Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

Public participation in Environmental Impact Assessment (EIA) process has been implemented since the introduction of EIA project on August 1 1991, followed with Environmental Policy Act promulgation on August 1 1990. Though public participation has room for improvement. This study compared before and after the introduction of public participation on EIS preparation cost, project cost, EIS preparation term and project term through 293 EISs analysis. Also public opinions in EIS after introduction of public participation were analyzed. The results are expected to be contributed to the system improvement of public participation.

본 연구에서는 행정안전부에서 운영한 대표적인 국민참여 플랫폼인 '광화문 1번가'가 출범한 2018년부터 2021년까지 기간 동안의 다양한 국민참여 과정을 분석하여 국민참여 플랫폼의 실질적인 운영 및 성과들을 살펴보고자 한다. 이를 통해 국민참여를 통한 정책화 과정을 성공적으로 유도할 수 있었던 영향요인은 다음과 같이 도출하였다. 첫째, 국민참여를 독려하기 위한 온라인 참여 채널을 다양화 하였다. 둘째, 국민참여를 독려하고 확대를 위해 대국민 아디이어 공모 및 국민심사에 대한 보상을 시행하였다는 점 역시 중요하다. 셋째, 국민들의 아이디어를 세련화하고 정제하기 위하여 전문가 등의 참여를 독려하였다. 이러한 연구결과를 통해 우리정부가 지속적으로 국민참여를 통한 정책화 과정을 유도하는데 일조할 수 있으리라 판단된다. 향후 국민참여를 통한 정책화를 위한 성공요인을 도출함에 있어서 계량적인 분석기법을 활용하여 국민참여과정, 온라인채널을 통한 의사소통, 전문가와의 협업 등의 영향요인들이 국민참여 과정에 어떻게 영향을 주는지를 증명하는 연구를 후속적으로 수행해야 할 것이다.

Though Public Participation in the field of landscape architecture in China is still in an initial process, it has brought positive effects. The public exhibition of important landscape planning and design schemes is part of current public participation in China. The aim of it is to seek the opinion of the broad masses. Based upon particular situations in China, this paper analyzes two latest significant cases, public exhibitions of Landscape Design Schemes of Beijing Olympic Green & the Central Zone and Beijing South Axis Road Green Space Planning Schemes, pointing out that media introduction, voting, and feedback are three indispensable sections of Public Participation. The approaches by making full use of public exhibitions to create a partnership in public participation are also examined.

본 연구는 공공서비스디자인을 위한 국민 참여의 실현 방법에 대해 살펴보고자 한다. 먼저, 공공서비스 개발프로세스 개선의 배경, 공공서비스디자인과 국민 참여의 개념을 이해한 후, 국민디자인단을 중심으로 공공서비스디자인을 위한 국민 참여의 실현 방법과 지향하는 바를 요약한다. 국민디자인단은 국민 참여를 실현하기 위해 국민의 직접적인 참여와 서비스디자인 활용에 기반 한 국민 참여 중심의 프로세스, 방법론을 채택했다. 이는 높은 수준의 국민 개입과 정부-국민 간 소통을 지향하는 것임을 발견하였다. 본 연구는 국민 참여 중심의 공공서비스디자인을 위한 국민 참여의 구체적인 실현방법을 탐색하거나, 본질적으로 지향해야 할 요소를 발굴하는데 유용하게 활용 될 것이다.

폭넓은 지식과 정보의 열린공간에서 시민들은 지식과 정보의 수준이 높아지고 중앙집권적 행정구도에서 지방분권적 자치행정으로 행정권한의 패러다임이 바뀜에 따라 사회 각 분야에서 직 간접적으로 공공기관에 참석하려는 시민들이 증가하고 그 참여방법도 다양해지고 있다. 본 연구는 지방자치행정기관에서 시행하고 있는 시민참여제도를 공공도서관의 주민참여측면에서 고찰하였고 지방자치행정기관의 다양한 시민참여제도를 공공도서관의 효율적 경영을 위한 주민참여프로그램으로 응용하여 보았다. 또한 이와 같은 공공도서관 주민참여프로그램들의 실태를 조사 분석한 후, 주민참여프로그램의 활성화 전략을 제시하였다.

Background: The purpose of this study is to investigate the factors that affect the participation of union members who involved in the Korean health cooperatives. Methods: Questionnaires were collected from 1,041 respondents who voluntarily participated in seven health cooperatives. In order to verify the hypothesis, collected data were analyzed using binomial logistic regression. Results: Longer tenure, higher collective motive, organizational age were associated with types of participation. In operative participation, marital status, higher reward motive, better accessibility to the cooperatives influenced concern about the high-level participation. Organizational age were associated with the high-level participation in management participation. Longer tenure, interaction with staff, management participation were involved in additional investment. Conclusion: This is the first study to statistically prove that the influencing factors on the participation in the health cooperatives. Based on these findings, the provision of differentiated strategies should be useful for increase of participation.

In the age of continuous media change and the coexistence of multiple forms of media, the relationship between the public's media use and political participation is an urgent area of study. This paper makes use of large national sample surveys from 2002, 2011, and 2015, summarizes the change of the public's media use by descriptive statistics analysis, and finds that while the Internet has become an important communication channel, the use of Internet for political information and political participation is still overestimated. Compared to the weak impact of different media channels for political information on political participation, the frequency of media exposure and Internet use play a significant role in political participation. Because of the negative effect of the frequency of Internet use on political participation, the democratization function of the Internet needs to be treated with caution. This paper describes media use and its roles in contemporary China, analyzes the impact of media use on political participation, and extends the cross-cultural application of the theory of political communication.

This paper examined public participation in the final Environmental Impact Statement(EIS) in terms of institutional procedures and content analysis. By reviewing EIS Draft Manual and related laws and regulations, seven problems were identified in the system. The content of public participation in 14 EISs were analyzed by a developed protocol, most results of which were similar to the identified seven problems. In conclusion, this paper suggested that the systematic problems should be improved to activate more efficient public participation.

본 연구의 목적은 도시경관계획에서 주민참여 증진을 위해 인터넷 환경 하에 운용 가능한 공공참여 GIS의 한 형태인 경관진단모델(Diagnosis Model of Landscape, 이하 DML)을 개발하는 것이다. 공공참여의 특성상, DML은 전문가뿐만 아니라 일반인도 쉽게 이용할 수 있도록 직관적인 인터페이스를 제공해 준다. 구체적으로 DML은 크게 세 개의 맵 모듈로 구성되어 있는데, 사전정보 전달을 위한 조사맵(survey map), 공공 참여형 진단맵(DML), 그리고 도시경관의 경년변화에 따른 경관 이미지 비교분석과 저장매체로서의 이미지베이스맵(image-base map)을 근간으로 하고 있다. DML은 다양한 의견 수집뿐만 아니라 경관문제에 공공의 참여를 적극적으로 유도토록 하고 있다. 이상에서 개발된 DML의 유용성을 검정하기 위해 실험적으로 경남의 의령읍과 함양읍에 적용하여 운용해 본 결과, 본 모델이 참여형 경관진단모델로서 유용하게 활용될 수 있음을 확인하였다.
