An Analysis of Consumer's Willingness to Pay for the Improvement of Agricultural Land's Nutrition Balance (농경지 양분수지 개선에 대한 소비자 지불의사 분석)

  • Korea has become the highest nitrogen balance (228 kg/ha) among 34 OECD member countries, and has the stigma of being a 'Nutrient overload country' as of 2019. Accordingly, research on the derivation and utilization of nutrient balance indicators and the 'regional nutrient management system' are being promoted to improve Korea's nutrient balance. It is necessary to support these policies and studies, form a public consensus on improving the nutrient balance, and evaluate the function of the public benefit. This paper aims to estimate the public benefit value of improving the nutrient balance based on an analysis of consumers' willingness to pay and recognition of Korea's nutrient excess for 600 consumers nationwide. As results, 21.2% of the respondents said they were aware of excessive nutrients in Korea, and 76.7% of the respondents said they were aware of the need for nutrient management. The average amount of intention to pay for the improvement of three pollution (soil, water quality, and air) that can occur due to a nutrient overload was ₩2,321.1 for soil pollution improvement, ₩2,391.2 for water pollution improvement, and ₩2,377.9 for air pollution improvement. The average willingness to pay for the three pollution reduction was ₩6,002.3. These results are expected to be used to form a public consensus on the balance of payments and to establish measures to enhance public interest values in the future.

  • The controversy over the mad cow disease in Korea can be understood as a demonstration of complex and skeptical public sentiments toward the government that were all mixed with expectations, demands, hope and mistrust. The governments decision to resume the import of American beef turned such expectations into mistrust and public hope into nationwide resistance expressed in the form of candlelight vigils. This phenomenon can not be simply explained as a fear of risks. Concerns over mad cow disease were a trigger but they were riot sufficient cause to explain the nationwide controversy involving all the Koreans. It was mad cow disease that triggered a sharp confrontation between the government trying to stick to its decision to resume the import of American beef and the opponents who were not convinced by the government. In fact, this is not simply an issue of a disease. It is rather a complex issue of the acceptance of risks, the consistency of the government policy, trust in the government, and the public consensus on the government policy. In this context, this study analyzes the controversy over the mad cow disease from the perspectives of risk management, public policy-making, and public trust and social consensus-building.

  • PBFT (Practical Byzantine Fault Tolerant) is a consensus algorithm that can achieve consensus by resolving unintentional and intentional faults in a distributed network environment and can guarantee high performance and absolute finality. However, as the size of the network increases, the network load also increases due to message broadcasting that repeatedly occurs during the consensus process. Due to the characteristics of the PBFT algorithm, it is suitable for small/private blockchain, but there is a limit to its application to large/public blockchain. Because PBFT affects the performance of blockchain networks, the industry should test whether PBFT is suitable for products and services, and academia needs a unified evaluation metric and technology for PBFT performance improvement research. In this paper, quantitative evaluation metrics and evaluation frameworks that can evaluate PBFT family consensus algorithms are studied. In addition, the throughput, latency, and fault tolerance of PBFT are evaluated using the proposed PBFT evaluation framework.

  • Even though the efficient public transportation system has been issued in many areas, a few practical methodology of analysis and evaluation of the transit system has been developed since applying the practical methodology faces many difficulties as a feasible solution. For example, designing the public transit transfer system needs the feasible consensus of requirement and solution among the related people and institutes, which the system engineering concept should be involved. It is necessary and confident to analyze and evaluate the public transit transfer system in term of system engineering process.

  • The objectives of this paper are to introduce the PI(Public Involvement) in railway project and case study about public participation in decision making process for Ko-Yang light rail line development, besides to emphasize the importance of information considering the difference of resident location, regional character and so on are investigated before and after public participation. As the results, it was clarified about PI activities styles that consensus is not achieved in Ko-Yang public participation, the psychological factor such as the knowledge and satisfaction, receptivity about light rail project strongly is affected to making decision.

  • With the rapid development of block chain technology, attempts have been made to put the block chain technology into practical use in various fields such as finance and logistics, and also in the public sector where data integrity is very important. Defense Operations In addition, strengthening security and ensuring complete integrity of the command communication network is crucial for operational operation under the network-centered operational environment (NCOE). For this purpose, it is necessary to construct a command communication network applying the block chain network. However, the block chain technology up to now can not solve the security issues such as the 51% attack. In particular, the Practical Byzantine fault tolerance (PBFT) algorithm which is now widely used in blockchain, does not have a penalty factor for nodes that behave maliciously, and there is a problem of failure to make a consensus even if malicious nodes are more than 33% of all nodes. In this paper, we propose a Adaptive Consensus Bound PBFT (ACB-PBFT) algorithm that incorporates a penalty mechanism for anomalous behavior by combining the Trust model to improve the security of the PBFT, which is the main agreement algorithm of the blockchain.

A Study on Smoking Area Guidelines that Respect the Rights of the People - With a Focus on Independent Outdoor Smoking Areas - (국민 권리존중을 위한 흡연공간 가이드라인 연구 - 실외 독립형을 중심으로 -)

  • Current principles of designating a smoking area within a non-smoking area rely on mere compartmentalization. This causes non-smokers aversion against smokers and smokers complaints about anti-smoking policies, which means both of them are not satisfied with the current scheme. In addition, such a system, far from the original intent of the law, does not provide appropriate respect for people's rights. The biggest problem of the current scheme is that smoking areas are not separated from non-smoking areas. Japan has continued installing independent smoking areas since 2002 and witnessed a decrease in the smoking rate. The country's success is attributable to: the state's active intervention in connection with enterprises; continuous environmental improvements and creation of goods; 'smoking etiquette' campaigns; and the sociality and group consciousness of Japanese people. It is recognized that the synergy of the designation of independent smoking areas and such multi-faceted efforts has led to the nation's accomplishment. Hence, it is required to install independent smoking areas in non-smoking areas in Seoul in order to respect the rights of smokers and non-smokers and resolve conflicts between them. It is not suitable to merely model after Japan's case, however, studies and guidelines that are tailored to Korea's own environment and social atmosphere are required. To ensure that the people recognize the necessity for smoking areas, a social consensus is formed and proper smoking areas are established in a systemic manner, a system for that purpose should connote a symbol of the social consensus and consequent guidelines should take physical elements, human activities and semantic assignment into consideration. This study aims to present basic guidelines to install separated smoking areas, which will keep distance between smokers and non-smokers, form a social consensus and establish a sound smoking culture. These would ensure that the rights of both smokers and non-smokers are fully respected and that government policies are trusted by the people.

A Study on Efficient Data De-Identification Method for Blockchain DID

  • Blockchain is a technology that enables trust-based consensus and verification based on a decentralized network. Distributed ID (DID) is based on a decentralized structure, and users have the right to manage their own ID. Recently, interest in self-sovereign identity authentication is increasing. In this paper, as a method for transparent and safe sovereignty management of data, among data pseudonymization techniques for blockchain use, various methods for data encryption processing are examined. The public key technique (homomorphic encryption) has high flexibility and security because different algorithms are applied to the entire sentence for encryption and decryption. As a result, the computational efficiency decreases. The hash function method (MD5) can maintain flexibility and is higher than the security-related two-way encryption method, but there is a threat of collision. Zero-knowledge proof is based on public key encryption based on a mutual proof method, and complex formulas are applied to processes such as personal identification, key distribution, and digital signature. It requires consensus and verification process, so the operation efficiency is lowered to the level of O (logeN) ~ O(N2). In this paper, data encryption processing for blockchain DID, based on zero-knowledge proof, was proposed and a one-way encryption method considering data use range and frequency of use was proposed. Based on the content presented in the thesis, it is possible to process corrected zero-knowledge proof and to process data efficiently.

Forest Biomass Utilization for Energy Based on Scientifically Grounded and Orthodox (산림바이오매스에너지에 관한 과학적 근거에 따른 통설적 접근)

  • Addressing climate change necessitates evidence-based policies grounded in science. The use of forest biomass for energy production is based on a broad scientific consensus at the international level. However, some environmental groups in South Korea are opposing this system of energy production. Through this study, the authors aim to reduce unnecessary confusion and foster an atmosphere conducive to meaningful evidence-based policies. We have classified the issue into eight categories: biological carbon cycle, carbon debt, nature-based solutions, air emissions, cascading principles and sustainability certification, forest environmental impacts, climate change litigation, and the behavior of environmental groups and public perception. Consequently, the following key points were derived: (1) the actions of some environmental groups seem to follow a similar pattern to denialist behavior that denies climate change and climate science; (2) the quality of evidence for campaigns that oppose the use of forest biomass for energy production is low, with a tendency to overgeneralize information, high uncertainty, and difficulty in finding new claims.; (3) most of the public believes that forest biomass energy is necessary, and the governments of major countries are aware of its importance. Significantly, Forest biomass for energy is based on an overwhelming level of scientific consensus recognized internationally.

Comparative Analysis of Stem Cell Research Policy Changes in UK, US, and South Korea: Application of Advocacy Coalition Framework Model (영국, 미국, 한국의 줄기세포연구에 관한 정책변동 비교 분석: Advocacy Coalition Framework 모형의 적용)

  • Background: Stem cell research competition is accelerating globally since President Obama signed an executive order, repealing Bush-era policy that limited use of federal tax dollars for embryonic stem cell research. Methods: In this paper, we conducted a comparative analysis of stem cell research policy changes in three countries, including the Human Fertilisation Embryology Act (HFEA) of UK, executive order 13,505 (removing barriers to responsible scientific research involving human stem cells) of USA, and Bioethics and Safety Act of South Korea. Debates on stem cell research are based on conflicts of fundamental beliefs that exist in the supporting and opposing coalitions. We compared regional characteristics of the advocacy coalitions in three countries and presented various factors that might be related to the policy changes. Results: The UK government, parliament, and the HFEA have sought expert consultations and public opinions to establish guidelines. UK has made social consensus through continued discussion for a long time. US President's veto power was one strongest factors influencing policy. South Korean policy was influenced by public opinion and policy brokers. Also, South Korea has not made social consensus. UK had a strong leadership and strong adjustment of coalitions but US and South Korea had not. Dr. Hwang's scandal has had one of the greatest impacts on policy decision in South Korea. Conclusion: The power of public opinion was critical in all three countries. In particular, the influence of public opinion was noticeable in South Korea. Also it turned out that in US and South Korea, the presence of a policy broker who could pursue his or her goals was the most powerful factor among the advocacy coalition factors.
