공공도서관 '등록'의 법적 성격 및 등록관청 인식에 관한 연구: [법률 제18547호, 2021. 12. 7. 전부개정]을 중심으로 (A Study on the Legal Meaning of Public Library 'Registration' and the Perception of Registration Authorities: Focused on [Law No. 18547, Comprehensive Amendment, December 7, 2021])

  • 이 연구의 목적은 도서관법(법률 제18547호)의 주요 특징인 공공도서관 등록제에 대해서 살펴보는 것이다. 이를 위해 문헌연구를 통해 도서관법에서 '등록'의 법적 성격을 살펴보고, 전국 34개 등록관청 회의에 참여하여 예상등록률과 등록제에 대한 현장의 인식을 조사하였다. 조사 결과, 도서관법에서의 등록은 절차와 방법에서는 허가제의 성격을 지녔으나, 효력에서는 공증의 효력만을 지니는 것으로 나타났다. 전국의 예산등록률은 26%로 나타났다. 등록관청의 인식 조사에서는 등록제의 가장 큰 문제점으로 '비고'의 조항에 대한 문제, 업무 과중, 사서 확충의 어려움, 등록기준 및 등록대상의 불명확 등을 지적하였다. 이에 대해 도서관법의 실효성을 높이기 위한 개선방안을 제안하였다.

인구동태신고 및 통계조사의 개선방안 (A Study on Improvement of Vital Registration and Statistics System in Korea)

  • 1.Objectives of the Study It is a well known fact that a prompt and reliable data on demographic information is essential in a proper planning and evaluation of any program of national or community level. Especially vital statistics are an important demographic component among demographic information. Realizing the importance of vital statistics, the government has made some efforts for years to improve the vital registration system which has a close relationship with the production of vital statistics. However, it is still observed that there are some limitations in utilizing vital registration data due to considerable amount of vital events which are never registered and registered but not in time or inaccurately, even though vital registration system in Korea has sound legal basis. In this connection, the objectives of the study is as follows :(1) To examine some problems of the vital registration system in various aspects, (2) To make improvement programme of continuous Demographic Survey as a supplementary source of vital statistics, and (3) To find out some alternatives for making it possible to produce and utilize the reliable vital statistics by developing analytical methodologies on that. 2. Current Situation of Vital Registration System All the vital events, i.e. births, deaths, marriages and divorces, are to be registered in time under the Civil Registration Law, Statistics Law and Regulation on Vital Statstics as a duty of people. Some recent tendencies in each of recent registration are summarized as below: (1) The completeness of vital registration .Out of all births which are occurred during a year, around 75% of those compared to the estimates are registered in the year of occurrence. .In case of death registration, the percentage of registration in the year of occurrene has been gradually increased from 86.2% in the year of 1980, but it is still below the level of 90% compared to the estimates. .The percentage of registration for marriages and divorces in the year of occurrence out of total registered numbers was revealed to be 69% and 73% respectively in 1985. (2) Continuous Demographic Survey .It is a kind of sample survey for the purpose of producing reliable vital statistics which could not be provided by the vital registration. .It covers about 17, 000 sample households at national level and important information for vital events are collected in every month by 323 expertized enumerators who are regular staff of the government. .Although the result of the survey seems to be more reliable than of vital registration, the reliability of the data is still bellow the acceptable level if compared with relevant information from other sources such as population census or special surveys. 3. Problems of Vital Registration System There are four major obstacles in improving vital registration system in Korea; (1) In general, policy priority is not given on any programme of improving vital registration system. It is, therefore, very difficult to formulate comprehensive programme through having cooperation from related authorities and sufficient financial assistance. (2) In all the laws related and system itself, there is substantial degree of overlap and irrationality. Registration of each vital event is maintained according to several laws and regulation such as Civil Registration Law, Statistics Law, Resident Registration Law and Regulation on Vital Statistics. However they are mutually overlapped and overall supervision can not be done systematically due to lack of co-operation among the authorities concerned. (3) The administration of vital registration system seems to be working inefficiently, because of most of civil servants who are in charge of vital registration are lacking of conception on vital statistics and also there is a certain extent of regidity in handling the works. Therefore, they are doing their jobs in a passive way. (4) A substantial proportion of vital events occurred is not registered within the legal time limit (i.e. within one month after the occurrence in case of birth and death) or not registered forever. Some of social customs and superstitution seem to be the potential causes especially in case of births and deaths. 4. Recommendations for the Improvement of Vital Statistics (1) Reporting systems such as civil registration, vital statistics and resident registration should be integrated under the single law. Also, administrative supervision, personnel and budget with regard to the registration system should be under the control of a single ministry. (2) It is necessary to simplify the procedures and methods of reporting vital events, i.e., reducing number of sheets of the form, making corrections easily, reducing registration items, etc. (3) Continuous Demographic Survey as a supplementary source of vital registration should be improved and special ad-hoc surveys should be conducted wth regular interval. (4) In-depth analysis should be done using various sources of data on vital statistics. 5. Concluding Remarks From this study, we can notice that temporary campaign and motivation programs are not sufficient to improve the quality of vital statistics. Strong intentions and continuous efforts of the government are needed for the improvement of the vital registration system. Furthermore, most of the data collected through the registration are not properly analyzed and utilized, partly due to the lack of appreciation among high-level governmental officials of the need for vital statistics. It is, therefore, requested that long-term improvement programs of vital statistics be implemented with policy priority and continuous efforts be given to this purpose as a long-term goal of development in Korea.

Improving Security and Privacy-Preserving in Multi-Authorities Ciphertext-Policy Attribute-Based Encryption

  • Most of existing privacy-preserving multi-authorities attribute-based encryption schemes (PP-MA-ABE) only considers the privacy of the user identity (ID). However, in many occasions information leakage is caused by the disclosing of his/her some sensitive attributes. In this paper, we propose a collusion-resisting ciphertext-policy PP-MA-ABE (CRPP-MACP-ABE) scheme with hiding both user's ID and attributes in the cloud storage system. We present a method to depict anonymous users and introduce a managerial role denoted by IDM for the management of user's anonymous identity certificate ($AID_{Cred}$). The scheme uses $AID_{Cred}$ to realize privacy-preserving of the user, namely, by verifying which attribute authorities (AAs) obtain the blinded public attribute keys, pseudonyms involved in the $AID_{Cred}$ and then distributes corresponding private keys for the user. We use different pseudonyms of the user to resist the collusion attack launched by viciousAAs. In addition, we utilize IDM to cooperate with multiple authorities in producing consistent private key for the user to avoid the collusion attack launched by vicious users. The proposed CRPP-MACP-ABE scheme is proved secure. Some computation and communication costs in our scheme are finished in preparation phase (i.e. user registration). Compared with the existing schemes, our scheme is more efficient.

Vision-based full-field panorama generation by UAV using GPS data and feature points filtering

  • To meet the urgent requirements of safety surveillance from civil engineering management authorities, this study proposes a refined and efficient approach to generate full-field high-resolution panorama of construction sites using camera-amounted UAV (Unmanned Aerial Vehicle). GPS (Global Position System) information extraction for pre-registration, feature points filtering for efficient registration and optimal seaming line seeking for fusion are performed in sequence to form the full-field panorama generation framework. Advantages of the proposed method are as follows. First, GPS information can sort images for pre-registration, avoiding inefficient repeated pairwise calculations and matching. Second, the feature points are filtered according to the characteristics of the construction site images to reduce the amount of calculation. The proposed framework is validated on a road construction site and results demonstrate that it can generate an accurate and high-quality full-site panorama for the safety supervision in a much efficient manner.

개인 정보 보호에 대한 암 등록 사업의 해결 방안 (Strategies of Cancer Registry against Protecting Personal Health Data)

  • Objectives and Background : Aims of this studies are to collect and analyze the lawful restriction against cancer registration and to suggest the model promoting the cancer registry. Materials and Methods : Total 16 countries, the members of OECD, including the U.S. are evaluated. the status of cancer registration of the evaluated countries are analyzed. The legislated laws, protect the individual's information, of the evaluated countries are analyzed. The cases any registries were impaired with the law to protect privacy are searched and analyzed. Results : All of the evaluated countries have some kinds of privacy protecting laws. For cancer registration, 11 of 16 countries implement some lawful authorities. Some of countries have experienced restriction of registration by the law of protecting individual's health data. All countries have performed cancer registry and 6 of 16 countries have nearly 100% population-based cancer registration. Conclusions : The cancer registry has to be the national effort. The informed consent of the data subjects and the permission of any special institutes are the difference to perform the registration. So, it is necessary to legislate any law supporting the cancer registration and establish any independent institutes to protect the individual's health data and support the cancer registry.

홍채 패턴 정보를 이용한 공개키 기반의 등록기관 (PKI-based Registration Authority using Efficient Human Iris Recognition Information)

  • 본 논문에서는 공개키 기반 등록기관의 사용자 신원 확인 기능의 안정성과 신뢰성 향상을 위한 방법으로 홍채인식 기술을 활용한 등록기관 시스템을 제시한다. 제안하는 시스템은 홍채 패턴의 처리 기능에 따라 홍채영상 획득, 홍채정보 등록, 홍채정보 검증의 세 개의 모듈로 구성되며, 각 모듈간의 등록 정보의 교환은 대칭키 암호 알고리즘으로 암호화를 해서 안전하게 송수신이 이루어진다. 홍채 패턴의 효율적 표상과 비교를 위한 홍채 특징 정보의 추출방법으로서는 웨이브렛 변환을 이용한 영상의 다중분할 과정을 통해 적은 차원의 정보를 추출하여 효과적인 특징벡터를 구성하는 방법을 사용한다. 적용된 홍채인식 방법에 대한 실험을 통해서, 생체인식 기술의 새로운 분야로의 적용 가능성을 살펴본다.

전자상거래관련 조세문제 연구 (A Study on Taxation Issues in Electronic Commerce)

  • 전자상거래는 거래당사자의 신원확인의 어려움, 거래의 암호화, 원격조정, 변환장치의 사용 등으로 조세행정상의 문제를 야기 시킨다. 전자상거래 관련 조세문제 해결의 핵심적 과제는 인터넷을 통한 거래사실, 거래내용 및 당사자의 확인이라고 볼 수 있으며 나아가서 과세당국은 납세의무자의 포착, 과세표준 파악 및 불성실신고자 색출 둥을 위해 과세자료를 적기에 확보하여야 할 것이다. 과세당국은 지불결제기관의 협조를 바탕으로 결제과정에 개입하여 세금을 원천징수함으로서 전자상거래와 관련된 과세문제를 효율적으로 해결하는 방안을 다각적으로 모색하고 있다. 전자상거래 사업자의 거주지국이 보유하는 사업자의 신원 및 등록정보, 매출처별 거래내용에 관한 정보를 소비자의 거주지국 과세당국에 제공하여 국제간에 공동으로 과세방안을 모색하는 것이 과세의 실효성 확보에 유리할 것이므로 특히 부가가치세의 징수를 위한 국제적 협조 메카니즘을 개발하는 것이 전자상거래에 대한 과세에 있어서 큰 관건이다.

인터넷은행을 위한 개선된 본인확인 구조 (Advanced Mandatory Authentication Architecture Designed for Internet Bank)

  • 인터넷은행 환경 조성과 관련하여 금융당국이 발표한 비대면 실명확인 정책은 대면 이상의 정확성을 기하기 위해 다중확인을 원칙으로 하고 있다. 인터넷은행은 기존 인터넷뱅킹과 법적 실체와 사업모델이 다른데, 본인확인 구조로써 인터넷뱅킹의 본인확인 구조를 유지한 채 실명확인만 대면에서 비대면으로 대체하는 것은 최초 가입자에게 불편을 줄 뿐 아니라, 엄격한 대면확인을 거치는 인터넷뱅킹보다 보안위험에 더 노출될 수 있다. 본 연구는 인터넷은행의 서비스 단계를 등급화하고, 등급에 따라 차등화된 서비스등록 및 이용이 이루어지도록 개선된 본인확인 구조를 제안한다. 또한, 인터넷은행에 대해 발생할 수 있는 보안취약점과 공격모델을 수립하고, 각 공격모델에 대한 인증매체의 보안특성과 서비스 단계별 안전성을 분석한 결과 등급에 따라 기존 인터넷뱅킹보다 비슷하거나 더 높은 안전성을 제공하고, 이용자 가입 유도 측면에서 유용함을 확인하였다.

  • 지난 반세기 이상 작물보호제의 수단으로 사용되어 왔던 화학농약은 사용 후 식물과 환경구성 요소 중에 남게 되는 잔류성 문제로 일반사회의 지대한 관심거리로 부상하고 있다. 세계 각 국이 국가차원의 규제로써 등록시 안전성 요구자료를 강화하고 있고 일단 등록된 농약이라 할지라도 주기적으로 안전성은 다시 평가하는 재등록제를 도입하고 있다. 특히 최근 지구환경보호 차원에서 국제기구를 중심으로 잔류성 유기 오염물질 (POPs), 내분비계 장애물질 (EDs)에 대한 관심이 집중됨에 따라 국가차원에서 우리 먹거리의 안전성을 확보하고 환경보전을 위하여 다양한 조사사업과 정책 등이 수립 시행되고 있다. 이들 조사결과에 대하여 과학적인 평가와 진단 그리고 대책들은 소비자의 알 권리를 충족하기 위하여 일반 대중에게 공개되어야 할 것이다.
