방사선이용과 공공안전 (An Study on Radiation Application and Public Safety)

  • Radiation technologies are being utilized in a wide range of daily modern life and provide the public with valuable benefits through applications in fields of medical, industrial, agricultural, and science & engineering research. On the other hand, there is a high possibility that radioactive materials can be used for malevolent purposes such as dirty bombs. The International community, therefore, has made efforts to improve the security of radioactive sources aimed at protecting the public from radiological terrorism. The paper investigated high-risk radioactive sources which could be used as dirty bombs. The paper reviewed the possibility of radiological weapon attacks and analyzed international trends to enhance security of radioactive sources. This study also proposed our countermeasures to reduce the threat of radiological terrorism and to properly respond to the radiological emergency caused by the radiological weapon attack.

Radiation Detection System for Prevention of Illicit Trafficking of Nuclear and Radioactive Materials

  • Fixed radiation portal monitors (RPMs) deployed at border, seaport, airport and key traffic checkpoints have played an important role in preventing the illicit trafficking and transport of nuclear and radioactive materials. However, the RPM is usually large and heavy and can't easily be moved to different locations. These reasons motivate us to develop a mobile radiation detection system. The objective of this paper is to report our experience on developing the mobile radiation detection system for search and detection of nuclear and radioactive materials during road transport. Field tests to characterize the developed detection system were performed at various speeds and distances between the radioactive isotope (RI) transporting car and the measurement car. Results of measurements and detection limits of our system are described in this paper. The mobile radiation detection system developed should contribute to defending public's health and safety and the environment against nuclear and radiological terrorism by detecting nuclear or radioactive material hidden illegally in a vehicle.

방사선사고와 테러에 대한 경찰의 대응 인식에 관한 연구 (Study of Police Response to Radiation Accidents and Terrorism)

  • 본 연구는 원자력 발전소가 인접해 있는 부산지역 경찰관들의 원자력 사고와 방사능 테러에 대한 인식과 대처 방안을 파악함으로써, 이와 관련한 정책 수립에 기초자료를 제공하고자 하였다. 부산광역시에 근무하는 221명의 경찰을 대상으로 하였으며, 조직구성, 지휘능력, 여론운영 등으로 설문을 구성하여 재난대응 인식도를 분석하였다. 그 결과, 성별 및 지휘계급에 따른 재난대응 인식은 큰 차이가 없는 것으로 나타났다(p>.05). 연령의 경우 지휘능력에 대한 통계적 차이(p<.05)를 보였으며, 근무경력에 따른 지휘능력도 통계적 차이(p<.05)를 나타냈다. 상관관계 분석 결과, 조직구성에 대한 인식과 지휘능력, 여론운영 3가지 항목이 +0.5 이상으로 정적상관을 나타냈다(p<.01). 전반적으로 경찰 체제에 대해 긍정적인 것으로 나타났으며, 방사선사고 및 테러 발생 시 경찰의 업무를 잘 인식하고 있었다.

핵테러/방사능테러 탐지 기술 현황 및 국내 탐지체계 구축 방안에 관한 연구 (A Study on Current Status of Detection Technology and Establishment of National Detection Regime against Nuclear/Radiological Terrorism)

  • 1990년대 이후부터 현재까지 일련의 사건들은 - 1995년 러시아 국립공원에서 매설된 오염폭탄발견, 2001년 9/11 테러, 2003년 알카에다 오염폭탄 실험 증거 발견등 - 방사성물질 (본 논문에서 언급한 "방사성물질"은 "핵물질 사용후핵연료 방사성동위원소"를 말함)을 이용한 핵테러 및 방사능테러 (본 논문에서는 "핵테러 및 방사능테러"를 간단히 "핵테러/방사능테러"로 표시함)가 공상과학소설이 아닌 실제적으로 발생가능할 심각한 위협임을 보여준다. 이에 따라 세계는 새롭게 대두된 위협에 효과적으로 대응하기 위해 방사성물질에 대한 보안(security)과 물리적방호(physical protection)를 강화하고 방사성물질 불법거래 예방 및 대응체제를 구축하도록 요구하고 있다. 우리나라는 이러한 국제적 추세에 부응하기 위해, 관련 법 체제를 제 개정하고 국제협약 혹은 기구에 합의하거나 가입하였다. 본 논문에서는 핵테러/방사능테러 예방의 일환으로 방사성동위원소에 비해 상대적으로 복잡한 붕괴 과정을 가진 핵물질의 물리적 특성을 살펴보고, 현재 운영되고 있는 핵테러/방사능테러 탐지 장비들의 특성을 파악한다. 검토된 장비들의 특성과 함께 국외에서 국내로 불법 유입된 방사성물질이 목표 지점까지 도달되는 과정, 국내 지형적 특정 그리고 다중 방어적 개념을 고려하여 핵테러/방사능테러 탐지체계 구축 방안을 제안한다. 본 논문은 핵테러/방사능테러로부터 국민의 건강, 안전 그리고 환경을 보호하는데 중요한 기여를 할 것으로 판단된다.

방사능 폭발물의 X-ray 영상판독에 관한 연구 (A Study on the X-ray Image Reading of Radiological Dispersal Device)

  • The purpose of radiological Dispersal Device(RDD) is to kill people by explosives and to cause radiation exposure by dispersing radioactive materials. And It is a form of explosive that combines radioactive materials such as Co-60 and Ir-192 with improvised explosives. In this study, we tested and evaluated whether it was possible to read the internal structure of an explosive using X-rays in a radioactive explosive situation. The improvised explosive device was manufactured using 2 lb of model TNT explosives, one practice detonator, one 9V battery, and a timer switch in a leather briefcase measuring 41×35×10 cm3. The radioactive material used was the Co-60 source used in the low-level gamma ray irradiation device operated at the Advanced Radiation Research Institute of the Korea Atomic Energy Research Institute. The radiation dose used was gamma ray energy of 1.17 MeV and 1.33 MeV from a Co-60 source of 2208 Ci. The dose rates are divided into 0.5, 1, 2, and 4 Gy/h, and the exposure time was divided into 1, 3, 5, and 10 minutes. Co-60 source was mixed with the manufactured explosive and X-ray image reading was performed. As a result of the experiment, the X-ray image appeared black in all conditions divided by dose rate and time, and it was impossible to confirm the internal structure of the explosive. This is because γ-rays emitted from radioactive explosives have higher energy and stronger penetrating power than X-rays, so it is believed that imaging using X-rays is limited By blackening the film. The results of this study are expected to be used as basic data for research and development of X-ray imaging that can read the internal structure of explosives in radioactive explosive situations.

핵테러리즘과 세계핵테러방지구상(GICNT): 위협, 대응 및 한국에 대한 함의 (Nuclear Terrorism and Global Initiative to Combat Nuclear Terrorism(GICNT): Threats, Responses and Implications for Korea)

  • 2001년 9/11 테러 이후 국제사회에 최대 위협중의 하나인 테러리즘과 핵무기 및 핵물질의 결합 위험성에 대한 경고가 계속되고 있다. 이 연구의 목적은 9/11 테러 이후 증대하는 핵테러리즘 위협에 대한 국제 다자적 대응체제인 세계핵테러방지구상(GICNT)의 목적, 원칙, 특성, 활동, 발전 저해요인 및 발전방향 등을 살펴보고 한국 정책에 대한 함의를 도출하는데 있다. 국제적 핵테러리즘 대응을 위해 GICNT는 포괄적 전략으로 (1) 전 세계 핵시설의 방호, (2) 초국가적 비국가 테러네트워크의 핵테러 책동 대처, (3) 핵보유국의 핵무기와 핵물질의 테러집단에 이전 예방과 억제, (4) 핵밀수 차단 등을 추구해야 할 것이다. 또한 GICNT 활동의 실효적인 국제협력 증진을 위해 시급히 시행해야할 조치들로는 (1) 공동위협 브리핑을 통한 핵테러리즘 위협에 대한 실제적인 가능성 분석 평가, (2) 핵테러리즘 훈련 실시, (3) 신속한 핵안보 체제 평가 실시, (4) 내 외부 위협에 대한 실제적인 핵안보 능력 시험, (5) 핵테러리즘 관련 위협과 사건에 대한 데이터베이스 구축과 공유 등이 있다. 한국의 입장에서 북한 핵관련 무기, 물질 및 기술의 테러집단에 이전되는 문제와 국제테러단체 또는 북한의 한국 핵시설 공격 및 핵장치를 이용한 테러행위 등이 주요 우려사항이다. 이러한 상황에서 한국은 세계 5위의 원자력 발전국으로서 GICNT와 핵테러 관련 국제 협약에 근거해 물리적 방호체제 구축과 핵테러리즘 대응태세를 강화하고 있다. 향후 핵테러리즘을 포괄적이고 효과적으로 예방하기위해서는 공항 항만, 주요교통 요충지점 및 국가 핵심기반시설 등에 핵물질 탐지 검색시스템과 이동형 탐지장비를 강화해야할 것이다. 아울러 대응체계를 강화하기위해 실효적인 위기관리 매뉴얼의 작성과 주요 핵테러 유형에 대한 대테러 훈련과 작전태세를 강화해야할 것이다. 재앙적인 결과를 초래하는 핵테러리즘에 대한 예방 탐지 대응을 위해서는 국내적 관련 법 제도 체제 정비뿐만 아니라 국제협력 강화는 무엇보다 중요하다.

스마트칩 카드을 이용한 광 자극 발광 특성 연구 (A Study on Retrospective of External Radiation Exposure Dose by Optically Stimulated Luminescence of Smart Chip Card)

  • Radiation is used for various purposes such as cancer therapy, research of industrial and drugs. However, in case of radiation accidents such as terrorism, collapsing nuclear plant by natural disasters like Fukushima in 2011, very high radiation does expose to human and could lead to death. For this reason, many people are concerning about radiation exposures. Therefore, assessment and research of retrospective radiation dose to human by various path is an necessary task to be continuously developed. Radiation exposure for workers in radiation fields can be generally measured using a personal exposure dosimeter such as TLD, OSLD. However, general people can't be measured radiation doses when they are exposed to radiation. And even if radiation fields workers, when they do not in possession personal dosimeter, they also can't be measured exposure dose immediately. In this study, we conduct retrospective research on reconstruction of dose after exposure by using smart chip card of personal items through Optically Stimulated Luminescence (OSL). The OSL signal of smart chip card shows linear response from 0.06 Gy to 15 Gy and results of fading rate 45 %, 48% for 24 and 48 hours due to the natural emission of radiation in sample, respectively. The minimum detectable limit (MDD) was 0.38 mGy. This values are expected to use as correction values for reconstruction of exposure dose.

Plant Extracts and Plant-Derived Compounds: Promising Players in Countermeasure Strategy Against Radiological Exposure: A Review

  • Radiation exposure leads to several pathophysiological conditions, including oxidative damage, inflammation and fibrosis, thereby affecting the survival of organisms. This review explores the radiation countermeasure properties of fourteen (14) plant extracts or plant-derived compounds against these cellular manifestations. It was aimed at evaluating the possible role of plants or its constituents in radiation countermeasure strategy. All the 14 plant extracts or compounds derived from it and considered in this review have shown some radioprotection in different in vivo, ex-vivo and or in vitro models of radiological injury. However, few have demonstrated advantages over the others. C. majus possessing antioxidant, anti-inflammatory and immunomodulatory effects appears to be promising in radioprotection. Its crude extracts as well as various alkaloids and flavonoids derived from it, have shown to enhance survival rate in irradiated mice. Similarly, curcumin with its antioxidant and the ability to ameliorate late effect of radiation exposure, combined with improvement in survival in experimental animal following irradiation, makes it another probable candidate against radiological injury. Furthermore, the extracts of P. hexandrum and P. kurroa in combine treatment regime, M. piperita, E. officinalis, A. sinensis, nutmeg, genistein and ginsan warrants further studies on their radioprotective potentials. However, one that has received a lot of attention is the dietary flaxseed. The scavenging ability against radiation-induced free radicals, prevention of radiation-induced lipid peroxidation, reduction in radiation cachexia, level of inflammatory cytokines and fibrosis, are some of the remarkable characteristics of flaxseed in animal models of radiation injury. While countering the harmful effects of radiation exposure, it has shown its ability to enhance survival rate in experimental animals. Further, flaxseed has been tested and found to be equally effective when administered before or after irradiation, and against low doses (${\leq}5Gy$) to the whole body or high doses (12-13.5 Gy) to the whole thorax. This is particularly relevant since apart from the possibility of using it in pre-conditioning regime in radiotherapy, it could also be used during nuclear plant leakage/accidents and radiological terrorism, which are not pre-determined scenarios. However, considering the infancy of the field of plant-based radioprotectors, all the above-mentioned plant extracts/plant-derived compounds deserves further stringent study in different models of radiation injury.

A strategic analysis of stationary radiation portal monitors and mobile detection systems in border monitoring

  • Radiation Portal Monitors (RPMs) are our primary border defense against nuclear smuggling, but are they still the best way to spend limited funds? The purpose of this research is to strategically compare RPM defense at the border with state-side mobile detectors. Limiting the problem to a comparison of two technologies, a decision-maker can prioritize how to best allocate resources, by reinforcing the border with stationary overt RPMs, or by investing in Mobile Radiation Detection Systems (MRDs) which are harder for an adversary to detect but may have other weaknesses. An abstract, symmetric network was studied to understand the impact of initial conditions on a network. An asymmetric network, loosely modeled on a state transportation system, is then examined for the technology that will maximally suppress the adversary's success rate. We conclude that MRDs, which have the advantage of discrete operation, outperform RPMs deployed to a border. We also conclude that MRDs maintain this strategic advantage if they operate with one-tenth the relative efficiency of their stationary counter-parts or better.
