Study on the change in the Satisfaction Degree on the Residential Environment and the change in the Selection Tendency of the Residential Property - Targeting Seoul Residences - (주거환경 만족도와 주거선택요소 중요도 변화에 관한 연구 - 서울지역 거주자를 중심으로 -)

  • Recently, Seoul residential real estate market showed a big change, especially in 2007. The residential property price in Seoul had been mainly affected by 5 provideces: Kangnam-gu, Seocho-gu, Songpa-gu, Gangdong-gu and Yangchun-gu, but these providences started to show the decrease in price while the other providences ironically showed the opposite direction. Therefore, this project was derived from this phenomenon recognition and the necessity as the new market trend requires. The pre-research was carried out with the point of social-population academic view, but this project provides the analysis on the new market trend by simplifying the complex valuation indexes, originated from the pre-research. In result, the aspects of the change could be categorized into time-manner classification and territorial-manner classification, in cope with the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Based on the the moving-preferred area criteria, the territorial classification was categorized into 3 areas: 5 providences, which showed the initial decrease in real estate price (area 1), the other Kangnam area (area 2), and Kangbuk area (area 3). The result illustrated the reasonable change in the satisfaction degree on the residential environment and the selection tendency of the residential property. This project was able to reach the following conclusion : Firstly, the housing development planning should be devised by the residential environment, including the view and the natural environment, not by the area. Secondly, the housing development planning in the other Kangnam area (area 2) and Kangbuk area (area 3) should embrace the business function, not the housing development only. Last, the housing development planning in Kangbuk area (area 3) should be able to enhance education and culture function and be connected by various transportation system. This project analyzes the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Thereafter, this project has the purpose of providing the aid in understanding of the basis of housing development information.

A Study on the Changes in Residential Environments after Residential Environments Improvement Projects (주거환경개선사업이후 주거 환경 변화에 관한 연구 - 대구광역시 주거환경개선사업의 물리적 환경 분석을 중심으로 -)

  • This research aims at analyzing the changes in residential environment after a residential environment improvement project focusing on the analysis into the physical environment of a residential environment improvement project, and examining in what direction the changes by residents' own efforts occurred after public support, such as infrastructure. The present residence development method has become different from the previous pulling down method and is focused on regeneration. By examining in what direction the target residence is being changed because of the development by residents' own efforts after the government's public investment at this time, this study also aims at investigating the direction to develop a guideline for residential improvement for later improvement of deteriorated residence. As for the contents of the analysis, changes in public support, such as infrastructure, and other areas after the residential environment improvement project were compared and analyzed from the land use, street system, and condition of buildings before the residential environment improvement project through field survey, geographic information system(GIS), registered land and building data and so on. The biggest change since the support from the government was that at the beginning of the project, the application of special provision of building laws and different financial supports led to lots of newly built buildings. Since then, their number has decreased rapidly, and in most cases, there have been some changes in part, such as changes in the use of land or repair of disposal tanks. Most newly built buildings were multi-household houses, and it has caused road capacity and parking lot capacity, etc., to be exceeded, which has worsened the pleasantness of the living environment. In addition, other problems have also appeared, for example, the lack of residence supporting facilities yet with a higher level of residential density. Regarding the changes in the residential environment after the residential environment improvement project, maintenance of houses were conducted in some degree as diverse alleviation policies to improve poor residence, yet the absence of the guideline for the direction of developing the whole district has made the residence environment more dense and deteriorated. To solve these problems, in advance to a residential improvement project, specific management methods based on short-, mid- and long-term plans for the direction of development by residents' own efforts and a sustainable guideline seem to be necessary.

  • A sustainable evaluation and planning method shall have an integrative methodology for analysis of interrelationship among environmental resource uses and natural conditions during the planning process. However, there are few methods for understanding or achieving sustainable planning in residential development projects for most planner/architects. Therefore, the purpose of this research is to investigate theories of the concept of environmental carrying capacity based on the ecological view, to propose a sustainable planning method for evaluation and planning of environmental sustainability in residential development projects, to analyze interrelationship of selected environmental resources to represent an environmental carrying capacity for a residential development project based on the proposed sustainable planning method. Finally, through the case studies of a high-density housing project located near Seoul Metropolitan area, the existing case and a sustainable case were analysed by the proposed method.

  • According to the New Town Development Plan, Gang-buk area, a symbol of slum in Seoul will be changed new residential area. There are a lot of challenges for success this project. First of all, new ways of city plan "pre-plan and development" and "environmentally friendly development" are necessary to carry out this plan. Another important idea is how to overcome conflicts such as unbalanced development, a traffic jam and environment problem. Also, Government and a citizen agree that this project have to accept eco-protectable and sustainable development theory. For increasing green area ratio and keeping eco-diversity, planting at roofs and water circulation system in residential complex are compulsory. Green network based on environmentally friendly development provides a natural energe stream on eco-system and protects a city from air pollution, hot air island phenomenon and a flood.

Alternative Evaluation Model in the Development of Environment-friendly Residential Land (택지개발사업의 환경친화적 대안평가모형 구축)

  • Residential land development projects are tending upwards recently. However, an indiscreet residential land development has tended to damage environment by destroying existing green lands and trees of target lands and generating many cut slopes with transformation of its topography. There are Prior Environmental Review(PER) for district designation and Environmental Impact Assessment(EIA) before approval on development plans. PER is implemented after developing a residential land development plan and EIA is implemented after completing a detail design. As the result, many of residential land development projects are passive to reduce potential environmental problems on the designated sites. Object of this study is to construct an evaluation system on alternatives in the early step of site designation for implementing residential land development projects with environment-friendly and sustainable way. For this, alternative evaluation model is constructed by using Fuzzy Inference and Analytic Hierarchy Process(AHP) method based on Environmental Evaluation Factors of residential land development project, which are proposed in the precedent research. If a decision maker evaluates environment damage by ten-point method, the point is transformed Environmental Performance(EP) by Fuzzy Inference, and then, applying weight that is already calculated by AHP method, Total Environmental Performance(TEP) is calculated. After all, an alternative with the highest TEP is selected as the best one. Using this evaluation system, more than two alternatives of residential land development project site, which can hold location appropriateness in the early under undecided land use plan, can be evaluated quantitatively. As environmental damages, which can be generated by implementing a residential land development project, can be detected in the early step, environmental damages can be removed or reduced at the source.

  • In order to address housing issues, alleviate the concentration of urban populations, and resolve other issues regarding residential spaces, large residential complexes have been developed in Korea since the 1970s. The changes to the residential culture due to such development projects propagated rapidly, making the apartment complexes the most representative form of housing in Korea. In developing such large-scale complexes, plans for public open spaces, which play an important role in formulating the quality of residential environment, have been mostly the same, only utilizing the spaces remaining after planning other types of spaces. The current study looks at the case of Tama New Town development project, a Japanese new town development project that has a similar public open space system in large scale residential complex development projects in Korea. In doing so, the current study aims to identify the features of public open space plans. In the conclusion, the study first finds that various public open spaces must be reviewed and introduced in term of predicting social demands. Second, the study suggests the policy-makers should actively introduce pedestrian paths as a public open space. Third, the study deduces the planning implications of applying the principle of original landscape preservation.

An Empirical Study on Urban Land Use Changing Patterns with the Rapid Urban Expansion (급속한 도시팽창과정에서 도시토지이용변동의 실증적 연구)

  • The aim of this paper is to define major factors influencing land development of each of major uses (residential, commercial, industrial) in the process of rapid urban expansion. The main hypothesis of this study is that land use changing patterns are directed by supply side of land managed to public policies rather than demand side. The graphic analysis is applied to relationships between urban growth and land development process of each use and between land development project managed to public policies and land development process. Public and land development projects and zonning protection seem to be major roles of land supply and main determinants of urban spatial structure. Location factors for land development of each uses are selected in 23 variables. Factor analysis is applied to test correlation between variables in 1971 and 1981. Factor structure between two years is similar, but progressive processing of functional separation is derived such as intensive land use is grouped, different location between residential and industrial use is deep. Dependent variables are standardized to logarithm of land development of each use per unit vacant land in two periods, between 1971 and 1980 year and between 1981 year. Correlation analysis between 6 dependent variables and 23 location factors in each years are applied. Major factors of each use are selected in criteria such as high correlation with dependent variables, low correlation between independent variables and common application in two periods. As the result, major factors for residential land development are Land Readjustment Project (LRP), percent of total zoned area in residential zone, residential floor space density per available area, percent of total area in industrial use; for commercial development is distance to CBD, percent of total area in commercial use, residential floor space density per available area in each year, and volumn rate of industrial use; for industrial use is percent of total area of industrial use is percent of total area of industrial use, Industrial Estate Project (IES), LRP, and distance from CBD. Land development pattern of each use between two periods are slightly different. So 6 equation is derived from appling backward method of regession. Adjusted multiple R squares of all is more than 0.5 and those equation is statistically significant and valuable to assist urban land use forecasting.

Study on the Ratio of Greenness in Residential Complex Development in the Process of Prior Environmental Review System (사전환경검토 대상 택지개발사업의 녹지율분석에 관한 연구)

  • This study was conducted based on the 115 development projects of residential areas during 2001-2006 to investigate the current status of park green areas. Prior Environmental Review System (PERS) was categorized into regions, scales, and time of the projects, and regression model was used for a statistical analysis. The ratios of greenness of Seoul and Gyunggi province were greater than those of other regions whereas the ratios of greeness of Cheonnam, Chungbuk, and Jeonbuk provinces showed smaller percentage of green areas. Secondly as the scales of development get bigger areas of greenness become larger indicating a large scale residential development projects are favorable for securing green areas. Thirdly the correlation between planned area and green areas, and that between planned population and the ratio of greenness are relatively low (P>0.05). This implies green areas are not a good indicator but a concrete guideline for green areas. Fourthly the ratio of greenness of small scale project is not reached to 10% so that it is recommended to secure over one million $m^2$ areas for development project.

The Impact of Plan Characteristics of Residential Land Development Project on Inner Land Price Change (택지개발사업의 계획특성이 사업지구 지가변동에 미치는 영향)

  • The purpose of this study is to analyze the impact which the plan characteristics of Residential Land Development Projects have on land price changes in the project district and to derive policy implications for the efficient promotion of these projects. For this purpose, we analyzed the promotion land price change progress of Residential Land Development Projects step-by-step. After theoretical consideration and a review of the references, 16 plan characteristics of Residential Land Development Projects affecting land price changes were selected ((1) The rate of land price change, (2) Business area, (3) Residential land ratio, (4) Commercial land ratio, (5) Semi-residential land ratio, (6) Neighborhood facilities land ratio, (7) Apartment house ratio, (8) Street ratio, (9) Park & green ratio, (10) Ratio of land for schools, (11) Site development cost for $1m^2$, (12) General residential area ratio, (13) Semi-residential area ratio, (14) Commercial area ratio, (15) Semi-Industrial area ratio, and Natural green area ratio). We used SPSS Version 20.0 to analyze the impact of the 16 selected plan characteristics on the land price changes. As a result, it was found that the land price began to rise two years (before/after?) the appointment of the district and became stabilized after the completion of the project. The plan characteristics that affect the land price changes were found to be the (2) Business area, (4) Commercial land ratio, (6) Neighborhood facilities land ratio, (8) Street ratio, (11) Site development cost for $1m^2$, and (12) General residential area ratio.

An Analysis of the On-site Improvement Area of Residential Environment Improvement Project in Daegu (대구시 주거환경개선사업 현지개량지구의 실태에 관한 연구)

  • This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.
