Challenges to Prevent in Practice for Effective Cost and Time Control of Construction Projects

  • Cost and time control of projects is important in preventing project failure. However, achieving effective cost and time control in practice is often challenging. The challenges of project cost and time control in practice are investigated by carrying out a questionnaire survey on the top 150 construction contractors in the UK followed by in-depth semi-structured interviews of practitioners from 15 construction companies in the country. Quantitative analysis reveals that design change is the most important factor inhibiting the ability of UK contractors from effectively controlling both the cost and time of construction projects. Four of the top five factors inhibiting effective cost control are also the top factors inhibiting effective time control albeit in a different order. These top factors-design changes, inaccurate evaluation of project time/duration, risk and uncertainty, non-performance of subcontractors and nominated suppliers were also found to be endogenous factors to the project. Additionally, qualitative analysis of the interviews reveals 16 key challenges to prevent for effective project cost and time control in practice. These are classified into four categorised based on where they stem from as follows; from the organisation (1. Lack of integration of cost and time during project control, 2. lack of management buy-in, 3. complicated project control systems and processes, 4. lack of a project control training regime); from the construction management/project management approach (5. Lapses in integration of interfaces, 6. project control not being implemented from the early stages of a project, 7. inefficient utilisation and control of labour, 8. limited time devoted to planning how a project will be controlled at the outset); from the client; (9. Excessive authorisation gates, 10. use of adversarial and non-collaborative forms of contracts, 11. communication problems within client set-up, 12. obstructive client representatives) and; from the project team (13. Lack of detailed/complete design, 14. lack of trust among the project partners, 15. limited time devoted to project control on site, 16. non-factual reporting). The study posits that knowledge of these project control inhibiting factors and challenges is the first step at ensuring they are avoided and enable the implementation of a more effective project cost and time control process in practice.

  • This study was carried out to analyze the working conditions and Job Satisfaction of foreigner agricultural trainees. Foreigner training program is governmental project to decrease the shortage of labor resources in farm household and increase of income for trainees, to transfer the agricultural technology to sending country. For this purpose, data were gathered from 110 foreigner agricultural trainees consisted of 91 Uzbekistanian and 19 Mongolian by interview with questionnaire. The results are as follows: 1) the trainee answered to increase the income and technical training regardless of nationality, age, wedding, and types of agriculture. 2) the trainee felt crucial difficulties in language usage and homesick during the training program, 3) Training program should be concretized in working schedule.

  • Korea became the 5th country by opening the Kyungbu-Highspeed Railway in April of 2004, which has contributed to technical innovations and motivated to increase SOC investment for the Railroad facilities. This increase of Railroad facilities will need the many railroad civil engineers who are in charge of construction and maintenance. Moreover, we need more qualitative engineers to catch up with the speed of technical renovation and to play an important role in exporting our railroad technique to outside country such as China, and Russia. In this paper, a new alternative of training railroad civil engineers will be investigated in relation to NURI Project, which is sponsored by Ministy of Education.

  • Recently, the roles of the construction engineers become more important in all phases of construction project life cycle. Construction engineers' capabilities is one of the key factors to accomplish construction project objectives. After acquiring basic Knowledge and skills in colleges, the construction engineers have opportunities to develop their abilities through continuous education provided by companies, associations, colleges, and so on. The current eduction system is not sufficient enough to assist engineers to develop their potentials. The construction professionals training system that help career development, career management, education and training is need to raise excellent engineers in a long term perspective. In order to investigate the necessity and the element in the career development support, I perfromed the perception about the career deveolopment by doning question investigation.

  • Recently, PPP (Public-Private-Partnership) Projects, which private companies invest in, plan, design, construct and operate, have become more popular around the world. The construction industry environment is becoming increasingly competitive. The PPP project is composed of various organizations, so it is very difficult to carry out the project successfully. In this environment, the construction companies are trying hard to secure a competitive advantage. In this study, we tried to identify the role of project manager's leadership and project citizenship behavior as a precedent for creating performance in PPP (Private-Public-Partnership) project. We examine the impact of PM's transformational leadership and transactional leadership on project citizen behavior and examine the impact of project citizen action on project management performance and completion performance. For this study, we conducted a questionnaire survey on PPP project participants. As a result, the following results were obtained. First, transformational leadership and transactional leadership had a significant influence on project citizenship behavior. Second, project citizen behavior had a significant impact on both project management performance and project completion performance. The idealized influence of transformational leadership and the Active management by exception of transactional leadership were found to be very important in shaping PPP team's project citizenship behavior. Therefore, this study has academic implications in studying the effects of PM leadership and project citizenship behavior on the performance of PPP project. And it is expected that it will help selection and training of PM to secure a competitive advantage for construction companies that implement PPP projects practically.

A Study on the Performance Analysis of LINC+(2019~2021) Program in Dental Hygiene Department (일부 치위생학과의 LINC+(2019~2021) 사업 성과에 관한 연구)

  • Objective: This study intends to analyze the performance of LINC+ program for three years of the dental hygiene department at Ulsan college and to present the direction for the operation of the LINC 3.0 project to be conducted for 6 years. Methods: A survey was conducted on 87 human resources officers participating in the LINC+ project of dental hygiene department from July 2021 to August 30, 2021, and the IBM SPSS Statistics 24.0 program was used for data analysis. Results: In terms of the suitability of the curriculum, operation of clinical practice averaged 4.82 points and omnibus courses averaged 4.77 points, and it was identified that OJT course, clinical practice, and educational environment make effects on job adaptation period, education and training period, and the reduction of education and training costs(p<0.05). Conclusion: In order to produce graduates who are highly adaptable in the field, participation of industries in the development and operation of the curriculum must be expanded and jointly operated, and it was possible to confirm the importance of the same educational environment as the industry to shorten the job adjustment period.

  • KEPCO constructed the first 765kV 2 circuit transmission line in the world with its home grown technologies. Through this 765kV transmission system project, KEPCO accumulated experience and technologies related to the 765 kV power system. Based on the successful completion of the 765kV transmission project, KEPCO is conducting overseas business by using its abundant experience and know-how. In particular, KEPCO developed the training course for power system, called the ATT (Advanced Transmission Technology) training courses for overseas business, especially for developing countries. Therefore, KEPCO developed the "Transmission line design system for overseas projects". This system supports the calculation of wind pressure load, tower design, wire selection, insulation design, etc. by applying the meteorological data of foreign countries and design standards. And this system is applied to the training program so that the trainees can design the optimal transmission line for their own countries.

  • Training and process analysis in the construction industry has not taken full advantage of new technologies such as building information modeling(BIM). The purpose of this research is to develop a framework for the virtual interactive construction education system using three dimensional technologies. The modules will simulate the construction process for a facility from start to finish using information drawn from real projects in the built environment. These modules can be used as training tools for new employees where they attempt to optimize time and cost in a virtual environment given a limited number of equipment, time and employee options. They can also be used as a process analysis tool for new construction where a number of situational variables can change leading to exposure of potential risk. These modules would be particularly useful for repetitive construction where the initial project is analyzed for optimization and risk mitigation. This paper describes the framework and shows a residential construction example using a 900 square foot wood frame single family house designed for the United States.

  • The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.

  • Market in the 21st century innovative products is not the same as marketing traditional products and services. Whether for survival or to sustain market leadership, Design Marketing Strategy is the key in the new era of world competition. Design Strategies are also more critical issues in the future, because most business and firms depend on successful design project. In order to effectively bring creative professional output to market, design leaders who can use design intelligence to shape the future of their organizations and business must evidence marketing strategy technology, creative and managerial skill. Design Management links design and related business activities into a creative and coordinated strategy for creating value and sustainable advantage for the firm. Design education has focused primarily in the training of professional designers within their specific disciplines. But it dose not provide training in the management skills necessary to effectively lead a design project team. Most design colleges do not provide any integrated education in leadership and team building, strategy, finance, marketing or project management. This is the time that Design Management Program should be prepared to provide design students who want to manage design project in creative industry. The program has to be prepared to provide all the business skills and information that design students need to know in an upper-level undergraduate school. The Program's goal is to graduate design leaders able to strategically manage a design project for the challenge of managing in the 21st century.
