  • The system for reporting record production has been operated to collect and transfer the public records adequately since the enactment of the Public Records Management Act in 1999. The Act, which was revised in 2007, regulates automated reporting methods in which the production reporting files are generated in the records creation systems and transferred to the records management systems. However, only one type of record is being notified electronically among seven types, which should be notified under the Act. The remaining six types of records are laboriously reported using complicated templates. Furthermore, the current working electronic notification mechanism is also causing various errors mainly because of inadequate specifications. This study analyzes the causes of failure of the electronic notification through the electronic records systems and suggests some policies for its improvement.

  • As nonexisting information affects actual information release rate, the study noted that the absence of records leads to the "nonexistence of information." Therefore, in this research, it was argued that records management should be thoroughly controlled from the stage of record production to solve problems such as the loss/damage/neglect/destruction/misclassification/ reduction of preservation periods and more. Through the management from the production stage, it is expected that the nonexistence of information problem will not occur and can be used as a tool for a demonstration of why the nonexistence of information exists even if such information occurs.

  • In this study, we propose a logical transfer method of records using cloud storage to solve the integrity problem of digital component, which is generated when electronic records are transferred from the electronic record production system to the record management system. This method, which produces electronic records using cloud storage from the production stage and transfers them to the archives, has the following advantages. First, as a record management method, it can be effectively applied in public institutions by utilizing cloud computing technology, which has been the trend recently. Second, unlike the existing method of copying and physically transferring electronic records, the proposed method can reduce various risk factors that may occur in the transfer of electronic records by logically transferring the storage. Third, the method can prevent errors of the digital component according to the physical transfer of the electronic record; hence, the integrity of the electronic record can be guaranteed. Fourth, administrative power and cost that are wasted because of the electronic transfer of electronic records can be reduced.

  • A prediction of 305 d milk production from early records using an empirical Bayes method (EBM) was performed. The EBM was compared with the best predicted estimation (BPE), test interval method (TIM), and the linearized Wood's model (LWM). Daily milk yields were obtained from 606 first lactation Japanese Holstein cows in three herds. From each file of 305 daily records, 10 random test day records with an interval of approximately one month were taken. The accuracies of these methods were compared using the absolute difference (AD) and the standard deviation (SD) of the differences between the actual and the estimated 305 d milk production. The results showed that in the early stage of the lactation, EBM was superior in obtaining the prediction with high accuracy. When all the herds were analyzed jointly, the AD during the first 5 test day records were on average 373, 590, 917 and 1,042 kg for EBM, BPE, TIM, and LWM, respectively. Corresponding SD for EBM, BPE, TIM, and LWM were on average 488, 733, 747 and 1,605 kg. When the herds were analyzed separately, the EBM predictions retained high accuracy. When more information on the actual lactation was added to the prediction, TIM and LWM gradually achieved better accuracies. Finally, in the last period of the lactation, the accuracy of both of the methods exceeded EBM and BPM. The AD for the last 2 samples analyzing all the herds jointly were on average 141, 142, 164, and 214 kg for LWM, TIM, EBM, and BPE, respectively. In the current practices of collecting monthly records, early prediction of future milk production may be more accurate using EBM. Alternatively, if enough information of the actual lactation is accumulated, TIM may obtain better accuracy in the latter stage of lactation.

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

  • Administrative information dataset records produced by various systems designed for work are difficult to manage on a case-by-case basis, requiring separate procedures to identify and evaluate data-sets. Identified data set records are apprasal and transferred to the records management system or disposed of. In this process, sufficient records management elements must be reflected in the production system itself in order to adhere to the principles of record management. In this paper, the functional requirements of the production system to accurately identify and safely manage data-sets were derived and applied based on the case of the KR property management system. It is hoped that this research on functional requirements of production systems will be added to lead to the creation of standards for functional requirements of data set production systems.

  • The purpose of this study is to propose a record service based on the characteristics and production context of presidential records. To this end, we first looked at the design direction and characteristics of the e-jiwon system and then analyzed the structure and characteristics of records produced by the e-jiwon system. There are six types of records to be analyzed: e-jiwon document card, memo, schedule, diary, instruction card, and individual business system_speech DB. Next, through analysis of the Presidential Records Portal's records service, it was pointed out that the current records service does not fully reveal the production context and characteristics of records. Accordingly, as a service strategy based on the characteristics and context of presidential records, a service centered on each record card (e-jiwon document card, etc.) and a service that focuses on structural understanding of records and linkage between records were proposed.

  • Genetic parameters for first lactation milk production based on test day (TD) records of 56319 Iranian Holstein cows from 655 herds that first calved between 1991 and 2001 were estimated with restricted maximum likelihood method under an Animal model. Traits analyzed were milk yield and milk fat percentage. Heritability for TD records were highest in second half of the lactation, ranging from 0.11 to 0.19 for milk yield and 0.038 to 0.094 for milk fat percentage respectively. Estimates for lactation records for these traits were 0.24 and 0.26 respectively. Genetic correlations between individual TD records were high for consecutive TD records (>0.9) and decreased as the interval between tests increased. Estimates of genetic correlations of TD yield with corresponding lactation yield were highest (0.78 to 0.86) for mid-lactation (TD3 to TD8). Phenotypic correlations were lower than corresponding genetic correlations, but both followed the same pattern. For milk fat percentage no clear pattern was found. Results of this study suggested that TD yields especially in mid-lactation may be used for genetic evaluation instead of 305-day yield.

  • The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.
