The Ministry of Health and Welfare of Korea has implemented various social security programs to ensure a basic standard of living and raise overall quality of life for all citizens. The Korean social security system provides social insurance, public assistance, and social welfare services. To achieve adequate drug benefits, the Drug Management Department of Health Insurance Review and Assessment Service (HIRA) implement drug management duties including drug listing, upper price limit setting, scope of benefits, and post-factum management. When a manufacturer or an importer wants to apply for National Health Insurance (NHI) coverage of the drug that has obtained safety and efficacy approval, the pharmaceutical benefit assessment committee of HIRA evaluates the drug's clinical efficacy and cost-effectiveness to determine whether or not to include the drug into the benefit package. The benefit standards for a listed drug (ingredient) are set either for the whole permitted range or a part of range with conditions. To increase the coverage rate for new drugs, the listed drugs are regularly reviewed for their value. The status of listed drugs can be adjusted or eliminated from the benefit package if the clinical efficacy turns out to be insignificant. Therefore, through these pharmaceutical management procedures, high-quality drugs are provided at reasonable prices, which save healthcare expenditure by price determination and selective coverage in consideration of economic evaluation.
The letter of credit is quintessentially international. In the absence of international legal system, a private system based on banking practices has evolved, commanding the adherence of the international letter of credit community and providing the foundation of th reputation of this instrument. To maintain this international system, it is vital that international standard banking practice should not be subject to local interpretations that misconstrue or distort it. The UCP is a formulation of international standard banking practice. It is neither positive law nor a "contract term" in any traditional sense and its interpretation must be consonant with its character as a living repositary of international understanding in this field. As a result, the interpretation and application of specific articles of the UCP must be consistent with its evolving character and history and with the principles upon which sound letter of credit practice is predicated. This study, especially, focuses on article 13 of the UCP500 and 95UCC 5-108. Both articles introduce a standard of document examination to be used by banks to determine whether they comply facially with the terms of the credit. While, in the UCP, this standard is called international standard banking practices, in the UCC, this standard is called standard practices. I think that both standards are not same. Thus, first, this study look for categories of both standards and scope of application. the second subject is how can issuing bank act in the face of non-documentary condtion under this standard of document examination. Third is correlation between the principle of Strice Compliance and the standard.

Nuclear power plant (NPP) constructions are large scale projects that are executed for several years, and schedule control utilizing various schedules is a critically important factor. Recently Korea independently developed the Advanced Power Reactor (APR) 1400 and is building nuclear facilities applying this new reactor type. The construction of Shin-Kori NPP (SKN) Unit 3, which adopted the APR1400, was completed and commercial operation has begun, while, SKN 4, Shin-Hanul NPP (SHN) Units 1&2, and SKN 5&6 are currently under construction. Prior to the development of the APR1400, Korea built 24 reactors and accumulated the schedule data of various reactor types which provided the foundation for schedule reduction to be possible. However, as there is no schedule development and review system established based on the standard schedule data (standard activities, durations, etc.) by reactor type, the process for developing the schedule for new builds is low in efficiency consuming much time and manpower. Also all construction data has been accumulated based on schedule activities. But because the connectivity of activities between projects is low, it is difficult to utilize such accumulated data (causes for schedule delay, causes for design changes, etc.) in new build projects. Due to such reasons, issues continue to arise in the process of developing standard schedule activities and a standard schedule for nuclear power plant construction. In order to develop a standard schedule for NPP construction, i) the development of an NPP standard schedule activity list, ii) development of the connection logic of NPP standard schedule activities, iii) development of NPP standard schedule activity resources and duration, and iv) integration of schedule data need to be performed. In this paper, an analysis was made on the coherence of schedule activity descriptions of existing NPPs by applying the probabilistic methodology on activities with low connectivity due to the utilization of the numbering system of four APR1400 reactors (SHN 1&2 and SKN 3&4).This study also describes the method for developing a standard schedule activity list and connectivity measures by extracting same and/or similar schedule activities.
Based on air quality monitoring data ('10~'14) of Suwon City provided by the Korean Department of Environment, a fundamental statistic for 5 criteria pollutants such as $SO_2$, CO, $NO_2$, $O_3$, and $PM_{10}$ was initially investigated. The purpose of this paper was to review the ambient air quality standards(AAQS) of Korea, the U.S.A. and the EU and further to assess the degree of standard strength by the achievability of the AAQS comparing each national standard. Since the level and the way of standards for each air pollutant are various among countries, it is difficult to determine the degree of relative attainment using the same set of data above. Further when all the areas having bad air quality for a specific pollutant are classified as non-attainment case, it is more difficult to assess the degree of standard strength. Thus we introduced a new concept called the average concentration distance (ACD) to quantitatively estimate the strength. As results, the Korean 1-hr $NO_2$ AAQS is slightly stronger than the US standard and weaker than the EU standard. The Korean $O_3$ standard is strongest; however, the Korean $PM_{10}$ standard is weakest. Furthermore the equivalent levels of 8-hr $O_3$ standards in the U.S.A. and the EU were respectively estimated as 97.5 and 95.7 percentiles of the Korean standard with maintaining the existing standard of 60 ppb.
This study conducted a comparative analysis of awareness level of review standards, continuing education, and awareness about the need for speciality and educational courses in order to improve quality of Korean health insurance review work and to present directions for policies of personnel development and continuing education to smoothly perform hospital's insurance claim work and Agency's review work. The analysis unit of the study is individuals, and survey was conducted among hospital's claim officers and Agency' review officers by distributing questionnaires. The major results of the study are as follows: First, it is found that hospital's claim officers and Agency's review officers have conflicting awareness about review standards; more Agency's review officers think that current review standards are universal and reasonable, while more hospital's claim officers believe that they need to be revised. Especially, hospital's claim officers replied that it is possible that review results can differ according to government's policies. Second, there is no significant difference between the two groups in the opinion that there are individual differences in awareness level of review standard. In particular, both groups share the opinion that review results can differ according to officer's interpretation of review standards. Third, Both review officer groups feel the need for further training and continuing education. Fourth, there is no difference between the two groups in the opinion that both groups members should be educated in review related educational institutions. However, while 81.5% of Agency's review officers the education should be offered at the Agency, only 45.2% of hospital's claim officers agreed to it. Fifth, both review personnel do not show any difference in awareness of needed experience to successfully perform review work; both groups replied that three to four years experience is necessary to smoothly perform claim work and review work. This study was tried in order to search for directions to improve Korean insurance review work in quality rather than to explore characteristics themselves of individual factors. In this sense, this study presupposed an intention that the educational subjects for further training and continuing education for the two groups should be the same in order to narrow the awareness gap between hospital's claim officers and Agency's review officers. Thus, this study suggests that it is desirable to offer beginner courses at junior colleges or in undergraduate courses and advanced courses in professional graduate school for six to twelve months. In that a comparison of awareness level of hospital's claim officers and Agency's review officers who are actually in practice should precede appropriate presentation of directions for the qualitative improvement of insurance review work in Korea, the significance of this study lies in comparatively analyzing the awareness level of hospital's claim officers and Agency's review officers and in presenting the establishment of future further training and continuing education.
Objectives: The purpose of this paper is to define the level of recycling standards and its process in paper scrap. As pollution is increased by improperly treated paper scrap, the government has recently strengthened the management of the paper scrap. Methods: In this study, the current status of paper scrap recycling was investigated through a 2012 field survey, and the classification and recycling standards for paper scrap in developed countries and institutions were also investigated through a literature review in order to introduce optimal recycling standards. Results: As a result, the contents of contaminants were identified as the most important recycling standard, and the contents of contaminants in paper scrap was measured at less than 1.0% at most companies. The recycling standard for paper scrap was determined to be below 3% contaminants in the case of paper and 5% in the case of board. In this study, recycling stage was determined by considering regulations on resources and practices in the field. Conclusions: The recycling standard for paper scrap was determined to be below 3% and 5% contaminants for paper and board, respectively.
This study has two purposes. One is to systematize a number of referents and to examine the types of comparisons. The other is to examine categories of comparative standards such as inputs in equity theory. In pay comparison process, referents and inputs are very important elements. The first factor analysis is related to referents, which include 18 variables in 6 categories were subjected to factor analysis. 3 factors emerge with an eigenvalue of 1.0 or greater. Factor I, economic need, includes referents in personal worth and system referent. Factor II, market comparison, includes internal and external referents except one variable(external-peer). Between internal and external referents is not distinguished. This result is corresponded with Hills'(1980) and Hong's(1995) findings. FactorIII is named 'historical/social comparisons'. 14 inputs are subjected to the second factor analysis. 3 factors emerge with an eigenvalue of 1.0 or greater. The 5 variables loading on factor I, equity standard, are responsibility, competency, effort, outcome, and skill. FactorII, equality standard, includes age, gender, and education. FactorIII, seniority standard, includes career and company tenure. All the factors are positively associated with each other. Especially, personal worth is associated with equity standard(r=0.50466). Internal and external referents are associated with any comparative standard.
In case of the Korea Railroad, when we would decide the track structure, it has been introduced the whole track structure system based on only the foreign application cases and data offered by manufacturers without the process of the objective performance verification. The value of property for track materials, derived from the calculation of track structure, was hard to perform the objective performance evaluation among track structure systems because each manufacturer adopted the different test method and standard. To solve the above-mentioned problem, it should suggest the technical and objective evaluation method about the performance of track materials and meet with the standard of High Speed railroad and international railroad through the establishment and revision of performance standard. In the objective and technical respects, it will be a major role to decide the track structure. In this paper, I would like to summarize the case which was improved the problem of test method and standard exposed from the performance verification of Rail Fastening System among the track structure systems of High speed railroad.
This study is intended to review the Nucleus System of standard hospitals in U.K. The research is focused on the theoretical background, contents of Nucleus System, and the operational problems through the survey of sample hospitals. The contents of research include the development history of standardization, outlines, aimes, advantages, the data of Nucleus system, and the study-visits of sample hospitals. The conclusion could be summarized as follows ; 1) The form of standard hospitals is compact and low-rise the major movements are horizontal. The standard plans of the functional dpartments are unified as cruciform with $15m{\times}15m$ module. 2) The Nulceus System has been developed. The hospitals have 3 stories maximum and courtyards for natural light & ventilation. 3) The advantages of Nucleus System includes reduction of design & construction period, the buildability due to the repetitive construction, and the running cost. And the disadvantages are mentioned as the lack of storage, staff accomodation, pantry, and sanitary facilities. 4) Sample hospitals provide human scale, possibilities of growth & change, and curing environment from art decoration & artificial lake. 5) In case of Korean situation, even the minimum standardization such as hospital design guidelines should be developed in near future.
Objectives The purpose of this study was to systematically review previous studies on constitutional herbal medicine treatment for the obesity. Methods A total of 11 databases were searched in English, Chinese, and Korean. Standard methodologies for the systematic review were used to search, analyze and synthesize data for undertaking review and meta-analysis for intervention. The risk of bias was assessed by two independent researchers using the Cochrane risk of bias. Results A total of 2 RCTs were selected and analyzed. The results of the meta-analysis showed a significantly positive effect in the body weight and body mass index for the patient group treated with Taeeumjowi-tang compared to the placebo control group. Conclusions Our results suggested that Taeeumjowi-tang could be considered for improvement of symptoms in obese patients, without serious adverse events. Due to the low quality of the clinical evidence in this study, further studies are needed to evaluate efficacy and safety of constitutional herbal medicines for obesity.
