  • This research was performed with the aim of analyzing the 'expectation dynamics' of embryonic stem cell research which was revealed throughout the establishment process of Stem Cell Research Center from 2000 to 2002. Expectation dynamics is a chained process: expectation construction - raising fund - performing research. Normally, researchers are considerably circumspect and politically neutral in assessing the result of research. However, some researchers are very involved in building the expectation dynamics by developing an overestimated impact of the result, which can be understood as a kind of strategy for solving the financial problem and defending the criticism in terms of bioethics. Nowadays Biotechnology R&D costs a big budget and requires large site human resources, so building the expectation dynamics is a decisive element for a successful R&D performance, which makes the strategy-development in the political context much more important. By analyzing the actors-network of embryonic stem cell research in term of 'expectation dynamics', we can clarify the identify of embryonic stem cell researchers and draw a conclusion which is very helpful for decision makers and the public to make a decision related with embryonic stem cells.

  • According to the change in media environment, a support plan for local broadcast has been required. In terms of legal and institutional support for the development of local broadcast, the enactment of special Act for local broadcast has become a breakthrough. In this point of view, we analyzed the performance and the limitation of the special Act. As a literature research, analyzing the literature and related-ordinances, we have sought legal and institutional support plans for the local broadcast. As a result, with the Local Broadcast Development Council being in charge of legislative right and responsibility, a plan to empower them to have legal and institutional authority should be drawn; another plan to secure independence in operating a fund and to promote the capability to produce local broadcast programs and the distribution system should be drawn; the other elaborate plan for the locality index that assesses the locality is required. Local broadcast should be on a way to secure not only public interest and concern but locality and diversity; legal and institutional plans should be sought.

  • CALS/EC is about doing business electronically. It is based on the electronic processing and transmission of data, including text, sound and video. It encompasses many diverse activities including electronic trading of goods and services, online delivery of digital content, electronic fund transfers, electronic share trading, electronic bills of lading, commercial auctions, collaborative design and engineering, online sourcing, public procuremet, direct consumer marketing, and after-sales service. It involves both products(e.g. consumer goods, specialised medical equipment) and services(e.g. information services, financial and legal services); traditional activities(e.g. healthcare, education) and new activities (e.g. virtual malls). CALS/EC will be emerging to replace and substitute the role of the conventional market. By changing and eliminating some processes of the transactions, the electronic market and the electronic commerce will redistribute the power and hence the benefits of the market activities. Traditional way of doing business may enter into the new electronic market because the role and function of trust and established reputation will be reinforced in the electronic market. The CALS/EC through the Internet has been in the spotlight in the shopping behavior of the consumers. Accordingly Corporates are trying to adapt themselves to those rapidly changing environments being affected by the Internet. Among others, particularly to be noted is the CALS/EC between corporations and consumers whose potential growth can be considered very substantial. This report, focusing on the introduction of CALS/EC for the logistics of SMEs, will allow us to prepare more efficiently for the coming 21st Century. It is obvious that CALS/EC is fast becoming the useful way of exchanging not only information but products in business between firm-to-firm and firm-to-customer.

정보계획수립에서의 참조 모델 구축을 위한 접근방법

  • 오늘의 기업에게 정보기술이란 필수요소이다. 정보기술을 효과적으로 활용하기 위해서는 IT 인프라가 체계적으로 구축되어 있어야 한다. 해당 조직에 적합한 정보기술 기반구조를 설계하고 이의 도입을 위한 구체적인 계획을 수립하기 위해서는 체계적이고 효과적인 정보계획 수립(Information System Planning: ISP)이 필요하다. 그러나 정보계획수립 프로젝트의 상당수가 실패로 그치고 있다. 특히 정보기술의 지속적인 변화 때문에 수립한 정보기술 기반구조 계획안이 실제 구현되지 못하고 계획으로만 남는 경향이 있다. 이러한 ISP의 어려움을 해결하기 위해서는 정보기술 참조모델(reference model)을 적극적으로 활용할 필요가 있다. 즉, 조직의 정보시스템에 공통적으로 적용할 수 있는 IT 인프라나 표준 아키텍쳐를 바탕으로 정보계획수립을 수행해 나가는 방식이 필요하다. 이와 같은 참조모델 기반의 정보계획 수립은 새로운 아키텍쳐를 추출하고 표준화를 이룸으로써 프로젝트의 생산성을 높일 수 있다는 장점을 가지고 있다. 기존의 ISP 연구는 ISP의 필요성, 과정, 성공요인 등에 국한되어 왔으며, 방법론에 대한 연구는 미비한 편이다. 최근들어 ISP의 체계적인 분류나 참조모델 기반 계획수립의 필요성이 제기되었다. 그러나 아직까지 이와같은 접근에서 참조 모델을 어떻게 구축하고 활용해 나갈 것인가에 대한 연구는 부족한 실정이다. 따라서 본 논문에서는 참조모델을 구축하기 위한 다양한 접근방법과 각각의 특징을 제시한다. 나아가서 해당 조직의 상황이나 요구수준에 따라 적합한 접근방법을 선택할 수 있게 해주는 방안을 제시한다.타냈으며, 평가결과에 대해 여러 가지 방법으로 분석하였다. 첫째, 동종제품간 평가분석을 통하여 각각의 제품을 비교하였으며, 둘째 소프트웨어 종류별 평가로 제품을 응용소프트웨어, 응용개발도구, 시스템 소프트웨어로 분류하여 평균값으로 비교하였다. 셋째, 국내외 제품별 평가분석으로 전체 제품을 국내제품과 국외제품으로 분류하여 비교하였으며, 마지막으로 총괄분석을 통해 가중치를 적용하여 전 제품의 점수를 비교하였다. 여기에서는 각 제품의 평균점수에 대한 차이를 95%의 유의수준으로 T-Test를 실시하였다.uted to the society, and what the socioeconomic impacts are resulted from the program.   • Broadcasting telecommunication convergence service means a service where broadcasting and telecommunication converge. Recently with the advancement of technology, broadcasting telecommunication convergence service has been evolving to provide multimedia contents through various devices including wired and wireless network environment. Up to now, IPTV and smartphone-based convergence services have been dominant, but more developed and evolved technology and media will appear in the future. In order to derive the next generation broadcasting telecommunication convergence service supporting model, this study derives an evaluation model of broadcasting telecommunication convergence service and presents a case of evaluation of 30 demonstration projects supported by the Korean government from 2010 to 2014. In this study, we derive an evaluation model and evaluate the demonstration projects by reflecting the position of the main stake holders of service such as users, experts, and related organizational institutions, away from the existing simple service evaluation method. Expert questionnaire used AHP (Analytic Hierarchy Process) method, and the evaluation results were divided into upper and lower groups to provide key implications by a gap analysis. From this analysis this study suggests guidelines for next generation broadcasting telecommunication service support projects. The next generation broadcasting convergence service business should be based on open platform type in terms of service type. In terms of service media, it should be centered on open devices such as smart phones and smart TVs. In terms of types of business responsibilities, it should be led by public organizations and it is necessary to increase the fund matching ratio by at least 62% when the private sector participates.

Improvement of Cooperation Charge on Conservation of Ecosystem Reflected Natural Capitals Valuation - Focused on Forest Area - (자연자산의 가치를 반영한 생태계보전협력금 제도 개선 방안 - 산림지역을 중심으로 -)

  • In Korea, a cooperation charge on conservation of ecosystem is imposed to prevent indiscriminate development. The total amount of this charge is determined by multiplying the size of the destroyed area by a value per unit area and the area index within 5 billion won. Since 2001, the charge per unit area has been determined to be $250won/m^2$. In this study, we estimated the unit value of ecosystem services per year using benefit transfer method, with a focus on forest resources. According to our results, forest resources have a value of about $3,500won/m^2$ per year. When the non-use value is subtracted, that figure becomes approximately $1,300won/m^2$. If this value incorporates the unit value of the cooperation charge on conservation of ecosystem, it will increase. To comply with the original intent of the cooperation charge on conservation of ecosystem, the fund must be used to improve ecosystem services, including the restoration of a destroyed area or the purchase of new land.

The Analysis of Correlation between Management Performance and Governmental Support Policy for SMB (정부의 중소기업 지원정책과 기업성과의 상관성 분석)

  • In this paper we analyzed the management performance as the result of the korean government's support policy for the small and medium sized business (SMB). The governmental support policy was carried out for the companies classified in 3 criterion. The first is the upbringing of dynamic SMB group, which are driven by creativity and innovation. The second is the enforcement of technology-innovation and cooperation for SMB. The last is the establishment of the growth basis for SMB like funds, human resources and distribution channels. After categorization of above 3 classes, the affect of support policy on the management performance is analyzed, in terms of 3 aspects, management performance, technical performance and policy satisfaction. This study shows that the governmental support policy has the remarkable effects on the financial support sector of SMB. The 5 major sectors, 1) the upbinging of venture-innobiz innovation company, 2) rearing funds of knowledge-based service company, 3) R&D support, 4) support of management stability fund, 5) expansion of distribution channel to the public sector, are designed from 24 variables. The 3 sectors of these 5 are have the main influences from governmental support policy.

An Analysis on Current Research Funding and Open Access Status for Science and Technology Articles Published by S University Faculties (이공계 학술논문의 연구비 지원 및 오픈액세스 현황 분석:S대를 중심으로)

  • To identify current status of research funding and open access, this study analyzed the data available in science and technology articles had been published by S university's faculty members. The study showed that 71% of the articles funded by their universities or other research sponsors, whereas very few of articles have been self-archived for open access. So, government-sponsored research outputs could not be found in search engine Google Scholar. In developed countries, researchers who have received grants by the public or private sponsors should not only publish articles on scholarly journals but also deposit their digital research outputs in the repositories. Therefore, it is advisable for Korea research sponsors to strengthen and carry out open access mandate related laws. It is very important for universities as well as for their faculties that published articles' impact can be maximized by enabling open access. So, universities may as well construct their repositories and collect the contents with enthusiasm.

The discourse on how to integrate society and science: the applicability of participatory evaluation (과학기술과 사회 연계에 대한 담론: 사회참여형 과학기술 평가방법의 적용가능성 모색)

  • While Science tries to be far from Society, it actually does yearn for the trust from Society, on the other side. Its efforts getting back the trust has been witnessed with its fast evolution, consistent distrust from Society and Scientists' accountability with investment of public fund. Furthermore, many scholars have argued that there is the need to integrate science and society. In this regards, this paper explores how to integrate both spheres by participatory evaluation. To identify how the participatory evaluation works and should be, three main issues are mentioned. One is about evaluation methods; Objective-oriented and Behaviour aspects. Second is about prerequisite factors; sharing scientific language and changed recognition between civil society and scientists. Third is about challenge to be tackled; epistemological gap among evaluators and complex index. Under these issues, this paper sets out that the participatory evaluation should adopt the appropriate evaluation methodology. Last but not least, self-recognition and motivation by evaluators themselves are important factors, along with societal system which can take participatory evaluation.
