Characterization Strategies for Establishing City/County Records Centers in Kyonggi Region (특성화에 기반한 시.군 자료관 설립 방안 연구 - 경기도를 사례로 -)

  • The records centers which belong to specific cities(-shi) or counties(-gun) are different in terms of constituencies and functions with the records centers of any other administrative agencies. The purpose of this study is to develop models of establishing the city/county records centers reflecting the recordkeeping environment of cities and counties especially located in Kyonggi Region. This present paper begins with analyzing the conditions of records management of cities and counties in Kyonggi Region, and the characterized functions of them. Based on these analyses, it suggests standardized procedures and characterization strategies for establishing city/county records centers.

A Study on Strategic Management Model of National Defense Records Centers (국방기록물관리기관의 전략적 운영모형에 관한 연구)

  • A total of 133 defense records centers exist in the country, and checking their common problems, as well as the inherent problems and strategies of individual archives, is necessary to solve them. The Strategic Management Model of the defense records centers is a tool developed to check the archives' operational problems and solve them strategically. The researchers tried to help the military records centers in checking the problems and obtaining the strategic judgment of the commander to improve their work process. This study proposes the use of the model in individual defense records centers that establish midand long-term development plans with policy agencies, such as the Ministry of National Defense, to establish a records management policy and improve the said records centers. Based on literature studies, 67 items were developed in seven areas, reflecting the characteristics of experts' verification, statistical analysis, and defense records centers. This study also proposes the improvement of the records centers' strategy by citing cases that exhibit the use of the strategic operation model by the Ministry of National Defense.

  • Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

A Study on the Record Usage of the Internal Users of the Local Government in Seoul Metropolitan Area (수도권 기초자치단체 내부 이용자들의 기록 이용에 관한 연구)

  • This study recognized the public servants of the local governments as the principal users of the records centers. It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. The questionnaire identified the users' opinion on general usage behavior, usage of standard RMS, and usage of the records center. Based on the survey results, improvements in the management of the records centers the record management system, and the record services of the local governments were suggested.

A Study on Evaluation of Service Quality for Records Centers in the Local Governments: Based on Seoul Metropolitan City (기초자치단체 기록관의 서비스 품질 평가 연구 - 서울시를 중심으로 -)

  • The purpose of this study is to measure the expectation level and perception level of service quality in 25 records centers in local governments based in Seoul. For this, an evaluation index consisting of 5 factors and 31 items is developed through literature research and an investigation of the present condition. The results of this study confirmed that users are not satisfied with the service quality of the records centers in the local governments as the expectation level is higher than the perception level, with a statistically significant difference. This study can be substantial in attempts to analyze the present status of the service quality of the records centers in local governments and in proposing an improvement plan based on the process quality.

  • The foremost priority for establishing record management of public institutions is strengthening the function and role of the records centers in the institutions and creating the foundation of the organization and personnel for demonstrating professionalism of archivists. However, concept of current records center is not clear and there is no substance of the organization. It also says that once a records manager is deployed, a records center is founded since appointment criteria for archivists is prone to be interpreted subjectively by the institutions. Therefore, it's time for more concrete improvements to resolve these issues. This research analyses some problems found in the system of records centers in the main office and district offices of education focusing on the environment of them. The problems are centers without substance in district offices of education because of the organization structure that all authority has been assembled in the main office, and the reality of records managers who have fallen into records discarders, etc. To solve these problems, this paper proposes changing the appointment criteria for archivists, operating an integrated records center reflecting the intensive working system, and legislating special act on record management of educational institutions.

  • In this study, evaluation criteria of information services of records centers and archives were prepared. Using those criteria, service evaluation was conducted in three records centers and archives as a case study. By visiting and observing the records centers and archives, current status, weakness, and problems were identified. Identified problems include limited professional staff, lack of policy, systems and reading room facilities, emphasis on retention rather than services, and weak outreach program. This is a preliminary study, and larger scale evaluation is suggested as well as the application of evaluation in other centers and supplementary evaluation criteria.

  • This study investigated the status of information services in records and archives centers using the Web to survey and by interviewing archivists and professionals. Services offered are not various, but some actives services including offering records via SNS and provising exibitions using records are offered. Many of the requested records are for evidence and reference for works, and the finding aids are limited in their functions. Also, the barriers in offering services were mostly due to the fact that the duties of managing records are mostly performed by one profession, and they have not enough time to provide services with the lack of manpower. Also the arrangement and description level is not enough and the records systems have limitations including lack of search functions. For better services, improvement of the systems and the supplement of manpower is considered to be most urgent.

Assessment of Foodservice Management Performance at Child Care Centers (보육시설 급식운영관리 실태 조사)

  • This study was carried out to investigate foodservice management practices of 100 child care centers nationwide, and to provide background information for developing foodservice management policies at child care centers. Approximately 20% of the child care centers had a separate dining room; most of the centers were vulnerable to sanitation or safety problems. The percentage of the centers that planned menus was about 60% and 10% established standardized recipes. Fourteen percent of the centers kept records for distribution and menu evaluation and 33% kept sanitation management records. Since only 7% of the centers employed a dietitian, foodservice in most centers were not managed by professionals. The results of menu assessment revealed that 56.5% of the national/public child care centers received 19 points or higher out of 21 points, whereas 5.6% of the private child care centers received the same scores. Proper usage and storage of raw food, sanitary management of equipment and facilities, waste management/leftover food treatment, and basic facility of cooking zones were performed well by many centers. The overall scores of foodservice performance were only 31.2 out of 60 points, representing relatively poor safety management, food procurement management, and facilities and equipment management. These results indicate that the foodservice management of the child care centers are in a relatively poor state. Since nutrition management of the most centers was performed by non-professionals, it may not be possible to provide proper nutrition for health and normal growth of preschool children and to perform efficient nutrition education programs. The following suggestions are strongly recommended in order to improve foodservice performance at child care centers. First, foodservice administration should be performed by a dietitian, and second, efforts should be focused on strengthening nutrition and sanitation management.

A QFD-Based Comparison and Improvement of Service Quality for Records Centers of Public Institution (QFD 기반 공공기관 기록관 서비스 품질 비교 및 개선방안)

  • The records centers service of public institutions helps efficient work activities of internal users, who actually do the work, and becomes the foundation for strengthening the competitiveness of the institution. Based on QFD technique, one of the quality control techniques, this study was intended to propose a plan to improve the quality of the records center service by analyzing and comparing the quality of the records center service of public institutions. To this end, as a follow-up study of Lee, Su-jin(2018), the research target was expanded to local governments to apply the QFD technique and reconstructed the HoQ based on the results of the expanded QFD application. Moreover, this study suggested measures to improve the quality of service in the records center of public institutions by compiling the implications of comparing the records center service HoQ and prioritizing the technology characteristics of the records center service.
