  • The present study was undertaken to determine whether transgelin participates in the regulation of vascular smooth muscle contraction and, if so, to investigate the mechanism. By PCR homology cloning, the cDNA sequence of ferret transgelin was determined and phosphorothioate antisense and random oligonucleotides were synthesized and introduced into strips of ferret aorta by a chemical loading procedure. Treatment of ferret aorta with transgelin antisense oligonucleotides resulted in a significant decrease in protein levels of transgelin to sham- or random sequence-loaded muscles, but no change in the protein levels of actin. Contraction in response to a phorbol ester was significantly decreased in antisense-treated muscles compared to sham- or random sequence-loaded controls. Neither basal intrinsic tone nor the contraction in response to phenylephrine was significantly affected by the antisense treatment. The data indicate that transgelin plays a significant role in the regulation of contraction and suggest that in a tonically active smooth muscle transgelin may function as a signalling protein to facilitate PKC or ERK-dependent signalling rather than thick filament regulation including $Ca^{2+}$ or calmodulin dependent regulation of myosin light chain kinase.

  • Today the regulation of socio-economic development has been the subject of active scientific debate. The modern paradigm of regulatory policy in foreign countries involves a change in the role and strategy of the state, which determines the relevance of this topic. The aim of the article is to study the current state of regulatory policy research. The article is based on a bibliographic analysis of the study of regulatory policy. The study is based on the data search functions of the Scopus platform. It uses a set of VOSviewer program, online visualization of keywords in the titles of scientific journals and citations of publications. The study led to the conclusion that the number of publications that directly study the nature and features of regulatory policy is insignificant, but constantly growing. In our opinion, further research should determine the essence of regulatory policy as a separate category, a description of its features and factors of formation. It is also necessary to develop a common concept that governments should be actively involved in ensuring the quality of regulation, rather than responding to the shortcomings of regulation, which is evolving into regulatory governance.

  • Construction industry is faced with the problems such as the quickly changeable circumstance and increasing construction companies due to regulation mollification of company registration. In order to overcome these problems, new estimation system based on historical estimation cost is ready to introduce by government step by step. But the time of transition for estimation system causes another problems such as chaos addition to simultaneity of a standard of estimation system and new estimation system, lack of related regulation, accumulation of historical extensive cost data, and adjustment methodology when historical estimation data is applied to next projects. The purpose of this study is to suggest the change factors by activities for estimating historical cost for apartment housing projects. New estimation system is based on historical construction data. For application of this system, the standard adjustment methodology system is necessary. and extensive cost data should be accumulated under an unified construction work classification system. Therefore in this study, according to the construction work classification system, every apartment housing project was classified to 16 work classifications, and 7 major composed items which occupy more than 85% of construction costs are analyzed by detailed activities and by average ratio and maximum ratio each of them. In the result of the study, furniture work, foundation work and masonry work are the works which have big gap of costs between average ration and maximum ratio. In addition to suggestion of change factor by work species, 5 qualified construction specialists are interviewed and change factors in 7 major works are analyzed.

  • The purpose of this study is to screen for the effects of climate change and climate change adaptation in the insurance industry. There is now a consensus that the climate is changing, with potential risk to the global economy and human health and so on. On the other hand, unknown is the extent to which insurance business pattern have already been affected. But the increase in damage due to climate change is likely to raise insurance company losses. In this regard, I conduct especially an effects of the insurance industry on climate change. And than, I analyzed what insurance companies would do to lessen the impact of climate change. As a result, the impact of climate change on the insurance industry is a huge increases in claims due to disasters and diseases arising from climate change. And another thing is growth in climate change-related legislation, regulations and reporting requirements such as financial soundness regulation and climate change risk disclosure. Therefore, the insurance industry needs to build a climate change adaptation strategies include capital raising, liquidity of assets, faithful debt management and so forth.

  • Since the global financial crisis, criticism against the integrity of financial institutions proposed new financial regulations such as Basel III. These systems are expected to have impacts multilaterally on management and structure of mid- and long-term financial industry. It is also believed that financial institutions will inevitably review business model to respond to these enhanced regulations. The ongoing global financial regulation pursues regulation scope extension, introduction of global regulatory capital system, introduction of global liquidity, etc. As for quantitative index, Basel Committee on Banking Supervision is promoting QIS which is discussed mainly on implementation time from the juridical point of view. This study aims to present domestic banking industry's structural changes depending on regulation enhancement of foreign countries after global financial crisis, and suggest strategy that improves competitiveness of products. Looking at the research result, global financial regulation requires compliance with the regulations through treaties but it shows negative time center around banks. Furthermore, it is also pointed out financially advanced countries' passive attitude on regulation enhancement is problem. Therefore, regulations differentiated between developing and developed countries, dualistic regulations on financial industry, participation of advanced nations, etc are the postulation to change the structure of financial industry.

  • Climate changes have impacted to many sectors including water resources in Vietnam. Vietnam is agricultural development country having more than 6,000 earth dam reservoirs. These reservoirs play a very important role in flow regulation for water supply to economic sectors. In the context of undesirable impacts of climate change such as increasing temparature, evaporation, and changing rainfall and rainfall pattern, water demands and inflow to reservoirs also are being influenced. This leads to changes of resevoir exploitation effects that needs to be assessed for adaptation solutions. This article summarizes evaluations on climate change impacts to 16 reservoirs in 4 regions of North-West, North-East, Central Part, and Central Highland of Vietnam. Research results showed that in the context of climate change, safety of these reservoirs will be decreased from 8% to 20% in both water supply and flood control capacity.
