Purpose: The purpose of this study is to identify key performance evaluation items and factors that are effective and practical for project management of defense standard standard improvement projects, and to develop a quantitative performance evaluation model. Methods: For the development of a performance evaluation model for defense standard improvement projects, we analyzed past major project performance and derived evaluation items and factors. To increase the objectivity and efficiency of project evaluation, we developed an evaluation index that enables relative evaluation of evaluation targets, and calculated the main importance of evaluation items using the Analytic Hierarchy Process (AHP) method based on the main opinions of expert groups. Results: The study resulted in the identification of main performance items for defense standard improvement projects, which were classified into defense standard conformity review performance and defense standard improvement performance items. We also simplified the evaluation model by integrating various evaluation items into similar evaluation factors. Additionally, we developed a quantitative evaluation index that enables relative evaluation of the targets and verified the objectivity and validity of the suggested performance evaluation model by reevaluating it using performance data from past commissioned professional institutions Conclusion: Developing a quantitative evaluation model for defense standard improvement projects is expected to provide a means of measuring the effectiveness of the project, and to be used as a tool to determine the appropriateness and effectiveness of medium and long-term project plans.

Environmental Impact Assessment(EIA) was first formally established in the Korea in 1981. Subsequently there has been a rapid growth in EIA activity, and over one hundred fifty environmental impact statements are now published in Korea each year. Although EIA now has almost 20 years of history in the Korea, elsewhere the development of roles and practice is more recent. Development is moving apace in many countries, including the Japan and the EU Member States. Such progress has not been without its problems, and a number of the current issues in EIA-scope of the assessment, the relative roles, the quality of assessment and monitoring and auditing after decision, and so on- are highlighted. So the purpose of this article is to reform the EIA roles and process, in extending the scope of activity, and assessing effectiveness. This article suggested improving the effectiveness of project assessment, widening the scope: stretegic environmental assessment, and extending EIA to project design process, environmental monitoring and feedback system.

This paper proposes a model to assess the maturity level of Six Sigma activities. We classify the maturity level into 5 stages: initial, forming, storming, performing and mature stage. To evaluate the maturity level, 10 categories of Six Sigma with 3 factors each are identified: management leadership, belt system, expert training, establishing execution system, compensation, organization, corporate culture, customer focus, project selection, and management of project results. Scoring 277 items in total, the value of each factor is evaluated by weighted average of those items. Maturity level is appraised by rating the sum of scores of 10 categories that are obtained by summing up the values of its 3 factors. Values of weights and criteria of rating maturity levels are determined by analyzing 90 companies and Six Sigma exper's opinion. This study also shows the actual appraisal results of some companies.

Hypertension has already become a serious health problem in many countries. Treatment is effective, however, and the detection and long-term management of those at risk pose sustained challenges. Community programs can be an important strategy for primary prevention of hypertention and for monitoring the progress and promoting compliance of hypertensive patients. Hwachon Health Demonstrain Project has designed community hypertention control program, especially emphasizing role of public health sector, and operate that model from 1990 at Hwachon county, Kwangwon province. This paper appraise the effectiveness of curent activities. Many paper appraise the effectiveness of curent activities. Many hypertensive persons who have not recognized his disease were identified and began hypertension treatment. However about two thirds of patients have not complied continuously with medical advice. Consequently, the project team redirects its efforts. Less emphasis is being placed screening and identification of patients, while more emphasis is being placed on increasing compliance with treatment recommendations. Some approches to improve hypertension control program are also discussed in the context of the field experience and literature on this suvjest.

SI(System Integration) Projects need more efficient project processes. Having efficient contracting laws and regulations is one of the critical success factors for SI industry growth. Former researches developed a framework for efficient contracting laws and regulations for SI industry based on the characteristics of SI business and SI industry. However, the effectiveness of the proposed framework has not been analyzed. This paper tests the validity and effectiveness of the proposed framework. Emprical analysis has been performed to show consensus of each interested parties. Developers and outsourcers have some conflicts in several critical issues of SI project processes. However, comprehensive analysis shows overall consensus among interested parties.

Many agile practices have been suggested for software development flexible enough to adapt to a rapidly changing environment. However, too many agile practices hinder computer engineers from deciding which agile practices are suitable for a given project. They need guidelines of the benefits an agile practice provides for a project, and how many of its benefits are effective. Therefore, this study investigates IT experts' perspectives on each agile practice's effectiveness in their projects using a repertory grid technique. Based on an analysis of data collected from 23 Korean IT experts about 33 agile projects, we elicit 361 cognitive effects categorized into 30 benefits using content analysis. Next, we identify agile practices that are primarily used and recognized as positive and further examine what benefits many agile practices usually bring. Finally, we evaluate the level of benefits overall that each agile practice provides.

In this study, the magnitude of the influence of word frequency on the change of perception of residents before and after resident competency strengthening education in villages where the rural field forum was conducted was analyzed. The results of analyzing the changes in residents' perceptions of the village development project according to the frequency of words are as follows. It was found that talking about surrounding factors had a greater influence than individual factors of keywords. In addition, the frequency of word use had a positive effect on the resident's perception. It was analyzed that items with high awareness of resident prior to resident competency-enhancing education had a low impact.

Value Engineering has been recognized as one of the construction management techniques for improving the value and benefits of whole project. However, due to the lack of the past data and inefficient free-thinking techniques, the idea generation during VE workshop is still inefficient and ineffective. Even though various studies related to theoretical methodology and technical systems relevant to database were conducted, VE team still mainly rely on their experience for idea generation. With this regard, this study suggests an approach of BIM-based idea bank and assesses its effectiveness by interviewing 20 VE experts in the industry. This approach covers the three steps of idea generation, consisting of 1) Developing BIM based VE database, 2) Generating VE ideas, 3) Updating VE ideas. The result showed that the proposed approach has great potentials to support VE team and improve the quality of VE ideas during creativity phase.

In order to create a densely written initial process plan, it is necessary to compare the economic feasibility of time and money by reflecting Slack time. Through this, site managers can lead a successful project based on reasonable and stable construction.

본 연구는 2014년부터 2016년까지 경기도 파주시에 도입된 스마트워터시티(Smart Water City, SWC) 사업의 효과를 사업목표 대비 달성도 중심으로 분석한다. SWC란, 상하수도 시설에 ICT를 접목하여 물 관리의 효율화를 도모하는 스마트 물 관리시스템(Smart Water Management System, SWMS)을 바탕으로 건강한 물 공급체계를 구현한 물의 도시를 말한다. 본 연구는 SWC 사업의 효과성을 평가하기 위하여 사업목표에 상응하는 평가 기준을 수립하고, 사업 시행 전후의 값(산출물)을 비교 분석한다. 분석 결과, SWC는 공급과정의 수량 및 수질 관리를 강화하고 수돗물의 신뢰도 및 음용률을 제고하는데 기여하였다. 구체적으로는 평균 유수율 및 누수저감량 향상, 수질감시시스템의 확산, 배수관로의 부유성 입자농도 및 탁도 감소 등을 달성하였다. 이는 명확한 목표 설정과 달성을 위한 구체적인 실행 방안, 그리고 시민들을 위한 적극적이고 집중적인 서비스가 제공되었기에 가능하였다. 수량 및 수질과 관련된 대부분의 수치상에서 SWMS 도입 이전 대비 개선된 성과를 보였다는 점은 스마트워터시티의 긍정적인 효과로 볼 수 있다. 그러나 산출물에 대한 계량화된 분석은 긍정적인 변화에 끼친 다른 외부요인을 밝히는 데는 한계를 보인다. 향후에는 SWC 확산을 위한 가이드라인과 더욱 포괄적이고 구체적인 평가지표가 마련되어야 하며, SWMS은 이용자의 필요를 고려하여 개발되어야 할 것이다.
