  • Despite the government 's efforts to reduce constructional disasters, it has been pointed out that the safety management cost of the Construction Technology Promotion Act does not reflect the actual site. Therefore, it is necessary to study the proper guideline of the safety management cost which can be used as the most fundamental measure to prevent construction accidents. Moreover for the securement of the reasonable safety management costs, it is important to calculate its appropriate rate. Thus, in this study, the appropriate rate of safety management cost was proposed by the construction cost & type based on the 111 execution plans of safety management cost, and the rate is analyzed to be 1/10 of the occupational safety and health management cost. The results of this study will be a guideline in improvement to the proper schedule rating system improvement and in implement of pilot projects.

  • This study concerns possible measures to prevent separatists' terrorist acts against overseas Korean businessmen. Of late, many Korean enterprises are helping a number of foreign countries develop their economy, by building factories and manning regional offices in those countries. But recent development of terrorism especially against Korean businessmen is alarming. This report discusses the need for Korean enterprises heading overseas to prepare themselves with awareness of terrorism and possible protective measures against it, besides their routine pursuance of profits; and for the government and prospective enterprises to refrain from investing in those countries having active separatist movements. If an investment has become inevitable, a careful survey of the region in conflict should be conducted and self-protective measures should be put in place through security information exchange, emergency coordination and training of personnel, etc. This study will first review the past terrorist incidents involving employees of overseas Korean enterprises, and then will focuss on seeking effective measures on the basis of the reported incidents. In carrying out the study, related literature from both home and abroad have been used along with the preliminary materials reported and known on the Internet from recent incidents. 1. The separatist movements of minority groups Lately, minority separatist groups are increasingly resorting to terrorism to draw international attention with the political aim of gaining extended self rule or independence. 2. The state of terrorism against overseas Korean enterprises and Koreans Korean enterprises are now operating businesses, and having their own personnel stationed, in 85 countries including those in South East Asia and Middle East regions. In Sri Lanka, where a Korean enterprise recently became a target of terrorist bombing, there are 75 business firms from Korea and some 700 Korean employees are stationed as of August 1996. A total of 19 different terrorist incidents have taken place against Koreans abroad since 1990. 3. Terrorism preventive measures Terrorism preventive measures are discussed in two ways: measures by the government and by the enterprises. ${\blacktriangleleft}$ Measures by the government - Possible measures at governmental level can include collection and dissemination of terrorist activity information. Emphasis should be given to the information on North Korean activities in particular. ${\blacktriangleleft}$ Measures by individual enterprises - Organizational security plan must be established by individual enterprises and there should also be an increase of security budget. A reason for reluctant effort toward positive security plan is the perception that the security budget is not immediately linked to an increment of profit gain. Ensuring safety for overseas personnel is a fundamental obligation of an enterprise. Consultation and information exchange on security plan, and an emergency support system at a threat to security must be sought after and implemented. 4. Conclusion Today's terrorism varies widely depending on reasons and causes, and its means has become increasingly informationalized and scientific as well while its method is becoming more clandestine and violent. Terrorist organizations are increasingly aiming at enterprises for acquisition of budgets needed for their activities. Korean enterprises have extended their business realm to foreign countries since 1970, exposing themselves to terrorism. Enterprises and their employees, therefore, should establish their own security measures on the one hand while the government must provide general measures, on the other, for the protection of the life and property of Korean residents abroad from terrorist attacks. In this regard, set-up of a counter terrorist organization that coordinates the efforts of government authorities in various levels in planning and executing counter terrorist measures is desired. Since 1965, when the hostile North Korea began to step up its terrorist activities against South Koreans, there have been 7 different occasions of assassination attempt on South Korean presidents and some 500 cases of various kidnappings and attempted kidnappings. North Korea, nervous over the continued economic growth and social stabilization of South Korea, is now concentrating its efforts in the destruction and deterioration of the national power of South Korea for its earlier realization of reunification by force. The possibility of North Korean terrorism can be divided into external terrorist acts and internal terrorist acts depending on the nationality of the terrorists it uses. The external terrorist acts include those committed directly by North Korean agents in South Korea and abroad and those committed by dissident Koreans, hired Korean residents, or international professionals or independent international terrorists bought or instigated by North Korea. To protect the life and property of Korean enterprises and their employees abroad from the threat of terrorism, the government's administrative support and the organizational efforts of enterprises should necessarily be directed toward the planning of proper security measures and training of employees. Also, proper actions should be taken against possible terrorist acts toward Korean business employees abroad as long as there are ongoing hostilities from minority groups against their governments.

Exploring Implications for Korean Education through Comparative Analysis of Unification Education between Korea and Germany (한국과 독일의 통일교육 비교분석을 통한 한국 교육에의 시사점 탐색)

  • This research aimed at suggesting the implication of Korean unification education based on German unification education, which country achieved unification from the divided country as Korea. Germany named unification education as the political education. German political education includes democratic citizen education, peace education, and solidarity education between the peoples. Also, besides school unification education, civic organization and parties treat political education. German political education is conducted by being shared with role by main government and several organizations, when the federal government level suggests a big frame. Also, political education with proper content could be conducted suitable for the characteristic of main area and the color of the party and civic organizations. Of course, federal government supports administrative financial support enough on this. In such situation, German people have naturally accepted and developed political education without distance. This situation has lots of implication on Korea. First, systematic system of unification education. In Korea, unification education is conducted mainly by Ministry of Unification and Education Center for Unification. However, in order to naturally approach the people, systematic system synthesizing civic organization, local government, religious organization, and educational local government should be established. Second, 'integration within acknowledgement of diversity'. In Korea, also, diversity should be acknowledged by being suggested by the country with the big frame, and the detailed parts by various institutions and civic organizations as Germany. Third, conversion to integrated education of unification education. Germany is conducting comprehensive education naming unification education as the political education. We also should prepare for coming unification in the near future by complementing the content by converting the mere unification education to comprehensive and integrated education.

Plan for Improvement of Local Governments' Roles for Effective Countermeasures for Disasters - Centering on Comparison with USA and Japan - (효율적 재난대응을 위한 지방정부 역할 개선방안 - 미국, 일본과의 비교를 중심으로 -)

  • In this study, in order to grope for local governments' roles for effective countermeasures for disasters, the researcher did comparative research on such roles of local governments of the USA and japan. In case of the USA and japan, their local governments take the 1st responsibility for quick countermeasures for disasters and cope with disasters in cooperation with central government and NGO, etc. In conclusion, in order to make Korea's system to cope with disasters more effective, first it is necessary to readjust roles of central government and local governments. In other words, in case of the USA and japan, law provides that initial responsibility for coping with disasters lies in local governments. Accordingly, when disaster happens, initial countermeasures are quickly made by local governments. It is also possible for local governments to secure organizations, tools and manpower in their own ways. Therefore, in case of Korea, it is also urgently required to divide roles for disaster management between central government and local governments. Second, it is necessary to establish local disaster management system per type that is proper for regional characteristics and situations. Third, it is necessary to form organic networks between civic groups, local private enterprises, and central government. Fourth, informatization of local disaster management system must be prepared quickly. Finally, in order to do local governments' activities to cope with sites smoothly, specialization of manpower is required. Accordingly, it is necessary to train professional manpower of local governments for disaster management and to develop programs to improve specialty.

  • This thesis introduce the organization system and office regulation of standardization administrative organization for the change of times, also suggest improvement plan for its effective management. The main improvement plan refer to the standardization administrative organization\`s work, this thesis suggest, 1. Readjustment of national standardization system and effective reorganization for standards information organization. 2. For industrial standards system, the korea industrial standards should be maintained uniform system, So decentralized korea industrial standard at government ,must be unified and maintained to unique policy for its effective improvement. 3. To strengthen with international standards organization, a institutional device, budget funds, and expert should be backed up. 4. For training and education of expert, Refer to the performance of one\`s duty, the proper expert should be chosen and posted. Also, systematic training and education system for expert must be developed, So they can be on duty continuously, Finally, this thesis suggest that the necessity of systematic and unique policy must be established for high position at international area. Since the limitation of data, the future research will be performed for budget funds and personnel setup.

Reviewing Contract of the Buenosaires Water Concession Case with System Dynamics (시스템 다이나믹스를 이용한 부에노스아이레스 수도사업 양여계약사례의 고찰)

  • Recently, the PPP (Public-Private-Participate) program on water and wastewater services in Korea has been under an active debate. However, the controversy has reached the limits of getting more valuable implications from past foreign experience beyond conceptual and/or qualitative case studies. This paper analyze scientifically and quantitatively the Buenos Aires Water Concession Project focused on propriety of the contract using system dynamics modeling. The results show that Buenos Aires's Project has several problems in the contract phase even though Argentina government spent much time to design it. Analysis results suggest that estimation of K factor considering delay effect and future uncertainty, reduction of the first fixed terms of contract, etc., are needed for a proper contract.

Status and Needs for Nutrition Services for Infants and Preschoolers among Public Health Center Workers and Infants Mothers (보건소 영유아 영양사업 실태와 보건소 종사자와 영유아모의 영양사업 요구도)

  • This study was carried out to investigate the present status of nutrition services for infants in public health centers and the need for nutrition services of health workers and infants mothers. The study subjects were 146 health workers and 197 infants mothers. The results were as follows : At present, the only major nutrition services for infants were vaccination and dental care. Proper nutrition management services were available to infants. Nutrition knowledge scores were 16.8 for health workers and 15.3 for mothers out of 20 possible points. Health workers strongly demanded a well-organized nutrition education program, government support, audio-visual materials and the employment of a community nutritionist. The public health workers, in particular, demanded the development of education programs for breastfeeding and weaning. The infants mothers demanded services of nutrition information and teaching of cooking and menu planning. Based on this, the results suggest that the employment of a community nutritionist and the development of practical nutrition service programs for infants are needed very urgently for public health centers.

A Study on the Characteristics of Water Quality for Groundwater and Purified Water of Several Schools in Gyeongsangbukdo Province (경상북도지역 학교지하수 및 정수기통과수의 수질특성에 관한 연구)

  • This study characterized water quality of groundwater and purified water used for drinking water in 30 schools in Gyeongsangbukdo Province. The results of the study showed that 43% of groundwater and 45% of purified water were not suitable for drinking. Among them, microbial contaminations were the most serious problem. In raw groundwater, the exceeding rates of total colony counts was the highest in August (53.6%). Purified water samples showed higher rate of exceeding drinking water standard for total colony counts while showing lower rate of exceeding drinking water standard for total coliforms and fecal coliforms in March and August. Overall, proper managements for microbial contaminations are required for both groundwater and purified water. Furthermore, special attention should toward students not to drink water when groundwater or purified water exceeds the drinking water quality standard.

  • Health behavior of the people is not satisfactory and it is recommended that proper health education methods be utilized for health promotion of the people. In order to accomplished health promotion objectives. it is necessary to assign teachers specialized in health education to schools and health educators to communities. Health promotion bill is prepared by members of national assembly and the government has to develope a sound policy for the health promotion of the people. In developed countries. health educator are serving communities and help people for health promotion. It is recommended that health educators be assigned to local health departments and local health centers throughout Korea, and to general hospitals. It is recommended that public health related associations, health education association and professors of health care departments in colleges work together for better health services through health education. The most important variable to affecting KAP level of people on environmental health was education level.

  • Korean government is planning to supply a half million public and permanent rental houses from 2013 to 2018 for settlement of non-homeowners. It is requested an objective criterion to appropriate the budget for the rental houses construction project cost. In this study, construction cost indices, which reflect the inflation trend of construction resources, were explorated to suggest a effective methodology for the construction cost estimation of therental houses. We figured out the future construction cost indices using several scientific methods, and seven estimated indices values were shown. It is required an additional research to select the proper value among the analyzed indices.
