An Analysis on the Relative Importance Evaluation of SMEs·Venture Technology Commercialization Problems Using AHP (중소·벤처기업의 기술사업화 애로요인에 대한 상대적 중요도 분석)

  • In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.5% of total employment, and 47.6% of production. and SMEs was driving a real force of the development of national economy in many respects such as job creation, innovation, balanced regional development, industrial diversity. The government has strengthened a variety of policy support to support SMEs. However, due to the mismatch between the difficulties of SMEs and benefits of government's policy, the policy implementation has not come out effectively. In order to effectively support SMEs, government must be a priority to know about the factors that experiencing difficulties in the technology commercialization process. The purpose of this study is thus to identify the major evaluation criteria through 3 level AHP analysis. First, 12 Critical elements are extracted from previous studies and professional interview and these elements are tied into 3 factors; technological factor, inner-organizational factor and Outer-organizational factor. The results of AHP analysis show that inner-organizational factor is more important and 'Market environment' in the inner-organizational factor is the most important element. The results of this research will be useful for public R&D institutions policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

  • This study was to evaluate opportunities for the commercialization of smart insole. smart technology is evolving to Insole. Pressure-sensitive sensor or an acceleration sensor is applied to create a balance of the feet and body, is also evolving for entertainment (sports, entertainment, etc.) and health care. Moreover, smart insole can fix an incorrect walking habit by sending a weight value measured by the sensor on a smartphone and during the movement, smart insole helps to correct body balance by measuring the center of gravity moving condition. However, smart tendency of the insole has yet to create a clear boundary in the entertainment and healthcare markets. This is because the fitness band, smart socks, smart shoes can also replace the benefits of a smart insole. Interestingly, the business opportunities are appearing more frequently in health care solution service of electrocardiogram, body temperature, blood pressure, etc., rather than smart devices.

The Role of Space-based Social Capital in Retailing Industrial Cluster: The case study of Dondaemun-gu Dapsimni Auto-parts shopping area (유통산업 집적지에서 장소기반 사회자본의 역할: 동대문구 답십리 자동차 부품상가를 사례로)

  • This research investigates that role of space-based social capital presented in Dapsimni auto-parts shopping area considering Korean auto-parts industry and the regional characteristics of retailing industrial cluster. For this, it went through the process with in-depth interview and surveys of the owner of Dapsimni, social capital of retailing industrial cluster studied using Lin(1999)'s social capital model by separating formation, accessibility and mobilization of it. The result is that auto-part sellers in Dapsimni make themselves space-based social capital, which provides the profit from certain area: strengthening auto-parts of transaction cost and information exchange among them, creating new market for selling auto-parts. This meant that main factor sustaining the characteristic of retailing industrial cluster despite gradually decline of its role.

  • The Lifelong Learning City Project whose aim is to encourage regional innovation and development by the Ministry of Education & HRD. As of in 2006, there are 57 Lifelong Learning Cities which are providing its citizens with various lifelong learning programs since the project got started in 2001. The Lifelong Learning City Project has been increasing across the nation since it has been regarded as a key strategy for the sustainable reg ional development. Accordingly, there has been a lot of discussion on how to develop the project qualitatively as well as quantitatively. In this context, this study aims to draw policy implications of the Cyber Network System for the lifelong learning cities. With this context, this paper suggests to set up the Cyber Network System as the developmental strategy of learning cities and intends to search how to structure the Cyber network System. For this purpose, we survey the learners' needs and suggest the directions for the further Cyber network System of the Learning Cities.

Real Option Study on Sustainable DMZ Management under Biodiversity Uncertainty (생물다양성 불확실성하에서 지속가능한 DMZ 관리 실물옵션 분석)

  • The Demilitarized Zone(DMZ) is a buffer zone set between the southern and northern limit lines established after the 1953 Armistice Agreement. It is an important natural environment conservation area where wild species of animals and plants live. On the other hand, the development pressure on the DMZ will increase when the inter-Korean economic cooperation is activated in the future. As a result, DMZ development should consider not only the economic cost-benefit aspects, but also how to assess and conserve the biodiversity of the DMZ, as well as the recovery costs and budget. This paper develope a sustainable DMZ management model under biodiversity uncertainly by using real option approach. The model is also designed to reflect the political risk and regional specificity of the DMZ. Through empirical analysis, I derive the biodiversity threshold (b*) that can secure the DMZ investment economy under uncertainty. In addition, through the sensitivity analysis, I derive the factors influencing the biodiversity threshold, and suggest the policy implications for sustainable management of DMZ.

Development of Soil Organic Carbon Storage Estimation Model Using Soil Characteristics (토양 특성을 이용한 토양유기탄소저장량 산정 모형 개발)

  • Carbon dioxide is one of the major driving forces causing climate changes, and many countries have been trying to reduce carbon dioxide emissions from various sources. Soil stores more carbon dioxide(two to three times) amounts than atmosphere indicating that soil organic carbon emission management are a pivotal issue. In this study, we developed a Soil Organic Carbon(SOC) storage estimation model to predict SOC storage amounts in soils. Also, SOC storage values were assessed based on the carbon emission price provided from Republic Of Korea(ROK). Here, the SOC model calculated the soil hydraulic properties based on the soil physical and chemical information. Base on the calculated the soil hydraulic properties and the soil physical chemical information, SOC storage amounts were estimated. In validation, the estimated SOC storage amounts were 486,696 tons($3.526kg/m^2$) in Jindo-gun and shown similarly compared to the previous literature review. These results supported the robustness of our SOC model in estimating SOC storage amounts. The total SOC storage amount in ROK was 305 Mt, and the SOC amount at Gyeongsangbuk-do were relatively higher than other regions. But the SOC storage amount(per unit) was highest in Jeju island indicating that volcanic ashes might influence on the relatively higher SOC amount. Based on these results, the SOC storage value was shown as 8.4 trillion won in ROK. Even though our SOC model was not fully validated due to lacks of measured SOC data, our approach can be useful for policy-makers in reducing soil organic carbon emission from soils against climate changes.

  • The crisis of university must be overcome by emphasizing the acquisition and use of knowledge for students to participate in and solve contemporary and diverse social/regional problems through educational method innovation. University classes should be a way of contributing to solving human problems, the UN's Sustainable Development Goals(SDGs) and various issues in the community. This study focused on project-based learning to cultivate socially engaged and problem-solving talents. In addition, a problem definition toolkit model was produced and tested to improve problem solving ability. Through follow-up research, I plan to develop a performance measurement model corresponding to the field application-improvement-feedback of Living Lab project classes, and suggest a method that universities can easily apply to the existing curriculum.

Normative Issues of Maritime Autonomous Surface Ships(MASS) Pursuant to the State Jurisdictions under UNCLOS (유엔해양법협약상 국가관할권에 따른 자율운항선박의 규범적 쟁점사항)

  • Currently, we are living in the era of the 4th industrial revolution. In the field of shipping industry, the MASS is a revolutionary game changer in the making arising out of such an industrial and technical innovation in the pursuit of radically challenging the pre-existing system of a human-operated vessel. Given this trend, the entire maritime regulatory regime, which has been designed by, and intertwined with, human seaworthiness, abruptly faces the most unprecedented normative confrontations now and increasingly in the coming days. As the constitution of ocean, UNCLOS, provides, every flag state is obliged to effectively exercise its jurisdiction to secure technical and human seaworthiness. Moreover, the coastal state may institute protective proceedings against vessels in respect of any violations of its laws to protect its marine environment in maritime zones of the coastal state. Further, UNCLOS acknowledges that the port state's authority extends to take administrative measures to prevent sub-standard ships from sailing within the ports or offshore-terminals of the state. These three jurisdictional functions will be required to more closely interface with each other than ever over the legal and political implications created by MASS. Although states' jurisdictional nuances are significant in this present world tilting back to protectionism, there are few articles to present jurisdictional issues of states and conceivable normative discourse with regard to MASS. This articles visits potential jurisdictional conflicts underlying MASS and tries to strike balance between contradictory interpretive approaches under UNCLOS while it is undeniable that this doctrinal research tends to strive to find justifications within the current framework of international law.

The Structural and Spatial Characteristics of Network Actors in Mini Cluster for Creative Milieu: The Case of Digital Media City (창조환경을 위한 미니클러스터 네트워크 주체들 간의 구조적.공간적 특성 -디지털미디어시티를 사례로-)

  • Many policy makers believe that geographically clustered business activities, in order to stimulate regional innovation, are the keys to development. Underlying the assumption between cluster and development, mere co-located forms engaged in innovative process helped from knowledge transmission locally. To address the constraints of creative economy, creative milieu require networking to support innovation activities. This paper examines the development of the mini cluster reconsidered in creative milieu that shifted environment development through network activities. It shows that the powerful node get more powerful, weak node get weaker in institutional network. Moreover, the significant of cluster in creative milieu is that brings out synergy to spill over knowledge through inter-relationship based on face-to-face meeting. Creative milieu benefits from and contributes to the competitiveness of the city, they are also embedded in its network activities.

A Study on the Loan Structure and Profitability of Banks (은행의 대출 구조와 수익성 변동에 관한 연구)

  • This study conducted correlation analysis and multiple regression analysis using financial statements, loan structure, ROA and ROA volatility of domestic commercial banks, regional banks and special banks for the past five years (2012 ~ 2016). The result is as follows. First, as a result of correlation analysis, bank's ROA is positively related to household loans and SME loans, but it is negatively correlated with the ratio of loans to large companies, sector bias, and loan loss provision ratio. Second, ROA volatility was negatively related to household loans and SME loans, but it was positively correlated with large corporate loans, sector bias ratio, and loan loss provision ratio. Third, as a result of the regression analysis, the variables that have a statistically significant effect on the ROA volatility of banks were household loans, SME loans, and large enterprise loans. From these empirical results, special banks with high volatility in profits need to diversify loan types and sectors in order to achieve business performance outside of policy finance. and Especially, Suhyup Bank and Nonghyup Bank, which have a large commercial role, have a large size per unit by focusing on short-term profit and Rather than focusing on large companies or large loans that are easy to obtain financial information, it is necessary to focus management capabilities on household loans and SME loans by developing capabilities such as screening techniques.
