Objectives: Given that Argentinian public-sector workers are highly exposed to stressful conditions, and that the psychometric properties of the widely used Perceived Stress Scale (PSS) should be evaluated in different settings, this work aimed to compare the psychometric properties of the Latin American Spanish PSS-10 and PSS-4 and to identify the optimal scale for stress assessment. Methods: A sample of 535 participants was randomly divided into 2 groups to evaluate dimensionality by exploratory and confirmatory factor analyses. The reliability of both scales was also evaluated. Convergent validity was estimated using the Executive Complaints Questionnaire, the average variance extracted, and the composite reliability. Discriminant validity was based on the correlation with the Utrecht Work Engagement Scale and the phi-square correlation between the components. Results: The factor analyses supported bidimensionality of the PSS-10 (stress and coping), which showed a better fit than the PSS-4. Moreover, the reliability of the PSS-10 was higher, whereas the PSS-4 did not achieve adequate values of internal consistency. The PSS-10 was also correlated significantly with all validation scales, and presented proper internal convergent and divergent validity. Conclusions: The PSS-10 is a reliable and structurally valid instrument to measure perceived stress and coping in a Latin American Spanish-speaking population with high work demands, and the findings of this study expand our knowledge on the geographical and sociocultural applicability of the PSS.

PURPOSES : This study aimed to evaluate the performance of pavement management works and to develop a function for estimating the level of service (LOS) and cost of service (COS) for the systematic and quantitative management of pavement performance in the public sector. METHODS : The International Roughness Index (IRI) was used as the performance index for pavement management. Long-term pavement performance data for a period of 7 years (2007-2014) collected by the National Highway Pavement Management System and historical maintenance budget data published by the South Korean government were used to develop the LOS-COS function. Based on the function, a model for estimating the appropriate budget as well as the network conditions was suggested. RESULTS : There was high degree of correlation between pavement performance and the investment level (R = - 0.74). The developed LOS-COS function suggested that the unit cost to improve the network IRI to 1 m/km was 32.6 billion KRW. Further, the maintenance costs normalized with respect to the LOS levels were LOS-A = 88.2 billion KRW, LOS-B = 55.6 billion KRW, and LOS-C = 23.0 billion KRW. CONCLUSIONS : This study proposes a simple way of developing a LOS-COS function. It also shows how to develop a network budget demand and condition estimation model using the LOS-COS function. In addition, it is the first attempt to evaluate the road maintenance budget in South Korea. It is expected that these results will help in the negotiations between the road managers and budget makers.
Few public health researchers have paid research attention to the location of medical institutions in Korea. Previous studies were published in geography journals, and relied on limited data in terms of geographic regions and the type of medical institutions. This study utilized nationwide data covering 8 types of medical institutions. We obtained data from Health Insurance Review and Assessment Service and National Population and Housing Census. The correlation coefficients of resident, daytime, university-graduate population, and the population of different age groups (fewer than 15, 15~64, 65 or more) were compared to understand their relative association with the location of medical institutions. Medical clinic, dental clinic, oriental medical clinic, and pharmacy, all of which are almost completely operated by private sector, showed strong positive correlation with population. Hospital-level medical institutions, which are operated by both public and private sector, had moderate positive correlation. Daytime population and university-graduate population, rather than resident population, were more correlated with the location of medical clinics. The correlation coefficients of the population of 15~64 age group and the location of medical institutions were greater than that of other age groups. The results showed that daytime and university-graduate population are more important than resident population to explain the location of medicalrelated facilities. The results also suggests that the population of age groups (especially, 15~64) might be one of important influence factors in the location of medical institutions.

This paper deals with construction of a new administrative city in Naju. This kind of cities are commonly called as 'innovation city' in Korea. This is an experimental regional development program for non-Capital regions. State-owned corporations and public agencies are going to be relocated in the cities. Whether the employees will settle down in Naju with their families is the main research question in this paper. The result of the survey shows that more than half of the respondents are not going to settle down with their families. They are not optimistic about the present and future of the city either. In order to induce in-migration with families, educational environment need to be improved. To help their children to have more chance to talk with native English speakers is one of the examples. Facilities for the illed and the old are also necessary.
The purposes of this study were to identify the living environment in rural fishing area and to suggest checking methods for implementation performance. Rural service standard is the key factor of rural development in Korea. In 2012. The first Implementations of performance was announced. The results were presented to the unit by the City and the County. Because of Fishing villages exists as a unit by the haengjeongri. It is difficult to know the status of the fishing villages by the Rural service standard. In order to look for the actual conditions in rural fishing village it was investigated in the 100 Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that rural fishing areas were superior to general state of rural in the 8 items of rural service standard. Especially housing, transportation and health care sector in rural fishing area wes better than general state of rural. But Public safety and order is relatively poor. This is because Fishing village contains islands. Presenting to improve rural service standard based on the results of research. The items of rural service standard should be measured the actual residents' accessibility than opportunity of the public service, and after setting the rural service standard clearly related to the quality of life of residents in each sector. Accessibility aspects of the customer for the public services should be considered. Checking the performance for the unit by the City and the County should be replaced as a living zone in order to consider the facilities using nearby.

Background: Workplace bulling is a pervasive phenomenon with negative consequences for the health of victims and the productivity of organizations. The aim of this study was to measure the prevalence and forms of workplace bullying among employees working at the public health-care sector of Cyprus using the Greek version of Leymann Inventory of Psychological Terror (LIPT) instrument. Methods: A translation process was followed from the French to the Greek version of LIPT questionnaire. Test-retest reliability expressed by Pearson's correlation coefficient was 0.98 indicating excellent reproducibility. Internal consistency reliability assessed by Cronbach ${\alpha}$ coefficient was 0.87 suggesting high reliability. LIPT instrument was distributed among 403 employees working at the primary health-care setting and at the largest public hospital of Cyprus with response rate of 73.4%. Results: Women comprised the majority of participants (71.4%). Mean age was 43.3 years. Prevalence of workplace bulling according to Leymann's definition was 5.9%. Most common forms of bullying were "Being continuously interrupted" (17.2%) and "continuously being given new work assignments" (13.5%). Women were significantly more often exposed to at least one mobbing behavior than men within the previous year (49% vs. 35.7%, p = 0.038), whereas nurses were significantly exposed to at least one mobbing behavior as compared to physicians (53.3% vs. 31.4%, p = 0.004). Conclusion: This was the first study that examined the prevalence of workplace bullying in the public health-care sector by elaborating the Greek version of LIPT instrument. Results showed that workplace bullying is a common and complex phenomenon among health-care organizations.
Since China adopted Public-Private Partnerships (PPPs) in the water sector in the early 1990s, PPPs have played a key role in improving infrastructure development in China. As the Chinese water market became one of the most enormous and potential existing in the world, once a water player settles down in the market, the company tends to be the world-leading water player on the basis of the number of people served from water infrastructure. Unlike the early PPP period overwhelmed by several water transnational corporations, local water players began to dominate the domestic market and have recently expanded their influence overseas. The Chinese government has continuously intervened to promote private sector participation of local water players in the PPP development process in legal and institutional aspects. Thus this article examined the development of water PPPs in China and analyzed the successful elements of local water players' growth related to the government policy.

The input-oriented project promotion system private participation in infrastructure projects currently in use in Korea has encountered difficulties in securing the primary benefits of private sector creativity problem solving and inflow of private capital. As such, the performance (or output)-oriented procurement process implemented in England and other developed countries should be evaluated for introduction. In Korea, private participation projects are currently identified as either solicited or unsolicited projects, each with different promotional procedures, the problem with these procedures is that competition is not pre-activated, the private sectors creativity is under utilized, and the rationality of project evaluations is inconsistent. Korea should, in order to raise the level of private sector creativity and efficiency, go beyond the currently applied Input Specification project promotion system to a Performance-oriented system similar to those implemented in England and other countries. To achieve this, we mate several proposals for the introduction of the performance-oriented system. We divide the main features of our proposals into three categories, including a reformed concessionaire selection system, a performance orientation in preparation of the concession agreement, and a performance orientation in contract management, and discuss each. 1'his study describes performance-oriented promotion systems in an output-focused way As this is an initial study on the introduction of performance orientation in private participation, various key points and proposals were identified. However, in the future, detailed research in technical fields and systems, legal research, and practical projects will be needed for implementation
Public health system and public health practice have changed over the past decades as the result of social and epidemiologic changes. New public health concept emphasizes leadership, strategical thinking, systematic planning and effective performance to identify and solve complex health problem In Korea, the role of Health Center has been expanded rapidly. However there is strong suspicion that Health Center can achieve their mission. This paper aims at understanding what is the needed functions of Health Center and which of its aspects needs improvement. The main results of this study are summarizes as follows. District Health Law does not address the core functions of Health Center. The staffs of Health Center have difficulties in prioritizing their services. The recent attempt to restructure Health Center and change delivery pattern of public health services ended with only limited success. To effectively confront threats to the public's health, the three major function of Health Center must be ${\circled}1$ modifying individual behavior and lifestyle, ${\circled}2$ improving social and economic conditions, and ${\circled}3$ reforming health policies. Better results do not come from setting new functions only; they come from understanding and improving the processes that will then leads to better outcome. We recommend that policy-makers focus economic evaluation of public health programs, building and spreading of the scientific evidence of programs, linkage of public health research and public health program. The criteria of delegation of public health service to private sector is urgently needed. Making community health information data available on a routine basis to providers, managers and researchers of public health services helps promote the efficiency of the overall operation of public health system.
Enterprise Architecture has become a key tool for transforming business process, data, IT and application resources. The "Efficient Adaptation and Management of Information System Act" was established to support the planning and development of the information system in order for the public sector to adopt Information Technology Architecture (EA) into its organization through the act. Until now, the study of EA has been mainly focused on concepts, methodologies and success factors for the implementation of EA. User involvement, which is one of the critical factors in adopting information systems, has been rarely studied in the field of EA research. The purpose of this study is to identify the effects of user characteristics on user involvement in EA implementation. After discussing intrinsic motivators and situational motivators as predictors of user involvement, a research model were developed and tested using survey data. The results showed that among intrinsic motivators, perceived competence had a strong positive effect on user involvement. Some implications were discussed for implementing and utilizing EA for public agencies.
