Psychological burden for legal responsibility of 119 emergency personnels (119구급대원의 법적책임에 대한 심리적 부담감)

  • Purpose : To grasp the mental burden for legal responsibility that rescue members have in the performance of job. Method : Questionnaire was presented to rescue members serving in 2 direct control safety centers of fire station located in Seoul, Daejon, Incheon, Kwangju, Busan, Daegu and Ulsan. Results : 1. Questioned whether they have mental burden for legal responsibility while performing job on the site, the rescue members responded : very burdensome in 38.0%, burdensome in 56.0%, moderate in 4.5%, not burdensome in 1.0%, no burden at all in 0.5%. 2. Questioned on the first aid treat for which they have the most mental burden, the rescue members responded : intubation into trachea laryngeal mask airway(LMA) in 40.4%, automatic external defibrillator in 16.3%, securing vein providing sap(medicine) in 10.8%, basic cardiopulmonary resuscitation in 7.2%, eliminating foreign matters inserted into body in 5.4%, stanching external bleeding and treating injury in 5.4%, fixing extremities and spine by using splint in 1.8%, measuring the symptom of vitality in 1.2%, providing oxygen in 0.0%. 3. Questioned whether experiencing legal problem or firm petition(complaint) raised by patient while serving as rescue members, they responded : experiencing a complaint in 41.6%, experiencing no complaint in 58.4%. Asked to indicate the stress level in the scale of which they suffered when lawsuit or firm petition was raised, 0(weak)-10(strong), they answered 8.8 in average. 4. Questioned whether 119 rescue members put the legal responsibility in case that they cause damage to patients intentionally in performing, they responded to the inquiry 3.66 in average(of 5.00). It represented meaningful differences (F=2.874, p=.024) whether they had license or not. 5. In future, legal action will raise against the rescue member by 99% because of people's rights improvement(63.1%), high expectations for the rescue system(29.5%), non-licensed rescue members(5.1%). Conclusion : It was found that the rescue members had severe mental burden for advanced life support which was investigated to have low enforcement rate in the preceding research, for instance, intubation into trachea securing vein management by using automatic external defibrillator. To improve the qualitative level of rescue service in the fire fighting, it may be required to construct the environment that eliminates the mental burden of rescue members for legal responsibility.

A Case Study of the Effects of Posttraumatic Stress Disorder on Operational Fire Service Personnel Within the Lancashire Fire and Rescue Service

  • Background: Lancashire Fire and Rescue Service (LFRS), the subject of this evaluative research document employs 1400 people. 80% of employees are operational firefighters and officers whom operate across a range of duty systems and support functions, providing prevention, protection and emergency response to the communities of Lancashire. Methods: The overarching purpose of this epidemiological study is to assess the prevalence of posttraumatic stress disorder (PTSD) amongst operational LFRS personnel and to analyse the effects upon those who may be suffering from it, whether brought about by a single traumatic event or by repeated exposure to traumatic occurrences over a period of time. A combination of primary and secondary research was carried out. Primary data was collated using two recognised clinical questionnaires and statistical analysis was conducted with the aid of the software package SPSS. Results: The findings and statistical analysis showed that out of the 100 people surveyed, 30% of respondents had signs of probable distress. Of this quota, 4% showed symptoms of PTSD. The study considers how an organisation can recognise and manage PTSD and provides recommendations to assist in better recognising and managing the associated risks. Conclusion: Based upon the findings, the authors conclude that the level of PTSD within LFRS is slightly lower than those found in other studies undertaken within the Fire and Rescue Service sector. The paper provides recommendations for future studies and a series of actions for consideration by LFRS senior management to improve PTSD support services for employees.

  • Recently we have been facing a number of safety accidents under various environments. Currently, if the people encountered a risk during maritime activities in offshore, rescue efforts have been made only rely on the human perspective and experience. As a result, there are a lot of deaths and disappearances accidents caused by accidents at offshore. These accidents are mainly seen to occur because of the delay in the rescue. In order to reduce the accident according to this rescue delay, we carried out a study on the designing a wireless transmitter and receiver devices that can be used easily with latest IoT technologies including GPS, RF, LoRa wireless communication technology for a rapid rescue.

Incident shock and Related Factors in Rescue Workers (구조대원의 사건충격 정도와 관련 요인 분석)

  • This study was designed to identify the extent of incident shock who are in high risk of post traumatic shock stress, and analyze the related factors that affect the extent of incident shock. The subjects are 415 rescue workers from Seoul Metropolitan Fire & Disaster Headquarters, who are in high frequency of fire outbreaks and rescue mobilization. With a reliability of Cronbach's ${\alpha}$=.975, the results show invasion, avoidance, sleep disorder and emotional paralysis, dissociative symptom, hyper arousal as foremost causes respectively. Moreover, the results imply that the extent of incident shock was higher in people with more age or being married. Also, from the occupational perspective, the number of years as fire fighters, as rescue workers, mobilization and experiences at work in proportion to incident shocks has risen exponentially. It is notable that the groups who alleviate stress by consuming liquors had higher extent of incident shock. In conclusion, to deal with groups in high risk, management system and prevention care programs for incident shocks need to be introduced immediately and put into effect.

The Effect of a Virtual Reality Program on Static Balance Control and Fall Efficacy of Elderly People (가상현실 프로그램이 노인의 정적균형 조절과 낙상효능감에 미치는 효과)

  • The elderly people with advancing years have many problems such as the decline of the proprioceptive, visual & vestibular function and muscle weakness. Furthermore the decrease of the reflex which influences the balance ability in sudden change of the movement could cause the falls. The difficulty of the balance caused by the fear releated to the fall aggravates the Falls Efficacy and causes a lot of the disability of the independent activities of daily living. The purpose of this study was the effect of a Virtual Reality Program on Static Balance control and Fall efficacy of Elderly people. 14 elderly people(subjects) who were ≥65years of age partiripated in this study and they were divided into VR(Virtual Reality) group(n=7) and Control group (n=7). VR group took the general physical therapy & IREX and only the general physical therapy was carried out in the control group. VR group of intervention was carried out for 30min. total 8times. They were evaluated by BIO-Rescue, Fall Efficacy Scale before and after treatment. The Static Balance control and Fall efficacy were assessed by Bio-Rescue & Falls Efficacy Scale. The analysis of the resulf was assessed by Wilcoxon signed test & Mann-Whitney U test. The result showed that the static balance of VR group with the open eyes was improved in a static balance test and range of the movement was increased in limited of stability. And Falls Efficacy was also efficacious. IREX was effective to static balance control and Falls Efficacy of the elderly When we think about these effects, various treatments and objective assessments using VR program will be needed for the elderly

Analysis of the wildlife distress and rescue of wild animal mammals in Gangwon province (강원도 야생동물 포유류의 조난.구조 실태분석)

  • As people's interest about wildlife animal increases, more wildlife animal centers are developing. In South Korea, currently 120 mammal species live, and 22 of them are designated as endangered species. It is important to protect these natural treasures and endangered species, because they are being harmed by human industrial activity. For example, road expansion and poaching have led to the destruction of wildlife animal habitats, which is increasing year by year. Nevertheless, data regarding the systematic treatment of wild animals that are in distress is lacking, and it is a reality that analysis of such data is also lacking. The Kangwon Wildlife Rescue Center investigates these types of distress experienced by mammals. By analyzing the shape of the wild animals killed or injured, the center seeks an efficient and systematic way to manage such distress. The data collected from the Wildlife Animal Center from September 2007 to August 2010 includes 195 different cases, and the animals point of rescue. There are 16 species, including 87 water deer (Hydropotes inermis), 39 raccoons (Nyctereutes procyonoides), 20 roe deer (Capreolus pygargus bedfordi), 10 goral (Nemorhaedus goral), 7 siberian weasels (Mustela sibirica), 6 otters (Lutra lutra) and etc. Within the first year (September 2007 to August 2008), the number of mammals rescued was 46. In the second year (September 2008 to August 2009), 60 animals were rescued. in the third year (September 2009 to August 2010), the Wildlife Animal Center had 89 animals. We can see that these numbers are increasing, which shows that people are interested in the well-being of these animals because they are reporting animal injuries more and more. The mains form of distress caused by humans are from car accidents 67 (34.4%). Traps, and other hunting tools used by poachers are responsible for 25 (13.0%). Also, human industrial activity thus indirectly led to the starvation 25 (13.0%). and the orphaning of young animals 37 (19.0%).

A Study on Emergency Medical Information Management Methods for Elderly Patients using QR code and Finger-print Recognition (QR 코드와 지문인식을 이용한 고령 환자의 응급 의료정보 관리 방법에 대한 연구)

  • Recently, as elderly people suffering from chronic diseases have increased and disasters such as traffic accidents have increased, urgent rescue workers and doctors need to respond effectively to such emergencies. For elderly people, the difficulty in communicating their condition especially the health condition during disaster is one of the problems in which delay on immediate handling by rescue team can cause death. Providing a solution for this problem is one of the main issues in our research. In this paper, we use the QR code to communicate the minimum personal information and medical history needed for emergency medical treatment to emergency medical personnel, and to transmit the medical history and treatment data to the doctors of the hospital through QR code and fingerprint recognition, respectively. Especially, by using both QR code of smart phone and fingerprint of individual, we can protects personal information and strengthens privacy and security of medical information by allowing only authorized physicians to check medical records of the old patient.

  • The year 2016 in Cambodia witnessed the collapse of Cambodian democracy. Promising results in terms of fairness the communal elections achieved were eclipsed by the dissolution of the Cambodia National Rescue Party. With press and civil society also being silenced, the ruling Cambodian People's Party expects no more challenge to its authoritarian rule. The economy continued it growth in 2017. However, serious problems embedded in its structure threaten the likelihood of sustainable development. Cambodia with solid China backing began to amp up its voice on the international stage, heading to a head-on collision with big donators including the United States.

  • To construct road spatial information database, it is the main object of this study that an analysis of road factors and furthermore this is used to the rescue activities in case of urban disasters. When urban disasters such as earthquake or explosion cause fire and collapses people of the affected region happen to evacuate. But only to manage roads and monitor traffic volume, the road data is designed and managed using digital topographic map so it is short that the design of road spatial data to prevent disasters. In this study, we tried to suggest the evaluative factors of evacuation to design database : road width, traffic volume, the fixed or movable obstacles installed, the surrounding environments that dominate the land-use planning, the uses, materials, structures, sizes, and densities of the buildings. Thus, these could provide fundamental data to determine the disasters management planning for evacuation and rescue activities, to evaluate the riskiness, and to draw up hazard information map.

  • This paper proposes the development of an AI drone equipped with motion detection and thermal imaging camera to quickly rescue people from drowning accidents. Currently, when a drowning accident occurs, a large number of manpower must be put in to find the person who needs it, such as conducting a search operation. The time required for this process is too long, and especially the night search is more difficult for a person to do directly. To solve this situation, we are going to use AI drones.
