A Survey on Utilization of Health Center and Health Service Demand of Residents in a Urban and Rural Unified Community (일개 도시·농촌 통합지역 주민의 보건기관 이용경험과 보건서비스 요구도 조사)

  • This survey was conducted to assess the utilization of health center including health sub-center and community health post and the health service demand of residents in a urban and rural unified community. Officials in Up·Myun·Dong offices visited randomly sampled 4,027 households(4.6% of total households in unified City) which included 3,337 households in urban area(4.9% of total households) and 690 households in rural area(3.7% of total households) and interviewed with heads or housewives of the households in September, 1995. There were significant differences in health-related demographic characteristics including age-sex distribution, educational level, period of residence in the community and medical insurance status of the interviewees between urban and rural areas. Of the respondents, 64.8% in urban area and 55.6% in rural replied that they had utilized the health center in the past. The most common purpose for visiting the health center was to get vaccination in urban area and to get outpatient care in rural area. The top priority health center activity that needs to be reinforced was communicable disease control and over 90% of the respondents preferred to have mobile clinic and home health care service in were also highly demanded. Eighty-six percent of the urban respondents replied that a health sub-center must be established in urban area. In the rural area, 90.3% of the respondents replied that they wanted to maintain the health sub-center and 88.3% wanted to maintain the community health post. Along with the improvement of facilities and equipments of the health center by Rural Health Service Improvement Project, new health service programs must be developed to meet the demand of the community.

A Study on the Crime Prevention Design and Consumer Perception (CPTED) of Multi-Family Housing in China (중국 공동주택의 범죄 예방을 위한 디자인과 소비자의 인식에 관한 연구)

  • Multi-family housing plays a crucial role as a living and experiencing space, and its environment has a direct impact on the well-being and stability of its residents. Therefore, Crime Prevention Design (CPTED) for multi-family housing is of utmost importance. However, crime-related data in China is not disclosed to the public because of its specificity, making it difficult for researchers to conduct further in-depth studies based on accurate crime data. As a result, the establishment and application of CPTED theory in terms of crime prevention is limited and delayed. This study aims to explore three aspects of CPTED in multi-family housing as perceived by home-buying consumers. It investigated consumer perception of the CPTED, the importance of each element and ways to increase awareness of CPTED in multifamily housing in order to effectively improve multifamily crime prevention design principles and further enhance public safety. This study examined the current state and future trends of CPTED in China by analyzing relevant research reports and literature, aiming to gain insights into the crime prevention awareness of Chinese homeowners. In addition, a survey was conducted on Chinese consumers to unravel the importance of CPTED and increase awareness of its various elements in multifamily-family. This study used a Likert scale and SPSS reliability analysis to determine the cognitive status of multi-family CPTED, the importance of each element, and proposed an improvement plan based on the analysis results. As this study was limited by the difficulty of implementation and the lack of validation of its practical effectiveness, it is recommended that future research needs to validate the effectiveness of crime prevention designs and produce more practical results. Furthermore, it is crucial to utilize this study to inform the implementation of security solutions that are tailored to the unique characteristics of each district. Additionally, it is important to offer guidance on how to enhance community safety by increasing residents' awareness of security through education and information dissemination. The author hopes that the representative multi-family CPTED awareness, the importance of each element, and plans for improvement shall be summarized from this study, and provide foundational data for the future development of CPTED based on the Chinese region.

Research on the Status Inquiry and Complex Characters of Public Facilities for the Community Life Style in Seoul (서울시 주민생활지원을 위한 공공시설의 현황 및 복합화 특성에 관한 조사연구)

  • The aim of this research is to understand the characteristics and status of existing public facilities, in order to propose the necessary basic materials for the planning and development of improved public facilities to assist communities. Objects of this research are the public facilities provided by the Government throughout the 25gu in Seoul. The methods of this research were carried out through the home page of each facility, telephone inquiries and gujung backseo. Investigations were carried out 3 times between the periods of January-June and September in 2009. Results of the research are as follows - 1) Through the investigations of classifications and distribution status of 5 public facilities over 25gu, quantity supply problems were analyzed. 2) Building distributions of 5 public facilities were classified by types and analyzed. 3) A number of compound facilities were classified and analyzed to determine the complexities of the 5 public facilities. 4) Complex types and characteristics of public facilities in 25gu in Seoul were analyzed. Based on the results of the research, the following conclusions are drawn: 1) Public facilities throughout the 25gu in Seoul have common characteristics and functions and they are spread out evenly in each gu. This means that public facilities are standardized in Seoul. Characteristic public facilities suitable to each gu should be planned accordingly. 2) Public facilities in Seoul show a single form of one facility. Therefore, initiative plans for the complexity of facilities are required. 3) Complex public facilities in Seoul need to be the center of community life in each gu. It is necessary to take into account the diverse life styles and classified needs of residents for complex facilities. Based on the research, complex types such as public administrative+cultural facilities, culture+welfare facilities, medical+welfare facilities can be presented. These complex types should not be classified according to any particular use, but they should be commonly used by diverse generations and every social class. The inquiries of users of public facilities and the programs of each public facility are not included in this research. Thus, the reseaarch limits the proposals for complex public facilities. In the future, the characteristics of each gu in Seoul should be studied and understood, so that appropriate public facilities and their complex plans can be researched continuously and necessarily.

  • The aims of this study concerning tourists travelling in the island of Jeju include: to identify and assess the promotional efforts for traditional Jeju cuisine; and to identify the impacts of those efforts on customers and tourists. The analyses revealed that continuous promotion efforts, along with changes in the cooking methods and the development of new menus, are needed for the items of traditional Jeju cuisine that are relatively unknown to tourists and that fail to satisfy customers. Customers seeking Jeju food reported high satisfaction with such items as grilled meat and fish, steamed meat and fish, and raw fish(hoe), so those cooking methods must also be continually improved. Promotional efforts had impacts on the satisfaction and revisit rates of customers while the recognizability of foods offered had impacts on all areas, including the satisfaction and revisit rates of customers as well as word-of-mouth advertising among them. There needs to be an experience-oriented or educational program that introduces customers to traditional Jeju cuisine. Since customers and tourists gain information on traditional Jeju cuisine from the recommendations and word-of-mouth advertising from the locals they meet on the island, traditional Jeju cuisine should also be advertised to the local residents. The commercial merchandising of Jeju culinary culture and making festivals based on it must, therefore, be preceded by studies on how to increase the locals' awareness of local traditional cuisine.

Recognition of Stakeholders Regarding Building-Related Landscape Systems (대지의 조경 제도에 대한 관련 주체의 인식 비교 분석)

  • This study proposes the difference of awareness and improvement plan of building-related landscape systems through a cognition survey of building owners, public officials, and experts. The main results are as follows. First, all three groups are highly aware of the need to secure urban green spaces. Even if private property rights are restricted, the level of awareness that green space should be secured for public benefit is high. The level of interest in the building-related landscape system was also surveyed to a greater degree. Second, the survey respondents, including the building owner group, answered that there is a need to strengthen the building-related landscape area standards. It can be seen that there is a need to revise the relaxation of the building-related landscape area standards through an amendment of the Building Ordinance in many local governments. Third, most municipalities are not equipped with an organizational system that can promote the work of building-related landscape. It is necessary to newly hire civil servants for landscape design, maintenance, and management specialization, or to expand co-working relationships with related departments. Fourth, building owners are interested in building-related landscape, but they do not know specific management methods and leave the landscape space. The municipality needs to offer guidance on landscape architectural design and construction methods that the building owners can easily follow and to support the voluntary landscape space management on the part of the local residents by supporting the trees. Fifth, in order to improve the building-related landscape system, it is necessary to verify the effect of the building-related landscape and spread a consensus. At the government level, in order to enable building owners to recognize the value of the landscape space in connection with an urban regeneration project, it is necessary to present an example of an excellent building-related landscape installation via a pilot project.

A Study on the Police Station for Adoption of Local Police System (지역경찰관서 설치에 관한 연구)

  • In 2003, the local police system was adopted, and the personnel and installation of local police agencies were subsequently changed. According to the "Police Law", local police station shall be established under the control of chief of police department, and the criteria for the installation of local police stations were to take into consideration of population, administrative districts, area, geographical characteristics, traffic and other conditions. The chief of local police has the authority to install district police station according to the "National Police Agency and its Organization". However, it is hard to say they were applied. Futhermore, it is inappropriate to apply the laws and regulations equally across the nation. Also, it has been criticized for its difficulties of patrolling, the weakened relationship with local residents, and poor quality of security services in rural areas. Therefore, this study suggests that the criteria for the installation of the police station should be made through a comprehensive analysis of the characteristics of the areas and security needs.

  • Although it is Gun area, 'N'-Gun in Gyeongsangnam-Do has continually been implementing the 'health city' project after it entered the program in 2005 to promote healthy lives of its residents. It is evaluated that there has been a considerable achievement; on the other hand, however, as the circumstances surrounding 'N'-Gun are rapidly changing, needs for new advanced 'health city' projects with improved qualities are growing. This study was conducted to suggest a advanced model of 'health city' plan through the case analysis of 'N'-Gun in Gyeongsangnam-Do. For this purpose, international as well as national health-city-related literature and data were broadly gathered and reviewed, and, based on this, we established 'N'-Gun Health City development plan, utilizing BSC(Balanced Scorecard) technique. Main contribution and implication of this study would be the suggestion of the model whereby the problems that many existing health city plans are facing can be systematically evaluated, and more effective methods of developing the plan can be applied based on the evaluation. Also, it is especially expected that the BSC technique would be a very useful framework for developing health city plans in the future.

A study on the WTP estimates of green public buildings by the Contingent Valuation Method (조건부가치측정법(CVM)을 활용한 녹색 공공건축물 조성의 비용지불의사액 추정에 관한 연구)

  • Currently, green house gas(GHG) emissions in korea is aiming for a 30% reduction that it is compared to BAU by 2020. To this end, the government has proceed to a variety of reduction policies in GHG. In particular, GHG reduction effect in the public buildings is being a active discussion. It needs to reduce GHG for energy efficiency improvements in the way that public buildings are operated and maintained by public taxes. In this background, the purpose of this paper is to study environmental values judgement for non-market goods in the residents who use public buildings. The results of study are as follows; Respond to first suggested price was found the higher in price, the lower in willingness to pay(WTP). The result of second suggested price was as the same. Analysis of DBDC CVM revealed that income level shows a positive impact on WTP, but the other variables are irrelevant to WTP. Therefore, the citizen participation of the local population seems absolutely necessary to more effective GHG reduction of public sector in the future.

A Reduction Effect in Noise Reflection by Different Shapes of Soundproofing-panel (도로소음원에 대한 방음패널 형상별 반사소음 저감효과)

  • With rapid urbanization, the volume of traffic in urban area has been significantly increased. This in turn led to problem which can be described as Road Traffic Noise. Currently, to alleviate the road traffic noise damage, a demand for installation of soundproofing walls is rising. Among different shapes of soundproof walls being installed, the reflection-type acoustical insulation panel is highly drawing attentions of residents due to the fact that it does not obstruct their field of vision in contrast with the opaque acoustical insulation panel. On the other hand, improving the soundproofing wall of the reflection-type acoustical insulation barrier panel needs to be focused on since it has a possibility to cause a secondary damage by reflected sounds. Therefore, in this research, study has been carried out to improve the forms in order to minimize travelling of reflected sounds through changing the frontal surface shape and geometrical shape of the reflection-type soundproofing panel. A result from comparison between the normal reflection-type soundproofing panel and the improved soundproofing panel, with reduction effects in the noise reflection, showed that the curved type of soundproofing panel has an impact on reducing the noise up to 1.5 dB. Furthermore, from the research conducted, it appears that the increase and decrease in the reflected sounds can be changeable depending on various design factors. Thus, it turns out that the study shows a potential possibility to develop a reduction technology of the reflected sounds pertaining to overall condition on the soundproofing walls.

A study on the Policy Formation Process of Multi-Functions of Social Welfare Facilities (사회복지시설 다기능화 정책 형성과정에 관한 연구)

  • The Purpose of this research is to draw implications of Multi-Functions of social welfare facilities on non-public social welfare delivery system especially in the rural area where there is not enough welfare infrastructure. The policy formation process of social welfare facilities was reviewed with 'Modified Policy Streams Framework" which combined Kingdon's Model with Mucciaroni's Model. Multi-Functions Policy of Social Welfare Facilities was led by the government with background of powerful President's initial stage of taking the power and finally legislated by amending Social Welfare Service Act in line with efficiency of non-public social welfare delivery system. However, the process did not represent the summation of needs originated from social work practice. The government just play the role of collecting some evidence underpinning the necessity of multi-functions of social welfare facilities and rearanging how to deploy the multi-functions policy. As the result the multi-functions policy is not activated and is not able to be the key criteria in expanding social welfare infrastructure. However, in spite of these limitation, the issue of multi-functions of social welfare facilities can cast the light on expanding infrastructure in the rural area where the gross size of area in larger in comparison to the district in the metropolitan city whereas residents are scattered because more number of social welfare facilities can not be the solution due to the limitation of finance and logic of efficiency.
