Universities are considered important actors and drivers of socio-economic development in the regional innovation eco-system. This article investigates the role Kenyan universities and research institutes play in the development of regional innovation eco-system in the context of triple and Quadruple helices. A model involving Government, Industry, Universities and Society (Public) linkages in the regional innovation eco-system and with Information and Communication Technology as an enabler is used as a framework for analysing the nature of linkages in Kenya. The article uses literature review and case study methods to examine how universities and research institutes can spur the development of the innovation eco-systems. The research question is: what is the role of Kenyan universities and research institutes in spurring innovation ecosystems? Six cases of Kenyan universities and research institutes are considered in the light of Government Policy on Science, Technology and Innovation (STI) which is underpinned in Kenyan constitution 2010. The study contributes to the understanding of how deep collaboration among universities, government, research institutes, Science Cities, local, regional, national and international players spurs the creation of world-class innovation ecosystems which can contribute to regional development in developing countries like Kenya.

The main thrusts of Canadian regional innovation policy lies in the two tract system. Federal government decides only the strategic research and development sectors and priorities, and then researchers and stockholders in the regions decide and implement the specific networking relationships and appropriate governance system. This paper reviewed the decentralized and market-friendly Canadian regional innovation support system and the characteristics of Canadian innovation clusters: Learning, Labour, Location, Leadership, Legislation/ Labs. finally, policy implications for Korean regional innovation system such as networking, formation of social capital, and business support systems are offered.

This research analyzed regional innovation capabilities and technological activities of firms in Chungnam province of South Korea on the basis of a questionnaire survey of 64 regional manufacturing firms. The existence and level of regional innovation capabilities were measured by the perceptions of firms, a core actor in the regional innovation system. The analysis result revealed that research capabilities of academia, capabilities of R&D institutes, technological capabilities of industry, and governmental policy support were recognized as major capabilities of the regional innovation system. Regional proximity was also found to have significant influence on firms‘ sources of technological innovation and selection of collaboration partners. Practical as well as theoretical implications of the findings and future research directions were discussed at the last part.

The purpose of this article is to introduce and describe the case of Fukuoka Next-generation Social System Creation Hub based on the conceptual framework of regional innovation platform strategy. In short, it is a "government-issued" regional innovation platform strategy to improve innovativeness with limited creative capital through "borrowing" not money but network, wisdom, know-how, and ideas from each other between some stakeholder groups in a region. The Fukuoka Industry, Science & Technology Foundation, which is the coordinating institution of the whole program, plays the role of a platformer to unify various projects into the program crossing borders between stakeholder groups for building regional innovation platforms that lends intensive support to feedback loops between the program facilitator and its partners in the program. Thanks to being a government-issued one, it could be tied together with some wide ranging issues of policy on social innovations, such as the "low carbon society" or the "health and longevity society." But at the same time, it is a concern that many regional research institutions that have innovative potential and diverse ideas become governed by the platform without their noticing it and dealt with in the same way based on "selected" and "designated" strategic goals. Therefore, it seems that a regional innovation platform strategy is a kind of "double-edged sword" in public policy in the era of "panopticism of bureaucratic society" in Japan.

This paper aims at renewing the regional innovation system being embossed increasingly as a new paradigm to develop the regional area, using the innovational cluster based on the industrial properties and innovative base in Chungbuk province. As shown in the results of many researches, Chungbuk province is evaluated highly in regional innovation capability and is satisfied with the level of speciality in technical industry so that it has a potential capability to build the regional innovation system. However the clustering competition is growing in intensity between regional groups and there is a possible situation centralized by the high-tech industry into the metropolitan, so building the specialized innovation cluster requires advanced policy decisions and efforts in our won way. Ultimately, for the purpose of structuring the regional innovation system, the specialized innovation cluster reflected in regional industry and capability would be essential. It is time for Chungbuk province to prepare policies in order to make the Chungbuk-type innovation cluster which is neither uniform nor omnipresent.

Innovation clusters have developed a key policy indicator in the level of national competitiveness. Many countries have enhanced their regional competitiveness by fostering innovation clusters at the national, regional, and industrial level. In Korea, the cluster policy has been introduced and employed to a national policy as a means of facilitating a regional innovation for over two decades. This study analyze that the changes of the institutional, physical and social configurations of innovation clusters. In particular, we identified configuration factors which are the growth and development impact factors of individual subjects from the case study of the Daedeok Innopolis. Also, the factors are derived and identified priorities of the configuration factors by using Analytic Hierarchy Process (AHP) method in long term perspective. As a result, we provide the growth of individual innovation subjects, as well as the growth of the cluster caused by the cyclic causality among configuration factors. Also, we can suggest that innovation policy from priorities of configuration factors for innovation cluster which the priorities have lessons for policy implementation and new cluster policy agenda in Korea, in specific, the Daedeok Innopolis.

After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

The public organization in the metropolitan area moved to regional province by Regional Innovation Policy in South Korea. This policy was settled to solve the problem of concentration in metropolitan areas and underdeveloped regions caused by industrial development strategy for 40 years from 1960s till 2000s. Government decided the plan under the judgement that moving public organization (or institutions) is one of National Innovation Strategy for balanced development. Furthermore, Central organizations/institutions were to be the subject of regional innovation by leading the regional innovation and building a new regional innovation system. The Purpose of this study is finding out the new direction of regional innovation paradigm and a new regional innovation system to be changed after previous public organization moving from metropolitan area to region province. And this study pointed up the problem between plan and process of Organization Removal, suggested the topics for success of New RIS, and prepared more details methods in future study.

The article proposes a method of modeling a comprehensive indicator for evaluating the effectiveness of regional management of innovation activity. This will make it possible to assess the effectiveness of personnel, financial and credit and foreign economic activity of the regions from the standpoint of an integrated approach. The modeling technique is proposed to be carried out using the tools of taxonomic analysis and the calculation of a complex indicator of the effectiveness of the innovation activity management.

This research aims to examine Korean regional innovation governance, find structural problems, and explore alternative strategies of regional innovation governance. Especially the alternative governance was searched through the case study of Daegu-Kyungbuk mobile cluster, of which formulation Samsung is the anchor institution. Regional innovation governance in this research is defined as a policy system to link knowledge generation & diffusion subsystem and knowledge application & exploitation subsystem, and institutional conditions to steer the system. "Social Capital Assessment Tool (SOCAT)" of the World Bank was utilized for the appreciation of cluster governance. The regional innovation governance of Daegu-Kyungbuk mobile cluster is characterized as production networks dominated by one-to-one relationship between Samsung and hardware/software developers, decentralized R&D networks and policy networks with multiple hubs. Major policy agents have not developed networks with local companies, and rare are interactions between the policy agents. Local companies, especially software developers, responded they have had experiences to cooperate for local problem solving and shared their community goal, however, the degree of trust in major local project leaders is not high. Local hardware/software developers with core technologies need to be cooperative to develop similar technologies or products in Daegu-Kyungbuk mobile cluster. Regional administrative actors, such as the City of Daegu and Kyungsangbuk-do, and diverse innovation-related institutes should build cooperative environment where diverse project-based cooperation units are incessantly created, taken apart, and recreated.
