  • VTS service results from VTS watchman's mind as all other human conducts. Psychological motivations are divided into 4 factors ; collective unconscious, fear, responsibility, humanity. These motivations are beginning of VTS. Motivations awaken watchman and effect all other steps of service. Out of these motivations, higher factors ; responsibility and humanity act very positively and can be best solution for safety of vessel traffic ; the purpose of coastal VTS. Therefore, VTS officers should be educated to build up these virtues in their mind.

Maritime Transport Services Liberalization: Directions for Northeast Asia

  • Competitive and reliable maritime transport services benefit the economy as a whole, and are key efficiency factors for the production of both goods and services. Although maritime transport sector is very liberalized compared to many other service sectors, certain obstacles must be overcome before full liberalization of the maritime transport can be realized. Particularly, maritime transport services in Northeast Asia are regulated by a complicated and outdated system. To remove these barkers two approaches can be used: a regional trading arrangement approach and a multilateral approach via WTO. However, multilateral efforts are not likely to be successful in achieving any concrete progress towards maritime transport liberalization in the short- to medium-term in Northeast Asia. Consequently, it may be the best to take the following two progressive approaches and to make them work towards liberalization of the maritime transport market: a bilateral approach and a trilateral approach. A gradual process of liberalization would expand the market, help operators achieve economies of scale, promote the international division of labor and specialization, enhance the effective management of shipping services, and promote the long-term interests and welfare of the user by improving service quality and diversifying services. A liberalized and integrated maritime transport market in Northeast Asia should achieve both of these long-run policy objectives by benefiting both the transport service users and the transport service providers. In order to move the maritime transport liberalization programs as quickly as possible, it is desirable to establish a "Regional Maritime Transport Liberalization Committee." We suggest it to be a Tripartite (China, Japan and Korea) Committee initially, which can later expand its membership to include other Northeast Asian countries.

Ionospheric Storm and Spatial Gradient Analysis for GBAS

  • High ionospheric spatial gradient during ionospheric storm is most concern for the landing approach with GNSS (Global Navigation Satellite System) augmentation systems. In case of the GBAS (Ground-Based Augmentation System), the ionospheric storm causes sudden increase of the ionospheric delay difference between a ground facility and a user (aircraft), and the aircraft position error increases significantly. Since the ionosphere behavior and the storm effect depend on geographic location, understanding the ionospheric storm behavior at specific regional area is crucial for the GNSS augmentation system development and implementation. Korea Aerospace Research Institute and collaborating universities have been developing an integrity monitoring test bed for GBAS research and for future regional augmentation system development. By using the dense GPS (Global Positioning System) networks in Korea, a regional ionosphere map is constructed for finding detailed aspect of the ionosphere variation. Preliminary analysis on the ionospheric gradient variation during a recent storm period is performed and the results are discussed.

  • The purpose of this study was to present an alternative to improve the complex structure of Gyeonggi port governance. Based on previous research, advanced port operation, timely development of port, port safety management, and growth with the region were selected as the main roles of port governance. In addition, the importance of each role was analyzed by selecting the government-led port authority and government and local joint port authority as alternatives. As a result of the analysis, it was found that the establishment of the government-led port authority was reasonable in terms of advanced port operation, timely port development, and port safety management. On the other hand, local joint port authority is reasonable in terms of growth with the region. The implication of this study is that it is necessary to simplify port governance in Gyeonggi Privince and establish the government-led port authority in which Participation of local governments is required for linking regional administration and urban development plans.

A Study on the Fitness of Korea's Hub-Port Strategy in Northeast Asia by SCM (공급사슬관리에 의한 동북아 거점항만전략의 적합성에 관한 연구)

  • The purpose of this research is to verify the strategic fitness and relevance of the hub port strategy by SCM in Northeast Asia and to find a method to be a hub-port with a competitive edge. The fitness of the hub port development strategy is analysed by the structural equation model. The essential results of the research show that minimizing lead time from arrival of ship to inland transport and maximizing logistic services of each stage are important to provide optimal logistic service. And value-added port supply chain strategy is highly co-related with all the parts of port operation system, port transport system, distribution park and port information system. It shows that: various value added logistic service activity is more important than lowing cost; inland multimodal system should be rightly connected; distribution park should be connected to industry park to be a port cluster; and port information system should be developed.

  • Opening and regional economic integration are characteristic of global economic trends that have been made since the 1990s. Accordingly, all economic blocs of the world are largely reorganized into three poles, European Economic Bloc, American Economic Bloc and Northeast Asian Economic Block which are respectively led by EU, the United States and the rapidly emerging economic power, China. Considering this direction of global economy, the current status of Northeast Asia, China's unprecedentedly enormous port development project and Japan's introduction of an epoch-making port policy towards the restoration of its port competitiveness, Korea is urgently need to take its own initiatives and positive actions that can cope with the above situations. The purpose of this study is to propose ways of strategic cooperation for Korea-Japan joint development. For the purpose, this researcher provides the concept and preconditions of hub-port, investigates hub-port development strategies of rival companies in Northeast Asia and discusses the potential of the development of the Korea-Japan Strait Economic Zone which is located between Busan port and Japan's Honshu(Simonoseki port) and Kyushu(Kitakyushu port).

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

Tourist Behavior of Bi-eung Port in Gunsan (군산 비응항 방문객의 관광행태에 관한 연구)

  • Tourist behavior has been a major topic in tourism research. Since the construction of Saemangeum seawall, May 2010, it has been working actively to make a tourist complex fishing port project of Bi-eung port, with the increase of tourists visiting to Saemangeum seawall and Bi-eung port. The purpose of this study is to analyze tourist behaviors conducted in Bi-eung port of Gunsan area. Most of the tourists were the residence of the Jeonbuk, and one-day tourists mostly consisted of families and friends. It was examined that the main destinations were Saemangeum seawall and Bi-eung port. The major complaints of tourists were the lack of parking and convenience facilities. In order to activate the tourism of Bi-eung port, it is required the landscape maintenance and place marketing of Bi-eung port. The satisfaction indicators about tourism base on facilities such as accessibility, promotion and information, tourism products and food, linkage of tourist places and tourism resource with surrounding areas, and the related tourism programs show as below average, respectively. Seven kinds of tourism infrastructure as measured by indicators below average in satisfaction with the analysis but Comprehensive assessment as a tourist destination was the relatively high levels.

The influence of adjuvant radiotherapy on patterns of failure and survivals in uterine carcinosarcoma

  • Purpose: To evaluate the impact of postoperative radiotherapy (PORT) on patterns of failure and survivals in uterine carcinosarcoma patients treated with radical surgery. Materials and Methods: Between October 1998 and August 2010, 19 patients with stage I-III uterine carcinosarcoma received curative hysterectomy and bilateral salpingo-oophorectomy with or without PORT at Seoul National University Hospital. Their hospital medical records were retrospectively reviewed. PORT and non-PORT groups included 11 and 8 patients, respectively. They were followed for a mean of 22.7 months (range, 7.8 to 126.6 months). Results: At 5 years, the overall survival rates were 51.9% for entire, 61.4% for PORT, and 41.7% for non-PORT groups, respectively. There was no statistical difference between PORT and non-PORT groups with regard to overall survival (p = 0.682). Seven out of 19 (36.8%) patients showed treatment failures, which all happened within 12 months. Although the predominant failures were distant metastasis in PORT group and loco-regional recurrence in non-PORT group, there was no statistically significant difference in locoregional recurrence-free survival (LRRFS) (p = 0.362) or distant metastasis-free survival (DMFS) (p = 0.548). Lymph node metastasis was found to be a significant prognostic factor in predicting poor LRRFS (p = 0.013) and DMFS (p = 0.021), while the International Federation Gynecology and Obstetrics (FIGO) stage (p = 0.043) was associated with LRRFS. Conclusion: Considering that adjuvant radiotherapy after surgical resection was effective to decrease loco-regional recurrence and most treatment failures were distant metastasis, multimodal therapy including surgery, radiotherapy, and chemotherapy might be an optimal treatment for uterine carcinosarcoma patients.

A Study on the Efficiency of Container Ports in the Mediterranean Sea (지중해 컨테이너항만의 효율성 분석에 관한 연구)

  • The current increasing size of container vessels affects the container port's situation. The containerization has changed the inter-modal handling process, which brought more flexibility and comfortableness in the shipping industry sector. Thus, it is very crucial to analyze the efficiency of container ports in the regional sphere. Such kind of efficiency analysis provide a powerful management tool for port operators and shipping managers in the Mediterranean market, and it also helps to form an information for planning new regional and national port operations. This paper aims to analyze the ports' technical efficiency of Mediterranean major container ports. It is conducted to establish the model of port performance and efficiency through the empirical test of the various factors. Regarding to the panel data collected from the 48 DMUs (decision making units), this study attempts to provide the empirical basis of the port efficiency relative to another factors in the total port performance. Due to the complexity of the various activities carried out at container ports, the study focuses only on the technical efficiency at the level of the Mediterranean container port. Unlike the practice of cross-sectional data analysis, originally established by Charnes et al. (1985), the panel data in DEA window analysis applications are used. The main focus of this study is the relative technical efficiency of 12 container ports from 7 countries in the Mediterranean market. The selection of ports under study is based on their high handling capability and rankings in World Top 100 (Containerization International, 2018).
