CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로 (A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model)

  • 본 연구는 K연구원의 상향식 R&D과제기획 차원의 신규 연구기획과제 선정평가를 위한 평가도구 개발에 목적을 두고 진행하였다. 이를 위해 CIPP모형과 연구기획평가를 위한 선정평가 및 평가지표에 관한 선행연구를 중심으로 R&D과제기획 선정평가 항목과 문항을 개발 한 후, 2회에 걸친 델파이 조사를 실시하였다. 개발된 평가도구는 13명의 전문가를 대상으로 설문조사를 실시하여 내용타당도, 합의도 및 수렴도를 검증하였다. 최종 선정된 R&D과제기획 선정평가 도구는 8개 항목에 총 21개 문항으로, 상황평가 5 문항, 투입평가 2문항, 과정평가 8문항, 산출평가 6문항으로 구성되었다. 개발된 평가 도구는 상향식 기획 과정상의 문제점을 해소하고 연구자들의 기획역량을 제고하는 데 기여할 것이다. 또한, 선정평가 시 평가에 대한 일관성과 효율성 제고에 기여할 것이다.

  • 건설공사는 복잡화, 다양화, 대형화되고 있으며 이러한 다변화된 건설 환경에 대응하기 위해 건설 선진국에서는 다양한 발주방식을 도입 적용해 오고 있다. 국내에서도 지속적으로 발주제도를 개선해 오고 있으며, 최근에는 공공건설공사의 발주방식을 보다 다양화하려는 취지에서 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입찰"을 새로 도입하였다. 하지만 이러한 정부의 노력과는 달리 몇몇 발주기관에서는 발주방식 선정기준 부계로 인해 공공건설공사에 있어서 획일적인 발주방식을 적용하고 있다. 이에 본 연구는 공공기관에서 기 발주된 건설공사 실태 및 현황분석과 설문조사를 통하여 발주방식 적용에 있어서의 문제점을 도출하고, 개선방안으로 발주기관이 객관적인 자료로 활용할 수 있는 사업유형별 발주방식 선정기준을 제시하고자 한다.

청년 농업인 육성지원제도 개선을 위한 중요도-만족도 분석 (Importance-Satisfaction Analysis for Improvement of Young Farmers Fostering Support Policy)

  • The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

  • 발주방식은 프로젝트 참여자들의 관계, 역할, 의무 등을 정하는 것으로, 프로젝트를 성공적으로 수행하기 위해서는 적정 발주 방식을 선정하여 적용하여야 한다. 현재까지 국내에서는 주로 설계시공분리방식에 의해 대형공공공사를 수행해 왔지만, 정부에서는 일괄입찰이나 대안입찰방식을 점차 확대하려는 정책을 추진하고 있다. 그러나 발주방식은 정책에 의해 결정하기보다는 사업목적 당해 프로젝트의 물리적인 특성, 사업수행환경 등을 종합적으로 고려하여 결정하여야 한다. 본 연구에서는 사업결과에 상당한 영향을 미치는 적정 발주방식을 결정하기 위한 객관적인 발주방식 선정기준과 더불어 정량적으로 발주방식별 성능을 비교ㆍ평가할 수 있는 적정 발주방식 선정절차모델을 제안하였다. 발주방식 선정기준은 프로젝트 특성, 발주자 특성, 사업수행환경으로 구성되어 있으며, 발주방식 선정모델은 발주방식 선정 체크리스트, 발주방식 선정 매트릭스, 발주방식의 적정성 판단의 3단계로 구성되어 있다.

Feasibility Evaluation of High-Tech New Product Development Projects Using Support Vector Machines

  • New product development (NPD) is defined as the transformation of a market opportunity and a set of assumptions about product technology into a product available for sale. Managers charged with project selection decisions in the NPD process, such as go/no-go choices and specific resource allocation decisions, are faced with a complicated problem. Therefore, the ability to develop new successful products has identifies as a major determinant in sustaining a firm's competitive advantage. The purpose of this study is to develop a new evaluation model for NPD project selection in the high -tech industry using support vector machines (SYM). The evaluation model is developed through two phases. In the first phase, binary (go/no-go) classification prediction model, i.e. SVM for high-tech NPD project selection is developed. In the second phase. using the predicted output value of SVM, feasibility grade is calculated for the final NPD project decision making. In this study, the feasibility grades are also divided as three level grades. We assume that the frequency of NPD project cases is symmetrically determined according to the feasibility grades and misclassification errors are partially minimized by the multiple grades. However, the horizon of grade level can be changed by firms' NPD strategy. Our proposed feasibility grade method is more reasonable in NPD decision problems by considering particularly risk factor of NPD in viewpoints of future NPD success probability. In our empirical study using Korean NPD cases, the SVM significantly outperformed ANN and logistic regression as benchmark models in hit ratio. And the feasibility grades generated from the predicted output value of SVM showed that they can offer a useful guideline for NPD project selection.

계층의사분석 기법을 적용한 어촌뉴딜 300사업의 선정 결정요인 연구 (A Study on Decisions of Selection Factors in the Fishing Village New-deal 300 Project Using the Analytic Hierarchy Process)

  • 어촌뉴딜 300사업은 300개의 어촌과 어항을 대상으로 하는 복합개발사업으로 낙후된 시설 개선 및 지역특화 자원활용 등 전문프로그램을 제공하는 사업이다. 본 연구에서는 어촌뉴딜 300사업의 선정평가 항목 별 가중치 결정을 위해 다기준 평가방법인 AHP로 전문가 설문조사를 통한 분석을 수행하였다. 평가결과, 상위계층 평가항목은 개발여건 및 기본구상, 사업효과, 사업계획, 사업 시행 및 관리순으로 중요도가 높게 나타났다. 사업효과 항목은 가이드라인에서 6점으로 낮은 배점이었지만, AHP 결과 15.57점의 배점이 도출되었다. 본 연구에서 도출된 항목별 가중치는 향후 어촌어항 개발사업 평가항목 배점 선정에 참조할 수 있을 것이다.

한전 765 KV 송전선로 전선선정 검토의 기본 방향 (The conception of conductor selection for KEPCO 765 kV T/L.)

  • Lately in KEPCO, the power plant capacity has increasingly become larger than before and it has become difficult to get R.O.W for T/L. Therefore KEPCO decided to increase its system voltage level from 345kV to 765kV. By doing this, KEPCO would like to expand its transmission capability by less T/L route. In 765kV system, we should consider various kinds of environmental impacts that can be neglected in lower voltage level. These environmental impacts are very important factor in T/L design. That can be changed greatly according to the selected conductor. And also conductor selection has relation with the economy of T/L construction directly. This paper deals with some general factors to be considered and basic principles about the conductor and ground wire selection for 765KV T/L with referring to the experiences of foreign utilities.

Considering Service Factors in R&D Project Selection: Telecommunications and Broadcasting Convergence in Korea

  • Digital Multimedia Broadcasting (DMB) and Internet Protocol Television (IPTV) are now in commercial service, tearing down the traditional boundaries between the telecommunications and broadcasting sectors. These latest developments also hold important implications for research projects in related areas. Both telecommunications and broadcasting being fields with a strong service orientation, market demand should be the primary consideration when selecting research and development (R&D) projects in these areas. This study presents a process for selecting converged telecommunications-broadcasting technology development projects from a demand-oriented perspective, using criteria that are based on projected future demand characteristics. Aimed at increasing the efficiency of the R&D project selection process in telecommunications and broadcasting convergence, this study can point out new directions in R&D management in this field.

주거환경 만족도와 주거선택요소 중요도 변화에 관한 연구 - 서울지역 거주자를 중심으로 - (Study on the change in the Satisfaction Degree on the Residential Environment and the change in the Selection Tendency of the Residential Property - Targeting Seoul Residences -)

  • Recently, Seoul residential real estate market showed a big change, especially in 2007. The residential property price in Seoul had been mainly affected by 5 provideces: Kangnam-gu, Seocho-gu, Songpa-gu, Gangdong-gu and Yangchun-gu, but these providences started to show the decrease in price while the other providences ironically showed the opposite direction. Therefore, this project was derived from this phenomenon recognition and the necessity as the new market trend requires. The pre-research was carried out with the point of social-population academic view, but this project provides the analysis on the new market trend by simplifying the complex valuation indexes, originated from the pre-research. In result, the aspects of the change could be categorized into time-manner classification and territorial-manner classification, in cope with the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Based on the the moving-preferred area criteria, the territorial classification was categorized into 3 areas: 5 providences, which showed the initial decrease in real estate price (area 1), the other Kangnam area (area 2), and Kangbuk area (area 3). The result illustrated the reasonable change in the satisfaction degree on the residential environment and the selection tendency of the residential property. This project was able to reach the following conclusion : Firstly, the housing development planning should be devised by the residential environment, including the view and the natural environment, not by the area. Secondly, the housing development planning in the other Kangnam area (area 2) and Kangbuk area (area 3) should embrace the business function, not the housing development only. Last, the housing development planning in Kangbuk area (area 3) should be able to enhance education and culture function and be connected by various transportation system. This project analyzes the change in the satisfaction degree on the residential environment and the selection tendency of the residential property. Thereafter, this project has the purpose of providing the aid in understanding of the basis of housing development information.

지역경제활성화를 위한 향토산업육성사업의 추진모형 연구 (A Study on the Drive Model of Local Industry Promotion Project for the Revitalization of Local Economy)

  • This study postulates a study model to examine the effect on the local economy revitalization of a selection of local resources, the local innovation capability strengthening, the establishment of promotion system and the creation of revenues for the participant groups of the local industry promotion project. To accomplish study purposes, 169 response samples from 85 project groups which drive the local industry promotion project were verified using SPSS 12.0 and AMOS 5.0. The results showed that firstly, the selection of local resources had a significant effect on the local innovation capability strengthening. Secondly, the local innovation capability strengthening had a significant effect on the establishment of promotion system. Thirdly, the establishment of promotion system had a significant effect on the creation of revenues. Fourthly, the selection of local resources didn't have an effect on the revitalization of local economy. Fifthly, both the local innovation capability strengthening and the establishment of promotion system didn't have an effect on the revitalization of local economy. Sixthly, the creation of revenues had a significant effect on the revitalization of local economy. According to the verifications of study model, the revitalization of local economy is achieved by inducing creation of revenues through the local innovation capability strengthening and the establishment of promotion system after the selection of local resources. From these results, this study presents suggestions, limits of study and directions in the future study.
