family, or a decision to discontinue life-sustaining treatment can be made with the consent of all members of the patient's family. However, in the case of an unrelated patient who has no family or whose family is unknown, if an advance medical directive or physician orders for life-sustaining treatment are not written before hospitalization and a medical condition prevents the patient from expressing his or her opinion, the patient's will cannot be known and the patient cannot be informed. A situation arises where a decision must be made as to whether to continue or discontinue life-sustaining treatment. This study reviewed discussions and measures for unbefriended patients under the current law in order to suggest policy measures for deciding on life-sustaining treatment in the case of unbefriended patients. First, we looked at the application of the adult guardian system, but although an adult guardian can replace consent for medical treatment that infringes on the body, permission from the family court is required in cases where death may occur as a direct result of medical treatment. It cannot be said to be an appropriate solution for patients in the process of dying. Second, in accordance with Article 14 of the Life-Sustaining Treatment Decision Act, we looked at the deliberation of medical institution ethics committees on decisions to discontinue life-sustaining treatment for patients without family ties.Under the current law, the medical institution ethics committee cannot make decisions on discontinuation of life-sustaining treatment for unbefriended patients, so through revision, matters regarding decisions on discontinuation of life-sustaining treatment for unbefriended patients are reflected in Article 14 of the same Act or separate provisions for unbefriended patients are made. It is necessary to establish and amend new provisions. In addition, the medical institution ethics committee must make a decision on unbefriended patients, but if the medical institution cannot make such a decision, there is a need to revise the law so that the public ethics committee can make decisions, such as discontinuing life-sustaining treatment for unbefriended patients.

To improve and modify the problems in Maritime Traffic Safety Audit(MTSA) Scheme, "Maritime Safety Research Center(MSRC)" in Korea Ship Safety and Technology Authority(KST) was designated as specialized institute for MTSA through general revision of "Enforcement of MTSA"(March 2012). However, the roles of the MSRC such as preliminary review of safety audit report, comments on target project and etc. had not been defined clearly on the related maritime safety laws compared with other specialized institutes in other similar audit scheme. In this research, the improvement strategies were proposed for development of specialized institute through SWOT analysis, gathering the opinion from related professions and also comparison with the roles and current status of operation in other similar specialized institutes. In conclusion, the 'Screen & scoping system', 'Consultant system' were proposed for efficient operation of the MTSA Scheme, and the systematic and operational improvements such as a revision of maritime safety lan and etc. were also suggested for integrated management about costal development works, development of specialized institute.

The revision of radio waves act, which took effect on July 1,2005, widened the bandwidth of PLC from $9kHz{\sim}450kHz$ to $9kHz{\sim}30MHz$. This high upper limit of frequency may cause the interference in HF wireless communications. From this point of view, the goal of this research is to suggest the estimation method of whether-or-not the interference occurs and furthermore offer countermeasures to avoid it hereafter. Ministry of Information and Communication Radio Research Laboratory(MIC-RRL)has been researching for the interference and devoting themselves to turn out how much it affects to HF wireless communications since the revision took effect. This research suggests some estimation methods with receivers, signal generators, or SINAD(Signal to Noise and Distortion) Meter which is so suitable for the RF environment that we can overcome the existing limit to the EMC environment. In addition, this research is focused on securing the environment for wireless communications by establishing the safety zone or suggesting the ways to prohibit the use of the bandwidth, which may cause serious interference, in order to minimize the effect of PLC on HF maritime mobile telecommunications.
In December 2019, the Ministry of Land, Infrastructure and Transport announced the revision of the Enforcement Decree of the Industrial sites and Development Act. In this revision, the reinvestment ratio of development profits generated by renewing the old industrial park is delegated to the local government ordinance. According to this announcement, the reinvestment ratio can be adjusted to less than 50% of sales revenue from construction projects and 25% of land sales for non-industrial use depending on local government conditions. This study aims to investigate the policy rationale for the adjusted ratio of reinvestment in development profits and explore how Daegu City can use this policy when revising ordinances in the future. A survey was conducted with a total of 320 experts, including public corporations, public officials, and industrial site workers in the Industrial Complex Committee. We employ contingent value measurement (CVM) based on 262 valid responses. The results showed that 27% of sales from the construction business and 22% of sales from non-industrial land were derived with an appropriate reinvestment ratio. Although the results in this study might not be generalized in other regions, we provide a potential reference for other local governments who are interested in ordinance revisions in the future. Another contribution of this study is to suggest the statistical method to derive the relevant ratio.
