철도 여객과 화물수송의 분리운영에 관한 소고 (A Study on the management method to increase operation efficiency for Passenger and Freight Railroad Transportation)

  • Korean railroad has been accomplished the structural change through separating of facilities and operation of railroad in 2004. The existent government organization was transformed into the public, this caused problem of renovation of railroad management. Korean railroad has been the integrated management of passenger and freight. As putting the passenger service as a priority, freight transportation have fallen behind and not attained good sales results. Restructuring in Korean railroad would bring about considerable improvement, but still not come out of the deficit operation. To find a way out of this situation, there needs to make renovation and extend new enterprise. However, to operate the railway freight transportation more competitively, make up situation that can possess competitive power fundamentally. From this perspective, the purpose of this study is to analyze the necessity for separated operation of passenger and freight railway transportation. By doing this can expect to obtain the competition power of railway freight transportation, and is a help to build up the independent management system of railway freight transportation and secure competitive high position about other transportation systems especially road.

화물품목의 중요도를 반영한 철도화물취급역의 효율성 평가 (Assessing the Efficiency of Freight Railroad Stations Reflecting Freight Item Importance Weights)

  • 본 논문에서는 다수의 성과지표를 동시에 고려하며 각 역의 운영조건을 반영하고 더불어 화물품목의 중요도를 반영하여 각 화물취급역의 성과를 평가하는 방안을 제안하였다. 본 논문에서는 187개 화물취급역에 대해서 품목별 '발송규모'와 '도착규모'를 성과지표로 사용하고 각 역의 '화물인력'과 '유치가능량'을 운영조건지 표로 사용하며 품목별 중요도를 확신영역 제약조건으로 반영하는 자료포락분석으로 효율성을 평가하였다. 이러한 결과는 철도경영자 또는 철도정책담당자의 경영전략이나 정책의사결정에 유용한 정보로 사용될 수 있을 것으로 기대한다.

  • Recently, in order to improve the efficiency of freight transportation on existing lines, a new freight train model is needed to develop urgently. The weight balance of the cargo for the freight vehicle is very important for the stability of the running train and the safe transportation of the cargo. For achieving the cargo weight balance, we proposed a Cargo Balancing Control(CBC) system on the Freight vehicle equipped in between under frame of car body and bogie system. The Cargo Safety Monitoring(CSM) system was designed to supervise status of the Cargo on freight train. The monitoring system can display real time status data from sensors and various signals effectively. We suggested that this paper is a very useful approach for keeping the safety of running freight trains on existing lines.

  • An interest is increased of environment and energy so, importance on railroad high energy efficiency is magnified. And after Gyeong-bu High speed rail is completed, share rate freight transportation of railroad is expected to be gradually increased due to expand investment for railroad and operate mainly freight transportation on convention line. Therefore a research on DMT freight cars is necessary under like this situation. In paper, we developed analysis model for DMT freight car and DMT freight was analyzed numerically using VI-Rail in each condition of railway having different curve and carried out vibration analysis on curving using developed analysis model. And we carried out test on driving stability follow changing curve radius then measure against UIC code 518.

적하작업환경이 철도화물취급역의 효율성에 미치는 영향 (Effects of Loading-Unloading Environments on the Efficiency of Freight Railroad Stations : An Empirical Investigation)

  • In this paper we analyze the effects of loading-unloading environments on the efficiency of freight railroad stations using a two-stage procedure for efficiency model estimation. And from the results we explore a way for efficiency improvement of freight railroad stations. Two-stage procedure is composed of data envelopment analysis and regression analysis. The results show that we could expect efficiency improvement through the government"s effort to make railway stations to be strategic position. Furthermore, they advocate policy-makers that efficiency can be improved by simplifying the kinds of freight items and increasing the scale.

  • Due to the fact that high speed railroad will be opened to traffic and TSR and TCR will be connected to Korean railroad network in near future, the efficient operation methods of Railroad freight transportation have been embossed as a matter of concern. But, it is true that the present level of our railway infrastructures and operation systems are still low. This study examines the freight transportation system and introduces new logistic service systems including network strategies and terminals which are haying developed overseas to increase the efficiency of existing railroad transportation system. In case of giving careful consideration to the new methods, it is expected that the high developed freight transportation systems will be applicable to our country.

국가별 철도물류 운영현황 비교연구 (International Comparison of Railway Freight Performance)

  • 본 연구는 국내 및 해외 국가의 철도물류 운영현황을 다양한 지표를 활용하여 비교 검토하여 국내 철도물류 경쟁력에 대한 시사점을 도출하고자 한다. 취득가능한 데이터들을 고려하여 국가간 비교가능한 검토항목과 철도물류회사간 비교가능한 검토항목으로 나누어 연구를 수행하였다. 국가별 화물열차 운행밀도, 화물 열차당 수송량, 화물의 평균 수송거리를 비교하였으며 철도화물회사별 단위수송당 매출액, 영업계수, 직원 1인당 매출액, 직원1인당 수송실적, 단위수송당 영업비용, 영업비용 중 인건비 비중 등을 비교검토 하였다. 분석 결과 우리나라는 다빈도 소량 수송을 하고 있는 상황으로 대량수송의 장점을 충분히 활용하고 있지 못하는 것으로 나타났으며 직원 1인당 수송실적 등 철도화물분야 생산성이 해외 철도화물회사 대비 낮은 것으로 분석되었다.

  • 철도투자의 필요성은 누구나 공감하고 정부에서도 지속 투자를 시행하고 있으나 철도의 화물수송 분담률은 오히려 감소하고 있는 실정이다. 이는 다빈도, 신속, 신뢰성을 요구하는 즉시인도(Just In Time: JIT)와 문전수송 (Door to Door) 등 고도화되는 고객의 욕구를 충족시키지 못하였기 때문이다. 결과적으로 지난 114년 동안 구축된 철도인프라 시설이 점점 효용가치를 잃어 가고 있다. 이에 본 연구에서는 철도수송의 근본적인 문제점인 문전수송(Door to Door)을 해결하지 않고는 도로수송을 철도수송으로 전환하는 것은 어렵다고 보고 도로에서 철도로의 전환(Modal Shift)이 가능하도록 철도수송 시 철도화물역에서 최종목적지로 환적없이 화물자동차를 직접 운반하는 피기백(Piggy Back)시스템이라는 신개념을 정립함으로써 문전수송(Door to Door)에 의한 철도화물 수송의 경쟁력 확보 및 활성화 방안을 제시하고자 한다. 피기백(Piggy Back)시스템 적용방안으로는 짧은 기간 내에 적은 투자비로 즉각 시행이 가능하도록 지난 114년 동안 구축된 기존 철도인프라를 활용하는 정거장 배선계획을 제시하고, 이에 따른 세부 열차운행방안 및 피기백시스템 도입시 건축한계 등 기술적인 검토를 시행함으로써 연간 국가 물류비를 약7조원이상 절감할 수 있는 획기적인 방안을 우리나라 최초로 제시하였다.

화물철도 노선별 운송 품목의 경쟁구조에 관한 연구 : 우리나라를 중심으로 (A Study on the Competitive Structure of Transportation Items by Freight Railway Lines: The case of South Korea)

  • The logistics industry is changing with the diversification of demand and related technology development. Thus, the transportation system is also changing to social problems and environmental damage, and the importance of rail freight is increasing with changes in the international logistics environment. This study analyzes railway freight competition structure using freight volume and suggests improving the competitiveness of railroad freight. To achieve the research purpose, this study was conducted using the Hirshmann-Herfindahl Index(HHI) and Location Quotients(LQ) method. As a result, the concentration trend of railway trends has increased from 0.213 to 0.238 during the last 9 years, and LQ analysis has enabled the identification of local competition lines by item. The study result confirmed that policy measures on railway freight system, railway infrastructure construction and railway operation are necessary to enhance railway competitiveness.
