With the obligation of information system supervision and an increase in supervision demands, the quality improvement in information system supervision has been of significance, and the supervision system has been enhanced in the way of preventing information systems from being poorly established. In the meantime, recently the supervision industry has received administrative punishment due to violation of supervision guidelines and false reports. As a result, the introduction of the responsible supervision of information systems to strengthen the rights and duties of supervisors and supervision corporations has been discussed by supervision corporations. Therefore, this work was intended to propose success factors to introduce responsible supervision in the information system supervision sector, and thereby contribute to the introduction of responsible supervision system that plays a successful role in preventing poor supervision and establishing information system business. The success factors of the responsible supervision of information systems, proposed in this work, were categorized into legal system, standardization of supervision work, those concerned with supervision. And, detailed success factors of each category were proposed, and on the basis of that, the success model to introduce responsible supervision successfully was proposed.

문화재청은 문화재수리의 부실방지 및 품질확보를 위하여 상주감리와 비상주감리 제도를 운영하고 있다. 최근 문화재 수리의 감리강화를 위하여 책임감리제도를 도입하였으나, 문화재감리의 운영상 문제점이 발생하여 감리업무의 개선이 필요하게 되었다. 따라서 본 연구는 문화재의 상주감리, 비상주감리업무 개선과 책임감리의 업무를 개발하였다. 첫째, 문화재 상주감리업무지침서의 불합리한 부문과 문제점을 도출하여, 개선방안을 제안하였다. 둘째, 문화재 비상주감리 업무지침서의 불합리한 부문과 문제점을 도출하여, 비상주 감리업무지침서 개선방안을 제안하였다. 셋째, 문화재 책임감리업무를 수행하기 위한 개발방향 및 감리업무를 제안하였다.

민간경비업무의 공공성에 따른 행정규제의 필요성과 그에 따른 실질적 감독의 이행은 민간경비업계의 전문성과 대국민적 서비스의 질적 향상을 담보하게 된다. 이러한 국가적 규제와 감독의 이면에는 업계의 자율적 책임 이행을 내포하고 있으며 그러한 자체적인 업무 수행이 이루어지지 않을 경우에는 국가는 반드시 그 책임을 강제한다는 것이다. 따라서 자체적인 치유능력의 신장과 그 근간을 이루기 위해서는 현행 행정 규제 및 감독은 강화되어야 하며 그러한 내용을 경비업법상 명시하여야 한다. 본 연구는 그러한 실효성을 확보하기 위한 방안으로 다음과 같이 제시한다. 첫째, 경비업의 허가는 그 규제의 우선적 장치로서 자격 요건과 심사절차를 엄격히 하여야 한다. 둘째, 허가 이후에 지속적인 감독이 이루어지지 않으면 그 취지가 희석되므로 민간경비 관련 감독기관을 독립적으로 운영하여 실질적인 이행을 담보하여야 한다. 셋째, 허위 또는 부당한 방법에 의한 허가 취득과 위법${\cdot}$부당한 도급업무 수행 및 경비지도사 선임의 편법적 행위는 그 처벌이 강화 되어야 한다. 넷째, 민간경비 업계의 자체적인 의무 이행을 담보하기 위해서 뿐만 아니라 형식적인 경비지도사제도의 단점을 보완하기 위해서 전문자격증제도를 도입하여 한다.

By means of analyzing of monitoring technology and monitoring regulation based on maintenance monitoring system installed in subway tunnel section, it needs monitoring system, development of operating program, monitoring analyzing system and development of analysis method, establishment of maintenance monitoring standard specification, and performance of responsible monitoring supervision for applying to subway monitoring maintenance effectively in future. It requires specialized monitoring and legislation of monitoring subcontract, improvement of monitoring work contract method, establishment the standard payment of monitoring, and effective calibration and correction of monitoring system in the plan of improving monitoring regulation.

Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

본 연구에서는 재가복지서비스를 위해 인적자원을 개발하고 이러한 인적자원을 효율적으로 관리하기 위한 관리체계 모형을 제시하고자 부산지역의 청소년 직장인 주부 장애인 노인집단을 대상으로 조사를 실시하여, 조사 결과와 관련이론들을 바탕으로 재가복지서비스에 있어서 중요한 인적자원인 자원봉사자의 개발 및 관리체계 모형을 모집, 교육 및 훈련, 배치, 관리 및 지도감독, 그리고 평가의 다섯 단계로 구성하여 제시했다. 본 연구의 연구방법은 국내외의 선행연구 및 재가복지서비스와 관련되는 각종 문헌들의 검토를 통한 문헌연구와 사회조사를 통한 실증적 연구를 병행하였다. 본 연구의 결과로 제시된 모형은 자원봉사센터와 재가복지서비스를 제공하고 있는 자원봉사자 활용기관들의 상호연계 및 협력을 전제로 구성되었다. 이 좌형은 인적 자원 개발측면과 관리측면이 분리되어 있는 것이 아니라 단계별로 강조점이 다르긴 하지만 전 과정을 통해서 통합적으로 이루어지고 있다.

This study objectively in examines materials related to factory rationalization of D Corp., a regionally based enterprise. One reason that previous factory rationalizations have not been all that effective is that each firm has not used strategies specially designed for it Despite the fact that each firm has a different culture, and different human and physical resources, the application of rationalization without any modifications has produced many problems. In order to stabilize the production system and reduce the capacity of the factory, D Corp. changed the basic 5 S's and stimulated the factory atmosphere through computer education. Rationalization stabilized and standardized the factory, and organized the physical resources and each area of the factory according to their place in the process of production. It also made improvements that verified the party responsible for the flow of the complex production system, and simplified analysis supervision of production, and ex post management. We think that the successful example of D Corp. can serve as a real, tangible model for small and medium regionally-based firms to follow.

The choice of the better monitoring system, the operating method of monitoring system, the confidence and continuity of maintenance monitoring, the performance of responsible monitoring supervision in the phase of the planning of monitoring and design were proposed. The problem and developed plan in the different monitoring systems, the calibration and correction of monitoring system, the analysis for the results and plan for maintenance in the phase of installation of monitoring system and operation were also proposed.

현재 국내 건설 산업은 고층화, 대형화 되어감에 따라 새로운 기술 개발로 비약적인 발전과 함께 품질향상을 위해 품질관리기법 및 품질관리제도 개선을 하고 있지만, 기술개발에 비해 건축물의 품질향상수준은 미흡한 수준이다. 반면에, 사용자의 의식변화로 건설품질에 대한 관심이 증가됨에 따라 요구품질수준이 높아지고 있다. 정부에서는 책임감리제도의 시행 및 해외업체의 국내 감리업무진출 허용 등의 품질제도를 강화하였고 및 민간부문에서도 사전자격심사제도의 시행 및 ISO 9000시리즈의 품질보증 등을 통한 품질 향상을 꾀하고 있지만, 현행 건설공사는 설계, 재료, 공법 등이 이미 확정된 발주자의 공사 시방서에 의한 공사를 수행함에 따라 정해진 사항의 이행 여부만을 판단할 뿐 수급자의 품질 개선을 위한 기술 개발의 필요성 및 기회를 제공하지 못하고 있다. 따라서 본 연구에서는 건설 공사단계에서 수급자가 자발적으로 품질확보를 할 수 있는 지불규정제도의 업무프로세스와 제도개선 방안을 제시하였다.
