The Effect of Publicness on the Service Quality in Long-Term Care Facilities (공공성이 노인장기요양시설의 서비스 질에 미치는 효과)

  • This study reconsiders the concept of publicness by raising a question about the problems which the recent marketization of social services in South Korea. The existing perspective on publicness, however, is insufficient to account for the entire Long-term care market because only public organizations have publicness. Accordingly, this study presents 'integrated publicness', particularly 'dimensional publicness' and 'normative publicness'. A disproportional stratified sampling procedure was used to consider ownership. A merged dataset combining surveys from 248 Long-term Care facilities and on-line resources was used and analyzed by multiple regression, negative binomial regression and multiple imputation analysis. The analysis results suggest as follows. First, ownership publicness appeared more effective in the overall. Second, the regulations on the government funding did not show effective, and the regulation on evaluation system showed the effect. Third, professionalization of normative publicness showed a negative effect on service structure and showed a positive effect on service process. Lastly, user of free services whose public accountability was identified to be effective on service structure and outcome. These findings suggest that not only existing ownership but also dimensional publicness and normative publicness showed an effect on service quality. In this respect, this is important as the performance produced by empirical models of integrated publicness, in this situation that the outcome of marketization is insignificant.

Institutional Ethnography on Organization of Case Management Practice at a Mental Health Center (정신보건센터 사례관리 실천의 조직화에 관한 제도적 문화기술지)

  • This study is a research that investigated organization of case management practice at a mental health center. For organization research of case management practice, this study applied the research method of Institutional Ethnography, and analyzed 'work knowledge' and 'texts' data which were obtained through field work that lasted 3 months with 11 study participants. The analysis is not interpretation of the researcher, but it is work that assembles 'work knowledge' of field workers until they reach discovering institutions that organize case management practice. As a result of this study, case management practice of the mental health center was being standardized as 'a service that is biased towards symptom management without comprehensive and continual resources links' by new public management theory, bio-medicine discussion, 'standardization policy', 'treatment rate improvement policy', 'performance-based budget system', 'performance evaluation system' and 'continual linkage policy', mediating texts. This is a different outcome from usefulness of case management that is claimed to support politically.

Performance Evaluation of the GPU Architecture Executing Parallel Applications (병렬 응용프로그램 실행 시 GPU 구조에 따른 성능 분석)

  • The role of GPU has evolved from graphics-specific processing to general-purpose processing with the development of unified shader core architecture. Especially, execution methods for general-purpose parallel applications using GPU have been researched intensively, since the parallel hardware architecture can be utilized efficiently when the parallel applications are executed. However, current GPU architecture has limitations in executing general-purpose parallel applications, since the GPU is not specialized for general-purpose computing yet. To improve the GPU performance when general-purpose parallel applications are executed, the GPU architecture should be evolved. In this work, we analyze the GPU performance according to the architecture varying the number of cores and clock frequency. Our simulation results show that the GPU performance improves by up to 125.8% and 16.2% as the number of cores increases and the clock frequency increases, respectively. However, note that the improvement of the GPU performance is saturated even though the number of cores increases and the clock frequency increases continuously, since the data cannot be provided to the GPU due to the limit of memory bandwidth. Consequently, to accomplish high performance effectiveness on GPU, computational resources must be more suitably considered.

A Proposal for Promotion of Research Activities by Analysis of KOSEF's Basic Research Supports in Life Sciences (한국과학재단의 생명과학분야 기초연구지원 추이분석을 통한 연구활동지원 활성화 제언)

  • This research was conducted to make suggestions for the promotion of research activities in the Life Sciences field, and we evaluated the research funding trend and the present status of research funding offered by KOSEF in this field. Researchers in this field have received more research funding from the group-based programme than from the individual-based programme. Also, they have received less money (per project) than did researchers in other Science and Technology fields. The portion of research funds given to the Medical Sciences fields has markedly increased year by year, whereas the portion of funding given to the Agricultural Sciences and Biological Sciences fields has decreased annually. To encourage research activities in the Life Sciences field in Korea, the following actions and systems are required: 1) formulation of a mid-and a long-term research master plan, 2) development of a database on man power in related fields, 3) activation of top-down research topics, and associated increase of individual research grants, 4) development of special national programs for basic researches in Life Sciences, 5) organization of a committee for policy and planning within related societies, and 6) system development for fair evaluation of the results of research activities.

Genetic Relationships of Sandfish (Arctoscopus japonicas) from Five Different Areas of Korea and Japan Based on Mitochondrial DNA and Microsatellite Analyses (Mitochondrial DNA와 microsatellite marker 분석을 통한 한국과 일본에 서식하는 5 지역의 도루묵(Arctoscopus japonicas)에 대한 유전학적 유연관계 분석)

  • A comprehensive analysis of the population structure of the sandfish (Arctoscopus japonicas), the most abundant fishery resource in the East Sea of Korea, has not been carried out, despite its importance in Korea. The present study examined the genetic diversity and differences between five populations (two Japanese and three Korean populations) of A. japonicas captured in the East Sea using both the 401 bp sequence of mitochondrial DNA (mtDNA, cytochrome b) and five microsatellite DNA (msDNA) markers. The results of the analysis using the Cyt b sequence revealed 27 haplotypes. Based on msDNA variations, the estimated expected heterozygosity (HE) in each population ranged from 0.68 (Gampo, Korea) to 0.7765 (Erimo, Japan). Pairwise FST and AMOVA tests using both the Cyt b sequence and msDNA data pointed to significant differences between the Korean and Japanese populations (mtDNA; FST=0.2648, p<0.05, msDNA; FST=0.0814, p<0.05). These results were similar to the results of UPGMA, PCA, and structure analysis. In these analyses, the five populations were assigned to two groups (Korean populations and Japanese populations). These results shed light on the genetic diversity and relationships of A. japonicas and contribute to research on the evaluation, conservation, and utilization of Korean A. japonicas as genetic resources.

A Study of Antioxidative and Hypoglycemic Activities of Omija(Schizandra chinensis Baillon) Extract under Variable Extract Conditions (추출 조건에 따른 오미자 추출물의 항산화 및 혈당 강하에 관한 연구)

  • This study investigated antioxidative and hypoglycemic activities of Omija for evaluation of usefulness as a functional food resource. Omija water extracts were extracted with water for 24 hr, 6 hr and 3 hr at room temperature, 60$^{\circ}C$ and 100$^{\circ}C$, respectively. Omija ethanol extracts were extracted with 60% ethanol for 24 hr and 3 hr at room temp temperature and 60$^{\circ}C$, respectively. The antioxidant properties of Omija(Schizandra chinensis Baillon) extracts prepared under different extraction conditions were evaluated by a variety of radical scavenging assays including DPPH, $ABTS^{{cdot}+}$, and nitrite and reducing power. Hypoglycemic activity was examined for $\alpha$-glucosidase inhibition using an in vitro model. The total phenolic content was also determined. Antioxidant activities of Omija were the highest in the group extracted with 60% ethanol for 3 hr. The ethanol extracts showed higher activity than water extracts. An extraction temperature was the highest in 60$^{\circ}C$. The total phenolic content extracted with 60% ethanol for 3 hr at 60$^{\circ}C$ was 530 mg GAE/100 g. The water extract extracted with water for 24 hr at room temperature showed the lowest antioxidant activity and phenolic content. $\alpha$-glucosidase inhibitory activity was the highest in the group extracted with 60% ethanol for 3 hr at 60$^{\circ}C$, followed by the group extracted with 60% ethanol for 24 hr. The results suggest that extraction of Omija by 60% ethanol for 3 hr at 60$^{\circ}C$ will be useful as a functional food resource with natural antioxidants and hypoglycemic activities.

Evaluation of Fungicides, Nozzle Type, and Spray Volume on Control of Typhula Blight on Cool Season Turfgrass (한지형잔디에 설부병 방제에 대한 살균제, 노즐타입 및 살포약량의 평가)

  • Commercial formulation of fungicides was studied in vitro for sensitivity against Typhula species causal agents of Typhula blight. Efficacies of fungicides application, spray volume, nozzle types and fungicides applied time (early fall and late fall) were evaluated for their influence on the chemical control of Typhula blight of turfgrass during the winter season in Wisconsin. All fungicides effectively reduced the mycelial growth of eight isolates of Typhula spp. in vitro on potato dextrose agar (PDA) media. For inhibitory effects on mycelial growth of eight isolates, propiconazole was the most effective at $1.0{\mu}g$ active ingredient (a.i) / ml of PDA. Typhula incarnata two isolates were significantly more sensitive to all fungicides of PDA than six isolates of three varieties of T. ishikariensis. For 2 years in field experiment, unsprayed control has significantly more disease severity than seven fungicides were applied to field plots at two locations. Propiconazole was the most effective for controlling Typhula blight, at two locations in both years. The level of disease control was not dependent on fungicides spray volume or nozzle types at two locations. The disease damage treated with triadimefon applied time (early fall and late fall) was not significantly different at two location for two years.

Design and Implementation of ISO/IEEE 11073 DIM Transmission Structure Based on oneM2M for IoT Healthcare Service (사물인터넷 헬스케어 서비스를 위한 oneM2M기반 ISO/IEEE 11073 DIM 전송 구조 설계 및 구현)

  • In the environment of Internet of Things (IoT), IoT devices are limited by physical components such as power supply and memory, and also limited to their network performance in bandwidth, wireless channel, throughput, payload, etc. Despite these limitations, resources of IoT devices are shared with other IoT devices. Especially, remote management of the information of devices and patients are very important for the IoT healthcare service, moreover, providing the interoperability between the healthcare device and healthcare platform is essential. To meet these requirements, format of the message and the expressions for the data information and data transmission need to comply with suitable international standards for the IoT environment. However, the ISO/IEEE 11073 PHD (Personal Healthcare Device) standards, the existing international standards for the transmission of health informatics, does not consider the IoT environment, and therefore it is difficult to be applied for the IoT healthcare service. For this matter, we have designed and implemented the IoT healthcare system by applying the oneM2M, standards for the Internet of Things, and ISO/IEEE 11073 DIM (Domain Information Model), standards for the transmission of health informatics. For the implementation, the OM2M platform, which is based on the oneM2M standards, has been used. To evaluate the efficiency of transfer syntaxes between the healthcare device and OM2M platform, we have implemented comparative performance evaluation between HTTP and CoAP, and also between XML and JSON by comparing the packet size and number of packets in one transaction.

A study on the state of customized visiting oral health programs (맞춤형 방문구강보건사업 현황조사)

  • Objectives : This study was to examine the state of customized visiting oral health programs in a bid to help facilitate the unified operation of the programs and the development of required guidelines. Methods : The subjects in this study were 49 dental hygienists who were professionals responsible for customized visiting health care programs across the nation. Results : 1. Regarding the form of employment of the dental hygienists were investigated many contract and daily workers. 2. As to the possession of equipment necessary for visiting oral health programs, denture cleaners(12.2%) were most widely possessed in some regions, followed by mobile scalers(10.2%) and mobile suctions(8.2%). In terms of expendable devices and materials, dental mirrors, pincettes and explorers were the most widely possessed dental checkup devices, and the most widely possessed oral hygiene supplies were toothbrushes, interdental brushes and denture cleaners. Those devices and materials were in more possession than the other types of devices and materials. The most widely possessed equipment for educational purpose was laptop computers, followed by beam projectors and screens. The most widely possessed teaching materials were dentiform, followed by CD-ROMs. 3. Those whom they visited the most for oral health care service were elderly people, followed by the disabled and patients with chronic diseases. The dental hygienists who went out to visit those people outnumbered the others who stayed at public health centers. Concerning the types of visiting oral health care service, the most prevalent service provided to the elderly included denture cleaning/management, oral massage and preventive treatment against dental caries. The most dominant service provided to the disabled involved education of the oral health care act, preventive treatment against dental caries and toothbrushing by professionals. The most common service offered to patients with chronic diseases was education of the oral health care act and oral health education. The dental hygienists paid a visit to a mean of 5.8 households a day. The average weekly number of households cared by the dental hygienists was 27.3. It took a mean of 37.1 minutes for them to take care of each household. 4. As for satisfaction level with the implementation of the visiting oral health programs, they expressed the greatest satisfaction at teamwork with professionals($3.56{\pm}0.94$), followed by the professionalism of their work($3.21{\pm}0.94$) and workload($3.08{\pm}0.94$). Their satisfaction level with the work conditions required for creative job performance($2.75{\pm}0.98$) and partnership with other institutions($2.64{\pm}1.03$) was below 3.0. In regard to the impact of their characteristics, marital status made a statistically significant difference to satisfaction level with workload. The unmarried dental hygienists were more pleased with their workload than the married ones(p<0.05). 5. As to needs for education for professionalism improvement, they asked for education about visiting oral health care skills the most, followed by education about oral health care for patients with chronic diseases, education of planning/evaluation and education of oral health care for the disabled. Conclusions : The top priority for the vitalization of the programs was the procurement of budget, followed by the procurement of equipment and educational media and the procurement of human resources.

Soil Erosion Assessment Tool - Water Erosion Prediction Project (WEPP) (토양 침식 예측 모델 - Water Erosion Prediction Project (WEPP))

  • The Water Erosion Prediction Project (WEPP) was initiated in August 1985 to develop new generation water erosion prediction technology for federal agencies involved in soil and water conservation and environmental planning and assessment. Developed by USDA-ARS as a replacement for empirical erosion prediction technologies, the WEPP model simulates many of the physical processes important in soil erosion, including infiltration, runoff, raindrop detachment, flow detachment, sediment transport, deposition, plant growth and residue decomposition. The WEPP included an extensive field experimental program conducted on cropland, rangeland, and disturbed forest sites to obtain data required to parameterize and test the model. A large team effort at numerous research locations, ARS laboratories, and cooperating land-grant universities was needed to develop this state-of-the-art simulation model. The WEPP model is used for hillslope applications or on small watersheds. Because it is physically based, the model has been successfully used in the evaluation of important natural resources issues throughout the United State and in several other countries. Recent model enhancements include a graphical Windows interface and integration of WEPP with GIS software. A combined wind and water erosion prediction system with easily accessible databases and a common interface is planned for the future.
