  • The purpose of this paper is to plan deployment strategy of public key infrastructure for Malawi by considering the information and communication technology status on it. For this, we will review the information communication technology status on developing and least developed countries focused on Malawi and plan deployment strategy of mobile based public key infrastructure. First of all, we extract out security considerations for public key infrastructure, which is efficient for wireless communication, and design a new lightweight public key infrastructure apt to mobile device by considering Malawi's information communication technology status. Especially, the proposed mobile based public key infrastructure uses smartcards for all the processes of certificate. It could guarantee the same security as the wired counter part based on lightweight mobile device.

  • Objectives: This study evaluated the odor emission characteristics from a wastewater treatment plant in an industrial complex area in Daegu City. Methods: Odor samples were collected from March 2016 to December 2016 and were analyzed for specified offensive odor substances. The odor quotient and the odor contribution was calculated. Results: Ammonia, hydrogen sulfide, acetaldehyde, and toluene were detected in all samples for monitoring specified odor compounds. The result of contribution analysis is that hydrogen sulfide had the highest contribution in all processes, followed by acetaldehyde. Conclusion: The major components of odor can be determined by evaluating the degree of contribution to the odor intensity and the concentration of the individual odor component. To increase the effectiveness of odor reduction, rather than addressing high-concentration odor compounds, policies focused on materials with a high odor contribution are necessary.

Methods: Odor samples were collected from March 2017 to December 2017 and analyzed for specified offensive odor substances. The odor quotient and the odor contribution were calculated. Results: Ammonia, methyl mercaptane, hydrogen sulfide, dimethyl sulfide, acetaldehyde, propionylaldehyde, toluene, xylene, and methylethylketone were detected in all samples for monitoring the specified odor compounds. The result of contribution analysis is that hydrogen sulfide made the highest contribution in all processes, followed by acetaldehyde. Conclusion: The major components of odor can be determined by evaluating their degree of contribution to the odor intensity and the concentration of the individual odor component. • Purpose - Although e-learning has this advantage, currently many organizations have failed to recognize the necessity for basic e-learning educational training. It follows that practitioners working in the above organizations face the difficulty of having to find educational training processes of boosting their capabilities by themselves, rather than being able to utilize the educational training processes offered by e-learning. So of their own accord, learners have considered the necessity of information relating to being able to choose between high quality educational training processes. The purpose of this study is to propose opening e-learning content information for enabling an efficient choice of learning processes related to e-learning. Research design, data, and methodology - To pinpoint the items of e-learning content information, the study was initiated according to the following process. First, information relating to e-learning content (offered on e-learning websites) was researched. Second, based on the items of information which emerged from the research, selection and validity verification took place with 5 e-learning specialists as the subjects. Third, the opinions of adult learners at K University were collated relating to the items of information which emerged from the research. Results - The e-learning content information was comprised of 16 items in order to improve the choosing process for learner's e-learning contents. The analysis results showed that when learners were choosing e-learning processes, the most highly considered item was 'mobile support' (4.35). Following this (in order) were 'tuition fees' (4.30), 'certificate issuing' (4.23), and 'awareness of educational institution' (4.18). The least considered items were 'recruiting learners' (3.01) and 'tutor support' (3.18). Conclusions - The 16 items of e-learning content information in this study, were deemed to be helpful to learners in providing them with a choice of desirable e-learning process when this process was offered to them. Following this, there is a need for service institutions offering e-learning processes to make public the information suggested by this study. Research into educational methods additionally points to a necessity for not only e-learning forms, but also offline educational methods and a combination of blended learning to be offered and run parallel to e-learning.

  • The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.

  • Recently, interests for SRM have been increasing rapidly to automate the whole processes of supply chain from sourcing to procurement and improve the whole efficiency of supply chain by strategically managing the relationship with external partners (suppliers). The national procurement service of Korea is trying to build new paradigms by introducing SRM for improving the competitiveness of national public procurement service. For this, a new assessment model for evaluating and selecting suppliers with fairness and objectivity should be developed. In this paper, we propose a new SRM solution including a model that evaluates and grades of suppliers' capabilities of performing the contracts. We also explain the innovation of national public procurement system through this SRM solution.

  • Business process reengineering(BPR) aims at a radical redesign of our business processes in order to achieve dramatic improvements in their performance. However, the fact that many BPR projects have failed hesitates the companies who have started to use BPR or who are planning to do so. Implementing a radical plan from a cross-functional perspective needs a more careful consideration of process vision, preventive measures and contingency plan. Our research suggests to use a visual decision making process (VDMP) in the development of a process vision and implementation plan. A BPR project of Carlson School of Management (CSOM) at the University of Minnesota is illustrated to show our suggested methodology.

  • The purpose of this study was done to evaluate degradation characteristics of non-biodegradable organic matters including aromatic compounds in livestock wastewater using CFZ process. The CFZ process is consisted of coagulation/sedimentation, Fenton oxidation and zeolite adsoption process. degradation charateristics of each treatment water including livestock wastewater were analyzed by UV scanning, FT-IR and GC/MS. After coagulation/sedimentation process as 1st treatment, non-biodegradable matters remained after 1st treatment were removed by using OH radical produced in Fenton oxidation process. As a result of treatment using these processes, NBDCOD removal efficiency was over 90%. Increase of $E_2/E_3$ ratio (absorbance at 250 and 365 nm) in each treatment water means that aromaticity of livestock wastewater decreased. In case of GC/MS, most aromatics or polynuclear aromatics like benzene, phenol and scatol in livestock wastewater almost wasn't detected after oxidation using OH radical.

  • This paper describes Modernization of the public dwelling focused on DK type standard plan during 1950's. in Japan. Shortage of the dwelling stated after World War II, inferior housing environment, required the re-reflection of a dwelling and a life system succeeded to traditionally As a result, it was going to solve a principle application of a new life style for a demand of a development process of the modernization through DK type standard plan. Although it was thought that the modernization process of the public dwelling Japan had aimed at Westernization, it turned out that modernization was developed according to the peculiar housing culture system of Japan. As for it, in the planning stage of DK plan, although known with the public and private space for which the Western-like element was generally accommodated by modernization processes, such as closing-izing of space, and specialization of a function, generally, succession of a traditional element and a modernistic change of that are seen. Moreover, it can be said that Westernization was transcended and peculiar localization of Japan was fixed.
