한국 사과 주산지의 지역농협 연합판매사업의 전개 - 전라북도 무주군을 사례로 - (Development of Joint Sales Business by Regional Agricultural Cooperatives in a Major Apple Production Region of Korea - Focused on the Case of Muju County, North Jeolla Province -)

  • In Muju County, one of Korea's major apple producers, the regional agricultural cooperatives united together and invested to establish a cooperative joint business corporation in charge of the sales business. The corporation carried out the sales business transferred from the participating regional agricultural cooperatives. While the two participating cooperatives showed a marked difference in the degree of participation at the beginning of the business, the introduction of the agricultural product processing centers (APCs) and the participation of co-selection and shipment organizations and general farms helped settle this gap. In addition, commercialization through the APCs enhanced the market competitiveness of apples, which led to the stable securing of sales outlets. The corporation integrated the sales business in the county and this resulted in increased sales volume and sales revenue. Playing a leading role in introducing and cultivating new crops on a trial basis, the corporation demonstrated its potential as the main body of the joint sales business.

  • This study came up with a comparison analysis between the average results of Whole National Cooperatives and Kyonggi cooperatives from 2000 to 2005. 15 Kyonggi Agricultural Cooperatives which are nearly the same in the aspects of size and local conditions, - Songpo, Shindo, Ilsan, Jido, Migum, Dongduchon, Bucheon, Ojeong, Naksaeng, Seongnam, Suwon, Kunja, Banweol, Ansan, Suji- are selected as comparable ones while the cooperatives of Kwangmyung, Kungpo, Anyang, Euiwang represent as Kwachon neighborhood cooperatives. The analysis result proposes some desirable ideas to activate the business of local cooperatives as follows. First, the top limit of allotting profits seem to require having the lower adjustment which takes into account the interest rates. Second, the system allotting the profits in proportion to the record of the use should be improved. Third, In order to activate the business of semi-members, allotting profit system in proportion to the record of the use should be established.

  • Korean agriculture now faces a historic challenge due to globalization and decentralization. Agricultural cooperatives should be reborn to lead regional agriculture by reorganizing the regional agri-business and strengthening the competitive power of regional agriculture. It also needs to establish an integrated agricultural development plan and to expand the vision for future agriculture. To pursue these objectives, Agricultural Cooperatives should work together with the regional government and develop an enterprise with a competitive advantage in the region.

  • Environmental-friendly agriculture(EFA) has been mainly developed at many areas which have factors of natural, social cultural and economic characteristics. These rural areas can be developed into environmental-friendly space to preserve ecosystem, natural and cultural scenery, and environmental resources. The plan for developing a regional agriculture has to get central operating bodies, producers' organizations, a homogeneous district for farming, and so on. This case study is focused on development directions and situations of the EFA of Kosam area in Anseong. Kosam cooperatives is a central managing body to produce and sell rice by duck-farming method, and to develop rural area. This cooperatives is one of the leading those that have developed the regional agriculture in Korea. Kosam area is at a disadvantage of natural-geographical conditions and farming size. Kosam cooperatives has been trying to overcome these agricultural weaknesses by introducing duck-farming method. They have got many excellent results through developing EFA as a regional agriculture. Kosam area will be a good place for green tourism if they can actualize the combination model of three demand factors (natural and agricultural scenic view, natural-friendly recreation and safe food) for green tourism in the near future.

단위농협(單位農協)의 환경변화(環境變化)와 조직(組織)의 발전방안(發展方案) (Impacts of Changing Environments on Primary Agricultural Cooperatives and Redirections for Its Structural Improvement)

  • Since domestic and international environments has changed rapidly, Korean primary agricultural coopratives are expected to face many difficulties in business management, especially marketing and banking business. Therefore, it is necessary to reframe the exitsting structure of primary agricultural cooperatives so as to enhance the competitiveness in terms of management efficiency. However, There are many problems to be solved such as overnumbered staffs compared with decreasing number of farming population, unbalanced ratio between executive officials and lower-level officials, complexity of position-ranking system resulting from unclearness of official title and office regulations, and management right excessively concentrated on cooperative leader. The suggested measures for such problems are as follows; 1) attaining the economy size of agricultural cooperaitves in line with decreasing rural community, 2) fostering the on-the job training programs and the personnel administration according to job competency, 3) merging the small primary cooperatives into larger units with efficiency, 4) specializing the cooperative business based on their regional comparative advantage, 5) maintaining the rational adjustment between elected cooperative leader's management right and responsibility.

농업분야 신생 협동조합의 현황과 유형별 특징 (Status and Characteristics of the Newly Established Cooperatives in Agricultural Sector)

  • 본 연구는 협동조합기본법에 의해 설립된 농업분야 협동조합의 운영현황과 유형별 특징을 파악하여 시사점을 제시할 목적으로 수행 되었다. 이를 위하여 195개의 협동조합을 설문조사하였다. 결과를 요약하면, 농업분야 협동조합은 설립목적에 따라서 사업자협동조합, 소비자협동조합, 사회적 협동조합으로 구분할 수 있다. 사업자협동조합은 조합원의 소득향상을 목적으로 하는 생산자협동조합과 직원협동조합으로 나누어지지만, 생산자 협동조합 비율이 매우 높다. 사업자 협동조합은 조합규모가 30명 내외 규모가 많고 1인당 출자금은 모든 협동조합 유형중에서 가장 높은 수준이다. 또한, 생산과 가공 그리고 유통업을 겸업하는 것이 일반적이며, 영업방식은 온라인을 활용하거나 안정적인 계약관계에 의존하는 경향이 있다. 소비자 협동조합은 소비자 협동조합과 이해관계자 협동조합으로 나누어지며 조합원의 복지를 설립목적으로 한다. 조합규모는 30명이상의 규모가 많지만 1인당 출자금 액수는 낮은편이다. 유통업을 주업종으로 영위하며 판매방식은 인적 네트워크와 고정점포를 활용하는 경우가 많다. 사회적 협동조합은 공익목적으로 설립되고 10명이하 소규모인 경우가 많으며 1인당 출자금 또한 가장 적다. 운영 및 사업내용은 소비자 협동조합과 유사하다. 본 연구의 시사점은 협동조합의 유형별 사업모델에 따라 적정규모화를 추진할 필요가 있으며 설립과정에서의 지원정책보다는 사업개발 및 경영안정화를 위한 정책이 필요하다는데 있다. 또한 농협과 연계한 지원정책도 마련되어야 할 필요성이 있다. 다만 이러한 정책을 추진하기 위해서는 심층적인 사례연구가 필요할 것으로 보인다.

지역농협의 성과제고를 위한 효율적 자원활용: 자원공유의 결정요인과 성과함의 (Efficient utilization of resource in Regional Agricultural Cooperatives: determinants and performance implications of resource sharing)

  • 지역농협이 직면한 환경불확실성의 증가와 경쟁의 심화에 따라 조직성과 개선에 대한 압박이 증가하는 추세이며, 이에 대한 해결안으로 선행연구들은 자원공유를 통한 효율성의 개선을 강조하였다. 이러한 맥락에서 본 연구는 우리나라 45개 지역농협의 132개 사업부를 대상으로 자원공유를 통한 성과제고의 여부를 검토하였다. 실증분석 결과에 따르면 사업부 간 보유자원의 유사성이 높을수록, 사업부의 자원보유수준이 높을수록 사업부 간 자원공유는 증가하는 것으로 나타났으며, 자원공유가 증가할수록 사업부 성과도 높아지는 것으로 나타났다. 또한 매개효과 분석에서 사업부 간 보유자원의 유사성과 사업부의 자원보유수준은 각각 사업부 간 자원공유를 통해 사업부 성과를 높이는 것으로 나타났다. 반면에 사업부가 속한 지역농협의 전반적인 자원보유수준은 사업부 간 자원공유에 영향을 미치지 않았으며, 매개효과도 존재하지 않았다. 본 연구는 비기업 조직을 대상으로 자원공유의 유효성을 확인했으며, 자원공유의 성과제고 효과를 높이는 상황적 조건들을 확인했다는 데에서 의의를 찾을 수 있다.

친환경 농업기술의 발전방향 (Prospective of Sustainable Agriculture in Korea)

  • Over the last three decades, Korean farming system has been directed to maximum agricultural production and to increase farmer's income through adoption of high-yielding crop varieties and high input of agrochemicals . These farming practices have resulted in problems of water-quality deterioration, soil degradation , and food safety. At present, over 40 million tones of animal waste are bing produced annually, which amounts to disposing the waste at the annual rate of 20 tones per ha in the total area of farming land in Korea. Nearly a half of total available water resources is used as irrigation water predominantly for rice paddy field. Thus, non-point source contamination of the water resources has been linked to agriculture across the nation. However, the extent to which agriculture contributes to the water quality is not fully known. Recently, Korean government provided various institutional measures to reduce the negative impacts of agricultural practices on the environ ental quality, and the Agricultural Environment Act was also passed by the legislature in 1998 and became effective January 1999. This Act does not cover the broad spectrum of the sustainable agriculture ; thus, the limited incentives within this Act are arguably ineffective to control the non-point source pollution. Recently new bulk blending of fertilizers(BB fertilizer) are bing produced (100, 000 tones in 1998) with Government subsidies. The BB fertilizers are to balance N-P-K ratio in the soils . Although the use of the BB fertilizers are encouraged with Government subsidies, non-point source pollution is still serious and will become worse. Precision farming is regarded as a new means for sustainable agriculture. It is a new technology that modifies the existing techniques and incorporates new one such as GIS, GPS , differential applicator to produce a new set of tools for the farmer to use. Precision farming, however, has constraints for individual farming practices. For exam le , farm size or parcel unit of each farmer is too small to adopt the precision agriculture on farmhouse-hold bases and farmer's ability to adopt the new technology is limited. However, it would be appropriate to establish local or regional cooperatives to operate such a precision farming system. It is recommended that Government provide sufficient incentives to help establish local and/or regional cooperatives.

고추 재배 농가들의 영농 양식과 지역농업계획에의 시사점 (Farming Styles of Red Pepper Growers and Their Implications for Planning Local Agriculture)

  • The purpose of this study were to identify the different farming styles of red pepper growers, to describe their characteristics and to get some implications far planning the agricultural development strategy in the area. The researcher surveyed quantitative and qualitative data through interview with researcher developed questionnaires from selected 99 farmers in Eumsung county, Chungbuk province, Korea. The researcher found the low types of red pepper farming: 'red-pepper-centric middle farmers', 'diversified larger farmers', 'red-pepper-dependant small farmers', and 'small farmers for own use'. Based on the above findings, the researcher could derive some implications as follows. Firstly, the difference of market strategy and marketing efforts among the four farming styles should be regarded as important considerations when planning the agricultural development strategy in Emsung county. Secondly, the cooperatives' red pepper marketing strategies in Eumsung county were focused on the processed red pepper products sold at middle or low priced by big retailers in urban areas. Therefore, the cooperatives should change their view point of quality, if they want to initiate the planning process of 'the production and marketing high quality red pepper'. Thirdly, the major efforts of Eumsung county Agricultural Technology Center (ATC) made efforts on increasing the productivity of red pepper farming, however, the technologies recommended by the ATC for farmers required more cost and labour especially for 'red-pepper-dependant small farmers' and 'diversified large farmers'. The ATC should make efforts to find new technologies for helping 'red-pepper-dependant small farmers' to reduce the use of pesticides and 'diversified large farmers' to use the regional images effectively for marketing their hish quality red peppers.

경북지역과 미국 뉴욕주 패킹하우스의 운영 실태 비교분석 (The Comparative Study of Packing House System for Apple Industry between Kyungpook Province and New York State)

  • Packing house is the regional center in which packing, sorting, storage, and selling of harvested fruits are taken care of all together. It is located at the producing centers, and commercializes their apples. Apple grading policies of chief producing centers should concentrate on enhancing functions and roles of its local packing house. Consequently new packing house policies for enacting individual grading standards at national and local levels should be developed. This study is to develop Korea packing house on the basis of field survey in New York State. Increasing the utilization of packing house is the main key to the success of apple grading project. Therefore, effective arrangement and utilization of sorting facilities should be evaluated and new system which enables apple farms, local cooperatives, and corporations to joint-utilize packing house must to be established.
