A Study on positive application of the evaluating method of R & D organizations (연구조직 평가기법의 실증적 활용에 관한 연구)

  • It is difficult to develop objective evaluation techniques for the productivity in an R&D organization because there exists such as time lag between inputs and outputs, difficulties of measuring the influencing factors and results of a research and of comparing R&Ds with other objects towards innovation, and problems in identifying analysis elements. Particularly, governmental research institutes, pursuing publicity, have more difficulties in evaluating research achievement than the private ones. In evaluating the productivity of R&D organizations, this study aims at practically using the quantitative evaluation techniques by applying them to the public as well as private institutes. This will be finally contributing to decision making for effective management of R&D organization.

  • 우리나라 기술인력 양성의 문제들을 해결하기 위한 방안의 하나로서 일반대학과 별도로 기술인력양성을 전문으로 하는 학위과정 설치의 필요성이 대두되었으며, 1996년 교육개혁의 일환으로 단설대학원제도와 전문학위제도가 시행되기 시작하였다. 그동안 여러 분야에서 단설대학원 설립이 추진되었으며, 일부에서 운영이 시작되고 있으나 과학기술분야에서는 극히 일부의 사례만이 있을 뿐이고 아직 본격적으로 활성화되고 있다고 보기 어렵다. 본고는 공공연구기관에서 시행되는 단설대학원의 사례들을 조사 분석함으로써 우리나라 과학기술계 출연연구기관에서의 바람직한 운영모델을 제시하고자 한다. 일본의 총합연구대학원대학과 연계대학원제도, 중국 국가연구소들의 학위수여제도, 프랑스 국가연구소들의 석 박사과정, 독일 연구기관들의 박사과정 등을 소개하였다. 이어서 우리나라에서 현재 진행되고 있는 단설대학원 설립 추진현황을 분석하고, 각 국의 학위과정 운영사례를 연합대학형, 개별법인형, 겸직교수형, 공동운영형, 연구소 독자운영형의 5가지로 분류하고 각각의 특징을 비교하였다. 끝으로 우리나라 과학기술계 출연연구기관의 단설대학원 설립의 활성화방안으로서 독자운영형, 공동운영형, 연합법인형의 세가지를 제시하고 각 대안의 추진방안을 논의하였다.

Governance of Regional Innovation Policies of the Lorraine Region in France (프랑스 로렌지역 지역혁신정책상의 거버넌스 구조: 혁신주체간 협력관계를 중심으로)

  • The Lorraine region of France is one of the regions in the core of Europe that suffered most from the decline of its traditional industries. Since the 1970s, various levels of governments have attempted to solve the economic and social problems originating from de-industrialization with policies of regional innovation, e.g., establishing technopole, the creation of the technology transfer network, the launch of the RTP project, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Lorraine region, based on an analytical framework developed by a groups of researchers, i.e.. Bae et at (2006). The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Lorraine region; the policies heavily rely on the R&D capacity of universities and public research institutes; and various levels of governments have different roles to play.

Technology Commercialization Model of Public R&D Based on Living Labs (리빙랩을 활용한 공공연구개발의 사업화 모델 도출)

  • This article suggests Living Lab approach as a technology commercialization model of public research and development (R&D) projects. Living Lab is a model for end-users, private companies, research institutes, and public organizations to develop technology in a living space which works as a laboratory. Unlike the dominant technology commercialization model which focuses on private enterprises, a new living lab model discusses end-user centered commercialization. Based on general living lab model, three types of technology commercialization model are suggested. The 'Demand exploring type living lab' and the 'Problem solving type living lab' are project-based living lab. The other type of living lab is 'Living lab platform'. The projectbased living lab can be utilized as modules when promoting R&D projects. On the other hand, the living lab platform is infrastructure to provide living labs services to companies, public institutes and municipalities.

Considerations on a support system for Oriental medicine public health programs (한의약 공공보건사업 지원체계에 대한 고찰)

  • Objectives : In spite of the importance of preparing a support system for public health programs, there is a relatively poor system to support Oriental medicine public health programs. In this regard, considerations have been made to give directions for the development of technical support organizations for Oriental medicine public health programs. Methods : The authors investigated support organizations of public health programs and compared Oriental medicine public health programs with them. Results : Technical support organizations for Oriental medicine public health programs are controlled by the National Traditional Korean Medicine Research and Development Center. However there is lack in the relevant budget, technical support, professional abilities for research and planning, connections with research institutes in the Oriental medicine field, and affiliations with the other public health programs. Conclusion : In this context, the following actions are required to systematically and technologically support Oriental medicine public health programs. Health improvement & technical support organizations whose incorporation is promoted by the Ministry of Health and Welfare, should include the National Traditional Korean Medicine Research and Development Center, so as to activate the Oriental medicine public health programs. Legal provisions and the budget for the Oriental medicine public health programs should be secured so as to help identify and implement effective programs for improving the community health. A society for public health oriental medicine need be established so as to consolidate research capacities for the Oriental medicine public health programs. Programs should be developed to train professionals and supports should be intensified for activities to build capacities in technical support organizations.

Research Data Management of Science and Technology Research Institutes in Korea (국내 과학기술분야 연구기관의 과학데이터 관리 현황)

  • As the recent research environment and research paradigm have become data-driven, Open Science, based on openness and sharing of public research results, has emerged as a global agenda for scientific research. National policies for sharing and re-use of research data from publicly-funded research are in effect globally. Therefore, in Korea, it is urgent to build policies and infrastructure for sharing and re-use of research data. In this paper, we investigate the current status of research data management of science and technology research institutes in Korea. We conducted in-depth interviews with researchers from 22 research institutes belonging to the National Research Council of Science & Technology, and 20 universities in Korea, asking about terms of creation management utilization of research data, willingness to share data, and needs for sharing and re-use of research data. From these interviews, we drew implications for open research data and future directions.

기술군집분석을 활용한 전략적 연구영역 도출

  • The importance of selecting the strategic research field is increasingly emphasized by research manager and technology policy-maker in perspective of the strategic allocation of R&D resources, employing the R&D personnel, and formulating technology policy. Among various methods for selecting the strategic research field, it is, however, very difficult to find the method that involves the path-dependant trend, and interdisciplinary nature of technology development. This study suggests modified technology cluster analysis (TCA) as a method for selecting strategic research field in order to include the recent technology trend in quantitative approach. TCA is the method that groups the near technologies of which the innovation pattern is similar. TCA model can be a very necessary method for multidisciplinary government research institutes (GRIs) which conduct multi research field with forward oriented positioning. It is more difficult for them to select the strategic research field mainly due to their diversity and intangibility of research scope. In this study, we applied this method to Korea Institute of Science and Technology (KIST) which represents the most adequate research institute in terms of research diversity and forwardness. As a result of the application, we found that seven main technology groups come from TCA analysis, coincide with the technology topics of KIST's recent R&D planning. Even though this method designed for multidisciplinary research institutes, but it also can be used for establishing the research strategy of other (private or public) Research Institute which have the similar mission and scope of research.

  • Since Henry Chesbrough coined the term "open Innovation", active theoretical and empirical research has been conducted in many sectors. In Korea, private business sector took an active role in open innovation research and its adaptation. However, many public research institutes failed to follow the private sector's suit because they compete each other for limited fund from Korean government. The present research analyzed Korea Institute of Science and Technology(KIST) Open Research Program which pioneered open innovation research by sharing KIST research fund with third party entities and proposed a way to apply the KIST case to other public sectors.

A Study on Activation of Oriental Medicine in Public Health Sector : The role of Oriental Public Health Physicians (한방 공공의료의 활성화에 관한 연구 - 공중보건 한의사의 활동을 중심으로 -)

  • From 1998, Oriental Medical Physicians(OMP) is distributed in Public Health Sector. but long term plan for Oriental Medicine in Public Health is not existed. So, this study is designed for the activation of OMP Subjects in this study were comprised 3 groups of oriental medicine related persons, the group of which are Students of 11 Oriental Medical Schools, Oriental Medical Physicians in Public Health Sector, Specialist Croup of Oriental medicine Policy(total 1,458 persons). Data were collected from July 1st to November 30, 1999. Direct interview with key persons, systematic interview by using of interview protocol, e-mail and facsimile have been conducted. The results of survey were coded by Excel 5.0, and analysed with SAS 6.12 statistical package. Inter-group difference determined by T-test, and descriptive statistics have been examined. Major findings can be epitomized as follows. 1) OMP disposition to multifarious organizations and institutes such as Public Health Centers, Public Health Sub-centers, Public Hospitals, Private Hospitals in Remote-Vulnerable Area, Community Social Welfare Centers, Institutes for Heath Policy Research, etc, will promise an effective use of Oriental Medical Physician. 2) Average number of patients treated by OMP was 22.8, average budget for oriental medical department, in which OMP were affiliated, was 39.6 million Won per year. Direct cost per every patient visit was 7,210.9 Won, which is considered expensive for public health service. Therefore, development and transformation for Oriental Medical Service in Public Health Sector is desirable in economic and political aspects. 3) It is recommended that ${\ulcorner}Advisory\;Committee{\lrcorner},{\ulcorner}Planning\;Commission\;for\; Public\;Health\;in\;Oriental\;Medicine{\lrcorner}$ should be established for the activation and for the support of Oriental Medical Physician in Public Health Sector, 4) Most effective programmes for oriental public health doctor are health service programmes for the elderly, Home health visit, chronic degenerative disease control services(p<0.001). 5) Standard guideline for facilities and equipments of Oriental Medicine Department in Public Health Center is needed for optimal supply of resources and activation of public health activity.

Determinants of successful R&D cooperations between SMEs and Public Research Institutes in Korea (산.연 협력 공동연구개발 과제의 성과 결정요인에 관한 연구)

  • Innovations of SMEs are critical for economic growth and creating employment. Collaborative innovations between SMEs and Public Research Institutes has been increasingly important to overcome limitation of SMEs innovation capability. Many studies on the collaborative innovation have been focused on the issues of absorptive capacity, project administration, and relationships of actors. This study, however, focus on attribute of project leader and partnership. Data on 149 R&D collaborative projects between SMEs and a Public Research Institute were collected. Empirical results show that project leaders' capabilities and partnerships including informal collaborative relationship unification, administrative unification, and contractual unification appear to affect performances both economical and technical. It also shows that the previous experience of R&D collaboration appear to effect the relationship between project leaders' capabilities, contractual unification, and administrative unification and technical performances.
