This study measured technology transfer efficiency for public institutes. The study made use of DEA being one of the non-parametric linear programming to evaluate technology transfer efficiency for public institutes and to measure technology efficiency, pure technical efficiency and scale efficiency. The measurement of the technology transfer efficiency for public institutes was as follows: The cause of the technology transfer inefficiency was affected by pure technical inefficiency more than by scale inefficiency. Public institutes' RTS(Return To Scale) value varied depending upon the features of the organizations than the features of the regions. Public research institutes' RTS value is more effective than universities' RTS value. We compared the RTS group with the RTS of Projected DMU groups. The RTS group had constant returns to scale effect while the RTS of the Projected DMU had increasing returns to scale effect. The technology transfer efficiency of public institutes varied depending upon the features of the organizations and regions : The technology transfer efficiency of public institutes were as follows : public research institutes at the metropolitan area, public research institutes at the local areas, universities at the metropolitan area and universities at the local areas. In other words, the technology transfer efficiency was affected by organizational characteristics more than by regional characteristics at the place where public institutes were located.

Purpose: The purpose of this study was to examine the corporate responsibility activities and investigate the effects of these activities on financial performance in public institutions. Methods: The collected data using annual performance evaluation for the year 2017-2019 were analyzed using multi-regression analysis. The corporate social responsibility activities for this study were divided into three dimensions such as social value, efficiency, and welfare. Results: The results of this study are as follows; first, public institutions with high evaluation in social value and welfare had a significant positive effect on financial performance factors such as ROA and ROS. Second, we find that there is a significant negative relation between social value activities and debt ratio. This result means that the higher social value activities, the lower debt ratio. It was also found that the activities for enhancing social value made statistically significant positive influence on BIS performance. Conclusion: These results can be interpreted that public institutions trying various social contribution activities does not necessarily bring negative results for financial performance. In conclusion, it means that socially responsible activities and ethical management in the desirable direction can be beneficial to both public institutions and the society to which they belong.

To ensure the safety of products containing omega-3 fatty acids, twenty fish and algae oil omega-3 products available in a Gyeonggi Province, South Korea market were analyzed for eicosapentaenoic acid (EPA) and docosahexaenoic acid (DHA) content, as well as for oxidative status. Of the tested products, 90% complied with the CODEX/FAO fish oil standards on a p-anisidine value (p-AV) limit of 20, and 80% complied with the CODEX/FAO fish oil standards on the TOTOX limit of 26, respectively. Fully 100% of the products complied with EPA/DHA content levels. In addition, 90% of the tested products met with a peroxide value (PV) limit of 10 meq/kg while 95% of products were within the a p-AV limit of 30. Also, 95% of the products had a calculated TOTOX value of 50, which is lower than the stringent limits used by the European and British Pharmacopeia and Australian authorities.

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

The purpose of this study was to examine the reason and value system of the elderly people on the public library use in Korea. For the purpose, a questionnaire survey was conducted for elderly aged over 60, from 15 public libraries in Seoul from October 29 to October 10, 2018, and 306 valid responses collected were analyzed. The value system is based on the Means-end Chain (MEC) Theory, and the linkage between the attributes, consequences, and values of public library use is figured out as a value hierarchy. As a result, the most frequently revealed value system was 'reads or borrows books (attribute) ${\rightarrow}$ gets new knowledge (consequence) ${\rightarrow}$ satisfies oneself (value).' For the value reached by using the public library, both groups answered that their satisfaction, achievement, fun, pleasure, and vitality. However, the elderly aged 65 and over additionally felt that public libraries are good for their mental / physical health. The results showed that the elderly people using the public library feels the traditional functions of the public library as the main attribute, and the public library could provide the elderly people with contribution to the lively old age.

The purpose of this study is to identify the formation of placeness in public libraries, to understand placeness of public library, and to explain its social value. This study conducted causality analysis of placeness formation in public libraries. And this study analysed the direct and indirect effects of place attachment in public libraries as a mediated factor between placeness factor and perceived place value.

The aim of this study is to investigate the relative impact of the image of information service on customer's perceived value and satisfaction of R&D information. It also seeks to assess the moderating effect of service users' skills on the value of the service image on the customer. For this purpose, a field study was conducted on users of a public R&D information service called NTIS (National Technology Information Service) in Korea. The findings show that the information service image has a significant impact on customers' perceived value and satisfaction. In addition, customers' perceived value is found to be an important indicator in strengthening customer satisfaction. Findings also reveal that individual personal computer skills moderate the relationship between service image and information value. Further research is needed to strengthen the independent variable in view of the increasing pressure to improve public service quality and customer management.

The data is a key catalyst for the development of the fourth industry, and has been viewed as an essential element of the new industry, with technology convergence such as artificial intelligence, augmented/virtual reality, self-driving and 5 G. This will determine the price and value of the data as the user uses data in which the data is based on the context of the situation, rather than the data itself of the past supplier-centric data. This study began with, what factors will increase the value of data from a user perspective not a supplier perspective The study was limited to public data and users conducted research on users using data, such as analysis or development based on data. The study was designed to gauge the value of data that was not studied in the user's perspective, and was instrumental in raising the value of data in the jurisdiction of supplying and managing data.

This study attempted to identify the effects that would be brought about by the value inclination of agricultural and livestock products producers upon the intention to produce environment -friendly products. In this study, We analyzed the data used in Yang et al.(2014) with producers of agricultural and livestock products in Incheon-si and Gyeonggi-do. Total of 149 valid questionnaires were corrected and value inclination as divided into individualism orientation and collectivism orientation, it has been tried to identify whether the intention to produce environment-friendly products would vary with producer's orientation or not. According to the analysis result, individualism, collectivism perceived public certification and shard value were positive effect on production intention of environment-friendly product. This can be said to have been an attempt to establish a more effective and specific strategy through identifying the characteristics of producers that must be considered first of all in the process of establishing policies.

In this study, the factor that affect use value of domestic public library was analysed. This study try to grasp the effect of various variables such as characteristics of the respondent and library through the measurement using CVM that extract the value by the user's statement. For this purpose, effective variables identified in the value measurement study of domestic and foreign public library was grasped and characteristics of the effective variables presented in the study examined. The factor influenced WTP representing library's value are the demographic characteristics such as gender, income, age and the using pattern such as frequency of use, time to visit. As to user's satisfaction and recognition, the recognition about librarian's satisfaction, place for resident's exchange, degree of financial support, culture-art volunteers are affecting depending on the service such as information, facilities and programs. The study comprehensively analysed the impact on the value measured by all types of public library in the nation and provided the information about property of value assessed by user according to region and scale. This information is expected to help the strategic policy making to enhance the value of library in the future.
