지방행정혁신 확산을 위한 부서간의 협력증진에 관한 정책적 연구 (A Study of Policy on the Win-Win Strategy of the Department for the Largest Local Administration Innovation)

  • The purpose of this paper is to find an appropriate policy for local government innovation step by step. In order to accomplish this purpose, we considered the characteristics and situation of Gumi city. Specifically, we analyzed the win-win strategy of the department for the largest local administration innovation. Finally, we found that the chief executive's leadership and other strategies such as the adjustment of the innovation propulsion system are key factors. Also, Managing the resistance to change appeared during the process of local administrative innovation is important. The failure of the policy for local government innovation is caused by the failure to manage the resistance. Thus, for government innovation to succeed, correct information provision, comprehensive participation of public officials and effective management of resistance is necessary.

  • Earthmoving equipment's haul-route has a great influence on the productivity of the earth work operation. Haul-route grade is a critical factor in selecting the haul-route. The route that has low grade resistance contributes to increase machine travel speed and production. This study presents a mathematical model called "Hauling-Unit Optimal Routes Selecting system" (HUORS). The system identifies optimal path that maximize the earth-work productivity. It consists of 3 modules, i.e., (1) Module 1 which inputs site characteristic data and computes site location and elevation using GIS(Geographical Information System); (2) Module 2 which calculates haul time; (3) Module 3 which displays an optimum haul-route by considering the haul-route's gradient resistances (i.e., from the departure to the destination) and hauling time. This paper presents the system prototype in detail. A case study is presented to demonstrate the system and verifies the validity of the model.

ERP 도입 전 구성원의 저항 (A Study on Users' Resistance toward ERP in the Pre-adoption Context)

  • Information Systems (IS) is an essential tool for any organizations. The last decade has seen an increasing body of knowledge on IS usage. Yet, IS often fails because of its misuse or non-use. In general, decisions regarding the selection of a system, which involve the evaluation of many IS vendors and an enormous initial investment, are made not through the consensus of employees but through the top-down decision making by top managers. In situations where the selected system does not satisfy the needs of the employees, the forced use of the selected IS will only result in their resistance to it. Many organizations have been either integrating dispersed legacy systems such as archipelago or adopting a new ERP (Enterprise Resource Planning) system to enhance employee efficiency. This study examines user resistance prior to the adoption of the selected IS or ERP system. As such, this study identifies the importance of managing organizational resistance that may appear in the pre-adoption context of an integrated IS or ERP system, explores key factors influencing user resistance, and investigates how prior experience with other integrated IS or ERP systems may change the relationship between the affecting factors and user resistance. This study focuses on organizational members' resistance and the affecting factors in the pre-adoption context of an integrated IS or ERP system rather than in the context of an ERP adoption itself or ERP post-adoption. Based on prior literature, this study proposes a research model that considers six key variables, including perceived benefit, system complexity, fitness with existing tasks, attitude toward change, the psychological reactance trait, and perceived IT competence. They are considered as independent variables affecting user resistance toward an integrated IS or ERP system. This study also introduces the concept of prior experience (i.e., whether a user has prior experience with an integrated IS or ERP system) as a moderating variable to examine the impact of perceived benefit and attitude toward change in user resistance. As such, we propose eight hypotheses with respect to the model. For the empirical validation of the hypotheses, we developed relevant instruments for each research variable based on prior literature and surveyed 95 professional researchers and the administrative staff of the Korea Photonics Technology Institute (KOPTI). We examined the organizational characteristics of KOPTI, the reasons behind their adoption of an ERP system, process changes caused by the introduction of the system, and employees' resistance/attitude toward the system at the time of the introduction. The results of the multiple regression analysis suggest that, among the six variables, perceived benefit, complexity, attitude toward change, and the psychological reactance trait significantly influence user resistance. These results further suggest that top management should manage the psychological states of their employees in order to minimize their resistance to the forced IS, even in the new system pre-adoption context. In addition, the moderating variable-prior experience was found to change the strength of the relationship between attitude toward change and system resistance. That is, the effect of attitude toward change in user resistance was significantly stronger in those with prior experience than those with no prior experience. This result implies that those with prior experience should be identified and provided with some type of attitude training or change management programs to minimize their resistance to the adoption of a system. This study contributes to the IS field by providing practical implications for IS practitioners. This study identifies system resistance stimuli of users, focusing on the pre-adoption context in a forced ERP system environment. We have empirically validated the proposed research model by examining several significant factors affecting user resistance against the adoption of an ERP system. In particular, we find a clear and significant role of the moderating variable, prior ERP usage experience, in the relationship between the affecting factors and user resistance. The results of the study suggest the importance of appropriately managing the factors that affect user resistance in organizations that plan to introduce a new ERP system or integrate legacy systems. Moreover, this study offers to practitioners several specific strategies (in particular, the categorization of users by their prior usage experience) for alleviating the resistant behaviors of users in the process of the ERP adoption before a system becomes available to them. Despite the valuable contributions of this study, there are also some limitations which will be discussed in this paper to make the study more complete and consistent.

스마트폰 채택 및 지속사용에 있어 사용자 저항과 사회적 영향력의 역할에 대한 탐색연구 (Exploring the Roles of User Resistance and Social Influences on Smartphone Acceptance and Continuous Usage)

  • This study examines the roles of user resistance and social influences on the acceptance and continuous usage of smartphones at different stages of adoption. The respondents were classified into three groups according to their innovation adoption stage : non-user group, the potential user group and the trial user group. Theories relevant to user resistance, social influences including normative social influences and informational social influences, as well as user adoption and continuance behavior were reviewed and integrated into our research model. In order to verify the proposed structured equation model, we conducted an online survey by targeting mobile phone users and collected data to be analyzed through a partial least squares (PLS) test. This study tested whether there exists differences in the effects of user resistance and different types of social influence on user's adoption or continuance intetion among these three groups. The results showed that user resistance exists in all adopter groups and that it has significant negative influences on intention to use a smartphone. The findings also revealed that user resistance can be enhanced or resolved by two types of social influence; informational social influence resolves user resistance regardless of the adopter category, while normative social influence enhances the user resistance of potential users. Furthermore, the findings show that social influence regardless of the type positively affects user intention. Several theoretic and practical implications pertaining to the results are discussed.

해충의 살충제저항성과 금후대책 (Insect Pest Resistance to Insecticides and Future Researches)

  • The rapid increase in cases of insect resistance to insecticides indicates that the contribution of present chemical control practices inevitably leads to exhaustion of available insecticide resources against key insect species. Now the problem of insecticide resistance exists worldwide among insects and mites affecting field crops and animals including human beings, ranging from minimal or absent in some developing countries, where use of insecticides has been low, to extremely severe in many developed countries. Since the occurrence of insect resistance to insecticides was firstly recognized in 1908, the increase in recent decades has been almost linear and now the number of species of insects and acarines in which resistant strains have evolved have been increased to a total of 432. Of these, $261(60\%)$ are agricultural importance and $171(40\%)$ of medical/veterinary importance. The phenomenon of insecticide resistance is asserting itself as the greatest challenge to effective chemical control of many important insect pests. Resistance of insects to insecticides has a history of nearly 80 years, but its greatest increase and its strongest impact have occurred during the last 40 years following the discovery and extensive use of synthetic organic insecticides and acaricides. The impact of resistance should be considered not only in terms of greater cost of pest control due to increased dosages and number of applications but also in terms of the ecological disruption of pest-beneficial species density relationships, the loss of investment in the development of the insecticides concerned, and socio-economic disruption in agricultural communities. Despite its grave economic consequences, the phenomenon of insecticide resistance has received surprisingly little attention in Korea. Since the study of insecticides started firstly in 1963, many entomologists have been concerned with this study. According to their results, some of the rice pests and some of the mites on orchard trees, for example, have developed worrisome level of resistance in several areas of this peninsula. With many arthropods, considerable advances in the developed countries have been made in the study of the biochemical and physiological mechanisms of resistance. Progress involves the biochemical characteristics of specific defense mechanisms, their genetics, interactions, and their quantitative and qualitative contribution to resistance. But their studies arc still inadequately known and relatively little have been contributed in terms of unique schemes of population management in achieving satisfactory pest control. It is apparent that there is no easy solution to resistance as a general phenomenon. For future challenging to effective control of insect pests which are resistant to the insecticides concerned, new insecticide groups with distinctly novel mode of action are urgently needed. It is clear, however, that a great understanding of the factors which govern the intensity of selection of field population for resistance could lead to far more permanently successive use of chemicals within the framework of integrated pest management than heretofore practiced.

  • Social capital contains relational, structural and cognitive dimensions. This study regards social capital as diminishing factor in innovation resistance. Trust, structuring individual tie and vision sharing which are representatives of three dimensions of social capital diminish innovation resistance. So innovation becomes more successful.

Numerical simulation of electrokinetic dissipation caused by elastic waves in reservoir rocks

  • The use of electrokinetic dissipation method to study the fluid flow law in micro-pores is of great significance to reservoir rock microfluidics. In this paper, the micro-capillary theory was combined with the coupling model of the seepage field and the current field under the excitation of the harmonic signal, and the coupling theory of the electrokinetic effect under the first-order approximation condition was derived. The dissipation equation of electrokinetic dissipation and viscous resistance dissipation and its solution were established by using Green's function method. The physical and mathematical models for the electrokinetic dissipation of reservoir rocks were constructed. The microscopic mechanism of the electrokinetic dissipation of reservoir rock were theoretically clarified. The influencing factors of the electrokinetic dissipation frequency of the reservoir rock were analyzed quantitatively. The results show that the electrokinetic effect transforms the fluid flow profile in the pores of the reservoir from parabolic to wavy; under low-frequency conditions, the apparent viscosity coefficient is greater that one and is basically unchanged. The apparent viscosity coefficient gradually approaches 1 as the frequency increases further. The viscous resistance dissipation is two orders of magnitude higher than the electrokinetic effect dissipation. When the concentration of the electrolyte exceeds 0.1mol/L, the electrokinetic dissipation can be neglected, while for the electrolyte solution (<$10^{-2}M$) in low concentration, the electrokinetic dissipation is very significant and cannot be ignored.

Novel Approaches to Clubroot Management in Western Canada

  • Over the past decade, clubroot has emerged as a major constraint to canola (Brassica napus) production in central Alberta, Canada. The number of fields with confirmed P. brassicae infestations in Alberta has increased steadily from 12 in 2003 to nearly 2,000 in 2014. Management of clubroot on canola has focused on sanitization of field equipment, soil amendments to reduce viable pathogen populations, long rotations out of susceptible crops and cropping of resistant cultivars. Clubroot resistance is the most effective and economical method of disease mitigation, but the recent identification of isolated P. brassicae populations with novel virulence phenotypes capable of overcoming resistance in most canola cultivars highlights the variable nature and adaptability of the pathogen. Recent studies have shown slight reductions in pathogen populations through crop rotations, but much more substantial reductions in spore populations in heavily infested areas near field entrances using fumigants such as Vapam (metam-sodium) or Basamid (dazomet). Greenhouse trials showed that seedling emergence, plant height and root weight increased, while primary and secondary infection and disease severity decreased with increased Basamid dosage. However, field trials showed some phytotoxicity. Application of Vapam at rates of 0.4 to $1.6mL\;L^{-1}$ soil resulted in 12-16 fold reductions in clubroot severity and primary and secondary infection. Vapam also was effective in reducing clubroot severity and improving canola seed yield under field conditions. These studies underscore the need for good resistance stewardship and for the integration of multiple products and practices for successful management of clubroot on canola.

모바일 안면인식결제서비스의 동기-위생 요인이 수용 및 저항에 미치는 영향: 중국 사용자를 중심으로 (Effects of Motivation-Hygiene Factors on Acceptance and Resistance of Mobile Facial Recognition Payment Services: Focusing on Chinese Users)

  • 본 연구는 Herzberg의 동기-위생이론을 이용하여 모바일 안면인식결제서비스의 수용 및 저항에 미치는 영향과, 사용자의 혁신성이 동기요인과 위생요인에서 수용과 저항에 미치는 영향 또한 조사하였다. 모바일 결제서비스 이용 경험이 있는 중국의 사용자를 대상으로 설문조사를 하였으며, 통계 분석은 IBM SPSS Statistics 26과 SmartPLS 3.0을 이용하였다. 분석결과, 모바일 안면인식결제서비스의 동기요인은 수용에 정(+)의 영향을 미치고 있으며, 저항에는 유의한 결과가 나타나지 않았다. 또한 위생요인은 수용에서는 부(-)의 영향을, 저항에는 정(+)의 영향을 미치는 것으로 나타났다. 매개변수인 사용자 혁신성은 동기요인과 수용에서는 완전매개효과를, 위생요인과 저항에서는 부분매개효과가 있었다. 연구결과를 통해 발견된 동기 요인인 신속성, 편재성, 지각된 유용성, 지각된 사용용이성, 비접촉성과 위생 요인인 프라이버시 염려, 보안성, 현상유지관성, 사용장벽, 손실회피성은 모바일 안면인식결제서비스의 활성화를 위한 기초자료로 사용될 수 있을 것으로 판단한다.
