A Study on Records management system under enforcement of The Public Records and Archives Management Law in Japan (일본의 공문서관리법 시행에 따른 기록관리 체제 검토)

  • The Public Records and Archives Management Law was enacted on June 24, 2009 and was in effect in April 1, 2011. This Act is different from existing Public Archives Law and National Archives Law. Before enacting Public Records and Archives Management Law, Public Archives Law and Information Disclosure Law was the backbone of Japanese Public Records management system. Public Archives Law is composed of management and access for non-active records in Public Archives. Information Disclosure Law is prescribed management of active-records in administrative agency. Public Records and Archives Management Law is the first comprehensive law of managing administrative records including historical records (nonactive-records). The law is prescribed that the public records and archives are intellectual resources shared by citizens and allows people to have more access to them. The law states that public records is basis of democracy and accountability for current and future generation. This article analyzed the relationship of law and its implementing ordinance and Guideline of administrative public records management, and analyzed the law and record-schedule. Furthermore, this article examined significance of the law and democracy, administration's transparency. In accordance with enacting the law, Japanese Public Records Management System will develop. and we must pay close attention to that situation.

  • The purpose of this study is to examine the historical course of legislations on management of public records, analyse the transition process of records management systems on the basis of the life cycle of records, and eventually provide an effective measure reflecting the environment of public records management in Korea. It is significant that this study may provide better understanding of records management systems in Korea through the analysis of legislations with relation to public records management.

A study on the Economic Analysis of Electronic Records & Archival Management in the Public Institutions (공공 전자기록관리의 경제성 분석을 위한 연구)

  • This study aims to propose a tool for a comparison of public electronic records management in a public institution and a private records management facility and to reveal the considerations prior to decisions on the way of management. For developing a tool, it chooses CoMMPER as a basic model and modifies it after reviewing existing cost models, because only CoMMPER can over public records management. Modified-CoMMPER is added a new cost area[Aquisition], and is modified and extended cost elements and generic cost factors for the comparison. Public institutions which consider whether commission the management of public electronic records can use Modified-CoMMPER for comparing economic impacts in terms of long-term preservation. To make a rational decision on the way of management based on the economic analysis, this study proposed 3 main task. Fist, the scope of the activities has to be defined, second, the cost-effectiveness has to be estimated base on the cost model, for example Modified-CoMMPER, third, policy-making for the management of public electronic records must be proceeded based on the various researches on the cost of records management.

  • A public enterprise is part of the public sector, and public enterprises possess entrepreneurship. However, the characteristics of a public enterprise have not been reflected in the public records management system. In 2011, the ISO 30300 Series, a records management system, was developed. This indicates a more comprehensive management approach with regard to records management. Moreover, an introduction of the certification system of the ISO 30300 Series is expected. Therefore, this study reviews the characteristics of public enterprises and the necessity of introducing a records management system as well as analyzes the factors for its introduction. It also suggests an improved evaluation index and the requirements for public records management.

  • The purpose of this study is to examine the present conditions and to raise several points on the records management of the local public enterprise. On the basis of these finding we shall offer remedies to raise the efficiency of records management. Five local public enterprises under the umbrella of Busan Metropolitan City were selected. They supplied a general picture of the actual management status of public records. To improve the task of records management in local public enterprises, certain topics need to be addressed. Local Government should emphasize the importance and necessity of records management to all the staff of the local public enterprises. And the local autonomous entities and National Archives & Records Service should impose a duty on the records management of public enterprises and supervise it regularly.

  • The purpose of this study was to chronologically review the public records management policies in Korea, and get some perspectives for their sustainable growth in the future. In this study, the period of 60 years since the establishment of the First Republic in 1948 was divided into six parts; inception period(1948~middle of 1980s), preparation period(end of 1980s~1990s), development period (2000~2007), and transition period(2008~present). The achievements and failures of public records management in each period were summarized. A diagnosis of present situation of Korean public records management was made. And adopting a bi-directional networking model was suggested in order to convert into a new revitalizing period.

  • This study aims to analyze the current policies and problems associated with the electronic records disclosure and to suggest the access paradigm for electronic records management. For this, Act on Disclosure of Information by Public Agencies. Public Records Management Act, and Electronic Government Act are analyzed in the light of public access to electronic records. The analysis lays special emphasis on the scope of public records to be disclosed, time to disclosure of public records. computer editing for pubic service. records dissemination through Internet, and the role of records centers and public libraries. Based upon the analysis, policy directions for electronic records management are suggested.

A Study on Local Records Management in Japan : Focusing on the Enactment of Records Management Ordinance and the Improvement of Archives (일본의 지방기록관리 연구 기록관리 조례 제정과 아카이브 정비 사례를 중심으로)

  • This paper aims at examining the local records management under the influence of the Public Archives Act established in 2009 through a case study of prefectures and large cities with prefectural level dominions in Japan. The records management in local government has been carried out on the basis of 'the document management rule' in administrative agencies without the public archives management law. Modification of laws and ordinances in relation with records and archives management and reorganization of archives are proceeding to realize 'proper records management' in local government. Even if the content and levels are varied due to the situational conditions of local governments, the unitary records management system covering 'current and non-current' records is being adopted through the establishment of records management ordinances. In the process, local archives are pursuing strengthening and extension of their authorities and functions on records management. In addition, it is identified that observation of the provisions of records management ordinance is reinforced with public announcement of retention schedule and operation of public records management committees. These changes in local governments reflect the thought that administrative records are the intellectual property of the public and the intent of the law that accountability for the public should be achieved through the proper records management.

Revaluation of the Records Center System in Korea (기록관 체제 재검토)

  • Despite the Public Records Management Act in effect for more than 10 years and the various achievements of 'Records management Innovation' made by the former government, records management in Korea still remains unsatisfactory in many fields. Especially one of the main concerns is about the records centers in the public offices failed to work efficiently. There remains lots of so-called ancient regime elements in the records center system, which causes the lack of stability. Divisions of general affairs in the public offices had played main role in records management for more than 50 years since the establishment of the government, and their role was limited to take over some records created and to manage the poor stack room. According to the Public Records Management Act revised in 2007, data center was renamed to records center and it was obliged to place records center under the office of planning management or the office of administration. But records centers have been nevertheless operated at a very formal level in most public offices. It is the real state of affairs that professional records management system interconnecting records office, records center and archives is not achieved. Why is it? This article is an answer to this question. This article attempt to find out on the inner causes such as structure of records center, records management profession, records management methodology, and above all historical background. In addition, it put stress on the necessity of definite separation between records office and records center and assurance of independent operation of records center for the normalization of the records management system. Improvement of methodology including records management process is also of great importance. And the standardization of records management business of the records center is suggested as one of the main tasks on the basis of the accumulation of 'best practices of records management' in the cooperation with the records management community.

Challenges and Directions for Reforming Public Records and Archives Act in Korea (공공기록물법 개정을 위한 방향과 과제)

  • This study aims to propose task areas which have to be discussed for reforming of the Public Records and Archives Act in Korea. For drawing the task areas, it analysed the pending issues mainly presented in the policy forums co-hosted by Korean Society of Archival Studies and Korean Association of Records Managers and Archivists, and examined researches providing tasks of revising of the law or rebuilding public records policies related in digital records management. The 4 task areas were identified, which were the exhaustive documentation of the public agencies' activities, the reexamination of the appraisal systems for public records and archives, the transition into the 2nd generation-digital records management, and the redefinition of roles and responsibilities of the records/archival institutions. Then it placed the issues into the 4 areas, and proposed some suggestions for further discussions in each tasks. Reminding that the task areas proposed in this study are not comprehensive, further suggestions and arguments will be expected for reforming the Public Records and Archives Act.
