  • There is great confusion over what constitutes public diplomacy (PD), who its actors are, and the relevance of non-state actors. In the Korean context, in addition to the general fuzziness of the concept, linguistic peculiarities of the terms gonggong and gongjung both of which refer to public, waegyo, which is interchangeably used for international affairs, foreign policy and diplomacy, and juche which is simultaneously used for actor and agent, add more layers of confusion. While the term PD in Korea is based almost entirely on Western conceptualization, these linguistic peculiarities prevent fruitful conversations among scholars and practitioners on PD. Against this background, this research note explores and addresses conceptual ambiguities that pertains to PD and the policy discourse on the topic, particularly on non-state PD in Korea. The paper draws on Korean government's PD-related policy documents and Diplomatic White Papers and all relevant academic articles found in Korean-language journals registered in the Korean Citation Index (KCI), which are analysed to gain an understanding of the PD-related policy discourse in Korea.

  • Most important of all was the concept of library life-long education on which the studies were to be based. This concept has been broad, both in its interpretation of what constitutes a "program" and of what life-long education in a library is. No formal definition was adopted, but a common understanding existed that a fundamental purpose of the public library is to provide the means of continuing education, and to encourage the most effective utilization of these means through a program of activities whose effects are continuous and cumulatives. There are educational program, socio-cultural program and recreational program in the life-long education program of the public library. These programs can be planned by which the public library developed its resources and its services. services.

  • Purpose: This study was conducted to examine public level of knowledge and attitudes regarding antibiotic use and potential drug resistance. Methods: A cross-sectional face-to-face survey of 1,177 residents aged 18 or over was conducted in Korea. A quota sampling method was used. Results: Most respondents (70%) did not know that antibiotics are ineffective in treating coughs and colds. Two-thirds of the respondents were unaware of the conditions under which antibiotic resistance occurs, despite understanding the concept of resistance. Lower education level and older age were independently associated with inadequate knowledge. Lower education level, older age, inadequate knowledge and no exposure to the education campaign were independently associated with poor attitude. Conclusion: The results of this study demonstrate that the general public has misunderstandings and a lack of knowledge with regard to antibiotic use, despite a national educational campaign. However, the campaign may have had an effect on the public's attitudes towards antibiotics.

  • In the latter half of the 1980's, Systematical Western Archival Science theory was introduced in Japan especially, provenance principle which is fundamental theory in arrangement, original order principle and understanding in level of archives groups. However, they just confirmed public records arrangement theory having done in each Prefectural Archives(文書館) in Japan since 1960's and embodied it. Among them, National Archives of Japan(國立公文書館) just followed arrangement method each ministry and office did. And Saitama Prefectural Archives(琦玉縣立文書館) grasped changes of the name of department, class, standard by class and organization and its affairs before public records arrangement. On the one hand, Japan Center for Asian Historical Records(JACAR: アジア歷史資料セン夕-) is attending on public records by web which National Archives of Japan. The Diplomatic Record Office of the Ministry of Foreign Affairs(外務省外交史料館). The National Institute for Defense Studies(NIDS : 防衛廳防衛硏究所) have. • Traditional mediation analysis, which relies on linear regression models, has faced criticism due to its limited suitability for cases involving different types of variables and complex covariates, such as interactions. This can result in unclear definitions of direct and indirect effects. As an alternative, causal mediation analysis using the counterfactual framework has been introduced to provide clearer definitions of direct and indirect effects while allowing for more flexible modeling methods. However, the conceptual understanding of this approach based on the counterfactual framework remains challenging for applied researchers. To address this issue, the present article was written to highlight and illustrate the definitions of causal estimands, including controlled direct effect, natural direct effect, and natural indirect effect, based on the key concept of nested counterfactuals. Furthermore, we recommend using 2 R packages, 'medflex' and 'mediation', to perform causal mediation analysis and provide public health examples. The article also offers caveats and guidelines for accurate interpretation of the results.

  • There have been many studies that applied a data-driven analysis method to social media data, and some have even argued that this method can replace traditional polls. However, some other studies show contradictory results. There seems to be no consensus as to the methodology of data collection and analysis. But as social media-based election research continues and the data collection and analysis methodology keep developing, we need to review the key points of the controversy and to identify ways to go forward. Although some previous studies have reviewed the strengths and weaknesses of the social media-based election studies, they focused on predictive performance and did not adequately address other studies that utilized social media to address other issues related with public opinion during elections, such as public agenda or information diffusion. This paper tries to find out what information we can get by utilizing social media data and what limitations social media data has. Also, we review the various attempts to overcome these limitations. Finally, we suggest how we can best utilize social media data in understanding public opinion during elections.

  • As the cities developed and grew into larger metropolises, land value grew and land invariably became an asset. One of very critical causalities of such widespread need for development was the urban residence that got converted into cesspools of urban slum, major crime area and rapidly degraded. Incessant population growth of these cities called for more land to build residences especially the economically affordable and safe housings were needed for the citizens of none or low-income community. However, not enough attentions have yet been given to the essential basics of human habitation that exist within metropolitan limits by social, economical and political aspects. The following paper studies and elaborates the development motivation adopted by the government to develop public housing in the United States under the technical guidance of supporters and developers from national and international communities. The paper discusses current situation of public housing in the United States with a focus on understanding the present status of public housing and physical condition of their surroundings, strategies for fund mobilization, types of local involvement and community participation, ways of continuous monitoring and maintenance, etc. thereby creating a self-sustaining and integrated management plan for public housings in the future.
