International community's efforts to mitigate sea turtle bycatch and status of implementing relevant measures by Korean tuna longline fishery

  • Longline fishery targeting tunas and tuna-like species is known to produce a significant amount of catch not only for the target species, but also for ecologically related species like sharks, marine turtles, sea birds and marine mammals. Recognizing this seriousness, tuna related regional fisheries management organizations (t-RFMOs) have established conservation and management measures (CMMs) to reduce bycatch and/or interaction with ecosystem vulnerable species including sea turtles and are obliged to implement bycatch mitigation measures and guidelines on safe release to their member countries. Along with development and strengthening of those measures, various case studies have been conducting to verify the effectiveness of bycatch mitigation for ecologically related species. This study examines the background and progress on developing CMMs of t-RFMOs and regulation programs of the United States related to sea turtles, which have recently become one of the main issues, and reviews case studies on sea turtle bycatch mitigation measures to find out the effectiveness of reducing bycatch rate and impacts to the fisheries. In order to respond the consultation process on certification determination with the United States, it was confirmed the current status of implementation on related measures conducted by Korean tuna longline fishery based on scientific observer data and survey for captains. Even though all Korean tuna longline fleets belong to the deep-set longline fishery (100-300m), which is not subject to the obligation of those mitigation measures, they are voluntarily implementing both measures, use of circle hook and whole finfish bait, regardless of which RFMO's Convention area they operate. And the national regulatory and management programs for sea turtle bycatch prevention adopted by Republic of Korea seems to be comparable in effectiveness to that of the United Stated. However, Korea needs to take preemptive measures in establishing sustainable fisheries, including the protection of the marine ecosystem and environment, as stronger requests are anticipated to be made by the international community on this matter.

  • The phenotypic response of a cell results from a well orchestrated web of complex interactions which propagate from the genetic architecture through the metabolic flux network. To rationally design cell factories which carry out specific functional objectives by controlling this hierarchical system is a challenge. Transcriptome analysis, the most mature high-throughput measurement technology, has been readily applied In strain improvement programs in an attempt to Identify genes involved in expressing a given phenotype. Unfortunately, while differentially expressed genes may provide targets for metabolic engineering, phenotypic responses are often not directly linked to transcriptional patterns, This limits the application of genome-wide transcriptional analysis for the design of cell factories. However, improved tools for integrating transcriptional data with other high-throughput measurements and known biological interactions are emerging. These tools hold significant promise for providing the framework to comprehensively dissect the regulatory mechanisms that identify the cellular control mechanisms and lead to more effective strategies to rewire the cellular control elements for metabolic engineering.

  • The conecpt of hospice care for the terminally ill is a development of relatively modern times, although it has its origins in antiquity. The hospice will be able to handle progressively more and more patient, to the limit of its resources. The purposes of this study were to review of demand and issues of the hospice care programes and to recommand the hospice care approaches in south Korea that using the book-review method. At this point, although at present there is a general unawareness of hospice throughout Korean society, the public will become gradually aware of hospice. This will thus aid the development of hospices. Awareness will come about because of the educational efforts of medical schools, nursing schools, allied health training programs, practicing hospice care giver, universities, and others interested in hospice education. At present, there are many issues of the hospice care program that are hospice resources problems of manpower, facilities, finances, and cost of hospice services, quality of care, and ethics. Additional studies are needed to determine the most efficacious organizational hospice models for varying conditions. They will insist upon reasonable regulatory agency regulations that will promote the hospice idea and. permit adequate remuneration for services provided. More research is needed on health professionals', patients', and others' attitudes towards death.

  • The rapid development of artificial intelligence (AI), including deep learning, has led to the development of technologies that may assist in the diagnosis and treatment of diseases, prediction of disease risk and prognosis, health index monitoring, drug development, and healthcare management and administration. However, in order for AI technology to improve the quality of medical care, technical problems and the efficacy of algorithms should be evaluated in real clinical environments rather than the environment in which algorithms are developed. Further consideration should be given to whether these models can improve the quality of medical care and clinical outcomes of patients. In addition, the development of regulatory systems to secure the safety of AI medical technology, the ethical and legal issues related to the proliferation of AI technology, and the impacts on the relationship with patients also need to be addressed. Systematic training of healthcare personnel is needed to enable adaption to the rapid changes in the healthcare environment. An overall review and revision of undergraduate medical curriculum is required to enable extraction of significant information from rapidly expanding medical information, data science literacy, empathy/compassion for patients, and communication among various healthcare providers. Specialized postgraduate AI education programs for each medical specialty are needed to develop proper utilization of AI models in clinical practice.

  • Abstract Glycolysis has a main function to provide ATP and precursor metabolites for biomass production. Although glycolysis is one of the most important pathways in cellular metabolism, the details of its regulation mechanism and regulating chemicals are not well known yet. The regulation of the glycolytic pathway is very robust to allow for large fluxes at almost constant metabolite levels in spite of changing environmental conditions and many reaction effectors like inhibitors, activating compounds, cofactors, and related metal ions. These changing environmental conditions and metabolic reaction effectors were focused on to understand their roles in the metabolic networks. In this study, we have investigated for construction of the regulatory map of the glycolytic metabolic network and tried to collect all the effectors as much as possible which might affect the glycolysis metabolic pathway. Using the results of this study, it is expected that a complex metabolic situation can be more precisely analyzed and simulated by using available programs and appropriate kinetic data.

On the direction of fisheries subsidies programs in Korea under fortifying international regulations for fisheries subsidies

  • We propose some countermeasures needed to cope with fortifying international regulations for fisheries subsidies. The government should rigorously select the recipients of fisheries subsidies to ensure that they are not engaged in ineffective projects by resorting to subsidies. On the other hand, the government should make the individual applicant's application for the subsidies easier by exempting them from the submission of a burdensome feasibility report. As for the strengthening regulatory international movements against the fisheries subsidies, we can consider the following countermeasures. One is not to designate and provide prohibitive subsidies in such a way that violates international norms. The other one is to reform the domestic fisheries subsidies system in Korea with the following points considered. It should be considered that fisheries subsidies, which can be categorized as the actionable subsidies, should not be granted to the items that can be exported but to the items that can be used for domestic consumption or processing. In the case of non-actionable subsidies, the subsidies are mainly allowed for promotion of public-sector research and development, regional development, and adaptation to new environmental regulations. Thus, the non-actionable subsidies should be designated in the consideration of the allowances for these activities.

Regulation of Leaf Senescence by NTL9-mediated Osmotic Stress Signaling in Arabidopsis

  • Leaf senescence is a highly regulated genetic process that constitutes the last stage of plant development and provides adaptive fitness by relocating metabolites from senescing leaves to reproducing seeds. Characterization of various senescence mutants, mostly in Arabidopsis, and genome-wide analyses of gene expression, have identified a wide array of regulatory components, including transcription factors and enzymes as well as signaling molecules mediating growth hormones and environmental stress responses. In this work we demonstrate that a membrane-associated NAC transcription factor, NTL9, mediates osmotic stress signaling in leaf senescence. The NTL9 gene is induced by osmotic stress. Furthermore, activation of the dormant, membrane-associated NTL9 is elevated under the same conditions. A series of senescence-associated genes (SAGs) were upregulated in transgenic plants overexpressing an activated form of NTL9, and some of them were slightly but reproducibly downregulated in a T-DNA insertional NTL9 knockout mutant. These observations indicate that NTL9 mediates osmotic stress responses that affect leaf senescence, providing a genetic link between intrinsic genetic programs and external signals in the control of leaf senescence.

간호대학생의 시간관리 행동유형과 자기효능감 (Time Management Behavior and Self-Efficacy in Nursing Students)

  • Purpose: This study was done to explore time management behavior and self-efficacy in nursing students and to analyze the correlations between time management behavior and self-efficacy. Methods: The data were collected from May 12 to 20 2010 using self-report questionnaires about time management behavior and self-efficacy of nursing students. The data from 508 students were analyzed using descriptive analysis, K-means clustering, and one-way ANOVA. Results: The mean score for time management behavior was 3.03${\pm}$1.11 out of a possible 5, and self-efficacy was 3.65${\pm}$0.42 out of a possible 6. Four groups were identified according to time management behavior. The four groups were significantly different on self-efficacy total (p=<.05) and self-regulatory efficacy (p=.<005). The group with the highest score for time management had the highest score for self-efficacy. Conclusions: The results of the study indicate that time management behavior styles are related to self-efficacy for nursing students. Therefore, time management education programs based on the time management behavior styles are needed to increase self-efficacy in nursing students.

ENVIRONMENTAL FATIGUE OF METALLIC MATERIALS IN NUCLEAR POWER PLANTS - A REVIEW OF KOREAN TEST PROGRAMS

  • Environmental fatigue of the metallic components in light water reactors has been the subject of extensive research and regulatory interest in Korea and abroad. Especially, it was one of the key domestic issues for the license renewal of operating reactors and licensing of advanced reactors during the early 2000s. To deal with the environmental fatigue issue domestically, a systematic test program has been initiated and is still underway. The materials tested were SA508 Gr.1a low alloy steels, 316LN stainless steels, cast stainless steels, and an Alloy 690 and 52M weld. Through tests and subsequent analysis, the mechanisms of reduced low cycle fatigue life have been investigated for those alloys. In addition, the effects of temperature, dissolved oxygen level, and dissolved hydrogen level on low cycle fatigue behaviors have been investigated. In this paper, the test results and key analysis results are briefly summarized. Finally, an on-going test program for hot-bending of 347 stainless steel is introduced.

대학보건실의 운영체계 및 건강증진 서비스 제공 실태 (Health Promotion Services and Administrative System of the University Health Clinic)

  • Objectives: This study was conducted to analyze problems and priority of university health services through analysis of health promotion programs and administrative system of university health clinics. Methods: In first telephone survey, 349 colleges and universities nationwide were surveyed to find out whether they operate health clinic or not. The administrative system and health promotion services of university health clinics were analyzed in 198 schools which had health clinic in it. Results: 160 schools were included in the final analysis. The most common name of university health clinic was 'health clinic' (35.2%), and heads of 52 university health clinics were non-medical school professors. 20.9% of the school provided details of the rules and implement guidelines of health care service. Health promotion services of university health clinic were set the non-smoking area (90.6%), health counseling (81.8%), providing health information (74.8%), health check-up (65.4%), health education (61.4%), partnership with health institutions in a community (61.4%), and immunization (48.1%) in order of that. Conclusion: It is urgent to establish the regulatory and guidelines for university health clinic. Each member of school should have interests in their health clinic and acknowledge health promotion services which they can get at the university health clinic.
