행정서비스헌장제도의 발전과 정부혁신 (The Public Service Charter in the Republic of Korea : A Development plan for Government innovation)

  • The Public Service Charter is one of the administrative reform programs introduced to promote customer oriented administration. It's main purpose is to achieve citizens' confidence in the government by satisfying them with elevated quality of the public services. This study focuses on analyzing current conditions and achievements of the Public Service Charter in the Republic of Korea and proposing it's development plan. Since it was introduced to Korea in 1998, the Public Service Charter has been disseminated and contributed to the spreading of the citizens' understandings of the government's initiatives for customer satisfaction plans. Still, it has several problems as follows; A lot of public servants and citizens lack in understandings of this program. CEOs don't have enough concern in it. Evaluation is not organically connected to performance management. The correction and compensation procedure are not well operated. To solve these problems, the government needs to set up an institutional foundation establishing a legal base, uplifting CFO' concerns, and building a department with full responsibility, and to promote employees and citizens' participation through education and PR. It's also important to enhance post management by efficient evaluation and performance management, substantial correction and compensation procedure.

The Effect of Service Quality on Student Loyalty and Student Satisfaction: An Empirical Study of Universities in Vietnam

  • In recent years, there have been several studies on service quality in higher education, however, research on service quality and sustainable activities affecting student loyalty has been largely ignored in previous studies. This paper investigates the role of service quality in creating student loyalty, and how university sustainability practices and student satisfaction mediate the relationship between service quality and student loyalty. The paper draws attention to university sustainability practices and understanding its impact on student satisfaction and loyalty in Vietnamese public universities. A quantitative methodology is explored, and data was collected through an online structured questionnaire. Responses are gathered from 278 students of public universities in Ho Chi Minh City, Vietnam. Structural equation modeling is used to examine the associations between the constructs by using the PLS-SEM approach. The results show that service quality has a significant effect on university sustainability practices, student satisfaction, and student loyalty. In addition, university sustainability practices and student satisfaction also mediate the relationship between service quality and student loyalty. The author's findings may guide the key decision-makers in universities to incorporate service quality and universities' sustainability practices in their strategy and thereby improve student satisfaction and student loyalty.

인터넷에서의 품질지원형 서비스 전망 (Feasibility of Quality Service in Internet)

  • Quality services such as the integrated service and the differentiated service have been expected to be supported by public Internet as multimedia applications proliferate. Despite a lot of techniques for quality services have been devised, the prospect for the deployment of these techniques is not clear yet. In this research feasibility of real world quality service is investigated based on former experiments and recent trends in Internet applications. User network-based quality services are considered as the most feasible and economic short-term solution, which are also flexible in nature. Milestones and key technologies for some specific public network-based quality services are also described.

  • 본고는 우리나라 공공도서관 전산화 과정의 현황을 분석하고, 홈페이지를 통한 디지털서비스의 몇 가지 문제점들을 검토하였다. 검토결과 디지털서비스의 기술수준은 매우 우수하지만, 지역간 격차가 심한 것으로 지적되었다. 본고는 지역특성에 근거한 특성화된 자원개발을 인터넷시대 공공도서관 디지털서비스의 생존전략으로 강조하였다.

  • 본 연구에서는 공공도서관의 독서 활성화를 위해서 기존의 독서 교육이나 독서 프로그램과 차별화된 자관만의 특화서비스 프로그램 개발사례를 중심으로 살펴보고자 한다. 이를 위해 기존 공공도서관의 기능에서 확대된 특화서비스 프로그램의 필요성. 프로그램 개발과 구축에 관하여 살펴본 후, 현재 국내 공공도서관의 독서 관련 활동, 한 도서관 한 책읽기 행사 현황과 미국 공공도서관의 독서활동 프로그램을 분석하였다. 또한, 독서 관련 특화서비스 프로그램의 개발 및 구축 사례 분석 결과를 통해 향후 공공도서관의 독서 활성화 방안을 제안하였다.

  • 사회 환경 변화에 따라 공공도서관의 노인 이용자 서비스는 새로운 관점에서 제고되어야 할 필요가 있다. 따라서 이 연구에서는 LibQUAL+를 적용한 공공도서관 노인 서비스 품질을 평가하고 이용자 만족도를 조사하여 인구통계학적 특성에 따른 주요 이용 서비스 만족도, 전반적인 서비스 만족도, 서비스 품질 구성요인(서비스 영향력, 정보 제어, 도서관 장소) 그리고 재이용의도와의 관계를 분석하였다. 그 결과 바탕으로 공공도서관 노인 서비스 개선방안으로 노인 이용자 환경 변화에 따른 적합한 정보자료 및 서비스 제공과 노인 이용자의 세분화된 연령별 정보요구에 따른 장서 개발 그리고 노인 서비스에 적합한 전담 인력을 배치를 제언하였다.

종합병원 유료간병인 이용행태에 따른 의료소비자의 만족도 (Consumer Satisfaction with Paid Caregiving in General Hospitals According to Type of Paid Caregiver)

  • The purpose of this study was to identify the present use of caregiver services, to evaluate the degree of satisfaction with the services according to type of caregiver service, private or public, and to provide data for the development of a plan which will provide good quality service with less economic and psychological burden to the patients and their families. Survey data were collected from 130 patients in 4 general hospitals in Seoul, and their families. Data were collected during April, 2004, using a questionnaire which included the patient satisfaction scale developed by Jun (2001). Data were analyzed using frequencies, percentages, means and standard deviations, $X^2$ analysis, t-test. The SPSS computer program was used to facilitate analysis. The results of this study are summarized as follows; The total score for satisfaction was high for both groups. For the private caregiver group it was $52.38{\pm}11.08$, and for the public caregiver group, $58.14{\pm}9.64$. This difference was significant(t=-3.391, p=.001). In all of areas, the scores for satisfaction of the public caregiver service group were higher than private caregiver service group, ie. caregivers' attitude, role, confidence, performance, and service charge, and all the differences were significant. In conclusion, it was found that long-term hospitalization of older patients with high dependence resulted in more caregiver service. There were more severe patients in the public caregiver group, but the service charges, additional costs and paid holidays were less. Based on these results, patients and their families were significantly more satisfied with public caregiver service because it was not only less expensive but also had a high quality of service. Thus, caregiver services should be systemized so that patients and their families will get the best quality caregiver service

경찰의 치안서비스품질과 서비스만족 및 생활만족의 관계 (Policing the police service quality, service satisfaction and life satisfaction relationship)

  • 이 연구의 목적은 경찰의 치안서비스품질과 서비스만족 및 생활만족의 관계를 규명하는데 있다. 이 연구는 2012년 서울소재 일반 시민들을 모집단으로 설정한 후 유층집락무선표집법을 이용하여 최종분석에 이용된 사례 수는 총 491명이다. 연구에 사용된 설문지는 총 60문항으로 구성되었으며, SPSSWIN 18.0을 이용하여 빈도분석, 요인분석, 신뢰도분석, 다중회귀분석, 경로분석 등을 실시하였다. 설문지 신뢰도는 Cronbach's ${\alpha}$ 값이 .607이상으로 나타났다. 결론은 다음과 같다. 첫째, 경찰 치안서비스품질은 서비스만족에 영향을 미친다. 즉, 신속전문성, 공익성, 공감성, 체계성, 접근성 서비스가 활발히 이루어질수록 범죄발생억제 활동만족은 증가한다. 반면, 쾌적성, 보증성 서비스가 원활히 이루어지지 않을수록 범죄발생억제활동만족은 감소한다. 체계성, 유형성 서비스가 활발히 이루어질수록 경찰력규모만족은 증가한다. 공감성, 체계성, 접근성 서비스가 활발히 이루어질수록 교통안전관련활동만족은 증가한다. 신속전문성, 공감성, 체계성, 유형성, 보증성 서비스가 활발히 이루어질수록 지역사회경찰활동만족은 증가한다. 둘째, 경찰 치안서비스품질은 생활만족에 영향을 미친다. 즉, 신속전문성, 공익성, 공감성, 접근성 서비스가 활발히 이루어질수록 안전생활만족은 증가한다. 신속전문성 서비스가 활발히 이루어질수록 일상생활만족은 증가한다. 셋째, 치안서비스만족은 생활만족에 영향을 미친다. 즉, 범죄발생억제활동만족, 교통안전관련활동만족, 지역사회경찰활동만족이 높을수록 안전생활만족은 증가한다. 경찰력규모만족, 교통안전관련활동만족, 지역사회경찰활동만족이 높을수록 일상생활만족은 증가한다. 넷째, 경찰 치안서비스품질은 치안서비스만족 및 생활만족에 직간접적인 영향을 미친다. 즉, 치안서비스만족은 치안서비스품질과 생활만족을 매개하는 중요한 변수이다.

정신병원 입원 환자가 인지하는 의료서비스 품질이 만족도와 충성도에 미치는 영향 (The effect of mental hospital inpatient's perceived service quality on satisfaction and customer loyalty)

  • The purpose of this study is to identify the inpatient service quality at mental hospitals and to examine the effect of service quality on patient's overall satisfaction and customer loyalty. Data collection was done through conducting a survey of inpatients in three mental hospitals located in Chungnam, Korea using self administered questionnaire. The questionnaire included the modified version of 'service satisfaction scale for psychiatric patients' invented by Chul Kwon Kim and other members, which consists of five dimension of service quality: staff attitude, treatment quality, ward environment, access/cost and ward rule. Total 236 questionnaires were gathered and 219 were used for analysis. The data was analyzed by using version SAS9.2 and path analysis model was applied to test our hypothesis. As a result, the four factors of service (staff attitude, treatment quality, ward environment and ward rule) were extracted, which counted for 62.89% of the common variance. Moreover, Cronbach Alpha showed relatively high internal consistency of answer, all exceeding 0.6. According to the study, ward environment and treatment quality turned out to have direct influence on the patient's satisfaction. In addition, staff attitude and overall satisfaction directly influenced the customer loyalty while ward environment and ward rule indirectly had influence using overall satisfaction as a medium. In conclusion, in order to enhance the satisfaction and customer loyalty in mental hospitals, efforts in improving environmental service quality in particular is highly demanded.
