IMPLEMENTATION OF GOVERNMENT E-PROCUREMENT: A COMPARATIVE STUDY OF THAILAND AND INDONESIAN PRACTICES

  • In respond to the demand of an open, fair, transparent, and efficient environment for procurement, many governments have incorporated the use of internet in their procurement systems with online procurement (e-procurement). Given the different policies and laws which have to be complied with, the practice of government e-procurement system varies from one country to another. Thus, experiences in running e-procurement will vary as well. The achievements and obstacles of one country's experience will be a constructive reference for other countries in establishing e-procurement system. In this regard, government e-procurement system practices in two Southeast Asia countries i.e., Thailand and Indonesia particularly in public works are consecutively presented and finally compared in this paper. The government of Thailand has applied Online Auctions (e-Auctions) as the national procurement practice since 2005 and performed the e-Auctions in two types: Reverse Auction and Sealed Bid Auction. Contrary to the common practice of e-procurement, the Thai government, with some rationales, runs the bid documents obtaining manually as well as qualification and technical documents submission and holding the e-Auctions at bidding office. Whereas Indonesian government runs Online Sealed Bid Bidding (e-Procurement) and most of the bidding stages are performed electronically except bid evaluation for both technical and financial. The advantages and drawbacks of these two e-procurement practices are discussed as well as improvements that have to be made for successful of e-procurement.

  • The application of Internet-technologies to support inter-business transactions and relationships (also termed business-to-business, B2B, electronic commerce) has recently received tremendous attention. Recognizing the importance of the Internet as a powerful business tool, many companies including public organization such as KEPCO(Korea Electronic Power Corporation) have moved quickly to take advantage of electronic commerce. This study explores the impact of Internet-based technology on the procurement function, howe-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by KEPCO. Specifically, it seeks to uncover the prevalence of and extent to which public organization is adopting e-procurement, the benefits reaped and the barriers encountered in the course of implementation.

  • Today, government is no longer considered the sole provider of public works or services. Public-Private Partnership (PPP) has been recognized as an important approach to solving problems for governments in providing public works and services. However, the joint ownership of public works/services complicates the administration of PPP projects. Particularly, the fact that government may rescue a distressed project and renegotiate with the developer causes serious problems in project procurement and management. This paper aims to study when and how government will rescue a distressed project and what impacts government's rescue behavior has on project procurement and contract management. A game-theory based model for government rescue will be developed. This pilot study, the author hopes, may provide theoretic foundations to practitioners/policy makers for prescribing creative PPP procurement and management policies and for examining the effectiveness of PPP policies.

  • Taking into account the globalization of the economy and the intensification of European integration processes, it has been proved that an important part of evaluating the effectiveness of activity of public sector enterprises should be a comparative analysis of the overall operation environment, namely public procurement, economic environment and tax policy, with the relevant systems of other countries of the world. The indicators and components of international ratings "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been studied. Different groups of indicators forming "Doing Business" and "Paying Taxes" in the context of the impact on public sector enterprises have been identified: those which fully comply with the need to evaluate the operating environment of public sector enterprises and those which should be used with restrictions, regarding the peculiarities of creating and functioning of public sector enterprises. A comparative analysis of the place of Ukraine, Lithuania and Slovenia among other countries of the world in accordance with the international rankings of "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been made. It has been substantiated that the results of such comparative analysis will allow identifying risk areas, and relevant information can be used in developing of recommendations for improving the effectiveness of activity of public sector enterprises.

  • International Procurement refers to the actions governments and public institutions worldwide buy goods and services. With the WTO agreement on government procurement, most procurements are realized by bidding, which accelerates the opening-up of International procurement. Today International procurement has drawn the world's attention. The scale of international procurement market has been developing fast, reaching about US$ 5.55 trillion this year, In our country, however, due to the difficulty in initial market access to local procurement, the participation in taking international procurement is quite inactive, especially when compared with our exporting scale. The UN procurement market has procurement rules that countries which make contributions to UN and developing countries are favorably treated, and non-discriminatory and public competition in bidding and the optimum purchase are kept, and so on. It has its own head office and many subsidiary agencies. Actually the international procurement market offers an international marketplace for suppliers of all tangible goods and services. Therefore, UN and international procurement markets are great significant foreign markets to our country. But our country lagges behind in international procurement as it has not reached to our monetary contribution to UN. Therefore, it's essential to stimulate our company's participations in the UN procurement market. To fulfil this purpose, first of all, this study analyzes the current status of UN procurement market and Korea's current participation status. Then it investigates the procurement information system of UN and Korea's international procurement market information system as well as assistance system. Based on the above, by studying on the actual spots of the interview investigations on the registered firms in UNPD, this thesis discloses the problems with the Korea's national information system and assistance system on UN procurement market. Finally, this study raises the efficient plan for the integrated international procurement information system & assistance system.

  • Recently, interests for SRM have been increasing rapidly to automate the whole processes of supply chain from sourcing to procurement and improve the whole efficiency of supply chain by strategically managing the relationship with external partners (suppliers). The national procurement service of Korea is trying to build new paradigms by introducing SRM for improving the competitiveness of national public procurement service. For this, a new assessment model for evaluating and selecting suppliers with fairness and objectivity should be developed. In this paper, we propose a new SRM solution including a model that evaluates and grades of suppliers' capabilities of performing the contracts. We also explain the innovation of national public procurement system through this SRM solution.

Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences (성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석)

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

Endemic Corruption in Supply Chain and Procurement in the Local Sphere of Government in South Africa

  • Purpose - This article accentuates that there is pervasive corruption in the supply chain and procurement of goods and services in the South African public sector, particularly in the local sphere of government. Consequently, the poor and the indigents who are supposed to receive quality services are affected. Therefore, the article emphasizes the need to strengthen compliance in the supply chain and procurement processes in order to combat corruption. Research design, data, and methodology - This article extensively utilized qualitative literature review approach to address and solve the problem of endemic corruption in the supply chain and procurement being perpetrated by local government officials. Results - The synthesis shows that by strengthening compliance of supply chain and procurement strategies, measures and frameworks, the likelihood of corruption will be drastically reduced if not totally eradicated. It demonstrates that the poor and the indigents who are supposed to receive quality services are being denied due to corruption. It also shows that failure to comply should result to enforcement of punitive sanctions against perpetrators. Conclusions - This study indicates that effective and efficient implementation of supply chain and procurement strategies, measures and frameworks are panacea for curbing corruption in South Africa public sector especially at the local sphere of government.

A Study on the Multi-Layer Effect of Regulation : Focusing on the Restriction on Conglomerate Firms' Participation in Public Software Procurement (기업 규제의 다층적 효과 연구 : 공공 소프트웨어 사업 대기업참여제한제도를 중심으로)

  • This article analyzes the effects of regulation that restrict the conglomerate firms to participate in the public procurement of software. The regulation was implemented in 2013, and this article analyzes five years of firm performance before and after 2013 through DID (difference-in-difference method). In particular, this article analyzes how restrictions on conglomerate firms' participation in public software procurement affect middle and small firms performance. As a result, small-size firms achieve relatively positive results in private sector revenues compared to mid-size firms. However, there was no significant difference between the mid-size and small-size firms in profit margin. This study implies that the new policy is needed to improve the small and medium-size firms revenues on the private market by leveraging the public procurement market which restricted the conglomerate firms to participate. This can be done by complementing the regulation in line with servitization paradigm.

  • Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.
