A Model for the Development and Operation of Research Evaluation Services in Academic Libraries in Korea (국내 대학도서관 연구성과 서비스 개발 및 운영 모형 연구)

  • This study describes the introduction, growth, current practices and future plans of research evaluation services performed in domestic academic libraries, with a view to informing other libraries considering similar endeavours. To that end, in-depth interviews were conducted with four librarians from academic libraries leading in research evaluation services. The contents of the interviews were grouped into five categories including growth, management, and services. The study found that their research evaluation services were launched around 2010 by demands of members of a university or as a library's initiative to expand the existing services for the purpose of enhancing the university's research competitiveness. The research evaluation services have been strengthened by extending the service scope and improving related systems. Also, the study suggests a comprehensive model that can guide the development and operation of research evaluation services.

  • In this paper, the security evaluation method about mobile web services message is suggested in the method for improving the safety an reliability about the mobile web services message. In order that the goal of this paper is accomplished, the security threat and the security vulnerability which can be occurred in the mobile web services message are defined. The evaluation method for performing the security evaluation about the mobile web services message is defined. Also, the requirements for the mobile web services message security evaluation are defined. Finally, the evaluation framework for performing the mobile web services message security evaluation is constituted, and the evaluation scenario example is suggested. By using the mobile web services message security evaluation defined in the paper, before the mobile web services is deployed, the security threats and security vulnerability can be verified. Also, the countermeasure for the security threat and security vulnerability discovered in the verification result can be prepared. Therefore, the sorority and reliability about the mobile web services can be improved.

Development and Application of Private-focused Digital Public Service Evaluation Framework: Focused on AHP Analysis (민간 중심 디지털 공공 서비스 적합성 평가 프레임워크 개발 및 시범 적용 연구: AHP를 중심으로)

  • Globally, under the leadership of advanced ICT countries, the private sector is promoting various policies to promote the digital transformation of public services. Looking at the research trend, design of public service indicators, development of evaluation system, and empirical research are being carried out steadily, but there are insufficient research cases on models in which the private sector participates in the planning, development, and operation of public services. In this study, Private-centric digital public service suitability evaluation indicators were discovered through interviews with experts in various fields, and weights for each indicator were analyzed through AHP evaluation. In addition, by applying the analysis results to 18 digital public services on a trial basis, the importance and priority of evaluation indicators for each service were derived, and at the same time, the evaluation framework was designed and applied to diagnose implications. As a result of the study, 'social utility', 'corporate acceptability', and 'public acceptability' were selected as the top three indicators of suitability evaluation. At this time, it was analyzed that the weight of the 'company acceptability' index, which includes sub-indices such as 'service profitability', 'service scalability', and 'private initiative possibility', was the highest among the three top indicators. As a result of the demonstration for public services, "IoT facility unmanned remote monitoring service", "blockchain real estate transaction service", and "digital twin disaster prediction service" were evaluated as the most suitable public services for the transition to the private sector.

  • This paper provides an economic evaluation model for public web services which are mainly operated by government agencies. Though there are various services, this paper focus on services for bottleneck problem solving and management information providing. This paper suggests quantitative and qualitative effects of public web services and evaluates them with I-NET users using e-mail surveys. This Paper mv provide a guideline for the future investment on public web services.

  • This study examines the appropriateness of indicators and methodologies through the evaluation of cultural services in border areas and uses them as basic data for the ecosystem service-based management of border areas, which are key domestic ecological assets. Accordingly, in this study, seven border cities and counties were evaluated and compared based on the evaluation indicators and methods presented by the National Institute of Ecology. As a result of the cultural service evaluation, it was found that Paju City was superior in leisure and tourism, Inje-gun was best in scenic beauty and heritage, and Yanggu-gun was strongest in education, and Inje-gun in heritage. Accordingly, through this study, future tasks for comprehensive cultural service evaluation were presented as follows. First, in order to evaluate ecosystem services at the national and regional levels, it is necessary to establish an indicator system for cultural service evaluation and monitoring. Second, when building a cultural service evaluation index system, it is necessary to review upper and lower conceptual units and the consistency between indicators according to the scale of the evaluation region. Third, a specific review of DB utilization for cultural service evaluation should be conducted depending on the type of ecosystem. Lastly, given the significant lack of domestic cultural service research, additional basic research must be conducted to evaluate cultural services including non-material and qualitative perceptions. In order to evaluate cultural services in the future, additional basic research is needed for each ecosystem type, and a process of finding appropriate evaluation indicators and methods through research is necessary.

  • Research records have become more important because of the increased significance of the preservation and use of such records. Therefore, many research institutions provide web-based research records archival information services. However, no evaluation of these research records services has been conducted, so problems arise that make discussing the current state of such services and their future improvement difficult. Therefore, this study evaluates web-based archival information services for research records and proposes ways to vitalize them. This study analyzes the characteristics of NTIS and NKIS, which are types of web-based archival information services for research records, and evaluates them using the same evaluation measures. Finally, this study recommends ways to improve web-based archival information services for research records.

  • This study aims to investigate bibliometric services practices of foreign libraries by service types and suggest practical considerations for Korean libraries wishing to implement bibliometric services. Through the examination of previous research and library websites, nine types of bibliometric services were identified under two broad categories - education & consulting services and research evaluation & research trend services. According to the service types, a wide range of bibliometric services activities were analyzed and described. Recommendations from the study for service development include: building an institutional repository for scholarly output; developing subject guides and education programs at the initial phase of service and providing more advanced services such as consulting and analysis services at the later phase; identifying the potential service needs of researcher groups.

  • Nowadays national research and development fund is continuously increased. And the evaluation on the feasibility of R&D budget investment was carried out. Through this study it was possible that a business feasibility evaluation of large scale research project. Also the benefit of research project about large scale plant(A plant) is $2.67{\sim}3.76$ times of research funds, and the R&D fund pay-back period is $6{\sim}8$ years. And also there is employment effect as $1,200{\sim}2,200$ every year, and $22,000{\sim}35,000$ within 20 years after research project.
