Comparative Analysis of Climate Change Adaptation-related Recognition between Public Officials and Citizens - Focused on ChungCheongBukDo-Province - (기후변화 적응에 대한 공무원 및 도민의 인식 비교 분석 - 충청북도를 중심으로 -)

  • This study has intended to perform comparative analysis of climate change adaptation-related recognition between public officials and citizens in ChungCheongBukDo-Province, Korea. To reach this goal, we identified difference between the two groups by prioritizing target group's adaptation policies for climate change, and analyzing climate change adaptation-related recognition in each sector. Climate change adaptation policies can have great policy utility when the boundaries between policy makers and detainees are blurred. Therefore, this study has suggested some measures to reduce the recognition gaps between the target groups by analyzing the characteristics of the groups.

An Empirical Study on the Perception of Disaster Management by Public Officials (공무원의 재난관리인식에 대한 실증적 연구)

  • This study conducted an empirical analysis based on the results of a survey conducted to determine the level of awareness of disaster safety management work of public officials working in disaster-related departments in 22 cities and counties in Jeollanam-do. Men were found to have more positive perceptions of individual competencies and organizational environments according to gender, and women were found to have more positive perceptions of disaster education than men. It was found that men and women had the same positive perception of departmental competency. Respondents to individual competency, organizational environment, departmental competency, and disaster education according to individual characteristic factors generally had positive perceptions.

  • Korean government implemented the Build-Transfer-Lease (BTL) mechanism since 2005 as one of the privatization methods to procure the social infrastructure with private investment. The mechanism was originally prepared 10 provide such public properties as education facilities, child-care facilities, old generation recuperation facilities, medical welfare facilities, military personnel's apartments, environment facilities, and lease apartments. Since 2005, a total of 13.5 trillion won-valued private fund has been directed to the public educational facilities, which occupies 58% of the total private investment in the facilities of the seven categories. However, many officials in the local public entities have anticipated that the local entities need to be restructured or downsized because of the privatization in stead of providing the educational facilities by governmental finance. The main objective of this study is to identify the appropriate technocrat organization structures to manage the privatization procedures.

Public Opinion on the Duterte Administration's COVID-19 Period through Editorial Cartoons on Facebook

  • This study explores the images and ideas presented by the editorial cartoons that have appeared in the author's Facebook timeline during Duterte's enhanced community quarantine (ECQ). The study analyzed 70 editorial cartoons posted between March 14, 2020, when Duterte declared ECQ in the National Capital Region of the Philippines, and June 22, 2020, a few days before the emergency powers of Duterte expired. This study used (visual-verbal) textual analysis as the research method to surface discourses embedded in the selected editorial cartoons. The editorial cartoons were clustered according to the roles the powerful people play in the images, and the details of each image were compared and contrasted to surface nuances in representation. The 70 editorial cartoons were classified into seven categories: (1) invisible (non-suffering) persons, (2) front liners, (3) privileged homeowners, (4) priority clients, (5) judges, (6) gatekeepers, and (7) dysfunctional public officials. They gravitated towards the tragic realities that call for acts of social justice and equity, and underscore specific contexts that need to be fixed by those in power.

  • Various problems are occurring as teachers and student's parents communicate directly through mobile phones. In this study, a service model was proposed that allows teachers and student's parents to communicate through SNS platforms without knowing each other's mobile phone numbers. In the civil complaint communication service model proposed in this study provides, communication key sets are provided as public data, and a commonly used SNS platform uses the relevant relationship information to implement communication. This model also has expandability that can be applied not only to teachers, but also to ① officers who need to communicate with the parents of soldiers, ② nursing, health and nursing care personnel who frequently contact patient caregivers, and ③ welfare officials.

  • This study looks at the influential factors of cyber education in order to create a cyberspace where the public official can obtain information at a place and time convenient to them. This will provide a chance to activate cyber education effectively. The results of the study show the influential factors of education effect as follows: - the instruction design and contents factors such as interesting educational contents, interaction between learners and teacher, and positive instruction, a31 had an important influence. - the learner factors, such as a desire to learn, motivation, and interest in the lesson, also had a significant influence. - the environmental factors such as systematical basis and support, atmosphere, and consideration of others had a large effect on the education effect.

  • Recently, the industry of private security needs to cope with system for specialization improvement to security business. Especially, private security will very important in various international events such as 2002 World Cup soccer game and so on. The analyses of this study have led to the following conclusions: First, the industry of private security must advance to trait by oneself. Second, it is needed that both public and private security must know about role-sharing between them on the basis of efficiency, and try to cooperate with each other for the events security. Third, it will educate and train their officials in professional techniques to events security. In addition, it should be expand to reserve manpower and for the motivation to security officials establish as minimum pay scale.

  • This paper aims at identifying the strategies for strengthening regional innovation systems. This paper is based on the objective evaluation on regional innovation systems by regional government officials who are in charge S&T promotion. This paper has two significances. First, regional government officials as manager on S&T policies, will be able to diagnose exactly their own regional innovation systems. Second, we will be able to get a complete figure on regional S&T culture throughout them. This paper argues that, in order to strengthen regional innovation systems, we must reinforce firms' technological capabilities, create and decentralize public research institutes, and diffuse the culture for appreciating S&T and innovation within region etc.

A Study on Physical Measurement of Officials in Jeonbug Province (전라북도(全羅北道) 공무원(公務員)의 체격(體格)에 관(關)한 연구(硏究))

  • A study was conducted on 2,210 officials in Jeonbug Province to check out their physical growth, development and nutritional state during the period June 1st 1975 to August 31, 1915. As the results of this study, the following conclusions were reached: 1. Physical measurement a. Body height: The mean body height of male was $166.8{\pm}4.6cm$ and that of female was $156.3{\pm}4.9cm$. The highest value of mean body height was $167.1{\pm}3.9cm$, showing by male of administrative job. The lowest valthe of that was $165.7{\pm}5.2cm$, showing by the male functional job, while the difference of body height was not significant in female. b. Body weight: The mean body weight of male was $61.5{\pm}4.6kg$ and that of female was $51.2{\pm}3.9kg$. The administrative job heavier than functional job of male by type of job, while that of female of functional job heavier than administrative job. c. Chest-girth: The mean chest-girth of male was $90.8{\pm}3.2cm$ and that of female was $83.6{\pm}3.6cm$. 2. Physical growth and developmental state a. The relative body weight was normal in male except the young man under 25 years, while that of female was under the level of standard. b. The relative chest-girth was showed standard values by all age group of officals. c. The Rohrer and Kaup indices were showed standard values except under 19 years officials and 30 to 34 years female officials. 3. Vervaeck index for nutritional status was appeared normal in male but under the values of standard in female.

A Study on Technostress and Information System Acceptance of Public Officials in Local Government (지자체 공무원의 테크노스트레스와 정보시스템 수용에 관한 연구 : 기술수용에 대한 테크노스트레스와 흡수역량의 조절효과를 중심으로)

  • The purpose of this study, we examined the influencing factors of acceptance of new information systems and attitude formation in 279 local government officials who were exposed to the use of new information technology, and examined the moderating role of technostress and absorptive capacity. As a result, technostress negatively affected attitudes by moderating perceived ease of use, and absorptive capacity generated a positive effect that further increased perceived usefulness. Technostress and absorptive capacity have both direct and moderating effects on attitudes. It suggests that management of technostress and absorptive capacity, which affects the formation of attitudes toward information technology acceptance, becomes more important for local government officials who need to accept new information technology through Top-Down decision making. In particular, we discussed ways to reduce technostress in order to prevent cognitive dissonance about determinants of technology acceptance.
