We see an energy fucused smart city evolution of the UK along with the project of "Smart London Plan (SLP)." A theoretical logic of business model innovation has been discussed and a research framework of evolving energy focused smart city is formulated. The starting point is the silo system. In the second stage, the private investment in smart meters establishes a basement for next stages. As results, the UK's smart energy sector has evolved from smart meter installation through smart grid to new business models such as water-energy nexus and microgrid. Before smart meter installation of the government, the electricity system was centralized. However, after consumer engagement plan has been set to make them understand benefits that they can secure through smart meters, the customer behavior has been changed. The data analytics firm enables greater understanding of consumer behavior and it helps energy industry to be smart via controlling, securing and using that data to improve the energy system. In the third stage, distribution network operators (DNOs)' access to smart meter data has been allowed and the segmentation starts. In the fourth stage, with collaboration of Ofwat and Ofgem, it is possible to eliminate unnecessary duplication of works and reduce interest conflict between water and electricity. In the fifth stage, smart meter and grid has been integrated as an "adaptive" system and a transition from DNO to DSO is accomplished for the integrated operation. Microgrid is a prototype for an "adaptive" smart grid. Previous steps enable London to accomplish a platform leadership to support the increasing electrification of the heating and transport sector and smart home.

Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.
Context: Genuine community participation does not denote taking part in an action planned by health care professionals in a medical or top-down approach. Further, community participation and health education on breast cancer prevention are not similar to other activities incorporated in primary health care services in Iran. Objective: To propose a model that provides a methodological tool to increase women's participation in the decision making process towards breast cancer prevention. To address this, an evaluation framework was developed that includes a typology of community participation approaches (models) in health, as well as five levels of participation in health programs proposed by Rifkin (1985&1991). Method: This model explains the community participation approaches in breast cancer prevention in Iran. In a 'medical approach', participation occurs in the form of women's adherence to mammography recommendations. As a 'health services approach', women get the benefits of a health project or participate in the available program activities related to breast cancer prevention. The model provides the five levels of participation in health programs along with the 'health services approach' and explains how to implement those levels for women's participation in available breast cancer prevention programs at the local level. Conclusion: It is hoped that a focus on the 'medical approach' (top-down) and the 'health services approach' (top-down) will bring sustainable changes in breast cancer prevention and will consequently produce the 'community development approach' (bottom-up). This could be achieved using a comprehensive approach to breast cancer prevention by combining the individual and community strategies in designing an intervention program for breast cancer prevention.
This study presents the status on drug prescription for clinic outpatients' bronchitis, gastritis, and gastric ulcer, and also the physician factors that affects their prescriptions. In this research project the physician factors are as follows: their demographic features, their work related features, education related features, drug information related features and drug promotion related features. The variables in drug prescriptions are drug expenses, daily drug expenses, days of medication, the highest price of the drugs used and the number of the different drugs used. Analysis of the use of prescription drugs was performed on NFMI(National Federation of Medical Insurance) 1994 medical expense claim data. Data on physicians' characteristics were collected by mailing surveys. Patients with secondary diseases were excluded. In this study, 388 adults with bronchitis, 1,038 children with bronchitis, 1,158 patients with gastritis, 369 patients with gastric ulcer were included. The older physicians tend to allow the lower drug costs: this explains that the older doctors who are more experienced less depend on the medicines. It can be also explained that doctors are likely to use the medicines that had been used for their intern and resident practice/training period. General practitioners give more intensive prescription compared to specialists. And specialists prescribed medicines to patients for longer period. The doctors' prescriptions for patients are largely affected by commercial sources. So objective and reliable sources for drug information is needed for patients' benefits. Physician factors explain better at the daily drug expenses, the drug price and the number of different drugs than days of medication. Gastric ulcer are better explained by the prescription model adopted in this study than other diseases.
This study investigates the stigma effect of unwelcomed facilities on apartment prices through multiple regressions based on hedonic price method. The areas studied are Sang-gye Jugong 7, 9, 10 apartment complexes. The facilities analyzed are the Chang-dong Electric Subway Depot and the Do-bong Driver's License Agency. The factors studied include the environmental variable (the elapsed time since the announcement of the re-location of these facilities), the view commanding, the distance from Chang-dong Depot, the distance from Do-bong Driver's License Test Course, the distance from neighboring facilities (subway stations, schools, parks and so on), the floor and each dwelling's exclusive space. The data used are 2,822 sales which have been collected since January 1, 2006. The facts found are as follows; first, the view commanding and the distance from the unwelcomed facilities are statistically significant. second, the environmental variable, 'days' turns out to have a positive (+) and a negative (-) significant relationship with the dependent variable, 'price', in period II and period IV respectively. This implies that the stigma effect is real. third, there are significant differences in the influence on the apartment prices among the independent variables according to time. fourth, the stigma effect is estimated as 33,686,920 Korean won in the case of the apartments which have the view commanding and 30,311,844 won in the other case before the global economic crisis. This effect seems to decrease to 22,085,078 won after the crisis. These facts suggest that stigma effects could be considered as one of the benefits in the cost-benefit analysis of Chang-dong Depot re-location project to produce somewhat higher NPV or B/C ratio.

This study investigates the influence of project-based learning method on the problem-solving ability and communication ability of students taking the 'Reading Guide' course in Library and Information Science(LIS). During this study, two tests measuring students' problem-solving ability and communication ability were conducted, containing 30 items divided into 5 steps of problem-solving processes and 45 items divided into 15 categories of communication ability, respectively. By utilizing the correspondence sample T-test during this study, significant differences were found in the 5 steps problem-solving processes. However, no difference was found between the pre-test and the post-test results in all 15 categories of communication ability. Subsequently, an in-depth interview was conducted, inquiring into the students' perspectives on the difficulty of attending classes, the content of lectures, the appropriateness of assignments, the validity of the evaluation method, the relationship with their team members, and the benefits acquired from completing the projects. Finally, an intensive analysis was conducted in the categories of problem-solving ability and communication ability.
The e-government project management consignment system to allow the public PMO has been introduced to resolve the quality management issue and the business risk, pointed out by the reorganized Software Industry Promotion Act. The additional regulation improvements are demanded because the public PMO system cannot settle down due to the different opinions among related parties: owner, operator and PMO. Therefore, to make balanced regulation improvements, the in-depth studies are necessary to analyze the fundamental causes of the disagreement between the related parties. This study analyses the each related party's cognitive structure to perform public PMO successfully and the fundamental reasons that cause the different opinions by applying the cognitive psychological Means-end chain theory, the laddering technique and the HVM, Hierarchical Value Map. In addition, this study analyses the regulations required for the related parties to obtain the expected benefits.

The study is based on a two-year research study titled 'A study on the Development of the Programs for Housing Policy to support Multi-family Housing Remodeling in Korea'. The primary purpose of this two-year study was to recommend governmental program initiatives for supporting multi-family housing remodeling activities in Korea. As a part of this research study, this article was written based on the results from the two surveys regarding multi-family housing remodeling in the United States and Korea, and a focus group with housing researchers affiliated to the Joint Center for Housing Studies. Major research findings are presented as follows: First, there have been various types of supportive programs for single- and multi-family housing remodeling in the United States. Those have focused on lower income families than middle income families. Compared with the programs in the United States, the apartment remodeling in Korea has been focusing on small population of the multi-family housing owners. Apartment remodeling in Korea needs supportive programs for rental housing remodeling and the housing remodeling for low-incomes. Second, there have been various types of remodeling activities made in multi-family housing properties in the United States. Size of remodeling project also varied. Their remodeling activities were based on the long-term repairing plans initiated by professional apartment management groups. For making our multi-family housing properties more sustainable, we also need to have the long-term repairing plans. Third, the apartment property remodeling has been regarded as a substitute of reconstruction of apartment properties. However, remodeling should be regarded as one of the most efficient ways to extend the life-cycle of apartment buildings. Thus, benefits and executive plans of apartment remodeling should be studied by a professional research center under our governmental responsibilities as done in the United States.

In this study, we classified and analyzed the type and cause of resident conflicts and made a solution at side of resident through resident survey study for research subjects located at photovoltaic system will be installed or not. The factors of resident conflicts based on news media release from 2006 to 2018 were classified to four types such as economic, environmental, technological and procedural factors. According to the news analysis, the types and proportion of resident conflicts in the photovoltaic system projects showed 33% of economic factors, 32% of environmental factor, 21% of technological factor and 14% of procedural factor. This news analysis may suggest that it is very important residents to share the economic benefits as well as to ensure the fairness of the procedures for carrying out the project based on transparent information disclosure during the business promotion and profit distribution stages. We conducted the poll survey in the rural towns where photovoltaic system will be installed or not. The poll survey results showed that (i) there is quite difference in agreement rate and other recognition for sensitive matters such as profit distribution, environmental and technological factors whether photovoltaic system will be installed or not, (ii) the resident conflict regarding the photovoltaic system installation can reduce through direct involvement of residents process. To solve these resident conflicts, the local governments should mainly effort and consider the supporting technologies and consults to solve clearly resident conflicts. In addition, it has to advertise the safety of photovoltaic systems regarding electromagnetic wave which were within the range of scientifically harmless to the human body.
Decode-and-forward relaying is a promising enhancement to existing radio access networks and is already standardized in 3rd generation partnership project (3GPP) as a part of long term evolution (LTE)-Advanced Release 10. Two inband operation modes of relay nodes are supported, namely type 1 and type lb. Relay nodes promise to offer considerable gain for system capacity or coverage, depending on the deployment prioritization, in a cost-efficient way. Yet, in order to fully exploit the benefits of relaying, the inter-cell interference which is increased due to the presence of relay nodes should be limited. Moreover, large differences in the received power levels from different users should be avoided. The goal is to keep the receiver dynamic range low in order to retain the orthogonality of the single carrier-frequency division multiple access system. In this paper, an evaluation of the relay based heterogeneous deployment within the LTE-Advanced uplink framework is carried out by applying the standardized LTE Release 8 power control scheme both at evolved node B and relay nodes. In order to enhance the overall system performance, different power control optimization strategies are proposed for 3GPP urban and suburban scenarios. A comparison between type 1 and type 1b relay nodes is as well presented to study the effect of the relaying overhead on the system performance in inband relay deployments. Comprehensive system level simulations show that the power control is a crucial means to increase the cell edge and system capacities, to mitigate inter-cell interference and to adjust the receiver dynamic range for both relay node types.
